VBS 2014 All Preschool
Purpose Statement
This two-hour plan is designed to prepare preschool leaders for conducting VBS using LifeWay’s
Agency D3 materials.

Resources to Prepare
Preparation to use throughout the conference:
Label the first piece of paper Babies–2s, the second 3s–Pre-K, and the third
Kindergarten.
Place each paper and supplies in the age-group semicircles:
o Age-group Leader Guide
o Age-group Leader Pack
o Age-group Kid’s Activity Pak
o 3s-Kindergarten Rotation Pack in the 3s–Pre-K and Kindergarten semicircles
Make 6 Case File Notebooks:
o Cut each 9-by-12 manila envelope down the 12-inch folds on each side.
o Open the envelope and carefully place the one Case File Notebook Insert (Item
1) inside.
o Close the envelope with the paper firmly positioned in the envelope’s fold.
o Staple the fold to secure the paper in the envelope to make a book.
o See Day 1 Session Briefing (Pack Item 12) in the VBS 2014 3s–Pre-K Leader Pack
for further instruction and illustrations.
o Attach the Case File Notebook Labels (Item 2) on the outside of each
corresponding envelope.
o Display the 6 Case File Notebooks on the front of the room where they can
clearly be seen.
Intro: Welcome to Field Agent Training
Place a name tag in each chair.
Set the CD player to play “Agent in Training” (track 8).

Step 2: Get the Basic Facts from Your VBS Director

Step 3: Plan
For Bible Verse:
OPTION 1:
o Make 10 VBS 2014 Undercover Watches from the Craft Pack
o Cut out 10 circles on the paper to fit inside the hidden compartment on the
watch.
o Print one word on each piece of paper, including the reference with the last
word: Always be ready to tell what you know about Jesus. 1 Peter 3:15

o Tape one circle into each hidden compartment of the 10 Undercover Watch
Crafts.
OPTION 2:
o Print one word on each index card, including the reference with the last word:
Always be ready to tell what you know about Jesus. 1 Peter 3:15
o Place the watches or index cards in the briefcase or gift bag.
o Set the CD player to “Always Be Ready” (track 1).
For Bible Stories:
o Make 5 Message Decoders according to the instructions on the Message
Decoder CD Item on the 3s–Pre-K Music Enhanced CD.
Cut out 10 decoder frames (2 frames for 5 decoders) from heavy paper.
Wrap each frame with aluminum foil.
Cut the red cellophane sheet (located in the Leader Packs) into four
pieces (approximately 4.25-by-5.5-inches).
Insert each red cellophane piece between two decoder frames and tape
in place with clear tape.
o Tape one Daily Mission Card (Pack Items 9a-e from VBS 2014 3s–Pre-K Leader
Pack) into the right side of each file folder. (or leave untapped in three folders)
o Close each file folder with a paper clip.
o Tape the Top Secret Label (Item 3) onto the front of each folder.
o Place the file folders around the room.
o Cut apart the What Kids Need to Know Cards (Item 4).
For Resources:

o 2 VBS 2014 Special Agent Watches or 2 laser pointers or flashlights

Step 4: Gather and Prepare
Make 3 copies of the Gather and Prepare Instructions (Item 5).
Cut apart the assignments
Place 1 set of assignments and some adhesive notes or flags in each of three envelopes.
Label each envelope “Gather and Prepare Instructions.”
Step 5. Teach
No additional preparation needed.
· Step 6. Continue the Connection
Place the 10 shoe prints on the wall.
Cut apart the Shoe Print Words (Item 6) and tape each one onto a shoe.

Debrief
Cut the paper into long strips. Tape the strips together.
Start approximately ⅓ from the left portion of the swim noodle and wrap the paper strip
around the noodle. Make sure the paper does not overlap.
Write the message from left to right, placing one letter on each strip of the paper.
Print: Turn to page 13.
Unwrap the paper strip.

Set the CD player to play “Agency D3” (track 9).

Focal Wall Description
Place a VBS 2014 Super Duper Sized Backdrop, VBS 2014 Rotation Signs (omitting
Registration and Headquarters signs) or other themed artwork along with signs for each
rotation site on the focal wall.
Room Setup
Set up a long table beside the focal wall and cover it with a VBS 2014 Tablecloth or other
table cover. Display VBS resources, craft packs, and a VBS 2014 Tabletopper (optional)
on the table.
Place chairs in three semicircle groups. Arrange the chairs so group members can work
together and see the focal wall area. The amount of chairs in each group will vary based
on the total number of conferees anticipated.
Post VBS Scripture Poster” from the 2014 VBS Visual Pack or a piece of poster board
with “Always be ready to tell what you know about Jesus. 1 Peter 3:15” printed on it.
Optional Decoration Suggestions
Drape the VBS 2014 String Flags around the doorways and place the VBS 2014 Visual
Pack, VBS 2014 Wall Art, and VBS 2014 Decoration Punch-outs around the walls and
door.

Teaching Steps
Intro: Welcome to Field Agent Training (5 minutes)
Welcome each participant to Agency D3. Invite them to make a name tag.
Invite conferees to stand and listen to “Agent in Training” (track 8). Encourage them to
move as instructed in the song.
Say: “This year’s VBS will challenge kids to discover, decide, and defend God’s Word. For
our age group, preschoolers will search for clues, make discoveries, and uncover facts
that will help them discover the truth about Jesus.”
Explain that Field Agents (teachers) are often given missions or special assignments.
Comment: “Today, our mission is to learn how to use Agency D3 to help preschoolers
discover that Jesus is their Friend as we teach, pray, love, and play alongside them.”
Lead the conferees in prayer. Ask the Lord to help participants discover new ways to
teach and minister to preschoolers and their families.
Say: “Becoming a Field Agent takes training, dedication, and perseverance. We have
condensed your training into a strategic formula.”
o Don’t panic.
o Trust God.
o Follow Six Simple Steps.
Invite conferees to write in the Six Steps on the handout as taught during the
conference.
Say: “To keep things moving today, I will teach you our Call and Response. Anytime I say
‘1-2-3’ I want you all to respond together ‘Agency D3!’” Practice several times with the
conferees.
Step 1: Prepare Your Heart (10 minutes)
Invite two volunteers to come forward. Have one volunteer to put on the Special Agent
Rearview Glasses and have the other stand behind them and open Case Notebook #1.
Have the first volunteer decipher the code and read the step aloud. If the Special Agent
Rearview Glasses are unavailable, have the volunteer use a mirror to decipher the code.
Explain how preparation for your heart is the best way to start.
Ask conferees to look at a Leader Guide.
Comment: “This manual has many components and helpful information.”
Ask conferees to find the Teacher Devotion for Day 1. Explain how the devotions are
written specifically for the Field Agents (teachers).
Guide five volunteers to each read a paragraph aloud from the Teacher Devotion for
Day 1. Ask other conferees to follow along in a Leader Guide.
Share how the devotions help to prepare our hearts to teach from the overflow of our
own personal relationship with Christ.

Challenge Field Agents to take time to study, reflect, and pray before each day of VBS.
Step 2: Get the Basic Facts from Your VBS Director (5 minutes)
Invite two volunteers to put open Case Notebook #2, decipher the code as previously,
and read the step aloud.
Say: “A good Field Agent will get all of the facts before beginning an investigation. Here
are some things to ask your VBS Director before you teach.”
o What is my schedule?
o How long is my teaching time?
o How and where will preschoolers do rotation activities?
o Will the kindergartners attend the Worship Rally?
o How many preschoolers will I have in my class?
o How many Assistant Field Agents will be assigned to me?
o Whose responsibility is it to gather supplies?
Explain that Good Field Agents know what questions to ask. Say: “The sooner you
understand the basic facts, the sooner you can advance to the next step of training.”
Emphasize that each church may have different answers to each of the questions.
Step 3: Plan (30 minutes)
Invite two volunteers to put open Case Notebook #3, decipher the code, and read the
step aloud.
Share: “Planning involves several steps. The first thing we need to understand is the
Bible content.”
Bible Verse
o Point out the “VBS Scripture Poster” from the 2014 VBS Visual Pack or the Bible
verse poster. Read the verse aloud to the conferees.
o If using the visual pack poster, explain that preschoolers will also use 1 Peter
3:15 throughout the week but will use a shortened version of the verse. Tell
them the preschool version will be “Always be ready to tell what you know
about Jesus. 1 Peter 3:15.”
o Invite 10 volunteers to put on the 2014 Undercover Watch Craft Pack watches.
(If watches unavailable, give out the ten index cards and have volunteers stand
in the correct order))
Ask each volunteer to lift open the watch face to read the word (or read
the word on their card).
Guide volunteers to stand in the correct order: Always be ready to tell
what you know about Jesus. 1 Peter 3:15
o Invite conferees to write the missing words on the Handout.

o Invite conferees to stand and sing “Always Be Ready” (track 1). Teach the
motions as directed on p. 51 in the 3s–Pre-K and Kindergarten Leader Guides.
o Say enthusiastically: “1-2-3” and encourage conferees to respond with “Agency
D3!”
Bible Stories
o Explain: “Each day at Agency D3 preschoolers will discover the answers to some
common questions about Jesus.”
o Invite five (or three) volunteers to stand at the front. Give each volunteer a
Message Decoder. Explain how the Decoder Instructions are included on the 3s–
Pre-K Music Enhanced CD and the red cellophane is included in the 3s–Pre-K
Leader Pack.
o Say: “We have clues around the room indicating the content of the Bible stories.
Your mission is to find the clues and bring them back to the front. Hint: Each
clue is marked “Top Secret” and is in a file folder.”
o Guide volunteers to find the folders and stand in order of the Bible stories in
front of the room. Distribute the What Kids Need to Know Cards (Item 4) to five
other volunteers.
o Guide the volunteers with the Cards to listen as you describe each day and see if
their Card matches the Bible story.
o Invite conferees to find the Agency Directory in the Leader Guides to see an
overview of the week and to help the volunteers know the correct order.
o Ask volunteers to show the conferees the picture through the Message
Decoder.
o Match up each file folder and What Kids Need to Know Cards as you share
information about each day.
o Invite conferees to write in information on each day on Handout #2.
Day 1
- Clue - Jesus (face)
- Question: Is Jesus really God’s Son?
- Story: John baptizes Jesus.
- Ask: “Who thinks they have the corresponding What Kids Need
to Know Card?”
Hundreds of years before Jesus was born, prophets told
people that God would send His Son, Jesus.
God said that Jesus is His Son.
People heard and told others that Jesus is God’s Son.
It is true that Jesus is God’s Son.
Day 2
- Clue - Fish
- Question: Was Jesus more than just a good man?
- Story: Jesus fed the people and walked on water

Jesus can do things no one else can do.

- Question: Did God have a plan for Jesus?
- Story: Jesus shared a special meal with His disciples.
- Ask: “Who thinks they have the corresponding What Kids Need
to Know Card?”
Jesus knew that God’s plan was for Him to die and live
again.
Jesus told His disciples to remember the things He said
and did.
It is true that God had a plan for Jesus.
Day 4
- Clue - Tomb
- 3s-Kindergarten Question: Is Jesus alive?
- Story: Jesus died on the cross, but He is alive.
- Babies-2s Question: Did Jesus help people learn about Him?
- Babies-2s Story: Two men walking on road to Emmaus.
- Ask: “Who thinks they have the corresponding What Kids Need
to Know Card?”
Babies-2s:
Two men were trying to understand what people were
saying about Jesus.
Jesus walked with the men and helped them
understand.

3s-Kindergarten:
Friends saw that Jesus’ tomb was empty.

Thank the volunteers for their help and allow them to return to their seats.
Comment: “After we know what we are teaching, we need to discover all of our

Invite 2 conferees to each put on a VBS 2014 Special Agent Watch, or
hand them a laser pointer or flashlight.
Point out the VBS 2014 Super Duper Sized Backdrop, VBS 2014 Rotation
Signs, or the signs for each rotation site posted around the room.
Ask the remaining conferees in the 3s – Pre-K and Kindergarten groups
to take out the VBS 2014 3s–Kindergarten Rotation Pack and refer to it
to help the volunteers discover activities for each site. Ask the
volunteers to shine their light onto the correct site that matches the
rotation. Read the following activities (answers in parentheses):

purchased separately. These experiences are designed especially for
preschoolers.”
Say: “This year, a Preschool Starter Kit is available.” Explain the contents of the pack,
showing the pack, if available.
o Age group packets with 1 Leader Guide, 1 Leader pack, 1 Activity Pak

Explain how churches can order a Starter Kit, or they can individually order the number
of items they need for their various classrooms.
4. Step 4: Gather and Prepare (20 minutes)
Invite two volunteers to put open Case Notebook #4, decipher the code, and read the
step aloud.
Say: “Field Agents must meet with other teachers to plan each daily session and make a
list of supplies needed. In step four, teachers organize, gather and prepare items from
the Leader Pack.”
Give each group a Step. 4 Gather and Prepare Instruction Envelope (Item 4). Ask them to
assign the following roles:
o Field Director: Listen for your assigned day and flag the pages in the Leader Guide with adhesive notes. (For Babies – 2s, use lesson plan for two year olds.)
o Field Reporter: Read the Leader Guide and call out the necessary items for the
specified day from the Leader Pack. Represent the group as the spokesperson.
o Field Technician: Gather every referenced Pack Item from the Leader Pack.
o Field Facilities Agent: Locate the Kids Activity Pak and mark in the Leader Guide
with an adhesive note where it is referenced in the specific day.
o Field Operations Agent: Find the teaching plans for 1 of the rotations for the
specified days. (For babies – 2s, find the snack and recreation idea in the leader
guide.)

o Field Sleeper Agent: Take a break or rest while everyone else works (Sleeper
Agent may be “activated” at a later time during the conference).
Assign each group a different day of the week to plan and prepare for VBS. Give the
groups approximately 10 minutes to work.
Get the conferees attention by saying: “1-2-3” and encourage conferees to respond with
“Agency D3!”
Allow each group to share one element of the day they prepared, such as show one
Leader Pack item, read one Bible-learning activity, or share how the Kids Activity Pak is
used for the day.
Conclude: “This exercise should help you discover how all of the elements work
together each day of VBS.”
5. Step 5: Teach (15 minutes)
Invite two volunteers to put open Case Notebook #5, decipher the code, and read the
step aloud.
Say: “After all of your preparation, planning, and gathering, it is now time to teach. To
help us teach, use the VBS Motto as a guide. We want to Discover, Decide, and Defend
some information about our preschoolers.”
o Comment: “To be great teachers, we need to discover the characteristics of the
kids we will teach.”
Invite conferees to make the following movements based on the type of
characteristic described.
- Spiritual: place hand over heart
- Social/Emotional: Put arms around person sitting beside you
- Mental: point to brain
- Physical: flex their muscles with both arms
Read the following characteristics and ask conferees to make the
appropriate movement:
- Babies can learn to associate God’s name with love and trust
(spiritual)
- 3 year olds can jump on their tiptoes (physical)
- 4 year olds enjoy competition (social/emotional)
- 5 year olds remember and like to tell Bible stories (spiritual)
- One year olds experience stranger anxiety (Social/emotional)
- 3 year olds know colors (mental)
- 4 year olds enjoy Bible verse games (spiritual)
- 5 year olds cut well with scissors (physical)
- Two year olds use 5-300 words (Mental)
- 3 year olds can be loving and affectionate (social/emotional)
- 4 year olds can walk backwards (physical)
- 5 year olds utilize a vocabulary of 2000 plus words (mental)

o Say: “Now that we know some of the characteristics, we can decide how we will
teach to these characteristics.”
Ask conferees to find a teaching idea in the Leader Guide that highlights
one of the characteristics. For example:
- Bible Verse Activity on Day 3 (p.31) in 3s–Pre-K Leader Guide
invites 4 year olds to play a Bible verse game.
- Review the Bible Story on Day 2 (p.23) in Kindergarten Leader
Guide invites kids to use an Evidence Box to help remember and
tell the Bible story.
- Kids Activity Pak story invites kids to distinguish colors.
o Comment: “Finally, we can defend our teaching to validate these characteristics
and how preschoolers learn.”
o Say: “The activities and plans match directly with the characteristics of each age
group. Teachers can be confident that the activities are age appropriate.”
Talk about other teaching tips such as:
o Build relationships with the kids.
o Be flexible.
o Adjust your plans to make this the best experience possible for you and the
preschoolers in your class.
o Repeat some of the favorite Bible-learning activities throughout the week.
o Listen to kids questions and answer their questions.
o Allow kids to move around to help them learn and remember facts and truths
from the Bible stories.
6. Step 6: Continue the Connection (15 minutes)
Invite two volunteers to put open Case Notebook #6, decipher the code, and read the
step aloud.
Comment: “After VBS is over, Field Agents can take steps to continue the connection
with the kids and families from their class.”
Distribute one VBS 2014 Agency D3 Magnifier or a magnifying glass to 10 volunteers.
Ask them to find a VBS 2014 Shoe Print or construction paper shoeprint on the wall. Ask
them to read each connection idea aloud:
o Take photos of the kids throughout the week. Insert each child’s photo in the
back of a Kid’s Activity Pak. Personally deliver each child’s pak to his home.
o Ask a preschool Sunday school teacher to join you in visiting the child and his
parents.
o Deliver VBS 2014 Music for Preschoolers to kid’s homes.
o Mail kids a postcard with a simple message to decode.
o Cut apart one VBS 2014 String Flags and mail one section to each child. Ask him
to put it in his room to remind him of Agency D3.
o Call and invite families to your church’s VBS Celebration (Family Night).

o Send a note to a child’s parents, thanking them for sending their child to VBS.
o Use social media to build relationships with parents.
o Add contacts to your church’s Sunday School or small group ministry list.
o Enlist church members to “Adopt an Agent” and commit to pray for the kids in
your class long after VBS is over.
Ask conferees to share other ways they can continue the connection with preschoolers
and their families.
7. Debrief (10 minutes)
Announce: “Attention, Field Agents. We have a Code 13. Code 13. All Sleeper Agents are
now activated and should report to the front of room for their Special Mission. Repeat.
We have a Code 13. All Sleeper Agents must report to the front of the room for their
Special Mission.”
Ask the Sleeper Agents to work together to decode the message.
o Invite two agents to hold the swim noodle while one agent wraps the paper
strip around the noodle to reveal the message.
o Ask the agents to read the message aloud.
o Turn to page 13.
Guide conferees to find the instructions for the Evidence Vault on page 13 of the 3s–
Pre-K and Kindergarten Leader Guides. Share how the activity-based decorations are not
only great decorations, but two of them are called for every session. The Evidence Vault
and the Security Hand Scanner are items preschoolers will use each session.
Encourage conferees to build the special items for each classroom.
Note that for Babies – 2s, there are not decorating ideas. Instead for this age the
preparation of the room centers around making sure the environment is secure, safe,
free from choking hazards, cleaned properly, and emergency procedure are known.
8. Field Agent Graduation (10 minutes)
Say: “Field Agents, you have successfully completed your training and will now be a part
of the Field Agent Graduation.”
Optional: Distribute a VBS 2014 Agency D3 Badges or VBS 2014 Logo Stickers to each
conferee.
Ask conferees to stand. Ask them to put their right hand in the air and repeat after you:
o As an Agency D3 Field Agent, (repeat)
o I will not panic, (repeat)
o I will trust God (repeat)
o And I will follow the six simple steps for a great VBS (repeat).
Comment: “Congratulations! You are officially Field Agents for Agency D3.”
Conclude: “As you lead VBS, remember another word that begins with the letter D. It is
“difference.” You can make a difference in your church and community. You can make a

difference in the lives of preschoolers and their families.” Invite conferees to record
the 4th D on Handout #2.
Say enthusiastically: “1-2-3” and encourage conferees to respond with “Agency D3!”
Close the session in prayer. Thank God for the conferees and for their willingness to
make a difference through Agency D3.
Play “Agency D3” (track 1) as conferees leave.

GATHER & PREPARE INSTRUCTION SHEET
Assign the following SIX positions and assignments:
Field Director:
Listen for your assigned day and flag the pages in the Leader Guide with adhesive notes. (For Babies – 2s, use lesson plan for two year olds.)
Field Reporter:
Read the Leader Guide and call out the necessary items for the specified day from the Leader Pack. Represent the group as the spokesperson.
Field Technician:
Gather every referenced Pack Item from the Leader Pack.
Field Facilities Agent:
Locate a Kids Activity Pak and mark in the Leader Guide with an adhesive note where the Pak is referenced in the specific day.
Field Operations Agent:
Find the teaching plans for the 4 rotations for the specified day. (For babies – 2s, find the snack and recreation idea in the leader guide.)
Field Sleeper Agent:
Take a break and rest while everyone else works.
(NOTE: Sleeper Agent may be “activated” at a later time during the conference).
