Welcome to the first Virginia Beach Police Department’s, VBPD Volunteer View! This newsletter will help keep you informed of volunteer opportunities, highlights and recognition of our current volunteers. My name is Jo Ann Weger, the department’s Volunteer Resource Manager (VRM). My vision is to create a resource for volunteers, volunteer representatives and/or supervisors, the department and others to learn about our volunteers’ significant roles and opportunities. This in turn will exemplify the importance of volunteerism. This first edition will inform you about the VBPD’s Volunteer Program itself. I am excited to give you this overall “View” of the Civilian Volunteer Program. Please feel free to email me anything you would like to submit for future newsletters to include volunteer pictures, stories, recognition, appreciation notes, updates, and available volunteer opportunities, etc. I am looking forward to hearing more about our volunteers that do so much for the VBPD. As openings are available:
Volunteer fills out application and Criminal History Request Form PD150V (Notarized)
Send forms to VRM via mail, email, fax or in person
Criminal History Request check may take 2-7 days
Once forms are approved and processed, volunteer is notified by email or phone on how to obtain their volunteer ID card
Confidentiality agreement and other documents signed as applicable
Criminal Justice Information Services (CJIS) training required as applicable
AMOs/CSOs required to sign Fleet Operation agreement, given General Orders/Administrative Directives and take required Defensive Driving training
Other training or specified requirements may be needed depending on volunteer position

Jo Ann began her career with the Virginia Beach Police Department in 2011. In addition to being the Volunteer Resource Manager, she is the Administrative Assistant to Deputy Chief Zucaro. She enjoys helping others and has volunteered her time with the Girl Scouts, Red Cross, United Way Day of Caring and the Annual Law Enforcement Memorial Ceremony. Jo Ann is a native of Virginia Beach, married with three children.

OUR VOLUNTEERS ROCK! VBPD Volunteer Management Team:
Deputy Chief Tony Zucaro commands the Operations Division. He oversees all four precincts, Special Operations, Crime Prevention Unit, Animal Control, Ready Response Team, Community Service Officers, and the Civilian Volunteer Program. He began his career with the Virginia Beach Police Department in 1979.
Jahmelle began her career with the Virginia Beach Police Department in 2016. She previously worked with Virginia Beach EMS and still volunteers with them regularly. In addition, has also volunteered her time with the VBPD as a Camera Operator. She is married with two adult children and has one grandson. Jahmelle has provided excellent assistance to our VBPD Volunteer Program!

Meet volunteer Mr. Steven Prescott, First Precinct Crime Analyst Volunteer. He has been with the VBPD since 2003 and has volunteered over 10,000 hours! Steven was an Information Technology Specialist for Oceana Air Station until 2003 when he retired. He is also a model railroading hobbyist, serving as chairman of the Annual Train Show and Sale for many years. Through his connection with model building, he met now Retired VBPD Captain W. W. Baker who sought his assistance in building training modules for our police department. Since that time Steven has provided valued service by assisting Crime Analysts. He has dedicated hundreds of hours updating crime trends, editing the precincts daily bulletin, enters traffic enforcement data and other intelligence information, just to name a few. Steven and his family reside in Virginia Beach.

JEAN DELIZ
Jean and Scooter, her foster dog from 2 years ago. She has no use of her back legs and used a doggy wheelchair that was donated by a dog wheelchair company. She was adopted by a wonderful family. There were a lot of people who saw her pictures and write-up on the shelter's Facebook page!
Meet Animal Care and Adoption Center volunteer, Jean Deliz! She became a volunteer at the shelter in 2006. She has over 9,000 volunteer hours! Jean has many roles at the animal shelter including: Adult Volunteer Coordinator, Foster Parent, Animal Shelter Aide and Vet Suite Staff Volunteer. She started fostering since the “Foster Program” started in 2009. Jean fosters senior or special needs dogs, pregnant cats or mother cats with newborns. She coordinates and conducts the new volunteer adult orientations. In addition, she handles a lot of the behind the scenes paperwork (applications, renewals, auditing of hours, entering off-site/foster hours, etc.) and assists volunteers as needed. In addition, Jean fosters for Rainbow Animal Rescue, a local canine rescue and is a board member. Jean retired from DePaul Medical Center 3 years ago (38 years!) She has four dogs (three from the shelter) and six cats (all from the shelter). Jean has a son, daughter, three granddaughters and one grandson. Jean enjoys visiting her children and grandchildren in San Diego and visiting with her sister and other family in Massachusetts. In her spare time, she relaxes with her pets and loves to read novels.
From Jean herself: “I absolutely love volunteering at the shelter and I love caring for my animals and my foster dogs and cats! It can be hard at times, but it is very rewarding to foster shelter animals and help prepare them for adoption. I consider myself very fortunate that I have found my passion in life and I hope to continue at the shelter for many more years to come!”
