Other HVCC Projects 1.1 Vegetable Production Project Vegetables are one of the priority crops being pushed for promotion and development in the province considering it is deficit of this commodity. In fact, CY 2006 registered a deficit of about 18,320 MT based on the national per capita consumption of 30 kgs. This will even balloon to 68,050 MT using per capita consumption of 109 kgs.. On the average, Agusan del Sur has been experiencing a deficiency of about 19,427 MT per year in the past five years. To address this, the provincial government in collaboration with concerned municipal LGUs and line agencies had vigorously pursued the implementation of Vegetable Growing Program (VGP) utilizing local funds and funding support from the national government. The provincial government appropriated the amount of P300,000.00 from its 20% Provincial Development Fund for the two Convergence Development Program (CDP) barangays (Aurora of Prosperidad and Pisaan of San Francisco) involving 50 beneficiaries with not less than 500 square meters each or a total production area of 1.25 hectares per site. The beneficiaries received assistance in the form of production inputs, technology trainings, and marketing assistance services. RFU-13 provided the amount of P400,000.00under Caraga Integrated DevelopmentProgram (CIDP) and another P450,000.00under the province's Support for EmergencyLivelihood Assistance Program (SELAP) tosupport the development of the industry.

The CIDP funding was utilized toprovide the same form of assistance as in theCDP to project beneficiaries in five (5) othersites: (Duangan, Esperanza; Magkiangkangand Katipunan both in Bayugan; Los Arcos,Prosperidad; and Tagapua, San Francisco).This involved 125 farmers with a total

a g g r e g a t eproduction areaof 6.25 hectares. On the otherhand, the SELAP funding wasused to provide assistance to anexisting vegetable producers'c o o p e r a t i v e i n B e a w a n ,Esperanza in the form ofproduction inputs, and loanamount for its vegetable buy-and-sell business. Part of theamount was also used for theimprovement of facilities of the

Provincial Demo Farm in Patin-ay thru the establishment of alow-cost greenhouse.

On the other hand, part of the provincial governmentallocation was used to put in place the concept of clustering inthe vegetable sector. It is designed to enhance thecompetitiveness of the local growers in the market in terms ofproduct volume, price and quality thru specialization inproduction. The assistance was mainly through provision ofselected quality vegetable seeds for specific production areasin the province. Significant quantities of vegetable seeds fromCIDP funding were also distributed to cluster areas.

The whole funding support tothe development of vegetable sectorin the province totalled to P1.425 M.This is a significant increase from theP250,000 appropriated in 2005. Buteven more significant is the perceivedimpact of the different interventionswhich resulted to the reduction ofvegetable deficit in the province from23,669 MT in 2005 down to 18,320MT of CY 2006.

1.3 Banana Production Project

Area planted to banana in the province tremendously increasedas compared to previous years. Decrease in bunchy top incidence ledthe farmers to venture again in bananap r o d u c t i o n . T h e C o n v e r g e n c eDevelopment Program has given thefarmers a chance to develop more areas

for banana. For thisyear, about 10hectares additionala r e a s w e r ecultivated by 10beneficiaries a totalo f 46 hectaresb a n a n a f a r m sestablished underCDP (Table 17).Likewise, the DA RFU XIII has given support onthe existing banana plantation that needs to berehabilitated through the establishment ofTechno Demo Farms on Banana Rehabilitationfor 11 municipalities as reflected in Table 18.

1.2 Cutflower Production Project

For CY 2006, the provincial government thru theConvergence Development Program has allocated P200,000 forthe Anthurium Project implemented in three barangays ofBayugan: Grace Estate, Mt. Carmel and Villa Undayon. Threetechnology demonstration farms were established to show case

the proper technology on Anthuriumproduction. Two thousand hills ofAnthurium plantlets, fungicides,insecticides and fertilizers (organic &ino rgan i c ) we re p rov ided tocooperators.

Te c h n o l o g y t r a i n i n g f r o mproduction to packaging of Anthuriumwas conducted. A farm tour was alsoconducted in Tugbok, Davao City.

Exposure to different production sites and thetechnology they had acquired led to the increase inproduction from 125,000 to 140,000 pieces per monthof assorted cutflowers. Subsequently, their sales hadincreased from P375,000.00 to P420,000.00 permonth thus giving additional income to growers.

Also marketing assistance was extended to 82growers through the market outlets the inBayugan, San Francisco, Prosperidad and even in Tagum City.Meetings with the Federation of Cutflower Growers wereconducted regularly to tackle issues and concerns. Monitoring

of the previous projects implementedwas regularly conducted to assist thebeneficiaries in the care andmaintenance of curcuma, torch andAnthurium production.

Aproposal on Cutflower Productionand Marketing Development was alsoprepared and facilitated for possiblefunding under PACAP. This wassubmitted for review and approval.

Abaca Production Project

Rubber Production Project

The Provincial Government of Agusan del Sur hadallocated P200,000.00 for the Abaca Production Project for CY2006. Out of this allocation, the project was able to distribute18,000 pieces of corms to the municipalities of Sibagat,Prosperidad, San Luis and Esperanza with a total area planted of23.05 hectares serving 125 beneficiaries. Provision of inputs to

benef ic ia r ies was a lsoconduc ted . Techno logytrainings were also conductedto farmer beneficiaries prior tothe distribution of corms toensure proper implementationof the project.

Four techno demos wereestablished to show case theproper technology of abacaproduction. These were

the Pagkain ng Bayan Project, whichare expected to produce more orless 750,000 seedlings province-wide. Polyethylene bags weredistributed at 50,000 pieces permunicipality including the Pagkainng Bayan Project in support to theestablishment of seedling nurseryprojects. Support facility likebudwood garden was a lsoestablished in nine municipalitiesand one at the Pagkain ng Bayan

Project. There were also 42,000 pieces of rubber seedlingsdistributed in Barangay Katipunan of Bayugan, Duangan ofEsperanza and Pangyan of Trento with a total of 14,000 pieces perbarangay.

In addition, Agricultural Technologists and rubberplanters were sent to various trainings on rubber production withemphasis on the establishment and management of rubbernurseries. This was sponsored by the Department of Agriculture incoordination with PAO staff to support the technical aspects of theproject.

1.4 Coffee Production Project

For 2006, the Provincial Government thru its 20%development fund had allocated another P200,000.00 for CoffeeProduction Project to be implemented in the convergence area of

San Francisco. Technology training wasalready conducted by Nestle Company atMagdum, Tagum City with 46 participantscoming from Barangay Pisaan andTagapua. Planting was not yet conducteddue to unavailability of coffee seedlings.However, Nestle Company promised thatcoffee seedlings will be delivered in April2007. Monitoring of the implementedproject at Valentina, Mac Arthur andDuangan, Esperanza was regularlyconducted to assist beneficiaries in the

introduction of proper technology especially on its care andmaintenance. Assistance to farmers for the rejuvenation of oldcoffee trees was also conducted.
