TIRCP award to improve Central Valley mobilityThe San Joaquin Regional Rail Commission’s (SJRRC) and San Joaquin Joint Powers Authority’s (SJJPA) joint application to the California State Transportation Agency (CalSTA) for SB 1 and Cap & Trade funding from the 2018 Transit and Intercity Rail Capital Program (TIRCP) was awarded $500.5 million for the “Valley Rail” project.
Why is Valley Rail important to California?Valley Rail improves geographic equity by connecting key locations in the Central Valley including Sacramento, San Joaquin, Stanislaus, Merced, Madera, and Fresno Counties to each other and beyond to the Bay Area and the greater California rail network via future high-speed rail (HSR) connections in Merced and San Jose. This transformative, megaregional project helps further the State’s vision for an integrated rail network and provides direct mobility and air quality benefits to citizens in nine counties, including over 30% of the disadvantaged communities in California.
What is Valley Rail?Valley Rail is an extension of Altamont Corridor Express (ACE) between Sacramento and Merced which builds upon $400 million in ACE funding from Senate Bill (SB) 132 and implements five new ACE round- trips to/from Sacramento (three between Ceres/Merced to Sacramento, one Stockton to Sacramento, and one Sacramento to San Jose). Valley Rail also implements two new daily round-trips for the Amtrak San Joaquins service to better connect San Joaquin Valley travelers with the Sacramento Area.

Stockton Diamond Grade Separation Project SJVRC March 11, 2016 Meeting
The Project is the construction of a grade separation at the intersection of the BNSF Stockton Subdivision and the Union Pacific (UP) Fresno Subdivision, in south Stockton. The crossing is the 2nd busiest crossing of the BNSF and UP in California, after the Colton Crossing in southern California, which had a grade separation completed in 2013.
The Stockton Diamond Grade Separation Project would eliminate the worst freight bottleneck in California and benefit a number of services utilizing the BNSF and UP lines in the area, including:
• Union Pacific freight trains on the UPFresno Subdivision and at the Port ofStockton
• BNSF freight trains on the BNSFStockton Subdivision
• Amtrak San Joaquins intercity trains
• Altamont Corridor Express (ACE)commuter trains
• Central California Traction Company(CCT) trains from the Port of Stockton
• Stockton Terminal & Eastern (STE)trains in the area
The Project would result in a number of public and private benefits, including:
• Facilitating expansion of ACE andAmtrak San Joaquins services

Funding Request: SJRRC/SJJPA is requesting 2020 INFRA and BUILD grant funding from the federal government, TCEP and ITIP funding from the state to complete the Stockton Diamond Grade Separation Project.
