“Internal quality assurance includes mechanism, resources and information sources to establish, maintain and develop the quality of learning, teaching, scientific research and community service” (AUN, 2007).

• Seven criteria of IQA in higher education (ENQA, 2005):
1. Policy and quality assurance procedure: the institution needs to develop strategies, policies and operation cycles in order to constantly improve its quality; develops the culture of quality assurance in all activities.

2. Approve and periodically monitor and revise curriculum and the issuance of certificates: an institution needs to have regulations, procedures for the approval and periodic supervision of curriculum and issued certificates.
3. Learner assessment : learners are assessed in accordance with open and consistent standards, regulations and procedures.

4. Quality assurance of teaching faculty : Quality of teaching faculty is assured. They make contribution to reports on their university’s quality assessment.
5. Learning resources: learners can access to learning resources in accordance with their curriculum

6. Information system: the institution needs to have sufficient information for the management of curricula and other activities.
7. Public information: periodically, the institution updates and makes public of curriculum and degrees and certificates.

• Seven rules of internal quality assurance (APQN, 2008):
1. Develop the culture of quality assurance university wide
2. Quality assurance is reflected through the objectives of the institution’s activities.
3. Develop internal quality assurance system together with policies and procedures.

5. Develop and implement strategies for quality improvement

One of the remarkable commonalities of the two mentioned directions for internal quality assurance of each institution is the development and effective implementation of strategies for quality improvement. In order to achieve it, a overall tool for management is required.

VALUE-CREATION CYCLE
• Value-creation cycle was developed by a group
of Norwegian scientists in late 20th century.
• The cycle was officially introduced in Vietnam
for the first time in the conference on
“enhancing the administration capacity” hosted
in the Nha Trang University of Fisheries
(currently University of Nha Trang) in 2004.

Role of the value-creation cycle :
Can be used as a "management
language” for agencies and businesses
including institutions of higher education.
Help managers at all levels define
appropriate missions, targets and

• Human resources include not only a producer’s staff but also cultural and mental values and collaboration among individuals. A producer whose staff stand together and respect collaboration will be more likely to sustainably develop.

• Mechanism, strategic plans, regulations, targets, criteria… of a producer are also considered as resources. A producer having good strategic plans and appropriate mechanism will have more chances to succeed

• Collaboration is considered as a resource, especially in current economic - social context. A producer having good partnership and linkages can rapidly develop although his financial potential is limited.

Strengths:The majority of universities have developed their mechanisms and functional systems.
Weaknesses:- Many institutions are not really concerned
about developing strategies and action plans - Institutions’ databases of scientific research
and lessons generally do not meet demands of exploitation and sharing
Opportunities:Vietnamese higher education’s management mechanisms are given more autonomy
Challenges:Social development and higher education’s integration require universities have mechanisms that must be constantly improved
Solutions:- Enhance professionalism on strategic planning - Expand linkages with institutions to develop material resources serving training and
scientific research

Strengths:Established institutions have developed their curriculum of different levels.
Weaknesses:- The transfer within an institution and
among institutions is still limited - Training courses which meet social needs
are a few.
Opportunities:Social demands for training are large and constantly increase
Challenges:The competition with foreign institutions is more and more intense
Solutions:- Develop short-term training courses based upon the outcomes of periodic survey on
social needs - Expand linkages with institutions to facilitate the transfer of programs and training levels

Strengths:Employment activities get more attention
Weaknesses:Many institutions do not introduce graduates’ quality to businesses

Solutions:- Increase budget and enhance professionalism concerning promotion activities - Periodically send information of graduates to businesses in different ways
