Introduction
Successful organisation of the FIFA World Cup highly depends on efficient and timely
deliveries of the required goods and equipment, including overlay infrastructure elements,
furniture, fixtures, broadcasting and ceremonies equipment, food & beverages, IT
equipment, souvenirs and giveaways, printed materials, branding, fridges & coolers, TV as
well as office equipment.
Venue Delivery Guide has been created in order to inform all stakeholders on delivery rules,
important deadlines, sites and venues, key distances, access rules and procedures for each
Stadium and IBC, covering specific information on each host city, LOC Logistics and LOC
nominated Logistics Service Provider.
This guide is mainly addressed to:
FIFA
FIFA Commercial Affiliates (CAs)
Host Broadcaster and Media Right Licensees (MRLs) and their Service Providers
Suppliers.
LOC Logistics provides freight forwarding and Logistics services to relevant internal LOC
departments and FIFA. Any other external stakeholders have to make their own logistics
arrangements at their own cost if logistics support is required. Non-FIFA entities may
choose a Logistics operator on their own or work with Logistics Service Provider (LSP)
nominated by LOC Kuehne+Nagel. LOC Logistics in any case will help all FWC clients and
contributors with guidelines in regards to deliveries, including preferable dates, routes, rules
and procedures. You are welcome to direct any further questions to the FWC Logistics
Team (see contacts in Sections 2 & 7).

1. Site Access Procedure
Because of the international significance of the event and special security measures taken
to protect guests and stakeholders, please kindly consider different site access procedures
applicable for all Stadiums, such as:
Site access before Special Security Regime period
Site access during Special Security Regime period
Site access after Special Security Regime period
1.1. Site Access before and after Special Security Regime
Period
All deliveries or pick-ups, as well as service vehicle access to Stadiums performed beyond
special security regime are subject to security rules and procedures maintained by Stadium
Authorities.
All deliveries or pick-ups, as well as service vehicle access to IBC performed beyond special
security regime are subject to security rules and procedures as per Section 4.3.
For further details, please contact Venue Logistics Manager of the respective Stadium and
IBC. Notification well in advance is required prior to the planned delivery or pick-up date.
Please find Venue Logistics Managers contacts in Section 2.
1.2. Site Access during Special Security Regime Period
Security Regime - is the period when special security protocols are activated. Each vehicle
performing delivery or pick-up, as well as service vehicle, that requires access to the
Stadium/IBC during Security regime period, shall follow special security procedures and
possess valid access devices.

1.3. Security Rules Concept
To make a delivery to a Stadium/IBC during 2018 FWC Security Regime period respective
rules shall be followed:
1. Delivery timeslot shall be booked and confirmed in the MDS System;
2. Driver and accompanying passengers shall have valid FIFA Accreditation;
3. Vehicle shall possess valid Delivery Vehicle Access Permit (DVAP);
4. Vehicle shall pass through LOG Point registration, screening and sealing at the
Remote Search Park;
5. Vehicle shall pass security check at vehicle screening area (VSA) at the
Stadium/IBC entry point;

Please, kindly note, that empty trucks and Service vehicles, entering Stadium/IBC perimeter
during 2018 FWC Security Regime period, have to meet the same access requirements as
vehicles, delivering Cargo to Stadium/IBC.

1.3.1. MDS System and Procedure
Master Delivery Schedule (MDS) is an IT management solution, which is used to control
the entire inbound and outbound Stadium/IBC traffic in order to ensure that all delivery and
service vehicles are registered and monitored avoiding any conflict with site operational
activities. MDS System gathers schedule information for the access of all delivery and
service vehicles to Stadium/IBC (please, refer to Appendix 3 of Venue Delivery Guide for
MDS user manual).
From the beginning of Special Security Regime period and when the LOG Point is
operational onwards, all Stadium/IBC deliveries/pick-ups or service vehicles accesses shall
be announced in the Master Delivery Schedule.
Following steps shall be followed:
1. Registration in the MDS System by submitting a form to mds@kuehne-
nagel.com (done only once);
2. Booking of delivery timeslot in the MDS System (not later than 16:00 of the day
before the required delivery date);
3. Submitting required shipping details including detailed information on the driver,
vehicle, license number, etc.;
4. Receiving confirmation of requested delivery timeslot;
5. Vehicle timely arrival at Logistics Point/Remote Search Park for registration,
screening and sealing;
6. Vehicle timely arrival at Stadiums/IBC after successful screening and sealing.
Exceptional (non-planned in the MDS System) deliveries shall be coordinated with Venue
Logistics Managers (VLMs) directly, where each particular case will be reviewed with
further approval or rejection. For VLMs Contacts please refer to Section 2 respectively.
Please, kindly note, to arrive to LOG Point/Remote Search Park considering local traffic,
road restrictions, not earlier than 12 hours and not later than 2 hours before delivery
timeslot indicated in MDS confirmation.

1.3.2. Accreditation for drivers and passengers
Each driver and each accompanying passenger entering the Stadium/IBC during Special
Security Regime period is required to have Personal Accreditation. Accreditation is the
main personal identification document at the Stadium/IBC and is essential to ensure the
integrity and security of the 2018 FWC.
Accreditation provides to its holder physical evidence of the right to access one or more
2018 FWC zones at one or more 2018 FWC Stadium/IBC within an operational timeframe
while the relevant Stadium/IBC is in exclusive use of FIFA and/or LOC.
Accreditation is an individualised official pass with the photograph and other key
information that:
Identifies the person;
Identifies the Company that the person represents;
Identifies ileges to the Stadium or Stadiums (as to
geographical and zonal access);
In order to apply for accreditation, an authorised company representative shall provide the
responsible FIFA/LOC counterpart with the following information: full name of the
company, number of workforce and accreditation period.
The responsible FIFA/LOC counterpart will transfer this data to the Accreditation
Functional
the accreditation. The applicant will be provided with access to the FIFA accreditation
system in order to continue the application process online in order to enter data into the
FIFA accreditation system. The submitted data for each applicant will be reviewed before
an accreditation card is issued.

related to the accreditation process, in the first instance, shall be forwarded to the
FIFA/LOC counterpart or, alternatively, to their direct local contact within the 2018 FWC
Accreditation team via [email protected].
Please, kindly note, if the delivery request is confirmed in the MDS System and application
is confirmed in the Accreditation System, driver and accompanying passengers might be
able to collect their issued accreditations at LOG Point by presenting a valid Passport, as
registered in Accreditation System.

1.3.3. Delivery Vehicle Access Permit
Each vehicle entering a Stadium/IBC during Special Security Regime Period requires
Vehicle Access Permit, which may be of different type depending on the access purpose.
The Delivery Vehicle Access Permit (DVAP) is a vehicle pass having individual validity
period and is used for the vehicles, which deliver goods to the Stadium/IBC or pick up goods
from the Stadium/IBC as well as service vehicles entering security perimeter. Delivery and
service vehicles without 2018 FWC DVAP will not be allowed to enter the Stadium/IBC.
The driver shall receive DVAP at the LOG Point, if the delivery is confirmed in the MDS
system and meets all security acceptance requirements.

1.3.4. LOG Point / Remote Search Park (RSP)
Each delivery or service vehicle shall arrive to LOG Point at the recommended time
mentioned in Section 1.2.1.1.
LOG Point is a location in close proximity to the Stadium/IBC where registration of arrival
and initial check of documents are conducted. The main purpose of the LOG Point is to
control the flow of delivery and service vehicles and to avoid congestion within the
Stadium/IBC.

At LOG Point/RSP, the following steps shall be followed:
1. Vehicle arriving to LOG Point shall be parked in the truck waiting area;
2. Driver shall provide following documents to LOG Point associate:
Personal identity documents and identity documents of accompanying
passengers (passport of a citizen and/or driver's license);
Documents accompanying the delivery/Cargo (Cargo Transportation Waybill);
3. Driver Personal Accreditation (or Day pass / Setup pass (for Stadiums - non-match
days only))
4. If delivery is confirmed in the MDS and on time, Driver receives Delivery Vehicle
Access Permit (DVAP).
5. After successful LOG Point registration vehicle is called by LOG Point associate to
move to RSP area in order to pass full inspection including VACIS and/or full cargo
inspection by means of X-ray inspection systems, imaging scanners and other
special-purpose equipment, including sniffing dogs etc.
6. Prior to leaving the RSP area, the vehicle will be sealed with special security labels,
and the Secure Load Pass (SLP) will be handed over to the driver.
Please, make sure the items you deliver or bring to the LOG Point/RSP do not belong to
prohibited items list. Information on the prohibited items list is demonstrated in the
Appendix 2.
LOG Point/RSP has the following general layout:

1.3.5. Security Check at Stadium/IBC entry gate
When screening and sealing procedures at the RSP are successfully finished vehicle shall
drive to the Stadium/IBC entry gate VSA (Vehicle Screening Area) in order to pass the
conclusive security check. Each vehicle will be visually checked with special equipment
(mirrors, sniffing dogs, etc.). Seal numbers will be examined and crosschecked with SLP.
Please, make sure the items you deliver or bring to the Stadium/IBC do not belong to
prohibited items list. Information on the prohibited items list is demonstrated in the
Appendix 2.
After successful completion of security check the vehicle shall move to the destination
Stadium/IBC area. Once the unloading/loading or service operations are completed, the
vehicle shall leave the security perimeter of Stadium/IBC.
1.4. Vehicle Security Acceptance Criteria
All delivery vehicles shall meet the following criteria:
The cargo bay shall be separated from the driver's cab of physical partition,
excluding contact of the passengers of the vehicle with cargo;
Cargo compartment shall have possibility to be sealed/security labelled;
It is strictly not allowed for cargo compartment to have any holes, gaps, openings
cargo compartment shall be tightly covered with canopy and all locking
mechanism/cables shall be intact/not be damaged or corroded on the outside;
If delivery vehicle has propane / butane fuel system this equipment shall be
installed on the vehicle in plant conditions (as part of the vehicle model with
proper record in documents.

1.5. Service Vehicle Categories
Service vehicle categories fall at transport types, which by its technical specification cannot fully satisfy security sealing procedure requirements, as these vehicles have cavities, tanks and other units. In example such vehicles are:
- Open top trucks delivering oversized cargo; - Manipulators or cranes; - Tank lorries; - Cesspool emptiers; - Dustcarts with bin lifts collecting solid and liquid waste; - Water distributing vehicles; - Cleaning vehicles.
All special vehicle categories shall hin order to pass security check.
All special vehicle categories that cannot fully meet sealing requirements (e.g. open top
platforms delivering cargo or equipment, or special purpose vehicles, such as cranes) will
be allowed to deliver to Stadium/IBC only after successfully screening at the RSP. In
addition to Standard delivery rules, special vehicle categories will pass extended search at
VSA, when entering the Stadium/IBC.
Deliveries by open platforms or manipulators can only be organised if cargo cannot be
delivered in closed vehicle (oversized), otherwise such open vehicles with cargo will not be
allowed to enter stadium security perimeter.
Please also note that waste collection trucks shall be empty. Any garbage scale or dirt shall be removed from the waste tank before vehicle arrives to the RSP for screening and sealing procedures.

1.6. Deliveries organised by Passenger Vehicles
Passenger vehicles carrying light cargo can access Stadium/IBC, if following conditions are
met:
Vehicle shall possess valid Transport Pass Vehicle Access Parking Permit
VAPP (not equal to DVAP);
Driver and accompanying passengers shall be accredited;
of 40 cm length and 60 cm width;
Passenger Vehicle VAPP shall be requested in advance from LOC staff, supervising client
group, which ordered/organised following delivery. Once passenger vehicle arrives to the
Stadium gates, Driver will have to bring the cargo for screening purposes to the respective
pedestrian screening area of Stadium/IBC. Delivery timeslot is not required to be requested
in MDS System for such deliveries.
Before arranging delivery by passenger vehicle
1.7. Cargo Move out Procedure
In order to move out Cargo during special security regime period move out form (material
pass) shall be completed by supplier and signed off by LOC Stadium/IBC Site Manager and

1.9. Match Day Deliveries
In order to avoid negative influence on operations on Match Day or Match Day-1 (Official
training) all delivery/pick-up or service vehicle movements will be limited to certain
timeslots.
Please note that on Match Day delivery/pick-up or service vehicle movements WILL NOT
be allowed from 6 hours before the match kick-off, during the match and 4 hours after the
match final whistle, (detailed information is provided in section 3).
1.10. Security Sweep Restrictions for Deliveries
Russian state security agencies (RSSA) will conduct single security sweep at each Stadium/IBC prior to Security regime activation. Please note that during Security sweep access to Stadium/IBC will be limited. Access restrictions connected to Security Sweeps can be requested from VLMs.

2. LOC Logistics Services at Stadiums and IBC
FIFA partners, affiliates and suppliers are responsible for all transportation and storage
needs related to their materials and shall be independent in their Logistics operations. They
may either organize deliveries with trucks having a tail-lift or bring own machinery and
equipment on-site.
Shall partners and suppliers require a forklift or another MHE for their set up and
dismantling operations, they can book them through any Logistics operator on their own or
through the LOC nominated Logistics Service Provider (LSP) per Rate card. For LOC
nominated Logistics service provider contacts, please, refer to Section 7.
In case of any questions regarding Stadium/IBC Logistics operations suppliers can
negotiate directly with LOC Venue Logistics Managers at respective Stadiums and IBC
within VLMs operational working hours schedule.

Organizing deliveries into and within Russia following road limitations shall be respected:

Toll / Road Use Charges
Since 15 November 2015, the Platon Electronic Toll Collection (ETC) system has been
introduced in Russia to facilitate and process the collection of toll charges offsetting the
damage caused to Russian Federal Highways by vehicles exceeding 12 tons of gross vehicle
weight (HGV N3 sub-category).
Currently, the toll rate is RUB 1.90/km (~ EUR 0.027).
To pay toll the Russian Federal road user shall be registered in the ETC system (including
vehicles).
The ETC system offers two ways of payment: purchase of a toll ticket or use of an on-board
unit.
HGVs are monitored via Glonass and Glonass/GPS networks, and the data is processed
automatically.
Toll payment is enforced by the stationary overhead gantries and mobile patrols.
Failure to pay toll is an administrative offense, which will cause a fine of RUB 5 000 (~ EUR
79) and RUB 10 000 (~ EUR 158), if repeated.

be sent to the local regional authorities at a pick up
point min. 1 month before transportation (full list of
authorised organisations is specified in addendum for
-p dd 15.02.2013).
Request shall contain following: full route details, truck /
trailer details, cargo details, exact dimensions, loading
capacity, full gross weight, axle load details etc.
Please, note that additional details might be requested
by the authorities.
Each truck shall not exceed axle load even if full truckload load depend on quantity of neighbor axles, distance between neighbor axles, quantity of wheels on axle and capacity of different kinds of roads. For regional/municipal limitations and restrictions, please, see Venue specific information

Deliveries to IBC Before /After Security Regime Period
Please, note that from 01 December 2017 until 25 May 2018 all deliveries for the IBC shall go directly to the IBC (Main Delivery Gate). In order to perform delivery to IBC beyond special security regime period, the following shall be organised in advance:
1. Driver and accompanying passengers shall have an IBC Set Up Pass. IBC Set Up pass shall be requested via [email protected] at FIFA EMS System. Once IBC Set Up Pass is confirmed, it can be collected at IBC Accreditation Office;
2. Delivery timeslot shall be booked and confirmed in the MDS System (See Section 1.3.1 and Appendix 3).

Deliveries to IBC during Security Regime period
Starting from 25 May 2018 and until 18 July 2018 - Security Regime period is activated in IBC. All deliveries to IBC shall conform to special security procedures and respective rules as per Section 1.2 1.4 of the following Venue Delivery Guide. Following security rules (section 1.3) shall be followed:
1. Delivery timeslot shall be booked and confirmed in the MDS System;
2. Driver and accompanying passengers shall have valid Accreditation;
3. Vehicle shall possess valid Delivery Vehicle Access Permit (DVAP);
4. Vehicle shall pass through LOG Point registration and screening/sealing at RSP;
5. Vehicle shall pass security check at vehicle screening area (VSA) at the IBC
entry point.

7. Courier Services
As courier agents will not have access to Stadium and IBC during Security Regime period
without access devices, please, make aware your industry partners that LOG Point is their
delivery point for parcels and correspondence. LOC Logistics will regularly deliver parcels
and correspondence to the final consignees at Stadiums and IBC.
Please, kindly note that courier deliveries shall meet the following criteria:
- Cargo dimensions of not more than 60 cm X 70 cm x 150 cm;
- Cargo weight of not more than 31 kgs;
- No prohibited items;
- No private or confidential deliveries.
Courier deliveries beyond Security Regime period can be organised directly to Stadiums,
meaning to be received by the Consignee mentioned in the POD directly.
IBC courier deliveries can be collected personally by the consignee from courier agent
representative at IBC VSA.

8. LOC nominated Logistics Service Provider
LOC has nominated Kuehne + Nagel LLC (KN) as its supplier and FWC Logistics Service
Provider (LSP).
Kuehne + Nagel is a Global Freight Forwarding and Logistics Company, which has vast
experience in Logistic management and delivery of large-scale global sporting events.
Kuehne + Nagel provides specialised planning, end-to-end Logistics and Freight forwarding
solutions for sports events at all event stages, including following services dedicated to
FWC:
International Freight forwarding services, such as air, overland and sea freight;
Customs clearance solutions (Special Customs Procedure,
Permanent/Temporary import, ATA Carnet);
Central Warehouse in Moscow, as well as in FWC Host Cities;
KN own domestic distribution network to all FWC Stadiums and sites;
Last mile Logistics and deliveries to Stadiums;
Provision of material handling equipment, such as forklifts, scissor lifts, pallet
jacks, trolleys, central supply kits as well as packing materials onsite;
KN Venue Logistics teams, such as (Venue Logistics Coordinators, supervisors,
administrators, workers, forklift operators etc.).

vehicle transporting material and goods, delivery or pick-
up that seeks access to the FIFA World Cup site needs to
pass through the LOG Point. LOG Point is located outside
the outer perimeter of the Stadium and IBC and
combined with RSP within the same security perimeter.

Master Delivery Schedule - a centralised delivery and
access planning system that allows controlling the entire
flow of Delivery and Service vehicles to Stadiums / IBC.
RSP
The Remote Search Park is an operational unit controlled
where delivery and service vehicles are screened and
sealed before proceeding to Stadiums or IBC. RSP is
located outside the outer perimeter of the Stadium and
IBC.

MDS Overview
1. Introduction
Master Delivery Schedule (MDS) is a centralised online system that regulates the access of all
Cargo sites.
MDS is a tool that prevents vehicle congestion at site entrances, reduces the impact on traffic and
site surroundings, and provides accurate information about vehicles arriving at the site.
This system will allow suppliers to request a timeslot for access to sites by choosing from available
pre-created timeslots and entering specific information and receive notifications of confirmation or
rejection of these requests.
2. MDS System Validity
All deliveries and pick-ups, as well as service vehicles access to Stadiums and IBC shall be scheduled
through the MDS System. MDS procedure is exclusively operating during below timetable:

Delivery timeslot booking: 4 days before the planned delivery date, but no later than 16:00 of the
day preceding the delivery.
Vehicles without booked delivery timeslot in the MDS system will not be allowed to enter the
Remote Search Park.

3. The order of submitting the delivery requests in the MDS system.
Delivery Day - 1 Delivery Day
Up to 16:00 delivery timeslot booking for the
deliveries, planned for the next day is open in the
MDS system.
The Venue Logistics Manager reviews the Delivery
timeslot Requests, confirms them or requests
additional information.
The supplier submits additional information
according to requests.
Implementation of confirmed deliveries.
All delivery timeslots shall be booked not later than 16:00 of the day before the planned delivery. On the day preceding the planned delivery (DD-1) until 16:30, Venue Logistics Manager (VLM) at venue analyzes the delivery timeslot requests scheduled in the MDS system.
In case, if all the necessary data is provided for the planned delivery, VLM confirms it. If edited
delivery information is still not full or correct, VLM is not entitled to confirm such delivery.
In case of confirmation of the delivery request, the supplier receives an automatic information
message about the status change by e-mail.
In case, if the provided data is not full or incorrect, VLM requests additional information from the
supplier (supplier will be notified by e-mail). In case, if the supplier is not clear about the reason of
the additional data request, supplier contacts the VLM by e-mail or by phone.
After receiving a request for additional data, supplier shall submit all requested information into the
MDS system not later than 17:00 of the day preceding the delivery (DD -1).
The VLM re-checks the Delivery Requests, and, if the edited delivery information is full and correct,
confirms this delivery.
In case, if edited delivery information is still not full or incorrect, VLM is not entitled to confirm such
a delivery. In this case, the initiator of the delivery receives a denial in electronic form and shall
submit new delivery request to the MDS system for a new date that meets the Supplier
requirements.
The main reason for the refusal is incomplete or incorrect delivery information.
The VLM also does have the right to reject the delivery request, if delivery at the specified time may
interfere with the operational activities at the Site.

4. System Registration and Login
Registration process is open from 01 February 2018 (registration is required only once).
In order to obtain access to the MDS system, all delivery and/or service suppliers who wish to enter
sites shall do the following:
1. Send the filled in registration form (available in the appendix to the Manual), both electronic and
signed, stamped and scanned copy to the MDS team [email protected].
2. Within three days after the receipt of the registration form (if the MDS team made a positive
decision to grant access to the applicant company), an e-mail with the user credentials for accessing
the MDS system will be sent to the applicant.
To Login, users shall enter the web page https://mds.kuehne-nagel.ru and enter their Login into the
"Login" field, their password into Logi

5. Delivery Request creation.
To create a delivery request, you shall Log in using your user credentials.
On the welcome page click the "Timeslot Management" button.

1) "Select Venue" - Filter for displaying Sites.
To display only one specific Site, enter its name (or just part of it) and click the "Apply" button.
2) "Apply" Apply filter.

6. Selecting the timeslot
Select the desired date to reserve the timeslot in the 4) "Date" field.
Turn on the display of timeslots for the required site by pressing the button 10) ► to the left of the
site name.
To the right of the name of the site under the timeline in accordance with the time indicated on it,
two-hour timeslots (8 slots for every two-hour interval) will be displayed:
Free timeslots are painted in green, busy - in gray.
Select the timeslot you need by double-clicking to go to the Timeslot Booking dialog window.

9. View the reason for changing the status of the delivery
In case of changing the status of the delivery request to "TO MODIFY", to view the reason for
changing the status, you need to open the delivery by double-clicking it in the "Current delivery"
section, open the "Comments" tab (1), the reason for the status change will be indicated in the field
2:
In case the request for delivery was rejected, the reason for rejecting the request is indicated in the
similar field in the section "Completed deliveries".

11. Cancel a Delivery Request
To cancel delivery, please, open it by double-clicking and click the "Cancel Delivery" button.
Please, kindly note to arrive to LOG Point/Remote Search Park considering local traffic, road
restrictions and not later, than time indicated in MDS Delivery timeslot confirmation, but not earlier
than 12 hours / not later than 2 hours before the delivery timeslot.
12. Unscheduled deliveries
Exceptional (non-planned) deliveries shall be coordinated with VLMs directly, where each
particular case will be reviewed with further approval or rejection by VLM and Stadium / IBC
security authorities.

6. Requester confirms the independent reception from its employees and any other representatives,
whose personal data was sent or submitted to the MDS independently - a written consent (personalised
consent for each individual or representative) for the personal data processing through MDS in
accordance with current legislation of the Russian Federation. Requester confirms its consent on the
personal data of the said persons and representatives cross-border transfer.
7. Requester assumes its responsibility for the non-receipt of an appropriate consent to the processing of
personal data of any person whose personal data it transfers to Kuehne + Nagel LLC and / or contributes
to the MDS on its own, as well as to the relevant supervisory authorities in the event that they submit
claims to the Company related to violation of the requirements Current Legislation of the Russian
Federation on the processing of personal data.
8. The personal data requirements set forth in this Registration shall apply equally to any personal data
submitted by the Requester in / to MDS after confirmation of registration and receipt of the Login and
password for an unlimited period.
