On behalf of the Vietnamese Association, Toronto Board of Directors, I would like to thank everyone
who has supported the organization throughout the last year. We achieved fantastic milestones this year and
could not have done it without the support of our members and community. The hard work, dedication and
commitment shown by the Board Members, VAT staff and volunteers have reiterated how generous, passionate
and devoted they are in providing great services, knowledge and enthusiasm. With the youngest group of Board
Members formed in recent years, together we experienced many challenges and obstacles that provided us
learnings to reach for higher goals and objectives in the future. There is no doubt in my mind that we will
continue to change for the better to be an outlet for the community whether it be through services or events. We
are excited and cannot wait for what awaits us in the upcoming year.

ABOUT THE VIETNAMESE ASSOCIATION, TORONTO (VAT)
Established in 1972 as a fraternal organization and incorporated in 1979 as a non-profit charitable organization, VAT
has the following Mission Statements:
To provide settlement and adaptation services to immigrants and help them integrate and participate successfully in
Canadian society.
To promote mutual understanding, tolerance and racial harmony among ethno-cultural communities.
To work for the promotion and preservation of the Vietnamese heritage and culture, and for the enrichment of
multiculturalism in Canada.

The twelve members of VAT Board have diverse skills and experiences to serve the community
effectively. The board members meet once a month and communicate by email frequently to discuss
VAT issues and actively provide guidance, leadership and strategic direction.
Executive Committee
President: Tho Pham, B.Sc., B.Tech
Graduated in 2005 with a Bachelor's Degree in Sciences: Life Sciences and in 2010 with a
Bachelor's Degree in Engineering Technology: Process Automation at McMaster University.
Currently serving as President of the Vietnamese Association, Toronto (2012-2013), Founder/
Camp Master of First Step Camp (2012) and Vice President of the Vietnamese Canadian
Federation (2012-2013). Was Vice President External of the Vietnamese Association, Toronto
(2011-2012), Assistant Camp Master of Len Duong Leadership Camp (2009), President of the
McMaster Vietnamese Student Association (2004-2006). Current occupation: Manufacturing
Engineering Technologist at Estee Lauder Cosmetics Ltd.

Vice-President Internal: Max Vo, B.Comm., M.B.A. A passionate volunteer with both
Vietnamese and Canadian organizations in Toronto, Max helped found SOS Viet-Phi, a
Canadian non-profit organization that started in 2004 to advocate for the last group of
Vietnamese boat people who have been stranded in the Philippines; helped lead the lobbying
efforts with the Canadian Government which resulted in a new Public Policy in 2005, allowing
up to 200 stateless Vietnamese boat people to be reunited with their family in Canada. Max;
Treasurer of Accommodation and Information Services (AIS) Inc. Current occupation: Asset
Manager and Portfolio Manager, overseeing a $1 billion real estate portfolio at Morguard
Investments in Toronto.

Vice-President External: Jaime Duy Diep, B.A. Graduated in 2002 with Bachelor’s Degree
in Applied Arts: Radio and Television Arts from Ryerson University. Currently Broadcast
Editor of Sun News Network. Volunteer experiences include: President of the Vietnamese
Association, Toronto (2011-2012), Social Media/Creative Director of Len Duong Leadership
Camp (2009-2011), Program Director of Len Duong National Youth Leadership Camp (2006),
Founder/Creative Director of TNT Youth Radio (2006-2009), Founder/President of TNT Youth
Performing Arts Group (2005, 2006), President of the United Vietnamese Students Association,
Ontario (2003, 2004), President of the Ryerson Vietnamese Students Association (2002). Won
Tara Awards for Best Video, Best Drama, and Best Show with Krave Entertainment (2003) at
the School of Radio and Television Arts, Ryerson University. Current occupation: Program
Editor at Sun TV.

Secretary General: Pha P. Nguyen, B.Sc. Former Settlement Counsellor at Ontario Welcome
House, School social worker at Toronto District School Board. Currently President of Parkdale
Intercultural Association, President of Twinkle Star Non-profit home child care. Recipient of
15-year volunteer services award in 1992, 25-year volunteer services award in 2002,
Outstanding Achievement Award for Voluntarism in Ontario in 2005, Queen Elizabeth II
Diamond Jubilee Medal in 2012. Current status: Retired.

Treasurer: Lien Nguyen, B.A. Graduated in 2001, with BA in Psychology and a Human
Resource Management Certificate. Professional skills: able to provide relevant financial advice,
recommendations to clients of various backgrounds. Excellent relationship management skills.
Demonstrated excellent presentation skills. Currently a volunteer teaching Conversational
English as a second language to Vietnamese newcomers Conversational English as a second
language. Current occupation: Consultant at Sun Life Financial.

Anthony Pham, LLB.
Graduated in 2005 from Western University with a degree in Political Science, and later 2008
from the University of Windsor in Law. Anthony has been a long time volunteer with Oxfam
Canada, chairing the Ontario Regional Steering Committee. Anthony is also an independent
filmmaker and is the current head of the Liaison of Independent Filmmakers Toronto's
screenwriter's group. Current occupation: Lawyer.

Ba D. Huynh. Has been volunteering for numerous community activities and a recipient of the
Ontario Volunteer Service Award in 2007. Recipient of the Queen Elizabeth II Diamond
Jubilee Medal in 2012. Presently a board member of the Vietnamese Elderly Association of
Toronto. Current status: Retired.

James Nguyen, Honours B.Sc., M.B.A. Graduated in 2000 from Schulich School of Business
at York University with MBA. Professional Career: has been working at UPS Canada for last 7
years as Senior Account Manager with professional accreditations; CITT designate (certified
logistics specialist) and Certified Customs Specialist (CCS). Chair of the CITT Toronto Area
Council (professional logistics association). Extra-curricular Activities: Marketing Director of
Kids2Kids Vision, a Canadian-based non-profit organization trying to raise awareness
regarding child sex slavery in Vietnam. Former chair of the Toronto Area UPS Community
Relations Committee. Volunteer experiences as mentor with Big Brothers Big Sisters of Peel,
serving the needy every Christmas day at Salvation Army, Mississauga Food Bank. Current
occupation: Senior Account Manager at UPS.

Khang Nguyen, B.Comm.
Graduated in 2007 from Ryerson with a Bachelor of Commerce in Information Technology
Management (ITM), and graduated in 2003 from Seneca College with Diploma in Business
Computer Systems. Currently working at Transportaction, Leasing Services as a Business
Systems Analyst. Currently serving as Board member of Vietnamese Association,
Toronto. Acting Community Representative on the Asian Pacific Community Consultative
Council for the Toronto Police Services. Current occupation: Vehicle Maintenance
Administrator/Process Analyst at TLS Fleet Management.

Le Luong, B.A.
For more than a decade, Le Luong has worked in the education industry in Administration
Management, and has helped hundreds of high school students realize their full potential.
Within the past few years, she has expanded her expertise to include project management, event
coordination and corporate fundraising where she has successfully managed several
international and national conferences for non-profit organizations and government agencies.
Le has volunteered tirelessly in the community by raising funds and awareness for charities
such as SickKids Foundation, North York Harvest Food Bank, Angel Hair for Kids and Sikhs
in the City – Canada. She also served as an advisor for the International Charity for Ill
Children of Vietnam, Marketing Chair and Facility Manager of Hoi Cho Tet 2012, and Board
of Director for the Vietnamese Canadian Professional Association. Current occupation:
Marketing Associate at Toronto and Region Conservation Authority.

Mai Nguyen, B.Comm.
Graduated with a B.Comm. in 2005 from the University of Toronto, majoring in Finance and
Economics, Mai have been working for both large corporations and small start up firms in all
aspects of Sales and Marketing. She is currently an independent Business Development &
Marketing Consultant, helping SME companies to win in this competitive business
environment. Besides her career focus, Mai is also an avid volunteer, serving on several
charities and non-profit organizations board. Current occupation: Business Development &
Marketing Consultant at IBoss and 9C Marketing.

Tom Tang, C.A.
A chartered accountant with a wide range of business and community work experiences.
Professionally, Tom held numerous senior roles within a wide spectrum of organization,
including Ernst & Young LLP, Loblaw Companies Ltd. and was recently a Senior Manager
with Barrick Gold Corporation. Previous Volunteers involvement includes Board of Director
and Treasurer of Ontario Museum Association, Board of Director and Volunteer Outreach for
Asian Community Aids Services, Board of Director of York Community Services. Current
occupation: Accountant.

Executive Director
Mark (Manh) Nguyen
Graduated with Bachelor of Sciences from the University of Guelph in 1970 and M.B.A. from
the University of Ottawa in 1975, Mark has been involving in helping community activities
since 1979 when he assisted refugees arriving in Ottawa under Project 4000. He has been VAT
Executive Director since 2007.

August 17 -19, 2012: First Step Camp / Trại hè First Step
VAT organized the first ever weekend leadership camp for high school students to promote the development of
life goals, leadership skills and long-lasting friendships

October 31, 2012: Community Halloween Event / Tiệc Halloween cộng đồng
To familiarize newcomers with Canadian customs, VAT organized a community Halloween Party for children
with many fun activities, a costume contest, followed by Trick-or-Treating with parents.

VAT hosted a Town Hall Meeting with Senator Thanh Hai Ngo after his appointment by Prime Minister
Stephen Harper in September 2012. This event provided an opportunity for the senator to connect with the
Vietnamese Community in the GTA. It was a full house with the presence community leaders and members

VAT settlement counsellors serve
newcomers under the funding of
Citizenship and Immigration Canada.
Programs include one-on-one
counseling and monthly workshops
on various topics such as
employment assistance and
Citizenship Preparation Class.
In the last fiscal year, VAT served
5,623 client visits and organized 251
workshops, information sessions and
classes. VAT staff has helped many
people adapt to their new
environment and found jobs suitable
to their qualification and
experiences. While the statistics we
provided are useful to indicate the
amount of work we have performed,
they do not let us feel the impact. To illustrate our help to the newcomers, we would like to provide an example.
Mr. & Mrs. Mai Thanh (name used with permission) become VAT's clients since they were still in Viet Nam
and knew that they were going to immigrate to Canada. They knew VAT's settlement services through their
friends and contacted VAT settlement worker for initial help in preparation for their voyage. We reminded them
things that they could easily overlook during their preparation, such as school records of their children. Then
after they arrived in Canada in June 2011, we assisted them with applying for their essential identification
documents. We also helped their children regarding Canadian school system to ensure they could continue their
education immediately. Within one month, we helped Mr. Thanh get a job at one property management
company as maintenance worker. The family felt much relief after getting the job because it helped them a lot
during the most difficult time for a new immigrant. However, Mr. Thanh had a university degree in engineering
and was a manager in Vietnam and came to Canada under the skilled worker category. He told us he would like
to find some work more comparable with his education and experience. After several follow-up conversations
with Mr. Thanh, we noticed that his English was getting better, and with his background deserved a higher-paid
position. We assisted him to build a good resume and a cover letter to send out to other building management
companies. We also guided him on providing good responses to job interview questions. As a result, Mr. Thanh
got a job as building manager at another property management company in August 2012. In this position, he is
responsible for the financial and rental operation of a high-rise building. The Mai Thanh family has been very
happy with their new life in Canada. With our help, Mr. Thanh was able to get a good-paying job comparable
with his experiences within 14 months of his arrival in Canada.
Although VAT has performed its task diligently, but we faced a situation when government budget itself has
been reduced. For the fiscal year 2013-14, VAT’s funding from CIC was cut 19%, from $782,558 last year to
$631,696. This is a considerable cut for our human resources. In order to avoid layoff, VAT staff has voluntarily
reduced their working hours so everyone can still keep their jobs. CIC has signed a Contribution Agreement
with VAT to provide funding of $631,696 per year over a period of three years, until March 31, 2016. However,
we hope that with our good work performance, if there is additional fund from the Federal Government budget,
we would be able to ask for additional fund to provide help to newcomers to enable them to settle in Canada
successfully and reach their full personal potential for contribution to the Canadian economy.
Besides the main funding from CIC, VAT also received smaller funding from three other sources:

Human Resources and Skill Development Canada (HRSDC): $24,380 for the Yoga instructor training
program. Although this program was completed at the end of May 2013, the classes still continue with
support from participants themselves as they recognized the benefits of this exercise.
Centre for Addiction and Mental Health (CAMH): $19,127 for the Problem Gambling Counselling
Program
City of Toronto: $18,262 for the program to hire and train workers provided by Toronto Employment
and Social Services.

chúng ta thấy số lượng công việ đã làm, nó không làm cho chúng ta c m nhậ được hiệu qu . Tôi xin kể thí dụ
một t ường hợp. Anh ch Mai Thanh (đ ng ý cho s dụng tên) đã ti p xúc v i HNV Toronto từ khi còn ở Việt
Nam, lúc bi t được sẽ đi đ ư tại Canada. Anh ch Thanh bi t d ch vụ c a HNV Toronto qua sự gi i thiệu
c gười quen. Nhân viên Hội gi i thích cho anh ch v nh ng gì cần chuẩn b t ư c khi qua Canada. Sau khi
anh ch đ n Canada và t g 6 ăm 2011 â i Hội giúp anh ch và con các việ t g t ườ g ư i
giấy tờ cá nhân cần thi t, và giúp chọ t ườ g để g i d đi ọc. Trong thời gian một tháng, Hội giúp
anh Thanh t m được việc làm b o trì trong một công ty property management. Anh c m thấy may m t m được
việc làm trong thời gian ng n khi vừa m i đ n, b t lo l g t g gi i đ ạn chuyển ti p. Tuy nhiên anh Thanh tốt
nghiệ đại học v i bằng kỹ ư đã làm ch c vụ qu n lý tại Việt Nam và sang Canada theo dạng Skilled
Worker. Anh muốn tìm công việc m i phù hợp v i kh ă g ki g iệm m ơ . N â i Hội nhận thấy
ti ng Anh c a anh ti n bộ k ơ sau một thời gian đã gi ạn tờ lý l ch và t ư i iệ l m để gởi đi
cho các công ty property management khác. Hội ũ g ư ng dẫn anh tr lời các câu hỏi khi nhân viên công ty
phỏng vấn (mock interview). K t qu là anh đã được tuyển chọn làm qu n lý tại một công ty property
management l n vào thá g 8 ăm 2012. Trách nhiệm c a anh trong công việc này là qu n lý việc cho thuê và
tài chánh một cao ốc. Gi đ ất i t m được công việc phù hợp v i kh ă g m 14 t g
k i đ đ ư tại Canada.
Tuy HNV làm việc tận tâm ư g ở vào thời điểm ngân sách chính ph b thu hẹp. Vì vậy trong tài khóa 2013-
14, ngân sách Hội do Bộ Di Trú tài trợ b c t gi m 19%, từ $782 558 ăm ừa qua còn lại $631,696 ăm
nay, tính từ g 1 t g 4 2013 đ 31 t g 3 2014. Đâ l một c t gi m đ g kể cho ngu n nhân lự . Để
tránh vấ đ một số nhân viên b sa th i, â i HNV đã đ ng ý tự gi m b t giờ làm việ để mọi gười
đ u còn có việc làm và không ai b thất nghiệp. Bộ Di T đã k ợ đ ng v i HNV Toronto tài trợ mỗi ăm
$631,696 trong thời hạ 3 ăm từ đ n h t g 31 t g 3 ăm 2016. T i g t ọng v i
thành tích làm việc tốt, n u chính ph có thêm ngân sách trong nh g ăm , chúng ta có thể i tă g t m
ngân sách trở lại ư t ư để gi tă g phục vụ đ ng bào m i đ để họ có thể s m hòa nhập vào môi
t ường sống Canada, ơ ội phát triển ti m ă g â a mình để đ g g n kinh t Canada.
Ngoài ngu n tài trợ chính c a Bộ Di Trú, HNV Toronto còn nhận thêm ba ngu n tài trợ khác:
Bộ Nhân Dụng và Phát Triển Kỹ Nă g: $24 380 ươ g t ấn luyện Yoga vừa chấm d t cuối
tháng 5, 2013. Mặc dù h t tài trợ ươ g t ẫn ti p tục do học viên tự nguyện đ g g vì nhận
thấy sự ích lợi c a bộ môn thể dục này.
CAMH: $19 127 ươ g t ống nghiện cờ bạc.
