Principal Investment StrategiesThe Fund invests primarily in high-quality, short-term money market instruments.Under normal circumstances, at least 80% of the Fund’s assets are invested insecurities issued by the U.S. government and its agencies and instrumentalities,including repurchase agreements that are collateralized solely by U.S.government securities or cash. Although these securities are high-quality, someof the securities held by the Fund are neither guaranteed by the U.S. Treasurynor supported by the full faith and credit of the U.S. government. To beconsidered high quality, a security must be determined by Vanguard to presentminimal credit risk based in part on a consideration of maturity, portfoliodiversification, portfolio liquidity, and credit quality. The Fund invests more than25% of its assets in securities issued by companies in the financial servicesindustry, which includes, without limitation, securities issued by certaingovernment-sponsored enterprises. The Fund maintains a dollar-weightedaverage maturity of 60 days or less and a dollar-weighted average life of 120 daysor less.

Government money market funds are required to invest at least 99.5% of theirtotal assets in cash, U.S. government securities, and/or repurchase agreementsthat are collateralized solely by U.S. government securities or cash (collectively,government securities). The Fund generally invests 100% of its assets in U.S.government securities and therefore will satisfy the 99.5% requirement fordesignation as a government money market fund.

Principal RisksThe Fund is designed for investors with a low tolerance for risk; however, theFund is subject to the following risks, which could affect the Fund’s performance:

• Income risk, which is the chance that the Fund’s income will decline becauseof falling interest rates. Because the Fund’s income is based on short-terminterest rates—which can fluctuate significantly over short periods—income riskis expected to be high. A low or negative interest rate environment will adverselyaffect the Fund’s return. Low or negative interest rates, depending on theirduration and severity, could prevent the Fund from, among other things,providing a positive yield and/or maintaining a stable share price of $1.

• Manager risk, which is the chance that poor security selection will cause theFund to underperform relevant benchmarks or other funds with a similarinvestment objective.

• Credit risk, which is the chance that the issuer of a security will fail to payinterest or principal in a timely manner or that negative perceptions of theissuer’s ability to make such payments will cause the price of that security todecline. Credit risk should be very low for the Fund because it invests primarily insecurities that are considered to be of high quality.

• Industry concentration risk, which is the chance that there will be overallproblems affecting a particular industry. Because the Fund invests more than25% of its assets in securities issued by companies in the financial servicesindustry, the Fund’s performance depends to a greater extent on the overallcondition of that industry and is more susceptible to events affectingthat industry.

The only repurchase agreements thatthe Fund will invest in are those with the Federal Reserve Bank of New York thatare fully collateralized by U.S. Treasury securities. The Fund maintains adollar-weighted average maturity of 60 days or less and a dollar-weighted averagelife of 120 days or less.

Market ExposureEach Fund’s principal strategy is to invest in very high-quality money marketinstruments. Also known as cash equivalent investments, these instruments areconsidered short-term (i.e., they usually mature in 397 days or less). Each Fundmaintains a dollar-weighted average maturity of 60 days or less and adollar-weighted average life of 120 days or less. Vanguard Cash Reserves FederalMoney Market Fund invests more than 25% of its assets in securities issued bycompanies in the financial services industry, which includes, without limitation,securities issued by certain government-sponsored enterprises.

Plain Talk About Money Market Instruments

The term “money market instruments” refers to a variety of short-term,liquid investments, usually with maturities of 397 days or less. Plain Talk About U.S. Government-Sponsored Enterprises

A variety of U.S. government-sponsored enterprises (GSEs), such as theFederal Home Loan Mortgage Corporation (FHLMC), the Federal NationalMortgage Association (FNMA), and the Federal Home Loan Banks (FHLBs),issue debt and mortgage-backed securities. Although GSEs may be charteredor sponsored by acts of Congress, they are not funded by congressionalappropriations. In September of 2008, the U.S.Treasury placed FNMA andFHLMC under conservatorship and appointed the Federal Housing FinanceAgency (FHFA) to manage their daily operations. In addition, the U.S.Treasuryentered into purchase agreements with FNMA and FHLMC to provide themwith capital in exchange for senior preferred stock. Generally, a GSE’ssecurities are neither issued nor guaranteed by the U.S.Treasury and are notbacked by the full faith and credit of the U.S. government. In most cases,these securities are supported only by the credit of the GSE, standing alone. Insome cases, a GSE’s securities may be supported by the ability of the GSE toborrow from the U.S.Treasury or may be supported by the U.S. government insome other way. Securities issued by the Government National MortgageAssociation (GNMA), however, are backed by the full faith and credit of theU.S. government.

Each Fund is subject, to a limited extent, to credit risk, which is thechance that the issuer of a security will fail to pay interest or principal in atimely manner or that negative perceptions of the issuer’s ability to makesuch payments will cause the price of that security to decline.

The three Funds differ mainly in terms of credit risk. Overall, each Fund’sinvestments are in securities considered to be of high credit quality.

In relative terms, the Treasury Money Market Fund, which invests in securitiesbacked by the full faith and credit of the U.S. government, offers the lowestcredit risk—and generally the lowest yield—of the three Funds.

Because some of the securities included in the Cash Reserves Federal MoneyMarket Fund and the Federal Money Market Fund are not backed by the full faithand credit of the U.S. government, the potential credit risk and yield for theFunds are somewhat higher than for the Treasury Money Market Fund.

Under certain circumstances, the exposure to a single issuer could cause theCash Reserves Federal Market Fund or the Federal Money Market Fund to fail tomaintain a share price of $1.

Each Fund reserves the right to invest in repurchase agreements, whichare subject to specific risks. The Treasury Money Market Fund will investonly in repurchase agreements with the Federal Reserve Bank of NewYork fully collateralized by U.S. Treasury securities. The Treasury MoneyMarket Fund reserves the right to change this policy at any time andwithout prior notice to shareholders.

Plain Talk About Repurchase Agreements

Repurchase agreements are contracts in which a bank, securities dealer, orother counterparty that meets minimum credit requirements sellsgovernment securities and agrees to repurchase the securities on a specificdate (normally the next business day) at a specific price.

Repurchase agreements carry several risks. For instance, if the seller is unable torepurchase the securities as promised, a Fund may experience a loss whentrying to sell the securities to another buyer. Also, if the seller becomesinsolvent, a bankruptcy court may determine that the securities do not belong tothe Fund and order that the securities be used to pay off the seller’s debts. TheFunds’ advisor believes that these risks can be controlled through carefulsecurity and counterparty selection and monitoring.

Each Fund reserves the right to invest, to a limited extent, inadjustable-rate securities, which are a type of derivative.

An adjustable-rate security’s interest rate, as the name implies, is not set;instead, it fluctuates periodically. Generally, the security’s yield is based on a U.S.dollar-based interest rate benchmark such as the federal funds rate, the 90-dayU.S. Treasury bill rate, or another reference rate. Adjustable-rate securities resettheir yields on a periodic basis (e.g., daily, weekly, or quarterly) or upon a changein the benchmark interest rate. These yields are closely correlated to changes inmoney market interest rates.

The Funds will not use derivatives for speculation or for the purpose ofleveraging (magnifying) investment returns.

A derivative is a financial contract whose value is based on the value of afinancial asset (such as a stock, a bond, or a currency), a money marketbenchmark (such as U.S. Treasury bill rates or the federal funds effectiverate), a physical asset (such as gold, oil, or wheat), a market index, or areference rate.

In addition, the Cash Reserves Federal Money Market and Federal MoneyMarket Funds may each invest up to 5% of its net assets in illiquid securities.These are investments that cannot be sold or disposed of in the ordinary courseof business within seven calendar days at approximately the value ascribed to itby the Fund.

Plain Talk About Weighted Average Maturity and Weighted AverageLife

A money market fund will maintain a dollar-weighted average maturity(WAM) of 60 days or less and a dollar-weighted average life (WAL) of 120days or less. For purposes of calculating a fund’s WAM, the maturity ofcertain longer-term adjustable-rate securities held in the portfolio willgenerally be the period remaining until the next interest rate adjustment.When calculating its WAL, the maturity for these adjustable-rate securitieswill generally be the final maturity date—the date on which principal isexpected to be returned in full. Maintaining a WAL of 120 days or less limitsa fund’s ability to invest in longer-term adjustable-rate securities, which aregenerally more sensitive to changes in interest rates, particularly involatile markets.

Cash ManagementEach Fund’s daily cash balance may be invested in Vanguard Market LiquidityFund and/or Vanguard Municipal Cash Management Fund (each, a CMT Fund),which are low-cost money market funds. When investing in a CMT Fund, eachFund bears its proportionate share of the expenses of the CMT Fund in which itinvests. Vanguard receives no additional revenue from Fund assets invested in aCMT Fund.

Methods Used to Meet Redemption RequestsUnder normal circumstances, each Fund typically expects to meet redemptionswith positive cash flows. When this is not an option, each Fund seeks tomaintain its risk exposure by selling a cross section of the Fund’s holdings tomeet redemptions, while also factoring in transaction costs. Additionally, a Fundmay work with larger clients to implement their redemptions in a manner that isleast disruptive to the portfolio; see “Potentially disruptive redemptions” underRedeeming Shares in the Investing With Vanguard section.

Under certain circumstances, including under stressed market conditions, thereare additional tools that each Fund may use in order to meet redemptions,including advancing the settlement of market trades with counterparties tomatch investor redemption payments or delaying settlement of an investor’stransaction to match trade settlement within regulatory requirements. A Fundmay also suspend payment of redemption proceeds for up to seven days; see“Emergency circumstances” under Redeeming Shares in the Investing WithVanguard section. Additionally under these unusual circumstances, a Fund mayborrow money (subject to certain regulatory conditions and if available underboard-approved procedures) through an interfund lending facility; through a bankline-of-credit, including a joint committed credit facility; or through anuncommitted line-of-credit from Vanguard in order to meet redemption requests.

Dividends, Capital Gains, and Taxes

Fund DistributionsEach Fund distributes to shareholders virtually all of its net income (interest lessexpenses). Each Fund may also realize capital gains from the sale of its holdingsand distribute these gains (net of losses) to shareholders as capital gainsdistributions. As a money market fund, each Fund’s distributions are expected toconsist primarily of income dividends. Income dividends generally are declareddaily and distributed monthly. In addition, each Fund may occasionally make asupplemental distribution at some other time during the year.

You can receive distributions of income or capital gains in cash, or you can havethem automatically reinvested in more shares of the Fund. However, if you areinvesting through an employer-sponsored retirement or savings plan, yourdistributions will be automatically reinvested in additional Fund shares.

Basic Tax PointsInvestors in taxable accounts should be aware of the following basic federalincome tax points:

• Distributions are taxable to you whether or not you reinvest these amounts inadditional Fund shares.

• Distributions declared in December—if paid to you by the end of January—aretaxable as if received in December.

How to Receive Redemption ProceedsBy electronic bank transfer. You may have the proceeds of a fund redemptionsent directly to a designated bank account. To establish the electronic banktransfer service on an account, you must designate a bank account online,complete a form, or fill out the appropriate section of your account registrationform. After the service is set up on your account, you can redeem shares byelectronic bank transfer on a regular schedule (Automatic Withdrawal Plan), ifeligible, or upon request. Your redemption request can be initiated online (if youare registered for online access), by telephone, or by mail.

By wire. To receive your proceeds by wire, you may instruct Vanguard to wireyour redemption proceeds ($100 minimum) to a previously designated bankaccount. To establish the wire redemption service, you generally must designatea bank account online, complete a form, or fill out the appropriate section of youraccount registration form.

Please note that Vanguard charges a $10 wire fee for outgoing wireredemptions. The fee is assessed in addition to, rather than being withheld from,redemption proceeds and is paid directly to the fund in which you invest. Forexample, if you redeem $100 via a wire, you will receive the full $100, and the$10 fee will be assessed to your fund account through an additional redemptionof fund shares. If you redeem your entire fund account, your redemptionproceeds will be reduced by the amount of the fee. The wire fee does not applyto accounts held by Flagship and Flagship Select clients; accounts held throughintermediaries, including Vanguard Brokerage Services; or accounts held byinstitutional clients.

By exchange. You may have the proceeds of a Vanguard fund redemptioninvested directly in shares of another Vanguard fund. You may initiate anexchange online (if you are registered for online access), by telephone, or bymail. See Exchanging Shares.

Other Redemption Rules You Should KnowDocumentation for certain accounts. Special documentation may be requiredto redeem from certain types of accounts, such as trust, corporate, nonprofit, orretirement accounts. Please call us before attempting to redeem from thesetypes of accounts.

Potentially disruptive redemptions. Vanguard reserves the right to pay all orpart of a redemption in kind—that is, in the form of securities—if we reasonablybelieve that a cash redemption would negatively affect the fund’s operation or

performance or that the shareholder may be engaged in market-timing orfrequent trading. Under these circumstances, Vanguard also reserves the right todelay payment of the redemption proceeds for up to seven calendar days. Bycalling us before you attempt to redeem a large dollar amount, you may avoidin-kind or delayed payment of your redemption.

Recently purchased shares. Although you can redeem shares at any time,proceeds may not be made available to you until the fund collects payment foryour purchase. This may take up to seven calendar days for shares purchased bycheck or by electronic bank transfer. If you have written a check on a fund in anaccount with checkwriting privileges, that check may be rejected if your fundaccount does not have a sufficient available balance.

Share certificates. Share certificates are no longer issued for Vanguard funds.Shares currently held in certificates cannot be redeemed, exchanged, converted,or transferred (reregistered) until you return the certificates (unsigned) toVanguard by registered mail.

Address change. If you change your address online or by telephone, there maybe up to a 14-day restriction (starting on the business day after your address ischanged) on your ability to request check redemptions online and by telephone.You can request a redemption in writing (using a form available online) at anytime. Confirmations of address changes are sent to both the old andnew addresses.

Payment to a different person or address. At your request, we can make yourredemption check payable, or wire your redemption proceeds, to a differentperson or send it to a different address. However, this generally requires thewritten consent of all registered account owners and may require additionaldocumentation, such as a signature guarantee or a notarized signature. You mayobtain a signature guarantee from some commercial or savings banks, creditunions, trust companies, or member firms of a U.S. stock exchange.

No cancellations. Vanguard will not accept your request to cancel anyredemption request once processing has begun. Please be careful when placinga redemption request.

Emergency circumstances. Vanguard funds can postpone payment ofredemption proceeds for up to seven calendar days. In addition, Vanguard fundscan suspend redemptions and/or postpone payments of redemption proceedsbeyond seven calendar days at times when the NYSE is closed or duringemergency circumstances, as determined by the SEC. In connection with adetermination by the board of trustees, in accordance with Rule 22e-3 under theInvestment Company Act of 1940, a money market fund may suspend

Exchanging Shares

Glossary of Investment Terms

Capital Gains Distributions. Payments to mutual fund shareholders of gainsrealized on securities that a fund has sold at a profit, minus any realized losses.

Cash Equivalent Investments. Cash deposits, short-term bank deposits, andmoney market instruments that include U.S. Treasury bills and notes, bankcertificates of deposit (CDs), repurchase agreements, commercial paper, andbanker’s acceptances.

Dividend Distributions. Payments to mutual fund shareholders of income frominterest or dividends generated by a fund’s investments.

Expense Ratio. A fund’s total annual operating expenses expressed as apercentage of the fund’s average net assets. The expense ratio includesmanagement and administrative expenses, but it does not include thetransaction costs of buying and selling portfolio securities.

FTSE 3-Month U.S. Treasury Bill Index. An index that measures theperformance of short-term U.S. government debt securities and accrues incomeon a monthly basis.

iMoneyNet Money Fund Reports 100 percent Treasury Funds Average.Reflects the average performance of peer money market funds, which invest100% of assets in high-quality, short-term money market instruments thatconsist of U.S. treasury obligations. Derived from data provided byiMoneyNet, Inc.

Inception Date. The date on which the assets of a fund (or one of its shareclasses) are first invested in accordance with the fund’s investment objective.For funds with a subscription period, the inception date is the day after thatperiod ends. Investment performance is generally measured from theinception date.

Joint Committed Credit Facility. Each Fund participates, along with other fundsmanaged by Vanguard, in a committed credit facility provided by a syndicate oflenders pursuant to a credit agreement that may be renewed annually; eachVanguard fund is individually liable for its borrowings, if any, under the creditfacility. The amount and terms of the committed credit facility are subject toapproval by the Funds’ board of trustees and renegotiation with the lendersyndicate on an annual basis.

Money Market Instruments. Short-term, liquid investments (usually with amaturity of 397 days or less) that include U.S. Treasury bills and notes, agencysecurities, bank certificates of deposit (CDs), repurchase agreements,commercial paper, and banker’s acceptances.

Mutual Fund. An investment company that pools the money of many peopleand invests it in a variety of securities in an effort to achieve a specific objectiveover time.

New York Stock Exchange (NYSE). A stock exchange based in New York Citythat is open for regular trading on business days, Monday through Friday, from9:30 a.m. to 4 p.m., Eastern time.

Principal. The face value of a debt instrument or the amount of money put intoan investment.

Securities. Stocks, bonds, money market instruments, and other investments.

Stable Net Asset Value (NAV). A share price that maintains a consistent value(e.g., $1.00 or $100.00) using special pricing and valuation conventions.

Total Return. A percentage change, over a specified time period, in a mutualfund’s net asset value, assuming the reinvestment of all distributions ofdividends and capital gains.

U.S. Government Money Market Funds Average. Reflects the averageperformance of peer designated “Government” money market funds, whichinvest at least 99.5% of their total assets in investments in cash, U.S.government securities and/or repurchase agreements that are collateralizedsolely by cash or U.S. government securities in accordance with the SEC’sdefinition of a “Government” money market fund. Derived from data provided byLipper, a Thomson Reuters Company.

Volatility. The fluctuations in value of a mutual fund or other security. The greatera fund’s volatility, the wider the fluctuations in its returns.
