• (Rural and urban) districts and medium/large municipalities are responsible for planning, organizing and designing public transport services within their area
i.e. “Aufgabenträger” (public/regional authority)
• To fulfil these tasks, the rural and urban districts form a special-purpose association (“Zweckverband”), which in turn takes over the responsibilities for providing public transport services from the rural/urban districts

What is Mobility Management?
Mobility Management is the systematic approach for the development, promotion and marketing of intermodal transport solutions and for influencing traffic-generating factors. The aim is to organize passenger transport in a more sustainable manner while at the same time ensuring mobility.
This can be applied to the municipal level as well as to selected target groups and geographic locations. Within the framework of (sustainable) mobility plans, regional authorities and municipalities play a key role in motivating local stakeholders to jointly develop attractive alternatives to the (sole) use of cars.
