In order for a Facility to perform commercial, out of province or salvage inspections in Alberta, a Facility must comply with the Vehicle Inspection Regulation AR 211/2006 (a copy of the Regulation is in the Facility Operating Manual). This Regulation states that an audit is required prior to licensing to confirm the Facility has met all requirements. Transtrue Vehicle Safety has been contracted to perform these audits. Please note that Technicians must be licensed by Alberta Transportation under the Vehicle Inspection Program to conduct the inspections required for Out Of Province, Salvage or Commercial vehicles. To obtain a Facility Audit, the following items must be completed and returned to Alberta Transportation. Please note 2 separate payments are required. Completed Facility Audit Request form (1 page in total) (with payment made payable to Transtrue Vehicle Safety ). Completed Facility License Application (4 pages in total) (with payment made payable to Government of Alberta). Completed Registration Card for the Facility Operating Manual (order form attached). Vehicle Inspection Program

Thank you for your request regarding the Vehicle Inspection Program (VIP) in Alberta. In order for a Facility to perform commercial, out of province or salvage inspections in Alberta, a Facility must comply with the Vehicle Inspection Regulation AR 211/2006 (a copy of the Regulation is in the Facility Operating Manual). Please note that Technicians must be licensed by Alberta Transportation under the Vehicle Inspection Program to conduct the inspections required for Out Of Province, Salvage or Commercial vehicles.

To obtain a Facility Audit, the following items must be completed and returned to Alberta Transportation. Please note 2 separate payments are required.

□ Completed Facility Audit Request form (1 page in total) (with payment made payable to Transtrue Vehicle Safety).

□ Completed Facility License Application (4 pages in total) (with payment made payable to Government of Alberta).

□ Completed Registration Card for the Facility Operating Manual (order form attached).

□ Copy of Certificate of Incorporation.

□ Copy of valid Alberta Motor Vehicle Industry Council (AMVIC) License (if applicable). Contact AMVIC at 1-877-979-8100.

Review the equipment list to ensure you have all the proper equipment and items. If equipment is missing during the audit, your Facility will fail the audit and the timeframe to obtain your Facility License will increase. A re-audit may be required when a Facility fails an audit. A Facility cannot conduct inspection services unless they have a valid Facility License.

eFACILITY Alberta Transportation offers two methods for submitting or completing Vehicle Inspection Certificates. Please select your method:

CARBON COPY INSPECTION CERTIFICATES The facility will complete carbon copy inspection certificates, which are purchased from Transtrue Vehicle Safety. The facility will adhere to section 28(2) of the Vehicle Inspection Regulation (AR 211/2006) and mail all completed inspection certificates to Alberta Transportation within 7 days of the vehicle inspection.

eFACILITY The facility will complete inspections using the eFacility database. The facility understands eFacility is an internet based program that will require a computer, internet access, and a printer. Copies of certificates do not need to be mailed to Alberta Transportation when selecting this method.

If you have chosen eFacility, please provide a list of users requiring access. Attach an additional sheet, if necessary.

NOTE: The inspection facility licensee is responsible for all inspections completed at the facility and is responsible for monitoring all inspection activity in eFacility.

CREDIT CARD ACCEPTANCE POLICY CHANGE The Government of Alberta has changed the process for accepting credit card payments to protect the security of cardholder data. As of December 31, 2013, Alberta Transportation can no longer accept credit card numbers in any format by phone, fax, email, or mail. CODE OF PRACTICE VEHICLE INSPECTION PROGRAM FACILITIES

1.1 The licensee is responsible for making sure that a facility is operated strictly in accordance with the Act and Regulation. This Code of Practice provides details on how compliance with the requirements of the Act and Regulation may be achieved. 1.2 The licensee is responsible to ensure that inspections are performed in accordance with the Act, Regulation and appropriate Facility and Technician Manuals, and that no unsafe, fraudulent or illegal practices are carried on while the facility is being operated under the licence issued by Alberta Transportation (AT). 1.3 The licensee must make sure that all of the facility’s inspection equipment is kept in a good and serviceable order; the inspection area must be kept clean and Requests for Inspections should be accepted promptly and dealt with as quickly as possible. Also, it is the responsibility of the Inspection Facility Licensee to ensure that licensed inspection technicians have access to such technical data and workshop manuals as are needed to enable the verification of a vehicle manufacturer’s specifications as required. 1.4 The minimum equipment maintained during the currency of the inspection facility licence. If the prescribed inspection equipment is not available at the facility or becomes unserviceable, inspections for which that equipment is needed are not to be carried out (and inspection certificates are not to be issued) until the equipment is either repaired or replaced. 1.5 The facility may only inspect the category of vehicle for which it is approved, and the licensee must not allege or otherwise represent that the facility is capable of inspecting vehicles that fall outside of its authorization. 1.6 The facility must have a valid and subsisting licence. The licence must be posted conspicuously within the facility, along with the shop rates. The rates charged to customers must not be more than the posted rates. If the facility licence is expired, suspended or revoked, it must be taken down and may no longer be displayed until reinstated.

1.7 The Inspection Facility Licensee must supervise licensed inspection technicians employed at the facility and ensure that these persons properly discharge their duties under the Act. 1.8 The Inspection Facility Licensee must ensure that the provisions of the Act and Regulation relating to inspections, decals and certificates of inspection are observed. Additionally, the Inspection Facility Licensee is required to report all instances of bribery, conflict of interest or unethical behavior on the part of any licensed technician as soon as possible to Alberta Transportation. 1.9 Whenever a vehicle passes an inspection at a licensed facility, and the correct type of inspection report has been prepared, the licensee must ensure that the inspection document is signed and that the vehicle that was inspected has been described correctly. 1.10 The Inspection Facility Licensee must make sure that records of the vehicles inspected at the facility and the examiners employed there are maintained, and that all books of certificates are kept at the facility during normal working hours and are stored in a secure place at all times. 1.11 The Inspection Facility Licensee must furnish to Alberta Transportation completed forms relating to the vehicles inspected at the licensed facility as required. 1.12 A person must not inspect vehicles or certify to the condition of vehicles unless that person is also a licensed inspection technician. 1.13 The Inspection Facility Licensee must ensure that only licensed inspection technicians sign inspection forms. 1.14 Alberta Transportation must be notified immediately if any unused inspection certificates issued to the person are lost, destroyed or stolen. This advice must be confirmed in writing within 7 days.

I confirm that I have read and understand and will keep for future reference Alberta Transportation’s Code of Practice for Vehicle Inspection Program Facilities. I understand that any violation of any of the policies described in the Code may be grounds for removal of the Inspection Facility License issued or other appropriate disciplinary action. Except as otherwise noted in any signed explanatory statement attached to this Certificate, during the currency of my licence I have been, I am presently, and I will continue to be in full compliance with the policies stated in the Code.

Vehicle Inspection Program Facility Audit Process

A Facility that would like to become involved in the Vehicle Inspection Program is required to apply for an audit. The license process may take up to 12 weeks to complete (Note: The timeframe will increase if your Facility fails the audit or does not send in the required paperwork in a timely manner). A Facility that does not have a valid Facility License is not able to conduct inspection services until the Facility receives a valid Facility License from Alberta Transportation.

A brief outline of the renewal license process is as follows.

1. Ensure that you have all equipment and items for an Inspection Facility (details attached). Equipment and items are to be kept in your Facility at all times.

2. Transtrue Vehicle Safety will audit your Facility as soon as possible (within 45 days of application and payment). NOTE: If your Facility is missing equipment or items, your Facility will fail the audit and this will increase the timeframe for obtaining a valid Facility License.

3. Once the audit is complete Transtrue Vehicle Safety will forward all application paperwork to Alberta Transportation who will review the application. If your Facility is approved by Alberta Transportation, you will receive a new Facility License. After receipt of the new Facility License, your operation will be considered a valid Facility and may obtain the require Inspection Certificates from Transtrue Vehicle Safety.

Please note that Technicians must be licensed by Alberta Transportation under the Vehicle Inspection Program to conduct the inspections required for Out Of Province, Salvage or Commercial vehicles.

Out-of-Province Vehicle Inspection Facilities require the following:

1. A valid Alberta Motor Vehicle Industry Council (AMVIC) license indicating “garage” in a publicview.

2. A registered Facility Operating Manual.

3. Licensed Technicians are to have their license and Inspection Manual(s) available.

4. Premises is to be in a clean and safe condition with sufficient, proper space and lighting toconduct inspections.

5. Standard Journeyman’s tools to perform inspections on the types of vehicles the Facility islicensed to inspect.

6. Tire inflation and tread measuring equipment which includes tire tread gauge and a tire pressuregauge capable of measuring tire pressures in the ranges applicable for the types of vehicles theFacility is licensed to inspect.

7. Torque wrench(es) capable of measuring the torque requirements of the types of vehicles theFacility is licensed to inspect.

8. Brake measuring equipment which include brake drum diameter gauge capable of measuring upto and including the largest brake drum used on the types of vehicles the Facility is licensed toinspect and rotor gauge capable of measuring rotors on the types of vehicles the Facility islicensed to inspect.

9. Magnetic or clamp based dial indicator.

10. Adequate hoists / jacks which include lift equipment capable of safely raising the heaviest typeof vehicle that the Facility is licensed to inspect.

11. Proper stands which include safety stands capable of supporting the heaviest type of vehicle theFacility is licensed to inspect.

12. Headlight aiming equipment which include optical aligner or screen (screen must have apermanent fixture or frame that can be stand alone or be mounted to a vertical surface, withpermanent floor marking(s) so that re-positioning of the screen is as per manufacturer’sspecifications. The space must be large enough to allow a distance of 7.62m (25ft) between thevehicle’s headlights and the screen with the whole vehicle within the Facility walls).

13. Onboard diagnostic equipment and software for testing Powertrain Control Systems,Supplemental Restraint Systems (SRS) and Anti-Lock Braking Systems (ABS) on all makes andmodels of vehicles which include Domestic, Asian and European. Diagnostic software must bemaintained to within 2 years of the current model year.

14. Repair information (manuals, software or online subscription) with coverage for all makes andmodels of vehicles which includes Domestic, Asian and European (i.e., AllData, MitchellOnDemand, ShopKey, etc) updated to within 2 years of the current model year.

15. Computerized 4 wheel alignment equipment that prints results or a written contract (dated withinthe last 12 months) with another Licensed Inspection Facility that indicates the Facility willprovide, when required, 4 wheel alignments with printouts.

16. All equipment must be properly calibrated and maintained.

NOTE: For Motorcycle Only Facilities, items 1, 13 and 15 do not apply.

After issuance of a Facility License by Alberta Transportation, the Facility must:

1. Display their valid Facility License issued by Alberta Transportation in public view.

2. Display the cost for an Out of Province Vehicle inspection and re-inspection in public view.

3. Store issued and un-issued Inspection Certificates and Record of Inspections in a secure manner.

Salvage Vehicle Inspection Facilities require the following:

1. A valid Alberta Motor Vehicle Industry Council (AMVIC) license indicating “body shop” displayed in

public view. (NOTE: An AMVIC License is not required for Carrier Limited, Trailer Only or School Bus Only Facilities.)

2. A registered Facility Operating Manual.3. Licensed Technicians are to have their license and Inspection Manual(s) available.4. Premises is to be in a clean and safe condition with sufficient, proper space and lighting to conduct

inspections.5. Standard Autobody equipment and tools to perform inspections on the types of vehicles the Facility is

licensed to inspect.6. Frame straightening equipment with a 4-point anchoring system designed to hold a vehicle in a

stationary position that is suitable for the types of vehicles the Facility is licensed to inspect.7. Measuring devices that are suitable for symmetrical and asymmetrical bodies and frames for the types of

vehicles the Facility is licensed to inspect.8. Auto Body repair information (manuals, software or online subscription) with coverage for all makes and

models of vehicles which includes Domestic, Asian and European (i.e., AllData, Mitchell OnDemand,ShopKey, etc) updated to within 2 years of the current model year.

12. Torque wrench(es) capable of measuring the torque requirements of the types of vehicles the Facility islicensed to inspect.

13. Brake measuring equipment which include brake drum diameter gauge capable of measuring up to andincluding the largest brake drum used on the types of vehicles the Facility is licensed to inspect androtor gauge capable of measuring rotors on the types of vehicles the Facility is licensed to inspect.

14. Magnetic or clamp based dial indicator.15. Adequate hoists / jacks which include lift equipment capable of safely raising the heaviest type of

vehicle that the Facility is licensed to inspect.16. Proper stands which include safety stands capable of supporting the heaviest type of vehicle the

Facility is licensed to inspect.17. Headlight aiming equipment which include optical aligner or screen (screen must have a permanent

fixture or frame that can be stand alone or be mounted to a vertical surface, with permanent floormarking(s) so that re-positioning of the screen is as per manufacturer’s specifications. The space mustbe large enough to allow a distance of 7.62m (25ft) between the vehicle’s headlights and the screenwith the whole vehicle within the Facility walls).

18. Onboard diagnostic equipment and software for testing Powertrain Control Systems, SupplementalRestraint Systems (SRS) and Anti-Lock Braking Systems (ABS) on all makes and models of vehicleswhich include Domestic, Asian and European. Diagnostic software must be maintained to within 2years of the current model year.

19. Computerized 4 wheel alignment equipment that prints results or a written contract (dated within thelast 12 months) with another Licensed Inspection Facility that indicates the Facility will provide, whenrequired, 4 wheel alignments with printouts.

NOTE: Items 10-19 may be sub-contracted to a Licensed Out of Province Facility (copy of written Service

Agreement (Mechanical Work) contract must be provided and must be dated within the last 12

months).

NOTE: For Truck, Commercial Bus, School Bus, and/or Motorcoach Facilities, items 10 to 18 may be sub-contracted to a Licensed Commercial Facility (copy of written contract must be provided and must be dated within the last 12 months).

NOTE: For Motorcycle Only Facilities, items 1, 6, 18 and 19 do not apply.

After issuance of a Facility License by Alberta Transportation, the Facility must:

1. Display their valid Facility License issued by Alberta Transportation in public view.

2. Display the cost for a Salvage Vehicle inspection and re-inspection in public view.

3. Store issued and un-issued Inspection Certificates and Record of Inspections in a secure manner.

Commercial Vehicle Inspection Facilities require the following:

1. A valid Facility License issued by Alberta Transportation displayed in public view.

2. A valid Alberta Motor Vehicle Industry Council (AMVIC) license indicating “garage” displayedin public view. (NOTE: An AMVIC License is not required for Carrier Limited, Trailer Only orSchool Bus Only Facilities.)

3. A registered Facility Operating Manual.

4. Licensed Technicians are to have their license and Inspection Manual(s) available.

5. Premises is to be in a clean and safe condition with sufficient, proper space and lighting toconduct inspections.

6. Standard Journeyman’s tools to perform inspections on the types of vehicles the Facility islicensed to inspect.

7. Mechanical equipment which includes wheel and hub removal and installation tools, wheel dolly, wheel seal installation tools, feeler gauge, pry bar, air system timing equipment (e.g., stopwatch / clock capable of measuring seconds), vacuum gauge, and test light.

8. Tire inflation and tread measuring equipment which includes tire tread gauge and a tire pressuregauge capable of measuring tire pressures in the ranges applicable for the types of vehicles theFacility is licensed to inspect.

9. Torque wrench(es) capable of measuring the torque requirements of the types of vehicles theFacility is licensed to inspect.

10. Brake measuring equipment which include s-cam rotation gauge, brake drum diameter gaugecapable of measuring up to and including the largest brake drum used on the types of vehiclesthe Facility is licensed to inspect and rotor gauge capable of measuring rotors on the types ofvehicles the Facility is licensed to inspect.

11. Coupler and hitch measuring equipment including latch pin test tool / fifth wheel jaw gauge, kingpin gauge, pintle serviceability gauges and 3ft straight edge.

12. Magnetic or clamp based dial indicator.

13. Adequate hoists / jacks which include lift equipment capable of safely raising the heaviest typeof vehicle that the Facility is licensed to inspect.

14. Proper stands which include safety stands capable of supporting the heaviest type of vehicle theFacility is licensed to inspect.

15. Headlight aiming equipment which include optical aligner or screen (screen must have apermanent fixture or frame that can be stand alone or be mounted to a vertical surface, withpermanent floor marking(s) so that re-positioning of the screen is as per manufacturer’sspecifications. 16. For Facilities that inspect school buses: AVR (Amps, Volts, Resistance).
