Why invest in Vanuatu

Vanuatu The Pacific`s Premier Offshore Financial Center Port Vila is more than only a banking center. Genuine in-depth financial, investment,

banking, accounting and legal expertise has been developed in Vanuatu. Vanuatu`s tax system provides the fertile ground for every investor:•Zero corporate and personal income tax!•No capital gains tax•No estate or death duties•No tax treaties with other countries•International banking services•Freely able to repatriate funds without condition. The legal system is based on British and French law. The Companies Act, Banking Act and Trust Companies Act, which form the framework for the operation offshore financial centre, are based on English law. Communication in form of telephone, fax and internet are provided via satellite. By the end of the year a fiber-optic submarine-cable, run from Fiji to Vanuatu will make Vanuatu “the place” for all communication based business and data centre. Port Vila will be connected to the world. There are no exchange control regulations in Vanuatu. Bank accounts can be in any of the major international currencies. There are no general restrictions for foreigners to buy and sell any real-estate within the Vanuatu leasehold system. Business investments in general are also welcome. The Vanuatu Investment Promotion Authority (VIPA) is the responsible government authority for approval. Every foreign investor has to lodge an application to obtain a foreign investment approval certificate (FIAC). The FIAC is connected to the personal name of the foreign investor and specifies all business and investment activities he may be involved within the country, along with the geographic location of these activities. Certain restrictions of minimum investments may apply and restrictions exist in the category of services, for example public bus and taxi service, coastal shipping of less than 80 tonnes or fishing. HHEALTHVaccinations are not required to visit Vanuatu

but antimalarial precautions are recommended

for visits to outer islands. Malaria is endemic and

visitors should take precautions. Dengue fever is

also present so take insect repellent everywhere.

There are no dangerous animals in Vanuatu.

IIMMIGRATIONYou can extend permits up to a maximum of four

months. Contact the Department of Immigration

For stays not exceeding 30 days, nationals of the

following countries do not require a visa: Nationals of

Commonwealth countries, EU countries, Fiji, Japan,

Norway, Philippines, South Korea, Switzerland & USA.

INTERNETYou can get free wireless internet at a few restaurants

and cafés in town if you purchase food and drink. Try

Lotus Café. La Tentation, Nambawan Café behind

Healthwise on the Seafront, Chantillys and the

Anchor Inn all are wireless hotspots. Lotus Café.

MMARKETSThe main market opens on Monday through till

Saturday at 1pm and are closed on Sundays. There

are also market vendors at Centre Market which opens

on Monday mornings to Saturday 1.00pm. Some

may open on Sunday if there is a cruise ship. There

seafront behind Healthwise which sells local goods

and handicrafts.

TTELEPHONEThere are two telephone companies in town where

you can purchase sim cards, and get your phone

connected. Telecom Vanuatu and Digicel. Look out

for refill cards sold all over town. Most hotels have

direct dial facilities but surcharge is up to 50%. The

Post Office in town is cheaper. Payment by cash in

vatu after every call. Credit cards not accepted.

WWATERVanuatu’s town water supply is safe to drink,

however some people react to water in different

places and if you are travelling to outer island

bottled water can be purchased in Port Vila.

Vanuatu is famous throughout the

South Pacific for its deliciously

fresh and organic cuisine. There

are more than fifty different dining

venues where one can enjoy a great

meal and try traditional delicacies.

Some typical local foods like laplap

(pounded taro or yam mixed with

any kind of meat and coconut

milk, cooked in banana leaves in an

underground oven) and tuluk (a local

version of the meat pie) can be tried

The following article was written by Douglas Patterson, one of the principals in Island Property, a Port Vila based real estate and property development company that has been trading in Vanuatu since 1990. Douglas has lived in Vanuatu since 1986, he is the chairman of the charity that

oversees ProMedical, the paramedic ambulance service, and he is the creator of Kranki Kona, the regular cartoon that has been published in Vanuatu’s national daily newspaper, The Daily Post, since 2001.

In the 31 years since Vanuatu’s Independence from Britain and France, the real estate and property investment market has grown steadily.

Initially this was a gradual process as the old pre 1980 freehold titles were extinguished and property owners (mostly foreign at that time) were issued with new leasehold titles, varying between 30 years duration (for many of the Agricultural titles), 50 years (for typical Residential titles) and 75 years (for many of the “Commercial” zoned titles).

It took a few years for both buyers and banks to have confidence in the post Independence economy but from the mid 1980s until today prices have risen steadily and the length of mortgages has increased from 5 years to 7 to 10 then 15 and latterly 20 years. Long term mortgages are common and all commercial banks accept registered Vanuatu land titles are security for their loans.

The Vanuatu Supreme Court has also strongly upheld property owners’ rights in several key judgments. In recent times, the Vanuatu Parliament has passed a Strata Title Act and a Lease Extension Act, allowing urban leasehold titles to be extended automatically. Extending or renewing rural leases is done by direct negotiations with the customary landowners or their recognised representatives, accompanied by the payment of a one off “premium”.

It is still rare to find many people who regret having invested in the Vanuatu real estate market. As happens everywhere at the end of a sustained period of economic growth, or when a real estate “bubble” bursts, investors who came in at the end of the cycle, or speculative buyers who borrowed heavily to fund

their purchases, will often lose on their investment, or have to live for some time with valuations less than what they paid, until the market rebounds.

But for the vast majority of people who have invested here, they have typically enjoyed good capital gain and excellent rental returns.

In Vanuatu, just as in all the other countries around the world that experienced a real estate boom from the early 2000s until 2007 or 2008, the recent market has become harder for sellers as countries have come to terms with the wider economic downturn.

However, the recent world wide slow down in the real estate market is not the first that Vanuatu has seen; it only happens to be the biggest, partly because many more investors are involved today than were affected by the late 1980s down turn, and the late 1990s slowdown following the Asian market crash. Each time our property market has recovered well and gone on to show further growth.

The present lethargy in real estate activity is a worldwide, not a Vanuatu phenomenon. Our economy, and our real estate market, because of the historical high dependency on foreign investment, has followed the economies in the region. When Australia and New Zealand are in a growth cycle, so is Vanuatu. Likewise, when things are slower throughout Australasia, the Vanuatu economy tends to reflect that.

Well informed investors have always considered property as one of the most reliable and secure longer term investments that can be made.

The current real estate market offers a wide range of excellent buying opportunities for investors in Vanuatu property. Coastal properties, and sites with good lagoon and harbour views, are very well priced compared with similar properties elsewhere and our commercial properties offer excellent returns.

In how many places can you buy quarter to half acre lots with stunning water views for less than A$ 120,000 fewer than 15 minutes from the international airport and walking distance to the capital city’s CBD? Or two acres on the oceanfront for less than A$ 200,000?

Despite the continual growth in investing by overseas buyers, one of the most encouraging aspects of the Vanuatu real estate market is that the vast majority of the registered land titles in the country are owned by local ni-Vanuatu citizens, which in effect is a clear demonstration of their faith in the

land title ownership “system” here. Under our Strata Title legislation apartments and managed units in holiday resorts are coming on the market starting at less than A$ 150,000. You don’t need a fortune to buy your little piece of Vanuatu – and unlike in many countries there are no restrictions in Vanuatu on what kind of properties foreigners can buy, or how many.

For newcomers to the Vanuatu property market, it is important to deal with reputable real estate companies who have been operating in this country for many years and who are well aware of the provisions of the Vanuatu land and investment laws, and local customs. If Vanuatu is a new market for you, there is no substitute for sound advice from people who genuinely know their business after many years of first hand experience.

Many long term real estate investors in Vanuatu originally came to this beautiful country on holiday. Many returned as residents to enjoy the lifestyle. They are happy with what they have bought, and how much it earns for them. In many ways our market is little different from the real estate and property markets where you come from. Many of the same “rules” apply here just as they do back home, wherever that may be, especially when it comes to location, arranging lending, tenancies and so on.

You may be looking for a holiday home; you may be thinking of buying a small rental investment or that idyllic block of land; or perhaps you are contemplating getting into the tourism and development sector – whatever the reason, there is certain to be something to suit your taste and your budget.

On Ambae volcanoes spewed forth, lava ran and covered a virgin land on which nobody had set foot.Finally, the volcanoes calmed down and Tagaro, the all powerful, took Omba’s fire and threw it on to Ambrym Island. Then it rained and the water arrived in big quantities, enormous quantities. It was

a war between fire and water. Tagaro, the god of Ambae, chanted so much, that water was able to beat fire and took its place.Little by little, the fire went out. Water filled the fire’s eyes. These two eyes are called “Manaro.” One is the Manaro Kesse and the other is the Manaro Lakuha Vui. Ambae does not have a man’s eyes and that is why there is a third eye which has always refused to receive any water. This we call Manaro Ngoru: the dry lake.Men arrived. They were short, very short, and nasty, very nasty. They knew how to make pottery and understood everything backwards. The old men said that they were stupid. They were called “Talu Tuei.” They left just as they had come.During this time, a long, long time ago, there lived a man, Muehu Katekale, between the villages of Lolopuepue, Ambanga, and Lolosori. He was tall and strong, with lots of hair and a big beard. His wrists were encircled by pigs’ tusks because Muehu Katekale was a rich man whose herd of pigs demonstrated his wealth.Under his belt of bark was tucked a finely woven mat named ‘Singwotamarino.’ On ihis mat it was written that he was a great chief. In his garden, Muehu Katekale was hard at work with a spade, digging holes in which to plant his yams, long yams that also attested to the fact that he was a big chief. He worked and little by little the hole got bigger, the earth was stirred up and the work was finished. The next day, he came back and his anger was enormous.“Who dared to come in to my garden? There! Someone has walked all around my yams!”Furious, he followed in the footsteps of the intruder which eventually led him to the beach. He heard a noise, the noise of people amusing themselves by splashing in the water. Then, he hid himself behind a tree and watched.A dozen men were there swimming. With them, there was a woman carrying her child on her back. Muehu Katekale watched them; they came close to the coast, gathered their wings, hooked them onto their backs and flew into the sky.The woman was left alone with her child. It was time for their baths. Muehu Katekale scratched his head and decided to hide the wings of the woman and the child.The woman, who had not yet seen Muehu Katekale, said to her son, “You are clean now, and you feel good. Let’s go dry ourselves in the sun.”After drying themselves, the woman went to find her wings.“My wings, my child! My wings, where are my wings? I have lost my wings! How will we get back up to heaven?” and she started to cry.Muehu Katekale felt that the moment had come to show himself.“Woman why are you crying?”“We have lost our wings. How can we get back to our home?”“But where did you put them? We will try and find them” said Muehu Katekale.Muehu Katekale and the woman searched and searched until finally, they found the wings. The woman and her son thanked him, fastened their wings onto their back and flew up into the sky.Alone again and despairing, Muehu Katekale sang his hopelessness in the nakamal. The next day, he went to his garden to cut some reeds. He cut one hundred reeds, pulled off their leaves, and cleaned them well. Then he took up his bow, adjusting the big wooden bracelet that all men from Ambae wear on their wrists. It prevents them from being hurt by the tendon of the bow during the backlash after the arrow has flown. Thus, he concentrated and shot his first arrow towards the sky.

The arrow buried itself in the heavens and Muehu Katekale shot the second arrow that buried itself into the first, then a third that buried itself in the second and so on and so on. Muehu Katekale sweated and his arm hurt him. Little by little as he shot his arrows, he saw them coming closer and closer to him, until the last one touched the ground.Then he called the wind to test this sort of rope that he had just made with all of his arrows buried one into the other. The wind arrived softly at first and then stronger and stronger. Muehu Katekale yelled into the storm, “Come, bend them, but don’t break them. I want to climb into the heavens!”And the wind bent the reeds but it did not break them.Muehu Katekale grabbed on to the reeds and climbed, climbed into the clouds. When he arrived in heaven, everything was different. There were a lot of people talking, but he couldn’t understand their language. Nobody walked, everyone flew. Muehu Katekale hid behind a cloud and watched.“Look! The men that I saw swimming in the sea! Oh! They’ve disappeared! And the woman, she doesn’t walk but flies!” said Muehu Katekale.Muehu Katekala ran after the woman and cried, “Woman, woman, listen... listen...”The woman didn’t hear him, she spoke and everyone went down on their knee: front of her. She was tall. Muehu Katekale was scared of everyone there. He clim a navele, those trees that bear fruit like almonds, and stayed there all night.The next day, the woman appeared again. She talked and she talked. Mui Katekale plucked a green almond and on the pulp, with his nail, he drew his face, face that he had often seen in the clear waters of the rivers. He then threw the almond at the woman’s feet. The woman didn’t see it and continued to speak. Muehu Katefc plucked a second almond and drew his face once again on the pulp and then threw again at her feet. The woman didn’t see it. A third time, he drew his face on an aim* and threw it at the feet of the woman who was still speaking.The child picked up the almond and said to his mother, “Mother, look! My fath face is drawn on the pulp of this navele!”The woman looked at the almond.“You are right, my son, but...”Lifting her head, she saw above her Muehu Katekale in the navele.“What are you doing here and how did you get here?”“I love you, woman, and I wanted to find you again. I shot arrows into the sky i then I used them like a rope to climb up here.”“You love me, man? That’s strange. I’m not from your home. Look...” said the wornThe woman then took a fan, the kind of fan that we call “Iri” in the language Longana, and waved it so that the winds of heaven swept away all bad thoughts i dirty things; not one was left there.Raising herself up on a.cloud, she said, “Go back to where you came from! You in a sacred, sacred place here! In our language we say that you are in a “Outekokon Go back to your home. Climb back down your rope of arrows, and when you he arrived on your Earth you will shake your rope of arrows. My son will free them i they will fall back into your garden.”Muehu Katekale, weakened, climbed back down to earth. He called out to friends and started to dance in an effort to forget. After the dance, he felt strong 01 again. He was the powerful Muehu Katekale. Not heeding the words of the woman, took up his bow and shot an arrow into the heavens. The arrow touched the sky and 1 back to earth. He then supplicated his god, “Tagaro, help me!”He shot another arrow and then another but both of them fell at his feet. The doors of heaven were forever closed to him and Muehu Katekale was left alone with his sorrow.
