2017 has once again been a particularly intense and busyyear for all things related to the issue of ATMs and variablevalue stamps worldwide. Countries such as the Netherlands,the Isle of Man, the Faroe Islands and Austria have alllaunched programmes to install new postal equipment, withthe inevitable and consequent plethora of new issues. On theother hand, in 2018 PostNord has decided to discontinue theproduction of Danish ‘exhibition labels’ due to the decreasingnumber of collector subscriptions. Royal Mail, one of the mostprolific postal administrations in recent years, has finallycommitted to modifying/reducing its issuing policy beginning2018.

Directly or indirectly, the ‘Post & GoPost & GoPost & GoPost & GoPost & Go’ project and byextension, the equipment developed by Intelligent ARIntelligent ARIntelligent ARIntelligent ARIntelligent AR, havebecome the driving force behind these issues and they arethe world’s leading reference in this field. The data confirmsthis assumption. Some 60 ATMs were issued worldwide,during the years 2008-2009. Following the emergence of the‘Post & Go’ project and the development of thematic series,the number of issues reached 120 in 2014 and then doubledthe year after. These have then doubled yet again in 2017,reaching 523 issues (!); a number which only includes thedifferent design / special imprint combinations, and not theprinting varieties arising from the different equipments in use,the code varieties, or the different face value indicators. Inaddition it is important to highlight the fact that the numberof issues, produced in countries that do not use Intelligent ARequipment, has remained stable in recent years i.e. around 90annual issues, whilst in 2017, the Intelligent AR kiosks haveproduced 432 issues. Of these, roughly half correspond toGuernsey Post, which decided to take advantage of theoutstanding features of its philatelic kiosk to program aspecial welcome imprint, over a period of several months, foreach cruise ship that anchored off the island.

As always, in the following pages you will find all theinformation about the issues and equipments that producethem. As for collecting, it is up to each collector to decidehow and what to collect.

2017 ha sido, nuevamente, un año especialmente intensoen todo aquello que tiene que ver con las emisiones de ATMsy sellos de valor variable en todo el mundo. Países como Islade Man, los Países Bajos, Islas Feroe o Austria, han iniciadoproyectos de instalación de nuevos equipos postales, con lasconsiguientes nuevas emisiones. Del otro lado, PostNord hadecidido no continuar con las emisiones de Dinamarca en2018, ante el descenso en el número de suscriptores. RoyalMail, una de las administraciones postales más prolíficas en losúltimos años, se ha comprometido finalmente a modificar/reducir su política de emisiones a partir de 2018.

Directa o indirectamente, el proyecto ‘Post & GoPost & GoPost & GoPost & GoPost & Go’ y, porextensión, los equipos desarrollados por Intelligent ARIntelligent ARIntelligent ARIntelligent ARIntelligent AR, se hanconvertido en el motor de estas emisiones, y se hanconsolidado como el gran referente mundial en este campo.Los datos corroboran esta afirmación; Si durante 2008-2009 seeditaban unas 60 emisiones anuales de ATMs en todo elmundo, en 2014, con la irrupción del proyecto ‘Post & Go’ y eldesarrollo de las series temáticas, las emisiones pasaron a 120,y se duplicaron en 2015. Pues en 2017 se han vuelto aduplicar, llegando a las ¡ 523 emisiones ! Y esta cantidadincluye únicamente las combinaciones diseño / impresiónespecial distintas, y no las variantes de impresión por el uso dedistintos equipos, las variedades de códigos, o los distintosindicadores de valor facial. Es importante destacar, además,que el número de emisiones producidas en países que noutilizan equipos Intelligent AR se ha mantenido estable en losúltimos años alrededor de 90 emisiones anuales, mientrasque, en 2017, los quioscos Intelligent AR han producido 432emisiones. De éstas, aproximadamente la mitad correspondena Guernsey Post, que decidió aprovechar las magníficasprestaciones de su quiosco filatélico para programar un textoespecial de bienvenida para cada crucero que fondeó en laisla, durante varios meses.

Como siempre, en las páginas siguientes encontrarás toda lainformación sobre las emisiones y los equipos que lasproducen. Corresponde a cada coleccionista decidir qué ycómo coleccionar.

La cuarta y última serie de emisionesATM de 2017 está dedicada al mayorevento filatélico anual en España, laExposición Filatélica Nacional o EXFILNA.

EXFILNA 2017 se celebró del 9 al 15 deoctubre en Portugalete, Bizkaia, en lamargen izquierda de la Ría de Bilbao. Estaexposición está organizada, desde 1963,por la Federación española de SociedadesFilatélicas (FESOFI), con el patrocinio de laSociedad Estatal Correos y Telégrafos. En su55 edición, la EXFILNA 2017 fueorganizada por la Asociación Filatélica dePortugalete. Las diferentes exposiciones yactividades se desarrollaron en dosespacios principales. El Centro CulturalSanta Clara acogió las colecciones de laClase Maestra, y exposiciones dedicadas a otroscoleccionismos, en particular de postalesantiguas y de temática Scout.

La gran exposición filatélica, el Campeonato deEspaña de Filatelia, estaba instalada a pocosmetros de allí, en el polideportivo Zubi-Alde,donde también fueron instalados los habitualesstands de Correos, la Fábrica Nacional deMoneda y Timbre, ANFIL, y la asociación filatélicalocal. The fourth and last series of ATM issues, in2017, is dedicated to the main annualphilatelic event in Spain, the NationalPhilatelic Exhibition or EXFILNA.

EXFILNA 2017 was held from October 9th to15th in Portugalete, Bizkaia, in the BasqueCountry, northern Spain on the left bank ofthe Estuary of Bilbao. Since 1963, thisexhibition has ben organized by the SpanishFederation of Philatelic Societies (FESOFI),with the sponsorship of the Sociedad EstatalCorreos y Telégrafos - the Spanish Post. The

55th national philatelicexhibition was organized bythe Asociación Filatélica dePortugalete, the localphilatelic association. Thedifferent exhibitions andactivities were set up at twomain sites. The CentroCultural Santa Clara hostedthe Master Class collectionsand exhibitions dedicatedto other collectibles, like oldpostcards and Scoutingthemes.

The large philatelic exhibition, the Spanish PhilatelyChampionship, was set up a few meters away, at the Zubi-Alde sports center, along with the usual institutional stands of

Correos, the Real Casa de laMoneda - FNMT (the SpanishRoyal Mint), ANFIL, and theorganizers. Next to the Correosstand there was a veryinteresting exhibition of variousselected pieces from theSpanish postal museum. Thelast four days of the exhibition,the sports hall also hosted asmall stamp fair, attended by 12national dealers and theparticipation of Deutsche Post.

During the EXFILNA, Correospresented various specialphilatelic issues. Among them,a stamp dedicated to thePortugalete tide gauge and anice folding sheet featuring theVizcaya (hanging) Bridge,inaugurated in 1893 and declared a UNESCO WorldHeritage Site. And, of course, focusing on our field of study,two new label designs for the issue of variable value stamps,illustrated with photographic compositions of the mainmonuments of the city; the Basílica de Santa María, with thehanging bridge in the background, and the Torre de Salazar,with the statue of Lope García de Salazar.

The Basílica of Santa María (below) was built at the end of the 15th

century in Gothic-Renaissance style. The construction of the towerbegan in 1691. Torre de Salazar is a tower house built at the end ofthe 14th century, belonging to the Salazar dynasty. Throughout thecenturies it was used as a dwelling, prison, and is currently amuseum. In the park in front of the tower, is found the statue ofLopeGarcía deSalazar(1399-1476),feudallord andhistorian,who wasalso thesubject ofone of thespecialEXFILNA2017postmarks.

The first block of the codeprinted at the bottom of thestamps issued by the desktopcomputer system installed inthe Correos stand is POES17POES17POES17POES17POES17,(‘PPPPP’ for PPPPProduction, unlike the ‘BBBBB’ printed on the stampsissued by the kiosk). There follows another machine code,EX17EX17EX17EX17EX17 (EXEXEXEXEXFILNA 201717171717), as per the new Correos procedurewhich stipulates that the code will change depending onthe machines location (see machine codes table in the website),and finally the session and stamp numbers.

Correos produced eleven different postmarks (!) for thePortugalete EXFILNA, all of them available to visitors andcollectors. Seven werecommemorativepostmarks (among them,a special one for theATM issues, ‘ATM PuntoFilatélico’, with a strangedesign bearing littlerelation to the issues,and the exhibitiongeneral postmark in twocolors - images next page),plus two presentationand two first daypostmarks for the‘traditional’ stamps. Almost nine months after the installation at the Collect ClubWinkel philatelic shop in Bussum (see article in VARIABLE 44 44 44 44 44),PostNL decided to move the NL02NL02NL02NL02NL02 kiosk to a new location,The Read Shop Apon in The Hague.

The Read Shop is a well-known Dutch franchiseof shops selling books and magazines, cards, officesupplies and other service products. Many of theseshops include a PostNL Postkantoor, a small postoffice within the shop, run by the establishment’sown employees. This is the case with The ReadShop Apon, located in a quiet neighbourhoodnortheast of The Hague (image). With a significantvolume of postal business, the shop has twocounters for postal services, and even an area forpost boxes zone at the back of the shop.

The kiosk was installed inOctober 19th 2017. If as in theBussum shop location, the NL02NL02NL02NL02NL02machine was mainly used byphilatelic customers, in its newlocation it should have had agreater postal use, like the NL03NL03NL03NL03NL03kiosk installed in The Haguemain post office. However, andunlike the NL03NL03NL03NL03NL03 machine, whichis well located in the centre ofthe office, the NL02NL02NL02NL02NL02 kiosk wasinstalled in a very out of the wayplace, in the small accesscorridor to the post box areamaking it totally invisible tovisitors to the shop. And it doesnot appear that the attitude ofthe establishment’s employeeswill help to make this new postalservice known to potential postal

users. Unless therefore something changes, it is unlikely thatthis machine will be used by many customers.

In addition to the usual direct purchase options fordomestic and international mail, the main menu of the NL02NL02NL02NL02NL02kiosk offers the ‘Posten een item’ (Post an Item) option. Byusing the scales, the machine can print stamps according tothe destination and weight of the shipment. All the stamps

Casi nueve meses después de su instalación en la tiendafilatélica Collect Club Winkel de Bussum (ver artículo en VARIABLE4444444444), PostNL decidió trasladar el quiosco NL02NL02NL02NL02NL02 a una nuevaubicación, The Read Shop Apon en La Haya.

The Read Shop es unaconocida franquiciaholandesa de tiendasdonde se venden libros yrevistas, tarjetas,suministros de oficina yotros productos deservicio. Muchas de estastiendas incluyen unPostkantoor de PostNL,una oficina postalintegrada en la propiatienda, atendida por lospropios empleados delestablecimiento. Este es el caso de The Read ShopApon, situada en un tranquilo barrio al noreste de LaHaya (imagen). Con un importante volumen de negociopostal, la tienda tiene dos mostradores destinados aservicios postales, e incluso una zona de apartadospostales en la parte posterior.

El quiosco fue instalado el 19 de octubre de 2017. Sien la tienda de Bussum, el equipo NL02NL02NL02NL02NL02 fue utilizadoprincipalmente por usuarios filatélicos, en la nuevaubicación debería tener un uso principalmente postal,al igual que el quiosco NL03NL03NL03NL03NL03 instalado en la oficinaprincipal de La Haya. Sin embargo, y a diferencia delequipo NL03NL03NL03NL03NL03, perfectamente situado en el centro de laoficina, el quiosco NL02NL02NL02NL02NL02 fue instalado en un lugar muypoco adecuado, en el pequeño pasillo de acceso a lazona de apartados postales, totalmente invisible paralos visitantes de la tienda. Another major philatelic event in a small butparticularly philatelically active country.POSTEX is the annual national philatelicexhibition that is held in Apeldoorn, organizedby The Netherlands philatelic associations ofcollectors and dealers in collaboration withPostNL. In 2017, the 19th POSTEX was held asusual over the third weekend of October, fromFriday 20th to Sunday 22nd at the Americahalcongress and conference center. This was thelast time it would be held there as from 2018the show will move to the nearby OmnisportApeldoorn.

Towards the end of last year, PostNL decided again toinstall the NL01NL01NL01NL01NL01 kiosk at another of the main philatelic eventsheld annually in the Netherlands, the Barneveld’sEindejaarsbeurs. The end-of-year fair, is one of the two majorfairs organized annually by the association VerenigingOrganisatie Verzamelbeurzen Veluwe (V.O.V.V.), dedicated tothe promotion of collecting. In2017, the fair was held onDecember 28th and 29th, in thelarge De Veluwehal pavilion,in Barneveld, in the center ofthe country. With about 160dealers, many philatelic studygroups and collectingassociations, the Barneveld fairattracted thousands of visitorsover the two days.

Antes de terminar el año, PostNL decidió instalar el quioscoNL01NL01NL01NL01NL01 nuevamente en otro de los grandes eventos filatélicosque se celebran anualmente en el país, la Eindejaarsbeurs deBarneveld. La feria de fin de año es una de las dos grandesferias organizadas cada año por la asociación VerenigingOrganisatie Verzamelbeurzen Veluwe (V.O.V.V.), dedicadas a

la promoción delcoleccionismo. En 2017, laferia se celebró los días 28 y 29de diciembre en el granpabellón De Veluwehal, enBarneveld, en el centro delpaís. Con cerca de 160comerciantes participantes,numerosos grupos de estudioy asociaciones decoleccionismo, la feria deBarneveld atrajo a miles devisitantes durante los dos días.

New to Barneveld, and in order to makeone of the most common purchasingprocesses easier and faster for collectors, thekiosk’s main menu included a third option(on the left on the screen). This new ‘dual’ optionallows customers to purchase one or morepairs of national and international mailstamps, with a single receipt for each pair ofstamps. The receipts issued with this ‘dual’option include the wording ‘Vlinder & Tulp’(Butterfly and Tulip) and the total amount.

As can be seen in the image, the issuedreceipts included a mistake; i.e. the correctname and location of the philatelic event,but with the address corresponding to theDudok Arena of Hilversum, the location ofthe Filateliebeurs 2017 (article in VARIABLE 44 44 44 44 44).

Surprisingly, a few of the labels at thebeginning of the firstroll with the‘Butterflies’ designused at Barneveld hada nice glossy coatingon the pictures of thetwo butterflies. Thiswas probably part of adiscarded labelprinting test, the labelsof which mistakenlyfound their way ontoone of the rollssupplied to PostNL.

As in other philatelicevents, Collect Club

made two special postmarks available to visitors, a Barneveldpostmark with the date of the first day of the fair, and ageneral pictorial postmark.

Built between 1816 and 1817 by the East India Company inBombay, HMS Trincomalee was launched on October 12th

In 2017 unlike in previous years, Royal Maildid not release a new special series of designsto be used in the Post & Go kiosks during theChristmas season. Instead they decided toreprint the ‘Winter Greenery’ series, firstlaunched in November 2014 (see article in

the continuous blue security background textto be used for the issue of stamps foreconomy or ‘2nd Class’ mail, and two withthe grey security background for priority or‘1st Class’ stamps. Following its participation,one month before, at theNanjing fair - CICE 2017 (see

article in VARIABLE 46 46 46 46 46), CartorSecurity Printing installedanother stand in ColeccionarColeccionarColeccionarColeccionarColeccionar20172017201720172017, the largest collectingevent of 2017 in theAmericas. Collecting 2017was held from October 24th

to 29th at the UlyssesGuimarães ConventionCenter, located in SDC –CulturalSectorDisclosure inBrasilia, thefederalcapital ofBrazil. Thismajor eventbroughttogethertwophilatelicshows, theworld stampexhibitionBRASILIA2017 and the national stamp exhibition BRAPEX 2017, as wellas coins, antique cars, handicrafts and orchids exhibitions.

Focusing on our field of study, Cartor presented in Brasiliathe new DKU (Desktop Kiosk Unit) developed by IntelligentAR for the printing of variable value stamps. Visitors, includingmany school children, were able to test the CSP2CSP2CSP2CSP2CSP2 machineand issue the great special sample labels especially producedby Cartor, for the event. Like in CICE 2017, users had theoption to customize the text printed on the labels.

For the Brasilia exhibition, Cartor printed rolls of labels witha series of four consecutive colourful designs with theBRASILIA 2017 exhibition and the company logos, anddifferent motifs related to Brazil; the country’s flag and variousanimals, such as the macaw, the blue poison arrow frog, thetoucan and parrots. During the Nordic countries stamp exhibition - NORDIA2017, held from October 27th to 29th in Vejle, Denmark, PostaStamps tested the new DKU (Desktop Kiosk Unit), a counterunit for the printing of variable value stamps developed bythe English company Intelligent AR. This machine was shown

for the first time in September, at the Cartor SecurityPrinting stand at the CICE 2017 - China InternationalCollection Expo (see article in VARIABLE 46 46 46 46 46), and later in

BRASILIA 2017 (previous article),but Posta is the first postaladministration using thismachine for the printing ofstamps.

The DKU is an evolution ofthe well-known ‘Post & Go’ /IAR postal kiosks in operationin various countries,developed with the intentionof offering a small sizedesktop unit, with similarperformances to the kiosks.The equipment is made up ofa monitor with touch screenand a unit, which includes asmall computer and twodirect thermal printers, initiallyassigned to the printing ofstamps and receipts. Unlikethe aCon equipment whichonly prints the face value and

a unique code for each stamp, theDKU system works with dedicatedsoftware that can include moreinformation printed on the stamps.This feature results in themanufacture of a new version of‘The Faroe Islands in colours’ series(see article in VARIABLE 47 47 47 47 47).

The eleven new rolls of 1,500 self-adhesive thermal labels weremanufactured by the Frenchcompany Cartor Security Printing.The size of the labels is 56.00 x25.00 mm. with full perforationsaround the edges. The four designsare based on the original issue, but with changes that reducethe pictorial area, and keep the right half of the labels for theprinting details of the machine. Like other issues produced byCartor for other countries, the pre printedsecurity background is microprinted in greytones with a continuous text, POSTA.FO inthis case. It is worth noting that this seriesfor the Faroe Islands is the first series usingthe Intelligent AR equipment in which thestamp information is printed on the right ofthe label. And, in fact, the images appearingon the screen during the NORDIA show,based on the program used by the rest ofthe IAR equipment, still showed the printingof information on the left of the label.

The main menu of the application installed on the DKUFO01FO01FO01FO01FO01 machine installed in NORDIA 2017 offered threeoptions; the purchase of Posta philatelic products through thebarcode reader, the issue of VPS stamps and the issue ofstamps with different programmed values. Selecting this lastoption, the user could choose between the four programmedbasic postal rates: ‘Local Letter up to 50g’, ‘Local Letter up to100g’, ‘Euro & Nordic Priority A’ and ‘Rest of World Priority A’.Under the face value indicator the machine printed the‘Nordia 2017Nordia 2017Nordia 2017Nordia 2017Nordia 2017’ special imprint, the corresponding face value inDanish crowns, and the usual code printed on all IAR stamps,consisting of four blocks. All stamps issued during NORDIA2017 have a code that begins with DODK17DODK17DODK17DODK17DODK17 (D identifies theDKU equipment, and O, DK and 17 for the month, countryand year of issue), there follows the equipment code, FO01FO01FO01FO01FO01,followed by the session and stamp number within thatsession or purchase transaction.

The option VPS (VariablePrice Stamp) is especially interesting because, for the first timewith IAR equipment, the application installed in the DKU

allowed the printing, with somelimitations, of stamps of any face valuerequired by the user. Following in the footsteps ofGuernsey Post, Jersey Post alsodecided to include a festive texton the stamps issued by its JE02JE02JE02JE02JE02philatelic kiosk, installed in theBroad Street post office, in StHelier.

From November 23rd 2017 andcoinciding with the beginning ofthe Christmas season and during‘La Fête de Noué’ or Christmasfestival, all the stamps issuedwith ‘The Crest of Jersey’ seriesand the ‘Jersey flag’ definitivedesign included the seasonalimprints in Jèrriais and English ‘Paix et jouaie Broad StreetPaix et jouaie Broad StreetPaix et jouaie Broad StreetPaix et jouaie Broad StreetPaix et jouaie Broad Street ‘ &‘Peace & joy Broad StreetPeace & joy Broad StreetPeace & joy Broad StreetPeace & joy Broad StreetPeace & joy Broad Street ‘,respectively together with agraphic design featuring anangel. These seasonal imprintsappeared on all the stampsissued until January 3rd 2018.

Jèrriais is a form of Normanlanguage spoken in Jersey,similar to the Guernésiais. In2016, Guernsey Post included aspecial Christmas imprint in thislanguage on stamps issued by itsphilatelic kiosk (see VARIABLE 43 43 43 43 43).

These are the last specialimprints of another year of excessive and questionableissues by this small island’s philatelic service. In 2017,Jersey Post produced 51 different ‘Post & Go’ issues,including all the combinations of designs withtemporary and permanent special imprints. Each issue /combination can be obtained with six face valueindicators, which makes a total of 306 different ‘Post &Go’ stamps in a single year (!), and this does not includethe new combinations which have appeared sinceintroduction of the new postage rates ...

The kiosk was installed on the ‘Post& Go Services’ stand, next to the Royal

Mail, Jersey Post and RoyalGibraltar Post Office machines.
