VELLICHOR WEEKLY SECURITY SUMMARY 01 – 07 April 2019 1. POLITICAL Overview – The political process has been substantially altered and placed in doubt by the Libyan National Army (LNA) western offensive under Field Marshal Khalifa Haftar. United Nations (UN) attempts to salvage a peaceful settlement and avoid further escalation were in vein as the political dialogue appears to be off the table, for now. As so often in the past, the political process is forced to abide to military and security realities. The LNA Operation Southern Liberation and subsequent strengthened political position of Field Marshal Haftar, and the continued failure to implement points relating to the disarmament, demobilisation and possible integration of local armed groups as stipulated in the Libyan Political Agreement (LPA) and the Tripoli Security Arrangements by the Government of National Accord (GNA), are exemplary of this dynamic. Two key points are likely to shape political developments going forward, including the reaction of the international community, namely the UN Security Council (UNSC), with particular relevance of Russia; and the outcome of the conflict itself, possibly creating new political realities. Key Events / Information: 01 April, Tripolitania – President Sarraj holds a meeting in Tripoli with Chairperson of the African Union (AU) Commission Moussa Faki and other representatives, discussing both the political and security situation, as well as preparations for the National Conference. Both sides underline their consensus for the democratic process and the need to come to a solution to the ongoing crisis. 01 April, Cyrenaica – The HoR resumes its official session, during which its participation at the National Conference is confirmed with the selection process of possible participating MP’s yet to be determined. 02 April, Tripolitania – Chairperson of the AU Commission Moussa Faki and his delegation attend a meeting with President of the HCS, Khaled al-Mishri in Tripoli, discussing political developments and possible solutions to the Libya crisis, including the importance of the constitutional draft referendum, the holding of legislative and presidential elections and the basis of a civil democratic state. The HCS welcomes the AU in an observer role at the National Conference to avoid negative and illegal interferences. After the meeting, the AU delegation visited the head of the anti-Illegal Immigration Authority, Tripoli Branch, attended by several officers of the Authority and GNA Foreign Minister Mohammed Sayala. 02 April, Cyrenaica – The HoR resumes its official session under Speaker Aqilah Saleh, during which discussions on the National Conference are completed, resulting in a consensus to uphold the LPA during the conference if HoR members are invited, in which case, Speaker Saleh would form a representative committee. 02 April, Cyrenaica – Prime Minister of the Interim Government, Abdullah Al-Thani receives Chairperson of the AU Commission, Moussa Faki and his accompanying delegation in Benghazi to discuss the current national and international political developments, and the AU’s role in working towards a comprehensive political settlement under the auspices of the UN. Moussa Faki states that the solution to the Libyan crisis should be brought about without external interferences via national reconciliation inclusive of all Libyan parties. Furthermore, he praises the Interim Government’s efforts in dealing with illegal migration in accordance with international human rights laws. AU Chairperson Faki assures that more visits to Libyan parties would follow in preparation for the AU-led conference in Addis Adaba, Ethiopia in July 2019. 03 April, Tripolitania – UN Secretary-General (SG), António Guterres arrives in Tripoli – LNA western region military offensive begins. 04 April, Tripolitania – President Sarraj issues a statement condemning the military escalation, announcing a state of emergency, and instructing full mobilisation of military and security units. The GNA Ministry of Interior (MoI) issues a statement announcing the readiness of units to confront any attempt that undermines “the security of the capital or endanger the security of civilians”. 04 April, Tripolitania – The UN SG Guterres, the European Union (EU), and the United States (US) Embassy in Libya call for restraint and express consensus over their opposition towards a military solution to the Libyan crisis, as well as their support for mediation efforts by UN SRSG Salamé. SG Guterres attends a meeting with President Sarraj to discuss current political, security (including the topic of illegal migration) and economic developments. SG Guterres expresses hope for the holding of the National Conference this month under stable political circumstances.

04 April, Tripolitania – President Mishri is re-elected as President of the HCS, with Mohamed Baqi elected as first Vice-President. President Mishri is reported to have stated during his election speech, that the HCS is in contact with the PC and foreign embassies regarding ongoing military developments, claiming that there are attempts to drag the western region into a war aiming for control and power over the country. President Mishri questions the aims of the National Conference in light of military developments and the visit of SG Guterres. 04 April, International – The governments of France, Italy, the United Arab Emirates (UAE), The United Kingdom (UK), and the US issue a joint statement expressing concern about military developments near Gharyan, urging all parties to immediately de-escalate tensions while warning that any faction precipitating further civil conflict, would be held accountable. The statement reiterates opposition to a military solution while expressing continued support for and urged Libyan stakeholders to work constructively with the SRSG Salamé. 04 April, Cyrenaica – The Interim Government releases Statement No. 5 of 2019, claiming non-aggression by the LNA and offering protection to foreign embassies and diplomatic missions. 04 April, Cyrenaica – Speaker Saleh (HoR) expresses support for LNA military operations and urges citizens to support by either circumventing affected or supporting security in LNA entered areas. Speaker Saleh assures the western region population that LNA operations were targeting terrorists and extremists only and that the aim is to extend security, impose law through judicial bodies and not to restrict or deprive citizens of freedoms and private property. 04 April, Cyrenaica – LNA Spokesman Mesmari gives a press briefing, during which he calls on President Sarraj to reconsider his stance towards local armed groups. Spokesman Mesmari is reported to have expressed the General Command’s expectations of President Sarraj remaining neutral in the conflict, thereby facilitating previous political agreements. Spokesman Mesmari states that military operations are conducted separately to the political process, which is carried out under the auspices of SRSG Salamé, with continued LNA support for the National Conference. 05 April, Tripolitania – SG Guterres, attends a meeting with Field Marshal Haftar, discussing current political and security developments. SG Guterres subsequently releases a social media comment of his aim to avoid military confrontation, reiterating that there is “no military solution to the Libyan crisis, only a political one”. SG Guterres also meets Speaker Saleh in attendance of SRSG Salamé, discussing current events and developments, including the need for the results of the National Conference to be void of external influences as well as expressing continued support for the holding of legislative and presidential elections on a constitutional base. 05 April, Cyrenaica – Thirty-two members of the HoR issue a joint statement in support of LNA western operations and urge the UNSC (UNSC emergency session scheduled the same day) and the international community to “stand with the Libyans” and “not intervene in this internal Libyan issue”. 05 April, New York, USA / Libya – Subsequent to the UNSC emergency session, the Permanent Representative of Germany to the UN, Ambassador Christoph Heusgen (Germany currently chairs the UNSC) affirms that there can be no military solution and that those responsible for further conflict will be held accountable. The UNSC expresses concern about military activity near Tripoli, calling on the LNA to halt military activities and for all military forces to de-escalate. Furthermore, all parties should resume dialogue and engage constructively with the UNSMIL led political process. SG Guterres releases a social media post before departing Libya, underlining the UN’s continued commitment, and the hope to avoid “a bloody confrontation in and around Tripoli” as well as their availability to facilitate a political solution including the unification of institutions. 05 April, Cyrenaica – The Foreign Affairs and International Cooperation Committee of the HoR issues a statement in support of LNA western operations, calling it a “national duty” to eliminate terrorism and outlaw groups. The statement also reflects positively on the precaution taken by the LNA towards foreign representations and non-combatants. 06 April, Tripolitania – President Sarraj meets with SRSG Salamé to discuss current military and political developments. SRSG Salame holds a subsequent press conference during which he reassures Libyans of the UNSMIL’s continued work towards a political process, and opposition towards a military solution. SRSG Salamé underlines the National Conference as the solution to the Libyan crisis with the UNSMIL continuing to aim for its succession according to the official timeframe unless current circumstances dictate otherwise. 06 April, Moscow, Russia – The Russian Foreign Ministry urges all sides of the conflict to show restraint and responsibility as well as underlining its support for a political solution. Russian Foreign Minister, Sergei Lavrov discusses current Libyan developments with Egyptian Foreign Minister Sameh Shoukry, after which, at a press conference, Foreign Minister Lavrov

reveals his government’s follow-up on UNSC reactions to ongoing developments, refusing to accuse any single party in the conflict. 06 April, Tripolitania – President Sarraj delivers a speech, highlighting exceptional and dangerous circumstances of the current situation in Libya and previous meetings with Field Marshal Haftar, which emphasised agreements over a civil state, the democratic process, and unification efforts of the military institution. President Sarraj announces that this previous “covenant” had been “annulled”. 07 April, Tripolitania – President Sarraj meets with Military Prosecutor General Fathi Saad in Tripoli, to discuss the investigation and accountability of those involved in military operations in the western region as well as the documentation and preparation of an integrated file of crimes, as well as breaches of national and humanitarian law, followed by a meeting with Governor of the CBL to address the provision of current needs in these “exceptional circumstances”, including economic and financial measures. 07 April, Cyrenaica – Ali Faraj Al-Qatrani releases a statement, confirming his resignation from the PC in support of the LNA. 07 April, Moscow, Russia / New York, USA – Russia is reported to block a UNSC statement specifically calling on forces loyal to Khalifa Haftar to halt military operations towards Tripoli. 2. SECURITY Overview – The recent build-up of reports of increased LNA mobilisation and outreach operations into the western region were validated when on April 03, Field Marshal Haftar launched an LNA western offensive to allegedly remove terrorist and local “militias” and establish security in the region, allowing for the progression of the political process. In effect, the legitimisation does not differ to previous eastern and southern LNA operations. The offensive has further shifted attention to the north-west and has the potential of a widening conflict in terms of territory and actors involved including towns and actors in the western coastal region as well as in the areas of Misrata and Sirte. A key feature of the conflict is the LNA supply line that runs from the east over Al-Jufra Airbase into Gharyan via al-Qaryat and Mizdah. As such these areas are subject to potential hostilities including airstrikes. The LNA advance is based on its three western axes which at their northern points break up into separate axes aiming to engage opposition forces and eventually penetrate Tripoli centre.

2.2. Regional Incident Trends 01 – 07 April 2019

Key Events /Information: 01 April – Tripolitania

- Increasing reports of LNA mobilisation into the north-west including units of the 106th, 166th, 140th Battalions as well as announcements of readiness to carry out orders by the 128th and Tariq bin Zayed Battalions. It should be noted that the mobilisation comes in light of recent 155th Battalion deployment in Az Zawiyah, LNA entry and local support (111th Battalion) in Gharyan as well as the unification of units from the Tarhuna 22nd and 7th Brigades under the newly formed 9th Brigade.

- Special Deterrence Forces (Rada) carry out an arrest operation on Az Zawyiah Street, Tripoli, leading to an unconfirmed number of arrests of youths including females, allegedly involved in criminal activity.

- Localised sources report of GNA Military Region control over the Al-Zarir Checkpoint, located approx. 10 km north from of al-Watyah Airbase. LNA Western Region Operations Room Commander, Idris Madi reacts by confirming LNA control over and security stability inside the base.

- The Misrata Security Directorate reports the shooting of an officer identified as Marwan al-Shaheh by a criminal suspect outside the local Security Directorate building. The victim is said to be recovering in a medical facility.

- Localised sources report LNA mobilisation, 50km east of Sirte. - Localised sources report a shooting incident and targeted killing of an individual identified as “Dao Agriya Gaddafi”

in the Qasr Abu Hadi area, south of Sirte. 01 April – Cyrenaica

- The General Directorate of Central Security Tripoli continues its tour of the eastern region in light of efforts to unify security institutions, visiting the Ajdabiyah Branch.

- A batch of 409th Battalion Special Force Parachute Regiment graduate under the Tobruk Military Region. - The Interim Government announces the decision to establish a General Directorate of Criminal Research (CRD),

Tripoli. - Westward LNA mobilisation reported in Marada (unspecified local units) and Ajdabiyah (192nd Battalion).

02 April – Tripolitania

- The Libyan Navy and Coast Guard issue a joint statement regarding the seizure of a vessel by migrants in the territorial waters of Libya on March 27, highlighting that the incident constituted an act of piracy and the unlawful use of force, with the coast guard acting according to the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (SUA). Furthermore, the statement points to increasing rebellion amongst migrants against “enforcement ships”, which threaten operations including “search and rescue”, as well as deterring civilian ships from participating in the return of migrants to Libyan ports. The statement calls on the international community and the EU to end the presence of NGO’s off the coast of Libya and their interference with security operations, and to pressure Libyan border countries to close borders and speed-up deportation procedures for detained illegal migrants held in Libya. Furthermore, the statement refers to the “competent

authorities” to follow-up on negative reporting and accusations done by NGO’s and media outlets regarding the treatment of migrants by Libyan authorities, including the imposition of legal procedures. The statement highlights the upcoming “migration season” that is approaching Europe and therefore warns international NGO’s not to illegally enter Libya waters or to “attract” migrants, as well as urging the international community and the EU not to jeopardise maritime security by remaining silent on the illegal activities including “piracy” committed by certain migrant groups.

- Yesterday’s targeted killing of a Qadhafi tribe member (Dao Agriya Gaddafi) by an alleged Sirte Protection Force (SPF) member has caused the Social Council of the Elders of the Qadhafi tribe to call for the removal of the SPF, stationed at Ghardabiya Airbase. Tribal forces and SPF are said to have mobilised with increased tensions in the area.

02 April – Cyrenaica

- The General Directorate of Central Security Tripoli continues its tour of the eastern region with a visit to the Security Directorate and Central Security Branch of al-Marj. Tasks and operations were reviewed including the town’s security plan. The tour comes in light of continued efforts at unifying the countries security sector between eastern and western authorities.

- Reported mobilisation of the LNA Special Forces “Marine Frogs” towards the “known place”. 02 April – Fezzan

- Police and military units stationed at checkpoints in Sabha under the new Security Plan arrest thirty illegal migrants from various nationalities. The migrants were transferred to the Illegal Immigration Branch for deportation processing.

03 April – Tripolitania

- The LNA Military Information Division (MID) announces the official deployment of several units into the western region to “clear remaining terrorist groups” and to ensure the “safety of citizens and public property of the Libyan state”.

- Armed groups under the GNA Western Military Region are said to have mobilised into southern Tripoli District (Qaser Bin Gashir, Espiaa, Asbi’ah, Sidi Sayeh, Sog al Khmies).

- A military aircraft (possible Misrata Air College) conducts operations over Gharyan with alleged anti- aircraft fire coming from pro-LNA forces - no casualties reported. According to local media reports, there appears to be division amongst military units in the town according to pro-LNA and opposition forces. Reports of LNA reinforcements southward in al-Qaryat, with the mayor of Gharyan urging the PC to take measures to halt their movement.

- The body of an individual identified as Dr. Abdelmajid Maghribi is found in Aziziyah after having been kidnapped on the Tarhuna – Bani Waled Road on Thursday March 28.

- Armed clashes break out at approx. 2000hrs between GNA-allied forces and LNA units (140th Infantry Regiment, 18th Brigade, 136th Infantry Regiment) between Arrabita and Jendouba Prison in the Al Asabeah area. At approx. 2200hrs the GNA-linked armed group reportedly withdrew with LNA units controlling the Al Asabeah area including Jendouba Prison, with two GNA-linked armed group casualties and one LNA casualty. LNA units destroyed one armoured vehicle and seized three others. At approx. 0000hrs an LNA convoy (approx. 150 vehicles) was reported in Mizdah, approx. 80km south of Gharyan. At 0200hrs, LNA Spokesman al-Mesmsari confirms the entry of the LNA convoy into Gharyan.

- Unconfirmed arrival of LNA units in the Bani Waled area. - Mobilisation of the 26th Brigade with the unconfirmed target of the Aziziyah Military Camp under control of the

GNA Western Military Region 4th Brigade. 03 April – Cyrenaica

- Security patrols and security centres in Benghazi under Security Plan No. 4 are reviewed by the Head of the Security Plan, Khalid Basta and accompanying officers.

- Interior Minister of the Interim Government, Ibrahim Bushnav confirms direct coordination with the General Command of the LNA in the process of “restoring Tripoli from the grip of armed groups” through the securing of controlled territory including citizens and vital locations.

- LNA Spokesman Mesmari holds a press conference in which he includes, the confirmation of an airstrike targeting terror suspects in Kufra District; the smuggling of Libyan state funds abroad by militias; dissatisfaction with the Libyan state being “run from Qatar”; the LNA considering anyone carrying a weapon in the face of LNA units to be

a member of a mercenary or terrorist organisation; and attempts to spread false information and rumours about the intentions of the LNA’s military operations. Furthermore, he states that Tripoli citizens were ready to receive the LNA; a number of armed group leaders in Tripoli had left Libya; and that the LNA had set up an operations room to liberate the western region from terrorist groups with the continued mobilisation of LNA forces.

03 April – Fezzan

- Two GECOL employees are attacked by an individual in the al-Qardah area, Sabha while attempting to disconnect an illegal power line. One employee was shot, and the other hit by a car. Both were brought to a nearby hospital and in stable condition. Security forces subsequently arrested the perpetrator and handed him over to Central Security.

- The Sabha Joint Security Room issues instructions to all security services to be connected to a wireless network to unify security operations and increase efficiency. Furthermore, security installation devices are to be installed at all checkpoints inside and on the city borders, aimed to create an inventory of vehicles including the monitoring of stolen vehicles.

04 April – Tripolitania

- The TPF issues a statement confirming a unified military force in the western region from Ras Ajdir to Sirte and announcing the mobilisation of its units in the areas assigned to them.

- President Sarraj in his capacity as Supreme Commander-in-Chief of the Libyan Army orders GNA Military Region Commanders to raise alert levels and re-centralise their units.

- The GNA Chief of Staff, Mohamed Al-Sharif is instructed to order airstrikes via the Libyan Air Force against all threats towards civilians and vital state institutions, which are to be considered as terrorist and criminal groups.

- The GNA Ministry of Interior (MoI) raises the state of emergency to maximum, instructing all security departments and units to respond strongly and to take all necessary measures against any threats attempting to undermine the security of the capital Tripoli.

- The Misrata Military Council and local Thuwar issue a statement, expressing their readiness and urging President Sarraj to instruct GNA Military Regions to counter LNA advances in the western region as well as calling on the UNSMIL and SRSG Salamé to take position towards ongoing military developments.

- Field Marshal Haftar reportedly arrives at the LNA main operations room in the western region, releasing an audio statement, launching the Tripoli Liberation Process (Operation Flood of Dignity), calling on units at the “border of Tripoli” to continue their march towards and conquest of the capital, not violating the safety of citizens, vital state institutions or “foreign guests”, but to respond to those who show aggression.

- Head of General Intelligence, Abdul Majeed Al-Dabaa is reportedly arrested by the Nawasi Brigade in Tripoli. - Mobilisation of Misratan forces towards Tripoli – armed convoy of approx. 150 vehicles (Anti- Terror Force). - At approx. 1930hrs, LNA units gain control over Checkpoint 27 along the Coastal Road on the western outskirt of

Janzour after an advance from Sabratha and Sorman, reliant on alleged assurances by tribal groups (Awlad Saqr) in Az Zawyiah for LNA passage and eastward mobilisation towards the capital. LNA naval forces are also reported to have deployed at Sidi Bilal Naval Base, approx. 5km westwards from Checkpoint 27. Subsequently, the TPF announces Operation “Wadi Doum II” (relating to the defeat of Libyan forces and the subsequent capture of Field Marshal Haftar in the Battle of Wadi Doum, Chad in 1987) and the beginning of advances on all axes, as well as continued GNA Military Region control over the Serraj, Aziziyah, and Espiaa areas. At approx. 2250hrs, armed clashes are reported in the Checkpoint 27 area. At approx. 2310hrs, a western axis is opened from Az Zawiyah by local forces targeting LNA units stationed at the checkpoint. At approx. 2325hrs, localised sources report LNA withdrawal from the position. At approx. 2357hrs, the TPF confirms control over the location (and the Coastal Road), which was subsequently secured by both Az Zawiyah forces and TPF units. Numerous LNA forces are arrested and military vehicles seized.

- Armed clashes are reported in the Al-Hira / Aziziyah area with armed groups in Warshefana under Muammar Al-Zawawi allied with GNA Western Military Regional Command (Usama al-Juweili), attacking retreating LNA forces resulting in an ambush (Al-Zahra), with GNA Military Region forces maintaining control over the areas.

04 April – Cyrenaica

- A delegation of the General Department of Central Support Tripoli in company of the General Administration Tripoli visit the Benghazi Central Support Branch as part of ongoing security sector unification efforts.

- Security branches and departments in Benghazi raise their alert levels in light of LNA western region military operations (possible breakthrough by opposition forces).

- The LNA MID calls on units to advance towards the capital, reiterating instructions for limited social media output regarding operations and locations and urging citizens to stay away from hostilities and if applicable to secure “liberated” areas.

- Reported announcement of support and readiness by Tarhuna 9th Brigade (7th and 22nd Brigades) to carry out orders under LNA. 7th Brigade refutes the report via subsequent released statement.

- Zintani joint statement (social, civil, military) in support of LNA. - Reported mobilisation of Alrujban units towards Tripoli in support of LNA. - LNA control (approx. 1600hrs) over Sog Al Khmies with arrival of 73rd Brigade and Commander General al- Qatani.

Steady northward advance via Espiaa with subsequent entry into Qaser Bin Gashir at approx. 1900hrs. The advance is conducted with support from the Tarhuna 9th Brigade.

- Az Zawiyah tribes (including Awlad Saqr) issue a joint statement in support of LNA western operations. - Localised sources report a meeting between Zintani Elders and Dignitaries resulting in instructions for the

withdrawal of Zintani forces facing the LNA, including units under General Juweili and Commander Emad Trabelsi (General Security Service).

- LNA control Qaser Bin Gashir at approx. 1900hrs and establish control over Tripoli Airport Bridge allowing an advance into Al-Swani (conducted by Thunderbolt Special Forces). Opposition forces including Abu Salim Central Security (Ghaniwa) retreat towards the Equestrian Bridge via the Airport Road, direction Abu Salim (approx. 2045hrs). Unconfirmed reports of LNA control over Tripoli International Airport (TIA), with clashes in Qaser Bin Gashir and Wadi Al-Rabie continuing late into the night. Localised sources report of further mobilisation of Misrata forces (including La Marsa Brigade) towards Tripoli. Armed clashes reported at approx. 2230hrs in Aziziyah involving LNA Tariq Bin Ziyad Battalion forces against GNA Military Region and Az Zawiyah forces.

05 April – Cyrenaica

- A local media source in Derna reports of an armed group (Muzaffar al – Ghaithi) forcing family members of alleged terrorist members to evacuate their homes.

05 April – Fezzan

- An arson attack is reported in Murzuq on the local council building said to have been carried out by alleged Chadian Tebu forces - no casualties reported.

06 April – Tripolitania

- GNA Military Region (Misrata Air College) airstrikes on several locations including, Mizdah, Gharyan, Aziziyah, Al-Asaba and al-Qaryat.

- The LNA Air Force Operations Room announces a no-fly zone over the western region. - The LNA manages to advance northward along the southern Tripoli axis, breaking into the neighbourhoods of

Wadi Al-Rabie, Ain Zara and the Airport Road, gaining control over TIA. - LNA units advance into areas of Warshefana (Ghuut Abu Saq) - localised reports and TPF statements, claim LNA

withdrawal towards the northern borders of Gharyan. - The Tarhuna Martyrs Brigade announces LNA support and mobilisation into Tajoura. - Increasing LNA control in the Aziziyah area with possibilities opening up for an advance towards Aziziyah Military

Camp. Localised sources report the LNA to be advancing towards the outskirts of Alkremiyah after entering Al-Swani on April 05.

- Increasing GNA Military Region airstrikes along the LNA supply route from al-Qaryat past Gharyan towards Aziziyah.

- At approx. 2330hrs localised sources report clashes in the Tajoura area between the Tarhuna Martyrs Battalion and Al-Bugra forces.

- At approx. 0000hrs, the TPF issues a statement, reporting an ambush in the Wadi Al-Rabie area in which the LNA suffered casualties and the loss of several armed vehicles. Furthermore, the line of Wadi Al-Rabe, Qaser Bin Gashir, TIA, Al-Swani, Kremiyah, and Al-Zahra, is alleged to have been secured, expelling LNA forces to the Al-Hira Checkpoint with further Central Military Region reinforcements deploying in the capital. The TPF claims Central Military Region forces to have cut off LNA supply lines in the Jufra – Sirte region.

- At approx. 0200hrs, various localised sources report of ongoing LNA control over TIA and Qaser Bin Gashir as well as Wadi Al-Rabie, which witnessed the deployment of Khalid bin Walid Battalion units and reports of a subsequent ambush of Misratan forces (0130hrs), resulting in the seizure of several armed vehicles and an

unconfirmed number of casualties. The same sources report of Az Zawiyah and Janzour armed groups under the GNA Military Region, gaining control over Al-Swani and Al-Zahra with armed clashes continuing in the Aziziyah area (reports of the arrest of Tariq bin Ziyad Battalion forces in Aziziyah were rejected). Ghaniwa forces are reported to have set up fortifications in the Abu Salim area.

- The SPF issues a statement, refuting reports of a siege and clashes with a hostile force (Sirte area). The SPF confirms continued implementation of instruction by the Supreme Commander of the Libyan Army and the “highest degree of readiness” as well as the use of force to defend against attacks on civilians.

06 April – Cyrenaica

- The Social Council of the Western Zawiyah Tribes in the Eastern Region issues a statement in support of the LNA. - A second Thunderbolt Special Forces Battalion unit mobilises towards the western region from Benghazi after the

first unit deployed on April 05. 06 April – Fezzan

- The Sabha Military Region announces increased mobile and static security operations in the Sabha area in light of ongoing threat levels and the implementation of the new Sec. Plan.

- The Interim Government Criminal Research Department (CRD) arrives at Tamanhint Airbase in light of the implementation of security operations in the southern region, aiming to mitigate security threats.

07 April – Tripolitania

- Armed clashes reported at approx. 0930hrs in the Aziziyah area including GNA Military Region airstrikes at approx. 1200hrs.

- At approx. 1230hrs, the LNA MID confirms LNA airstrikes on an unspecified area of the southern Tripoli outskirts. Prior to the announcement, localised sources report airstrikes in the Airport Road area.

- Subsequent to LNA MID confirmation of airstrikes, the GNA Military Region Spokesman, Mohamed Qannouno announces the beginning of “Operation Volcano of Anger” – “clearance of aggressors and outlaws from all Libyan cities”.

- LNA advances are reported in the Wadi Al-Rabie area in the directions of Ain Zara and Salah Al-Deen. - The UNSMIL requests for a holding of a temporary truce during 1600hrs – 1800hrs for the evacuation of wounded

and civilians in the areas of Wadi Al-Rabie, Al-Kayikh (north of TIA), Qaser Bin Gashir, and Aziziyah – the truce is not adhered to.

- Continued mobilisation of Misrata reinforcements including Halbus Brigade units. - US Africa Command (US AFRICOM) issues a statement, re-deploying a contingent (Palm City to unspecified

location), stressing security realities in Libya becoming increasingly complex and unpredictable. - Central Security units are deployed to Gharyan to conduct security operations. - Commander of the LNA Western Region Operations Room, Major General Abdul Salam Al-Hassi, states that LNA

troops are advancing towards Tripoli; the LNA is carrying out their national duty and has no authoritarian motives; hostile aircraft are targeting LNA forces in places of clashes as well as al-Watyah Airbase. Importantly, General Al-Hassi states that the LNA does not intend to target opposition air force bases (Mitiga Airport, Misrata Air College Airbase), but would be forced to respond in case of continued military operations from the respective locations.

- LNA Spokesman, Mesmari gives a press briefing stating that, the “Tripoli process” was proceeding according to plan; the LNA entered Ain Zara and Khallet Al-Furjan and was advancing from Qaser Bin Gashir towards Salah Al-Deen; all LNA military units and battalions have not yet participated in ongoing operations; military developments were separate from the political process, in which the LNA continued its support for the UNSMIL and the National Conference.

- In the Aziziyah area, at approx. 2300hrs localised sources report LNA (26th Brigade) control over the Al-Hira valley and Aziziyah as well as the Assaeida area leading northwards towards Aziziyah Military Camp (GNA 4th Brigade). The Altwaisha-Almarzig Road leading eastward to the camp and the camp itself remain under GNA Military Region control. The LNA Tarhuna 9th Brigade confirms control over Al-Zahra in Warshefana, approx. 23km north-west from Azizyah Military Camp. On the southern outskirts of Tripoli, the GNA Military Region reportedly (2130hrs) regains control over Khallet Al-Furjan. The LNA maintains positions in Qaser Bin Gashir, TIA / TIA Bridge, direction Airport Road and Wadi Al-Rabie with an ongoing northward push. In the western coastal area, localised and LNA sources report mobilisation (approx.2300hrs) of several units in Sabratha (Al-Wadi Brigade) and Sorman (Criminal Investigation Directorate (CID)) direction Az Zawiyah. Various pro-LNA units in Sorman and Sabratha are reported (approx. 0000hrs) to have unified their headquarters in light of threat warnings of a possible attack by opposition

07 April – Cyrenaica

- Head of the Benghazi Security Plan (No.04), Colonel Basta, continues the high state of alert that began in conjunction with LNA western region operations, in light of possible breakthroughs and to “secure the back” of the LNA.

07 April – Fezzan

- Sabha security authorities combine communication under a unified wireless network to increase operational effectiveness and efficiency.

- After investigating CCTV material recordings, security authorities in Murzuq charge police officer, Abdullah Hamiri with the arson attack on the Municipal Council Building on April 05.

2.3. Regional Summaries

2.3.1. Tripolitania

LNA Operation Flood of Dignity (western region offensive) has dominated developments in Tripolitania, particularly affecting the areas around Gharyan, Warshefana and southern Tripoli District towards the outskirts of southern Tripoli. The failed establishment of a point of control, on the western coastal axis (Checkpoint 27, Janzour) has led to a limited LNA presence and military activity in the area. Military reinforcements and air force operations out of Misrata result in its inclusion into the overall affected areas of military developments. Apart from ongoing security responses and LNA activity in the surrounding areas (LNA supply line from the east), Sirte has remained limited in its involvement in western region operations. Operational Relevance – The LNA aims to control key logistical locations and facilities including TIA, military camps and “bridges” leading into Tripoli centre and the western coastal area.

2.3.2. Cyrenaica

Security forces in Benghazi declare a high state of alert in response to LNA Operation Flood of Dignity and possible reactionary operations and “breakthroughs” by opposition and terrorist forces. The Kufra Military Region declared high state of alert continues with ongoing security patrol operations under LNA Operation Southern Liberation. The Tobruk Military Region continues the implementation of increased security operations along the eastern border region to mitigate human trafficking and smuggling activity as well as movements by hostile elements.

2.3.3. Fezzan Fezzan continues to be affected by LNA Operation Southern Liberation through security consolidation operations. However, there have been limited offensive LNA operations (Phase Two of Operation Southern Liberation) in the region, which could potentially target ongoing threats posed by hostile forces, said to remain in the desert areas towards the southern border region and the Harouj Mountain area. The main reason for this has been the shifted focus of operations and resources towards Operation Flood of Dignity. As a result, local security actors, remaining LNA military units and increasingly Interim Government security departments are aiming to stabilise and maintain security in potentially threatened areas including, Sabha, Murzuq, Qatrun, Wadi Al-Rabie and Ghadduwah. 3. OUTLOOK National political efforts towards a democratic process are likely to be limited in light of ongoing military developments. The effectiveness of international political efforts may be affected by continued divisions amongst actors. The military conflict in the western region is likely to escalate with a widening of actors and territory involved as well as potential consolidation of LNA control in key logistical areas as well as over vital facilities. Control over advanced positions may be fluid. Security alert levels may increase due to the continued presence of hostile forces and limited resources available for security actors in the region.
