Veolia ES South Downs Ltd. TOWN AND COUNTRY PLANNING ACT 1990. APPLICATION NO: LW/462/CM (EIA) CONSTRUCTION AND OPERATION OF AN ENERGY RECOVERY FACILITY TOGETHER WITH ANCILLARY INFRASTRUCTURE INCLUDING WASTE TRANSFER STATION, ADMINISTRATION/VISITOR CENTRE, LANDSCAPING AND HIGHWAY WORKS. LAND AT NORTHERN END OF NORTH QUAY ROAD, NEWHAVEN. Supplementary information package regarding the lighting scheme (PC 24) and the lightning conductors on the kalzip roof following meeting on the 08/12/09
1. Lighting scheme: PC 24 Lighting groups As outlined in the lighting scheme previously submitted, 4 lighting groups have been segregated so that each group can be independently switched on and off. These groups are specifically designed to address the issue of minimising the amount of lamp posts lit at the same time as each group is illuminating a particular area of the plant. Specific operational procedures will be set up to minimise lighting pollution during night time, but also provide sufficient lighting for health and safety and access to work areas. The table below shows which lighting groups will be lit and in which case: Group 1 Group 2 Group 3 Group 4 Outside waste delivery time periods and outside normal working hours
Switched off unless specific maintenance or operational requirement.

Note: This table only applies in periods of darkness.
Lamp posts dimensions The majority of lamp posts will be 8 metres high with a 0.168 metres base pole diameter. The extra high lamp posts which provide lightning protection, will be 16 metres high with a 0.338 metre base pole diameter as shown in Appendix A. Both of these lamp posts will be galvanised (light grey). The bulbs provided are full cut off lighting. Lamp posts at the northern end of the site It is now proposed to remove the three lamp posts which were originally located within the landscape at the northern end of the site. The revised lighting intensity drawings can be found in Appendix B and the revised arrangement of the lamp posts within the site can be found in Appendix C. The CCTV camera installed at the northern end of the site will be fitted with infra-red emitter so that it can operate even in case of low lighting intensity.
2. Lightning conductors on top of the kalzip roof Lightning protection of the kalzip roof is ensured using to air termination conductors and roof conductor holders. The air termination conductors are located roof of the tipping hall and of the bunker hall (3 lines) and are made of aluminium. They are approximately 170 mm high and extend approximtaly 100 mm above the rib of the kalzip as shown on the drawing below. These lightning conductors are fixed with aluminium brackets which are then bolted on the seam of the kalzip. The colour of the termination conductors is grey.
Figure 1: Lighting conductor fixed on the kalzip rib.
In between the lines of air termination conductors, roof conductor holders will be clamped onto the kalzip every 3.6 metres as detailed below and will act as conductive parts all over the kalzip roof. These extend about 40 mm above the kalzip roof. The colour of the roof conductor holder is grey RAL 7035.

Extensive details of the lightning conductors are provided in Appendix C of this package.
