Because of further slipping of PRR target date, it was decided to
allow parallelizing the development of the module assembly
procedure:
– produce 4 mechanical modules up to specs (geometry)
– produce 3 electrical (two-sided) hybrids up to specs (eletrically)
– start PRR with these achievements and finish the review process with
full electrical module tests within a couple of weeks after the PRR
(follow-up meeting with referees).
This does not free us from making 3-5 full modules and having them
fully qualified (in vacuum, under bias, cooled) before starting
production.

From LHCb Spokesperson's email summary:
“Concerns are expressed for the silicon detectors, i.e. IT, TT and VELO;
being late significantly. Since their module production is not reaching to the
state of real serial production yet, they find it difficult to assess whether the
claimed milestones can indeed be reached. […] They have noted the very
tight schedules for the production of VELO RF-box and Kapton cables […]. ”

Review goals of this review
Given that prerequisites for PRR are not met,
Aim at
– reviewing inventory of steps that are yet to be taken for achieving the
PRR prerequisites
– review estimates of time required for each step
– review resources allocated for these steps
– review inventory of components (with QA flags)
– agree on a plan toward PRR finalization and a framework for
continuous monitoring until PRR finalization paralell processing: discover all (yet unraveled) issues!
e.g.: finalize a complete module (even if not up to specs) and operate it in
vacuum system, with cooling and power + bias.
– in particular, agree on a list of measurements/graphs that ought to be
produced for demonstrating that PRR prerequisites are achieved

Look ahead
Finalize PRR process by March 31
Achieve full production speed by week 17 (2 modules / week)– week of 24 to 28 of April
May 15: more than 5 modules mounted on Right detector half
