1) The admission process for all the Health Sciences courses including M.B.B.S. Course in the State of Maharashtra, for the

academic year 2020-21, in our institute, under all quota (85 % State Quota and 15 % Institutional Quota including NRI Quota)

will be conducted by the Commissioner, State CET CELL, Mumbai / Competent Authority through “Centralized Admission

Procedure” and/or as per the directions issued by the Competent Authority in this behalf, from time to time. The guidelines/

information for the admission for the academic year 2020-21 is available on website of Commissioner, State CET Cell,

( ). The interested candidates are advised to visit the said website for admission related inquiries. The institutewww.mahacet.org

does not have any role in admission process until and unless specifically directed by the Competent Authority in this behalf.

2) The Government of Maharashtra, in the High Court Of Bombay, by Affidavit- in- Reply dated 30.09.2020 in W.P. No. 92812

of 2020 have agreed to allow all the candidates applying for 15 % Institutional quota irrespective of candidate is whether domicile

of Maharashtra or otherwise. Online applications of Non Maharashtra domicile in 15 % Institutional quota will be accepted

on All India basis including Non Resident Indians and Overseas Citizen of India, who have appeared for National Eligibility

Cum Entrance Test and declared eligible. Such candidates will be able to register online in 15 % Institutional quota seats.

3) In light of the said Affidavit filed by the Government of Maharashtra and as per the provisions of Maharashtra Unaided

Private Professional Educational Institutions (Regulation of Admission to the Full Time Professional Undergraduate Medical

and Dental Courses) (Amendment) Rules, 2017, the Non Maharashtra Domicile candidates ( NEET Eligible) can also now

apply under 15 % Institutional quota for admission in M.B.B.S. Course in our institute.

4) It is explicitly clarified that, the institute has not authorized/appointed any person/individual/agent/ agency including any Non-

Teaching or Teaching staff of our institute to get admission in our institute to prospective students. If any prospective candidate

is approached by any such person/s or agency for assuring admission in our institute, this may immediately be brought to the notice

Further the institute does not accept any amount in cash or kind, directly or indirectly in excess of the fee approved by the Regulatory

Authority, in this behalf. The General Public are therefore cautioned not to be lured by any such person/s offering admission in

our institute. The institute shall not be responsible if any candidate or parents indulge/dealing in such unauthorized way of

admission in our institute.

5) The Vedantaa Institute of Medical Sciences is established, maintained and administered by Private Limited Company

and therefore the Govt. of Maharashtra, Dept. of Medical Education and Drugs have decided by G.R. dated 20/July/2017, that

all the admissions of our institute shall get approved by Admission Regulating Authority, as far as fees is concerned the rules

applicable to the “Deemed University” shall be applicable to our institute and reimbursement/scholarship in tuition fees will not be

provided to the students desirous to get admission in our institute. Further, the Govt. of Maharashtra, Dept. of Medical

Education & Drugs by G.R. dated 10/04/2018 have exempted our institute from the perview /ambit of Fees Regulating Authority,

Maharashtra. However the said decision of government is under challenge in Hon'ble High Court of Bombay. The final outcome

of Hon'ble Court/ decision of government in this matter is awaited and shall be binding to all the concerns.

6) The students/parents are hereby advised to go through the NEET-UG 2020, Information Brochure, published by the

Government of Maharashtra, website of Commissioner State CET Cell and website of our institute before writing e-mail for

any query related to the admission. If you have any query apart from the information already provided in said brochures/

I welcome all my students & congratulate you for your wise decision for selecting VedantaaInstitute of Medical Sciences for MBBS course as a part of your carrier and humanity services tothe citizens of our country.

VIMS is the only medical college located in the heart of biggest tribal belt of Maharashtra in veryclose vicinity of most modern city of Mumbai. The college is located in lush green belt of non-polluted virgin natural environment in span of 57 acres of land parcel in well planned conduciveenergetic campus.

We have well developed infrastructure, hostel & residential facilities to accommodate our medicaland paramedical community to deliver integrated health care services.

This year we have inducted some more new faculty with international standardsof researchexperience and great teaching and training skills. Most of teaching faculty will be staying inthe campus and will be available for mentorship and guidance to the students.

We have developed our own “Vedantaa Model of Covid-19 treatment” protocol by just timescheduling of existing medicines available for treating Covid-19. By introducing this model, wehave prevented all Covid–19 patients admitted in Vedantaa from even demand of oxygen. Nodeath has been reported from Covid-19 in our institution till date, creating a very safe environmentfor our students.

Dahanu city has been developed since British period having forts, attractive beaches, Mahalaxmitemple, hot water springs to add it as tourist attraction.

Because of strategic location of the college in tribal belt, we have diversified nature of clinicalmaterial giving exposure to our students. Some genetic dependent and rare diseases are alsoseen in this belt.

LOCATION LOCATION LOCATION

VIMS is located in Dahanu Taluka. Dahanu is a popular tourist coastal town known

for its renowned beach, located between the gigantic Arabian Sea and the imperial

mountains of Sahyadri. It falls in the Palghar district of Maharashtra and is situated

near the state border of Gujarat.

Other places of interest around are Bordi beach, Satpati beach, Shirgoan beach and

Shirgoan fort, Kelva beach, Kelva fort, Kelwa Shitladevi temple, kaldurg fort, Tarapur

fort, Boisar, Bassein fort/Vasai fort, Vasai Virar, Jivdani temple, Silent Hill Resort, and

Daman.

Dahanu is located 65 km north of Virar on the Western Railway line of Mumbai

Suburban Railway. College can be reached from National Highway NH-8, 15 km off

from Charoti Naka.

Mahalakshmi the ‘Kuldevi’ (patron God) of tribals, the temple is located close to the

Mumbai-Ahmedabad Western Express Highway, on the border of Maharashtra and

Gujarat, near Dahanu, just 15 km from College.

It is well known for rose gardens, coconut groves and the chickoo fruit and are known

for 35% of Maharashtra's chickoo production. Accessible from Dahanu is Udwada

The Mecca of Zoroastrians is a significant place of worship for the Zoroastrians with a

large, nifty temple that houses their sacred fire. This fire has been kept alive for almost

a thousand years.

Dahanu is situated about 70kms from Daman (U.T.), 80 kms from Jawahar , 45 kms

from Palghar city and around 127 kms from Mumbai, air Port, It is Connected by

local train (EMU) from Mumbai.

LECTURE HALLS

VIMS has 3 well-furnished and spacious lecture halls with seating capacity

of 180 students each. Lecture halls are equipped with latest audio visual aids

like LCD projectors, computers, cordless microphones, slide projectors and

facilities for E class room.

DEPARTMENTAL LIBRARY AND DEMONSTRATION ROOM

The college has departmental library cum seminar rooms and Demonstration

room in each department with a seating capacity of 75 students along with audio

visual aids like LCD projectors, computers, T.V., internet facility.

AUDITORIUM

The college has a modern aesthetically designed, centrally air conditioned

auditorium / Hospital Lecture Hall. It is an architectural marvel that houses

225 students.

DEMONSTRATION OF LIVE SURGERIES

VIMS has come up with an innovative and first of its kind method in Maharashtra

for teaching our medical students. A facility has been established to demonstrate

live surgeries from O.T. to demonstration room and auditorium with two way

communication channel which helps students to interact with the faculty during

live procedure to learn better.

LIBRARY

As a dynamic and integral part of the academic and scholarly enterprise, the

medical library of VIMS is an essential component of the institute's intellectual

mission, to educate and nurture the students, to create knowledge, and to provide

service to the community and beyond. Spreaded over area of 2400 sq. mt, with a

provision for reading rooms to accommodate more than 150 students, the library

offers many national and international journals required for undergraduate

students and faculty. Apart from online journals and E-library, each department

has its own departmental library. The reading rooms are kept open from 9:00 am to

till midnight for the students to use according to convenience, need and habit.

The central library has been provided with Wi-Fi internet facility wherein

students and faculty have open access to this facility. As the College and hostels are 'Wi-Fi' enabled, the students can

access information at any time in the campus.

THE COLLEGE CAMPUS

VIMS campus stretches over 56 acres of land, out of that approximate 25 acres

of land is developed with medical college, hospital and residential facility and

remaining area is under development with a vision to expand existing medical

college campus and establish various other paraclinical disciplinary institutes.

The college building is a masterpiece of architecture which has state-of-the-art

facilities and features all the amenities required during the course. The hospital

building is an esthetically designed and appealing marvel. The college building

contains beautifully constructed pre clinical, para clinical and clinical departments

which makes learning a beautiful experience.

HOSTELS

EXPERT FACULTY AT VEDANTAA

MUSEUMS

VIMS has well furnished boys and girls hostel, residents hostel and nursing

hostel, which come closest to being a home away from home. Hostels have

24 hours power supply facility, hot water supply and round the clock security.

Mess facilities are provided to the hostel-dwellers. Hostels features - common

computerized reading room, gym facilities, common room with LED TV and

indoor game facilities like chess, carom, table tennis, etc. All hostels are fully

Wi-Fi enabled with high speed internet connectivity.

There are 6 departmental museums which cater a collection of mounted specimens,

dry specimens, models, plates, charts for academic interest.

CANTEEN

VIMS provides various dining options for their students and faculty.

Institutional Cafeteria provides snacks and beverages throughout the day.

The cafeteria is well furnished and well maintained, open 365 days which

serves a wide range of refreshment & fast food varieties with a homely touch

for students.

There is a well maintained, orderly display of specimens with labelling and proper

description in catalogue as well as in details in front of the specimens and models.

The catalogue system in museum is maintained according to NMC criteria. They provide

the students' knowledge under the guidance of teachers for their subject of interest.

Adequate sitting arrangements are available in the museums where faculties and

students can interact and read in detail for knowledge and research purpose.

Without any shadow of doubt, it is the members of the teaching community who

impart knowledge to students. The greatest asset of VIMS is highly qualified and

experienced faculty with vast teaching experience in undergraduate and post

graduate courses. The teaching faculty, is extremely dedicated and as per the

requirements of National Medical Commission. the students are groomed to be

excellent professionals with moral and ethical values. Our faculty are also invited as

guest speakers from various well-known institutions and societies of the country. Senior

members of the teaching staff are invited as paper setters, examiners and moderators

by university from all over Maharashtra. The college encourages its faculty to attend

workshops, seminars, conferences, symposia, etc., frequently. The quality of teaching

ABOUT HOSPITAL

A good teaching hospital in a medical college enriches the teaching experience to a new level. VIMS has 410 fully

equipped teaching beds with modern amenities in the hospital. Hospital caters to good amount of clinical material

for students with presentation of “rarest of rare cases” which are described by medical books, which enable

students to learn multitudes of ailments, diseases, and their treatment.

VIMS provides free of cost treatment, food, transportation, medicines and all surgical procedures at free of Cost to

all Patients.There are more than 7 operation theaters in all surgical specialities with two minor operation

theaters to cater the surgical requirements of the hospital. The hospital is well equipped with modern equipment for

laparoscopic procedures, CT scan, Ultrasonography, C-Arm, latest models of anaesthesia work stations. The

hospital has Central clinical laboratory with all modern equipments and 24 hours functional blood bank.

CRITICAL CARE

With the intensive care facility of 20 beds and latest monitoring and ventilating equipment, the team of dedicated

intensivists provide life saving care to manage critically ill patients. The neonatal intensive care unit takes pride in

rescuing severely premature children with complex congenital problems.

MINIMALLY INVASIVE AND DAY CARE SURGERY

Through a small incision and sophisticated laparoscopic techniques, the surgeons in VIMS can operate on almost

any organ without any damage to surrounding tissues. Because of small incisions high technology and great

attention to sterile techniques, long hospitalizations and convalescences have become thing of the past. Many

patients can come in the morning, undergo surgery and can return home on same evening

SYLLABUS

As per National Medial Commission / Maharashtra University of Health Sciences, Nashik.

(A) TIME DISTRIBUTION :-

The first two semesters shall be occupied in the phase I (pre-clinical) subjects and introduction to

a broader understanding of the perspectives of medical education leading to delivery of health

care.

75% of attendance in theory and 80 % attendance in practical classes is compulsory. (or prescribed by

the MUHS, Nashik from time to time)

(B) ATTENDANCE :-

As Per Time Schedule Prescribed by MUHS, Nashik.

INTERNAL ASSESSMENT: -

As per prevailing rules of MUHS, Nashik.

UNIVERSITY EXAMINATION :-

GENERAL INFORMATION ABOUT COURSE

M.B. B.S. DEGREE course under the Maharashtra University of Health Sciences, Nashik. Duration 4 and ½ years +

1 year compulsory residential rotatory internship. Eligibility marks - As per NMC / Government of Maharashtra / MUHS

norms.

ADMISSION :All the admission in M.B.B.S. course for the academic year 2020-21 at this institution in all quota (Merit Quota and NRI

quota) will be done by the Competent Authority/Commissioner, State CET Cell, Mumbai through “Centralized Admission

Procedure” or as per the directions issued by the Competent Authority from time to time. The guidelines for admission

for the academic year 2020-21 is available on website of State CET Cell, www.mahacet.org. and issued from time to time.

Age Limit: Candidates should have completed 17 years of age as on 31st December of the year of admission. Date of

birth given in the HSC/CBSE/ISC mark sheet or in the Birth Certificate shall be taken for computing age of the candidate.

FEE STUCTURE

The Govt. of Maharashtra, Dept. of Medical Education & Drugs by G.R. dated 10/04/2018 have exempted our institute from

the preview /ambit of Fees Regulating Authority, Maharashtra. However the said decision of government is under challenge

in Hon'ble High Court of Bombay. The final outcome of Hon'ble Court/decision of government in this matter shall be binding

to all concerns.

Meantime the Fees Regulating Authority, Maharashtra have decided the fees of our institute which is available on

their website, sssamiti.org and on the website of our institute and updated from time to time.

RULES AND REGULATIONS OF VEDANTAA INSTITUTE OF

MEDICAL SCIENCES

A. GENERAL RULES :

1. The College believes that duty, decorum and discipline are the hallmarks of a good student. Students with such

qualities alone can prove to be productive manpower with an appreciable value system. Therefore erring

students would be subjected to certain disciplinary code.

2. Under disciplinary action, the Dean is empowered to fine, suspend or even expel a student from the Vedantaa

Institute of Medical Sciences in the interests of the institution

3. Students are not permitted to use Mobile Phones inside classrooms, practical halls, academic and hospital area

4. BROWSING IS NOT ALLOWED DURING LAB HOURS. Staff and students are not allowed to misuse the internet

facilities.

5. No one will be allowed to listen the music from any device inside the academic and hospital area.

6. Every Student shall conduct himself / herself in such a way that they cause no disturbance to the working of the

classes or fellow students.

7. RAGGING, CONSUMING ALCOHOL AND SMOKING ARE STRICTLY PROHIBITED IN THE VEDANTAA

INSTITUTE OF MEDICAL SCIENCES CAMPUS.

8. No function shall be arranged by the students in the Vedantaa Institute of Medical Sciences campus without

prior permission from the Dean

9. Writing on walls, pillars, bath rooms, furniture or boards is strictly prohibited.

10. Eating snacks / taking lunch inside the class rooms or along corridors are not permitted.

11. The cost of any damage, if caused to Vedantaa Institute of Medical Sciences property will be charged to the

accounts of the students, responsible for the damage in addition to disciplinary action.

12. Students are advised to switch off fans and lights when they leave the class rooms.

13. Furniture in the class rooms should not be moved or displaced.

14. No one will be allowed to whistle, hoot, shout or sing while moving in the corridor. They are also not allowed to

throw papers or other articles anywhere than specified area.

15. In the event of continued poor performance in internal tests and poor class attendance by any student, the Dean

has the authority to withhold permission for him/her to appear in the university examination as per the rules of

MUHS, Nashik.

16. Vedantaa Institute of Medical Sciences working hours are: 9.00 am to 1.00 pm, 2.00 pm to 5 pm. ( subject to

change from time to time)

17. Internal assessment is part of the evaluation. Please check the marks displayed on the notice board and bring

any discrepancy to the notice of the Dean or HOD immediately. Change is not possible later.

19. When a leave is availed for unforeseen reasons the leave application must be forwarded to the Dean through

the concerned Heads of all the Departments.

18. Except under special conditions, late comers are not allowed to enter in class without a note from the Dean.

Without the lecturer's permission students are not permitted to leave the class.

20. Participation in co-curricular or extra-curricular activities inside or outside the campus is not counted as absence

from class. Attendance will be counted only when a copy of the participation certificate or a note from the

concerned teacher is produced immediately before the Dean or an Officer authorized by him, subject to the rules of

MUHS, Nashik

23. The Vedantaa Institute of Medical Sciences takes serious note of misbehavior, insubordination, habitual tardiness,

irregular work habits or obscenity which are punishable by fine, suspension or dismissal. The Vedantaa Institute

of Medical Sciences is declared an alcohol-smoke-drug-free area and offenders will necessarily face dismissal.

21. It is necessary to score a minimum of 50% to pass in any subject in the semester examination.

22. Internal examinations are conducted regularly. Absence in two such tests, even with medical certificate do not

entitle a student for any concession.

24. Misbehavior outside the Vedantaa Institute of Medical Sciences, besides affecting the reputation of the Vedantaa

Institute of Medical Sciences, has an impact on the students community. Institution reserves the right to take

appropriate action and make such rules which are necessary in the interest of the general student community to

deal with such misbehavior.

25. The students are required to wear Institute Identity Card & display it on all working days. Failure to wear the

identity card will be treated as misconduct and such students will be barred from entering the campus and

class room.

26. Lockers are provided in Anatomy Department.

27. The management is not responsible for the safety of valuables of students.

28. The students are warned they must follow all the safety regulations while conducting practicals in the laboratories

and the management is not responsible for any physical damage or mishap that might occur out of students

negligence.

29. The Marksheet of the first internal test during the First Semester will be given personally by the Dean to the parent/

guardian within three weeks of the test. Marksheet of the other tests are sent by post. Parents/guardians are

requested to go through the marks carefully and take steps to improve performance whenever necessary.

30. Students are required to dress in the uniform stipulated by the Vedantaa Institute of Medical Sciences. All

students' are expected to be dressed neatly and decently.

31. Student's vehicles may be parked and locked in the allotted place only. However, the Institute is not responsible

for their safety.

32. Students who do not live with their parents or in the Vedantaa Institute of Medical Sciences Hostel are required

to inform the Dean about the details of their place of residence.

33. No student is permitted to take part in agitations directed against the lawful authority of the Government. Students

are not allowed to collect donation from the public for any purpose.

34. Mere possession of a cell phone during university examinations may result in losing the exam.

35. Vedantaa Institute of Medical Sciences fees are to be paid within stipulated period. A late fee may be levied after

that. If fees are not paid within four weeks after reopening, the name of the student will be struck from the register.

Tuition and other fees once paid will not be refunded. However, refund of deposit may be claimed.

36. Change of permanent address must be notified to the Vedantaa Institute of Medical Sciences office.

37. Students must be punctual for each theory class and laboratory session.

38. Students must wear white coat and ID card otherwise they shall not be permitted inside the class/laboratory.

B. RULES AND REGULATIONS FOR LIBRARY

Powers of Competent Authority (Dean/Principal/ Director at the Institute level).The Competent authority may

impose any one or more of the following punishment/s on the student found guilty of misconduct, indiscipline, in

proportion thereof:

1. Warning/reprimand

2. Fine

3. Cancellation/withheld scholarship / award / prize / medal.

4. Expulsion from the Hostel.

5. Expulsion from the institution

6. Cancellation of the result of the student concerned in the examination of the Institution.

7. Temporary annulment from the Hostel/ Institution.

8. Rustication from the Institution.

9. Debarring from appearing in any test/ examination or other evaluation process

10. Cancellation of admission

5. All students should sign the entry register of the Library, before entering and leaving library.

6. Books borrowing limit: Faculty – 2 books, Student – 1 book.

1. Silence must be observed in the Library.

2. Personal belongings are not allowed inside the Library.

3. Every staff / student of the Vedantaa Institute of Medical Sciences is eligible for membership of the Library

4. The Library can be utilized by the students and staff from 9 A.M. to 10 P.M. on working days. Closing time may

be extended during pre-exam period by the Dean at his discretion.

7. Dean is empowered to increase additional issue of books to whom so ever he feels necessary.

8. Borrower's tickets are not transferable.

9. Books are to be handled very carefully. If a book is lost by the student, he/she shall replace the book (same title,

author and edition) or shall pay double the cost of the book as fine.

10. Members before leaving the issue counter must satisfy themselves as to whether the books which they intend

to borrow are in good condition and any damage should be immediately reported to the Librarian or library staff,

failing which the member to whom the book was issued will be held responsible.

11. Members are not permitted to underline, write in, folding / tearing of pages or defaced books in any way

whatsoever.

12. The borrowed book should be returned on or before due date, If not, overdue charge of Rs.10. per day for students

will be collected.

13. If the due date falls on holidays, return can be done on the following working day without fine.

14. Misbehavior in the library will lead to cancellation of membership and serious disciplinary action.

15. A member who has lost borrower's token shall make a written report to the librarian, then original or duplicate

library token will be issued on payment of Rs. 500/-

16. The members will be held responsible for any loss or non-return of books issued against their original or

duplicate borrower's ticket.

17. Similarly the staff members who intend to leave Vedantaa Institute of Medical Sciences, shell settle all the

dues and obtain “NO DUE CERTIFICATE” from the library.

C. RULES AND REGULATIONS FOR INTERNET FACILITY (Library & Hostel)

1. Students should enter the log-in and log-out time in the log notebook without fail.

2. Do not wear foot wears inside the computer library.

3. Students are not allowed to download pictures, music, videos etc.

4. Food or drinks are not allowed inside the any parts of Library including computer Section.

5. Do not install softwares without permission.

6. Do not remove or disconnect parts, cables, or labels.

7. Social and adult sites are strictly prohibited.

8. No Internet/Intranet gaming activities allowed.

9. Do not personalize the computer settings. This includes desktop, screen saver,

11. Maintain silence inside the lab.

D. REGULATIONS GOVERNING THE MALPRACTICES BY THE STUDENTS DURING

INTERNAL EXAMINATIONS

Every student appearing for the Internal examination is liable to be charged with committing

malpractice(s), if he/she is observed as committing any one or more of the following acts or as

defined by the MUHS, Nashik & action as deem fit as per the rules of MUHS will be taken against such

students.

1. Misbehavior with officials or any other kind of rude behavior in or near the Examination Hall and

using obscene or abusing language.

2. Writing on the Question Paper and/or passing on the same to other student(s) in the Examination Hall.

3. Possession of electronic gadgets like mobile phones, programmable calculator, pen-drive or such other/storage

devices in the Examination Hall.

4. Communicating with any other student(s) or any other person(s) inside or outside the Examination Hall

with a view to take assistance or aid to write answers in the examination.

5. Copying from the material or matter or answer(s) of another student or from similar aid or assistance rendered

by another student within the Examination Hall.

6. Making any request of representation or offer of any threat for inducement or bribery to Room Superintendent

and/or any other official for favours in the Examination Hall or in the exam.

7. Approaching directly or indirectly the teaching staff to bring about undue pressure or influence upon them for

favour in the examination.

8. Taking away or taking in the answer script pages or supplementary sheets or tearing them off and/or inserting

pages written outside the examination hall into the answer scripts.

9. Receiving material from outside or inside the Examination Hall, for the purpose of copying (inclusive of electronic

communication).

10. Bringing into the Examination Hall or being found in possession of portions of an unauthorized book, manuscript,

or such other material or matter in the Examination Hall.

11. Copying or taking aid from any material or matter referred to in sub-clauses above to answer in the examinations.

12. Impersonating or allowing any other person to impersonate to answer in his/her place in the Examination Hall.

13. Committing any other act or commission or omission intending to gain an advantage or favour in the examination

by misleading, deceiving or inducing the examiner or official.

14. Having in one's possession any written matter on scribbling pad, calculator, palm, hand, leg or any other part of

the body, hand kerchiefs, clothing, socks, instrument box, identity card, scales electronic gadgets etc.,

15. Destroying any evidence of malpractice, like tearing or mutilating the answer script(s) from the Examination Hall.

hereby makes the following Regulations, namely:-

1. Short title, commencement andapplicability

(I) These Regulations may be called the Medical Council of India (Prevention and Prohibition of Ragging in

Medical Colleges/Institutions) Regulations,2009.

(ii) They shall come into force on the date of their publication in the Official Gazette.

To root out ragging in all its forms from medical colleges/institutions in the country by prohibiting it by law,

preventing its occurrence by following the provisions of these Regulations and punishing those who indulge

in ragging as provided for in these Regulations and the appropriate law in force.

3. Definitions:- For the purposes of theseRegulations:-

“Head of the institution” means the Dean/Principal/Director of the concerned medicalcollege/institution.

Any conduct whether by words spoken or written or by an act which has the effect of harassing, teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student.

2. Objective:-

“Medical College” means an institution, whether known as such or by any other name, which provides for a

programme, beyond 12 years of schooling, for obtaining recognized MBBS qualification from a university and

which, in accordance with the rules and regulations of such university, is recognized as competent to provide

for such programmes of study and present students undergoing such programmes of study for the examination

for the award of recognized MBBS / PG Degree/Diploma qualifications.

Ragging” includes thefollowing:

The above sub-clause 3.3 shall be substituted in terms of notification published on 28.03.2016 in the

Gazette of India with the following:

Ragging” includes the following:

Any conduct whether by words spoken or written or by an act which has the effect of harassing, teasing, treating

or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely

to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a

junior student or asking the students to do any act or perform something which such student will not in the ordinary

course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely

affect the physique or psyche of a fresher or a junior student. The conduct includes but is not restricted to any act

by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a

fresher; exploiting the services of a fresher, or any other students for completing the academic tasks assigned to

an individual or a group of students; any act of financial extortion or forceful expenditure burden put on a fresher

or any other student by students; any act of physical abuse including all variants of it: sexual abuse, homosexual

assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health

or person; any act or abuse by spoken words, emails, post, public insults which would also includederiving

MCI means MCI constituted in terms of Section 3 of Indian Medical Council Act,1956.

• Abetment to ragging;

• Criminal conspiracy to rag;

• Unlawful assembly and rioting while ragging;

• Public nuisance created during ragging;

• Violation of decency and morals through ragging;

• Injury to body, causing hurt or grievou shurt;

• Wrong fulre straint;

• Wrong ful confinement;

• Use of criminal force;

• Assault as well as sexual offences or even un natural offences;

• Extortion;

• Criminal trespass;

• Offences against property;

• Criminal intimidation;

• Attempts to commit any or all of the above mentioned offences against th evictim (s);

• Physical or psychological humiliation.

• All other offences following from the definition of“Ragging”.

5. Measures for prohibition ofragging:-

The Medical College/Institution / University shall strictly observe the provisions of the Act of the Central

Government and the State Governments, if any, or if enacted and / or for the time being in force, considering

ragging as a cognizable offence under the law at par with rape and other atrocities against women and ill-treatmen

of persons belonging to the SC/ST and prohibiting ragging in all its forms in all institutions.

with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student

“University” means a university established or incorporated by or under a Central Act, a Provincial Act or a State

Act, an institution deemed to be university under Section 3 of the UGC Act,1956, or an institution specially

empowered by an Act of Parliament to confer or grant degrees.

4. Punishable ingredients ofRagging:-

Ragging in all its forms shall be totally banned in the entire Medical College/Institution / University including its

departments, constituent units, all its premises (academic, residential, sports, canteen, etc) whether located

within the campus or outside and in all means of transportation of students whether public or private.

The Medical College/Institution / University shall take strict action against those found guilty of ragging and/or of

abetting ragging.

6. Measures for prevention of ragging at the institution level:- Before admissions:-

The advertisement for admissions shall clearly mention that ragging is totally banned / prohibited in the Medical

College / Institution and anyone found guilty of ragging and/or abetting ragging is liable to be punished appropriately.

The brochure of admission/instruction booklet for candidates shall print in block letters these Regulations in full(including Annexures).

The 'Prospectus' and other admission related documents shall incorporate all directions of the Hon'ble Supreme

Court and /or the Central or State Governments as applicable, so that the candidates and their parents/ guardians

are sensitized in respect of the prohibition and consequences of ragging.

A brochure or booklet/leaflet shall be distributed to each student at the beginning of each academic session forobtaining undertaking not to indulge or abet ragging and shall contain the blueprint of prevention and methodsof redress.

The application form for admission/ enrolment shall have a printed undertaking, preferably both in English/Hindi

and in one of the regional languages known to the institution and the applicant (English version given in Annexure

I, Part I), to be filled up and signed by the candidate to the effect that he/she is aware of the law regarding

prohibition of ragging as well as the punishments, and to the effect that he/she has not been expelled and/or

debarred from admission by any institution and that he/she, if found guilty of the offence of ragging and/or abetting

ragging, is liable to be punished appropriately.

The application form shall also contain a printed undertaking, preferably both in English/Hindi and in one of the

regional languages known to the institution and the parent/ guardian (English version given in Annexure I, Part II),

to be signed by the parent/ guardian of the applicant to the effect that he/ she is also aware of the law in this regard

and agrees to abide by the punishment meted out to his/ her ward in case the latter is found guilty of ragging and/or

abettingragging.

A database shall be created out of affidavits affirmed by each student and his/her parents/guardians storedelectronically, and shall contain the details of each student. The database shall also function as a record of raggingcomplaints received.

The application for admission shall be accompanied by a document in the form of the School Leaving Certificate/

transfer certificate/migration certificate/ Character Certificate which shall include a report on the behavioral pattern

of the applicant, so that the institution can thereafter keep intense watch upon a student who has a negative entry

in this regard.

A student seeking admission to the hostel shall have to submit additional undertaking in the form of Annexure I

(both Parts) along with his/ her application for hostel accommodation.

The above sub-clause 6.1.7 shall be substituted in terms of notification published on 28.03.2016 in the Gazette

of India with the following:

A student seeking admission to a hostel forming part of the Medical College /Institution/ University, or seeking

to reside in any temporary premises not forming part of the institution, include a private commercially managed

lodge or hostel, submit additional undertaking in the form of Annexure I (both Parts) along with his/her

application for hostel accommodation

At the commencement of the academic session the Head of the Institution shall convene and address a meeting

of various functionaries/agencies, like Wardens, representatives of students, parents/ guardians, faculty, district

administration including police, to discuss the measures to be taken to prevent ragging in the Institution and

steps to be taken to identify the offenders and punish the suitably.

To make the community at large and the students in particular aware of the dehumanizing effect of ragging, and

the approach of the institution towards those indulging in ragging, big posters (preferably multicolored with

different colours for the provisions of law, punishments, etc.) shall be prominently displayed on all Notice Boards

of all departments, hostels and other buildings as well as at vulnerable places. Some of such posters shall be of

permanent nature in certain vulnerable places.

A part from placing posters mentioned in sub-clause 6.1.9 above at strategic places, the Medical College/Institutionshall undertake measures for extensive publicity against ragging by means of audio-visual aids, by holdingcounseling sessions, workshops, painting and design competitions among students and other methods as itdeemsfit.

The Medical College/Institution/University shall request the media to give adequate publicity to the law prohibitingragging and the negative aspects of ragging and the institution's resolve to ban ragging and punish those foundguilty without fear or favour.

The Medical College/Institution/University shall identify, properly illuminate and man all vulnerable locations.

The above sub-clause 6.1.12 shall be substituted in terms of notification published on 28.03.2016 in the Gazetteof India with the following:

The Medical College/Institution/University shall identify, properly illuminate and keep a close watch on all locations

known to be vulnerable to occurrences of ragging incidents

The Medical College/Institution/University shall tighten security in its premises, especially at the vulnerable

places. If necessary, intense policing shall be resorted to at such points at odd hours during the early months of

the academic session.

The above sub-clause 6.1.13 shall be substituted in terms of notification published on 28.03.2016 in the Gazette

of India with the following:

The Medical College/Institution/University shall tighten security in its premises, especially at vulnerable placesand intense policing by Anti-Ragging squad, referred to in these Regulations and volunteers, if any, shall beresorted to at such points at odd hours during the early months of the academic session.

The following clause shall be added after clause 6.1.13 in terms of notification published on 28.03.2016 in the

Gazette of India:

6.1.13(A) The head of the institutions shall provide information to the local police and local authorities, the detailsof every privately commercially managed hostels or lodges used for residential purposes by students enrolled inthe institution and the head of the institution shall also ensure that the Anti-Ragging Squad shall ensure vigil insuch locations to prevent the occurrence of ragging therein.

The Medical College/Institution/University shall utilize the vacation period before the start of the new academicyear to launch wide publicity campaign against ragging through posters, leaflets. seminars, street plays, etc.

The faculties/ departments/ units of the Medical College / Institution /University shall have induction arrangements

(including those which anticipate, identify and plan to meet any special needs of any specific section of students) in

place well in advance of the beginning of the academic year with a clear sense of the main aims and objectives of

the induction process.

The Principal or Head of the Institution/Department shall obtain an undertaking from every employee of the

institution including teaching and non-teaching members of staff, contract labour employed in the premises either

for running canteen or as watch and ward staff or for cleaning or maintenance of the buildings/lawns etc. that he/she

would report promptly any case of ragging which comes to his/her notice. A provision shall be made in the service

rules for issuing certificates of appreciation to such members of the staff who report ragging which will form port of

their service record.

Every fresher admitted to the Medical College/Institution/University shall be given a printed leaflet detailing when andto whom he/she has to turn to for help and guidance for various purposes (including Wardens, Head of the institution,members of the anti-ragging committees, relevant district and police authorities), addresses and telephone numbersof such persons/authorities, etc., so that the fresher need not look up to the seniors for helping such matters and getindebted to the mandstart doing

things, right or wrong, at their behest. Such a step will reduce the freshers' dependence on their seniors.

Every institution should engage or seek the assistance of professional counselors at the time of admissions to

counsel ‘freshers’ in order to prepare them for the life ahead, particularly for adjusting to the life in hostels.

On Admission:-

The Medical College/Institution/University through the leaflet mentioned above shall explain to the new entrants

the arrangements for their induction and orientation which promote efficient and effective means of integrating

them fully as students.

The leaflet mentioned above shall also inform the freshers about their rights as bonafide students of the institutionand clearly instructing them that they should desist from doing anything against their will even if ordered by theseniors, and that they have nothing to fear as the institution cares for them and shall not tolerate any atrocitiesagainst them.

The leaflet mentioned above shall contain a calendar of events and activities laid down by the institution to facilitateand complement familiarization of freshers with the academic environment of the institution.

The Medical College/Institution/University shall also organize joint sensitization programmes of 'freshers' andseniors.

On the arrival of senior students after the first week or after the second week as the case may be, further orientation

programmes must be scheduled as follows (i) joint sensitization programme and counseling of both 'freshers' and

senior by a Professional counselor; (ii) joint orientation programme of 'freshers' and seniors to be addressed by the

principal/Head of the institution, and the anti -ragging committee ; (iii) organization on a large scale of cultural,

sports and other activities to provide a platform for the 'freshers' and seniors to interact in the presence of faculty

members ; (iv) in the hostel, the warden should address all students; may request two junior colleagues from the

college faculty to assist the warden by becoming resident tutors for a temporary duration.

In sub-clause 6.2.5, the following shall be added after the end of second para thereof, in terms of notification

published on 28.03.2016 in the Gazette of India.

(v) as far as possible faculty members should dine with the hostel residents in their respective hostels to instill a

feeling of confidence among the freshers.

Freshers shall be encouraged to report incidents of ragging, either as victims, or even as witnesses.

The above sub-clause 6.2.6 shall be substituted in terms of notification published on 28.03.2016 in the Gazetteof India with the following:

Freshers or any other student(s) shall be encouraged to report incidents of ragging, either as victims, or even as

witnesses. The identity of such informants shall be protected and shall not be subject to any adverse consequence

only for the reason for having reported such incidents.

The following shall be added after the sub-clause 6.2.6, in terms of notification published on 28.03.2016 in the

Gazette of India:

Each batch of freshers, on arrival at the institution, shall be divided into small group and each such group shall be

assigned to a member of the faculty, who shall interact individually with each member of the group everyday for

ascertaining the problems is difficulties, if any, faced by the fresher in the institution and shall extend necessary

help to the fresher in overcoming the same.

Freshers shall be lodged, as far as may be, in a separate hostel block, and where such facility are not available,

the institution shall ensure that access of seniors to accommodation allotted to freshers is strictly monitored by

wardens, security guards and other staff of the institution.

A round the clock vigil against ragging in the hostel premises, in order to prevent ragging in the hostels after the

classes are over, shall be ensured by the institution.

At the end of every academic year the Dean/Principal/Director shall send a letter to the parents/guardians of the

students who are completing the first year informing them about the law regarding ragging and the punishments,

and appealing to them to impress upon their wards to desist from indulging in ragging when they come back at

the beginning of the next academic session.

At the end of every academic year the Medical College /Institution /University shall form a 'Mentoring Cell'

consisting of Mentors for the succeeding academic year. There shall be as many levels or tiers of Mentors as

the number of batches in the institution, at the rate of 1 Mentor for 6 freshers and 1 Mentor of a higher level for

6 Mentors of the lower level.

At the end of the academic year:-

Each batch of freshers should be divided into small groups and each such group shall be assigned to a memberof the staff. Such staff member should interact individually with, each member of the group on a daily basis foras certaining the problems/difficulties if any faced by the fresher in the institution and extending necessary help.

In the case of freshers admitted to a hostel it shall be the responsibility of the teacher in charge of the group to

coordinate with the warden of the hostel and to make surprise visits to the rooms in the hostel where the

members of the group are lodged.

The Anti-Ragging Committee:- Every institution shall have an Anti- Ragging Committee and an Anti -RaggingSquad. The Anti-Ragging Committee shall be headed by the Head of the institution and shall consist ofrepresentatives of civil and police administration, local media, Non Government Organizations involved in youthactivities, faculty members, parents, students belonging to the freshers' category as well as seniors and non-teachingstaff. It shall monitor the Anti Ragging activities in the institution, consider the recommendations of the Anti-RaggingSquad and take appropriate decisions, including spelling out suitable punishments to those foundguilty.

The Anti-Ragging Squad:- The Anti-Ragging Squad shall be nominated by the Head of the institution with suchrepresentation as considered necessary and shall exclusively consist of members belonging to the various sectionsof the campus community. The Squad shall have vigil, oversight and patrolling functions. It shall be kept mobile,alert and active at all times and shall be empowered to inspect places of potential ragging and make surprise raidson hostels and other hot spots. The Squad shall investigate incidents of ragging and make recommendations to theAnti- Ragging Committee and shall work under the overall guidance of the Anti-RaggingCommittee.

All matters of discipline within teaching institutions must be resolved within the campus except those impinging onlaw and order or breach of peace or public tranquility, all of which should be dealt with under the penal laws ofthe land

University Monitoring Cell At the level of the University, we recommend that there should be a Monitoring Cell on

Ragging, which should coordinate with the affiliated colleges and institutions under its domain. The Cell should call

for reports from the Heads of institutions in regard to the activities of the Anti-Ragging Committee, Anti - Ragging

Squads, Monitoring Cells at the level of the institution, the compliance with instructions on conducting orientation

programmes, counseling sessions, the incidents of ragging, the problems faced by wardens or other officials. It

should also keep itself abreast of the decisions of the District level Anti – Ragging Committee. This Monitoring Cell

should also review the efforts made by institutions o publicize anti - ragging measures, soliciting of undertaking from

parents and students each year to abstain from ragging activities or willingness to be penalized for violations; and

should function as the prime mover for initiating action on the part of the appropriate authorities of the university for

amending the Statutes or Ordinances or Bye -laws to facilitate the implementation of anti-ragging measures at the

level of the institution.

The Annexures mentioned in 6.1.4, 6.1.5 and 6.1.7 of these Regulations shall be furnished at the beginning ofeach academic year by every student, that is, by freshers as well asseniors.

Setting up of Committees and their functions:-

Other measures:-

The Medical College/Institution /University shall arrange for regular and periodic psychological counseling andorientation for students (for freshers separately, as well as jointly with seniors) by professional counselors duringthe first three months of the new academic year. This shall be done at the institution and department/ courselevels. Parents and teachers shall also be involved in such sessions.

Full-time warden shall be appointed as per the eligibility criteria laid down for the post reflecting both the commandand control aspects of maintaining discipline, as well as the softer skills of counseling and communicating with theyouth outside the class-room situations. Wardens shall be accessible at all hours and shall be provided with mobilephones and the details of their telephone number must be widely publicized. Similarly, the telephone numbers of theother important functionaries - Heads of institutions, faculty members, members of the anti-ragging committees,district and sub-divisional authorities and state authorities where relevant, should also be widely disseminated for theneedy to get in touch or seek help in emergencies. The institution shall review and suitably enhance the powers andperquisites of Wardens and authorities involved in curbing the menace of ragging.

Futher the institutions shall provide necessary incentives for the post of full-time warden, so as to attract suitablecandidates.

Freshers shall be lodged in a separate hostel block, wherever possible, and where such facilities are not available,the college/institution shall ensure that seniors' access to freshers' accommodation is strictly monitored by wardens,security guards and college staff.

As ragging takes place mostly in the hostels after the classes are over in the college, a round the clock vigilagainst ragging in the hostel premises shall be provided. It is seen, that college canteens and hostel messes arealso places where ragging often takes place. The employers/employees of the canteens/mess shall be givennecessary instructions to keep strict vigil and to report the incidents of ragging to the college authorities if any.

Private commercially managed lodges and hostels shall be registered with the local police authorities, and this

shall be done necessarily on the recommendation of the Head of the institution. Local police, local administration

and the institutional authorities shall ensure vigil on incidents that may come within the definition of ragging and

shall be responsible for action in the event of ragging in such premises, just as they would be for incidents within

the campus. Managements of such private hostels shall be responsible for action in the event of ragging in such

premises, just as they would be for incidents within campuses.

Besides registering private hostels as stated above, the towns or cities where educational institutions are located

should be apportioned as sectors among faculty members, as is being done by some institutions, so that they

could maintain vigil and report any incidents of ragging outside campuses and en route while 'freshers' commute.

The Head of the institution shall take immediate action on receipt of the recommendations of the Ant-Ragging

Squad. He/ She shall also take action suomotu if the circumstances so warrant.

Freshers who do not report the incidents of ragging either as victims or as witnesses shall also be punishedsuitably.

Anonymous random surveys shall be conducted across the 1st year batch of students (freshers) every fortnight

during the first three months of the academic year to verify and cross-check whether the campus is indeed free of

ragging or not. The institution may design its own methodology of conducting such surveys.

The burden of proof shall lie on the perpetrator of ragging and not on the victim.

The institution shall file an FIR with the police / local authorities whenever a case of ragging is reported, but

continue with its own enquiry and other measures without waiting for action on the part of the police/ local

authorities. Remedial action shall be initiated and completed within the one week of the incident itself.

The Migration/Transfer Certificate issued to the student by the Medical College/Institution /University shall have

an entry, apart from those relating to general conduct and behaviour, whether the student has been punished

for the offence of committing or abetting ragging, or not, as also whether the student has displayed persistent

violent or aggressive behaviour or any inclination to her mothers.

Preventing or acting against ragging shall be the collective responsibility of all levels and sections of authorities

or functionaries in the Medical College/Institution /University, including faculty, and not merely that of the specific

body committee constituted for prevention of ragging.

The security personnel posted in hostels shall be under the direct control of the Wardens and assessed bythem.

As such the college canteens and hostel messes are also places where ragging often takes place, hence the

employers/employees of the canteens/mess shall be given necessary instructions to keep strict vigil and to

report the incidents of ragging to the college authorities, if any.

Further access to mobile phones and public phones shall be unrestricted in hostels and campuses, except in

class-rooms, seminar halls, library etc. where jammers shall be installed to restrict the use of mobile phones.

The Medical College/Institution /University shall set up appropriate committees including the course-in- charge,

student advisor, Warden and some senior students to actively monitor, promote and regulate healthy interaction

between the freshers and senior students.

Measures for encouraging healthy interaction between freshers and seniors:-

The inspecting/visiting committees of MCI shall cross verify that the medical college/institution has strictly

complied with the anti ragging measures and has a blemishless record in terms of there being no incident of

ragging during the impending period (i.e. from earlier inspection) or otherwise.

Depending upon the nature and gravity of the offence as established by the Anti-Ragging Committee of the

institution, the possible punishments for those found guilty of ragging at the institution level shall be any one

or any combination of the following:

Suspension from attending classes and academic privileges. Withholding / withdrawing scholarship / fellowship

and other benefits

Debarring from appearing in any test/ examination or other evaluation Process.

8.1.4. Withholding results

Debarring from representing the institution in any regional, national or international meet, tournament,

youth festival, etc.

Suspension/ expulsion from the hostel

Cancellation of admission.

Rustication from the institution for period ranging from 1 to 4 semesters

Expulsion from the institution and consequent debarring from admission to any other institution for a specific

period.

Fine of Rs. 25,000/- and Rs. 1lakh.

Collective punishment: When the persons committing or abetting the crime of ragging are not identified, the

institution shall resort to collective punishment.

7. Regulatory Measures

8. Awardable Punishments.

At the Medical College/Institutionlevel:

Freshers' welcome parties shall be organized in each department by the senior students and the faculty together

soon after admissions, preferably within the first two weeks of the beginning of the academic session, for proper

introduction to one another and where the talents of the freshers are brought out properly in the presence of the

faculty, thus helping them to shed their inferiority complex, if any, and remove their inhibitions.

The Medical College/Institution /University shall enhance the student- faculty interaction by involving the students

in all matters of the institution, except those relating to the actual processes of evaluation and of faculty

appointments, so that the students shall feel that they are responsible partners in managing the affairs of the

institution and consequently the credit due to the institution for good work/ performance is due to them as well.

Penal consequences for the heads of the institutions/administration of the institution who do not take

timely steps in the prevention of ragging and punishing those whorag.

The authorities of the institution particularly the Head of the institution, shall be responsible to ensure that no

incident of ragging takes place in the institution. In case any incident of ragging takes place, the Head shall.

take prompt and appropriate action against the person (s) whose dereliction of duty lead to the incident. The

authority designated to appoint the Head shall, in its turn, take prompt and appropriate action against the Head.

In addition to penal consequences, departmental enquiries be initiated against such heads institutions /

members of the administration / faculty members / non-teaching staff, who display an apathetic or insensitive

attitude towards complaints of ragging.

Impose an exemplary fine of Rs. 1 lakh for each incident of ragging payable by erring medical college /

institution to such authority as may be designated by the appropriate Govt., as the case maybe.

Declare the erring Medical College/Institution/University as not having the minimum academic standards

and warning the potential candidates for admission at such institution through public notice and posing on

the MCI website.

Declare the erring Medical College/Institution/University to be ineligible for preferring any application u/s 10A

of the Indian Medical Council Act, 1956 for a minimum period of one year, extendable by such quantum by

the Council as would be commensurate with the wrong.
