I must point out that VDOT does not act on proposed land uses. Action on proposed land uses are granted by the applicable local governments. Regarding entrances and access roads, I am attaching for your use links to the VDOT web site that contain our policies on entrances and access management. Dr. Adamo told the public on 29Apr09 that VDOT did/would not approve access to Shoene/Engle assemblage, yet he never consulted them or asked for a waiver. According to Lovettv's 2004 Comprehensive Plan, waivers of VDOT standards (if a waiver were req'd) can be requested for existing streets that respect historic, small town character.

Mr. Zeller,Can you please provide any information you have, including VDOT opinions/referrals, on Loudoun County Public Schools'recent proposal for a 4,000 student 3-school complex (elementary, middle and high) to be located at the northwest (highschool) and northeast (middle and elementary schools) corners of John Wolford Road and Rte 287? At the communitymeeting last week, Dr. Adamo stated ~60 busses for middle/high schools will traverse 287 to load/unload and ~30 would beneeded for the elementary students.

I was told by a public official that VDOT would not approve a school sited on a 100-acre assemblage (Engle/Shoene) on thenorth edge of Lovettsville, with access points on Broad Way on the west side of Town via a new road being constructed toaccess a new post office and on the east side of town via Lovettsville Road by the cemetary.

What is VDOT's requirement for school entrances/access roads? Are waivers ever issued due to hardship finding siteswhich comply with VDOT requirements.

Your request has several components to it so I will reproduce each part of your request and answer it in turn:

Question: “ In recent weeks ago we noticed several people doing traffic counts at intersections in and around Purcellville,along 287 north of Route 9 and Bypass Route 7. Do you have any knowledge of VDOT conducting or contracting such astudy or others who might have? ”

Answer: Attached for your use are two emails from Mr. Jerry Pauley of VDOT ’ s Traffic Engineering Division in Chantillythat describes counts undertaken by VDOT over the last few months.

Question: “ I would like all available information, including meeting notes, with Loudoun County Public Schools (LCPS)staff regarding evaluation of access roads to proposed high school or middle school sites in Loudoun County north ofRoute 9. I am particularly interested in notes from a meeting with LCPS staff on March 20, 2006 attended by VDOT staff(Farid Bigdeli, Tom Van Poole, and Jim Zeller) and subsequent meetings with respect to proposed alignments for aLovettsville area school site. My request is not limited to this specific meeting but that is a good starting point. I havereceived LCPS' 2 page meeting notes from that meeting which refer to a future scoping meeting to be conducted, butLCPS states they have no additional information. ”

Answer: Attached for your use are my notes from the March 20 meeting and email exchanges from Mr. Van Poole. Mr.Bigdeli informed me he did not keep notes from that meeting . I am also attaching an email from Mr. Tom Walker ofVDOT ’ s Land Development Division in Chantilly who was present at the March 20 meeting. The only other records I have regarding your request consists of a Nov. 6, 2006 telephone call from Mr. Scott Dunn ofTimmons Group, civil engineers for LCPS, regarding the use of VDOT ’ s Rural Rustic Road standards to improve Route694 John Wolford Road in order to provide access to a proposed school site that fronts on Route 611 Purcellville Road.There was a second telephone call on Nov. 13, 2006 with Mr. Warren Rust of Timmons regarding the same thing. I haveno further notes of the phone calls but they had to do with required roadway widths, right of way issues and therelationship to VDOT ’ s recently completed improvements to John Wolford Road.
