Dear Friends,

Knowledge in the field of philately, plays very important role. If we do not have knowledge of our subject how we will collect the material. Sometimes we could not pick a philatelic gem which passes before our eyes, in lack of knowledge.

So, we should try to earn knowledge through l i teratures and discussion with fel low philatelists, or we would repent that a rare item has skipped.

Therefore, we should invest and/or spend money on philatelic literature, atleast of our own interest, so whenever occasion arises, we can consult the literature immediately, or otherwise we may miss the opportunity. Atleast we should have time to solve the query.

Friends, if we have a particular knowledge, then we should share the same through writing articles for philatelic magazines or discussion with fellow philatelist. Sharing knowledge, always increases our own knowledge. There we should not consider that another philatelist will earn fame and money through that knowledge.

Friends remember one aspect that a few mails out of a bundle of mails have some story in them and we have to find the same through our knowledge. And if we are lucky, we may get a gold mine. So, friends start earning knowledge and share the same.

Jai Philately.

What is Civilization? I do not know. I cannot define it in abstract terms. But I think we can recognize it when we see it. The great poet Ruskin has quoted the famous lines 'Great nation write their autobiographies in three manuscripts. The book of their deeds, the book of their words and the book of their art”. The art includes building and monuments. South East Asia is dotted with ancient and modern temples, of them, Borobudur in Indonesia and Angkor-Wat is Kampuchea are the greatest surviving monuments revealing the spread of ancient Indian culture in South East Asia.

Hindu and Buddhist temples view for dominance in 9th century

Java, Sumatra, Burma and Cambodia. Indian influence is apparent in the two greatest monuments. The enormous Buddhist temple of Brobudur in central Java and Vishnu temple at Angkor-Wat in Cambodia (modern day Kampuchea). Burma (now Myanmar) is dotted with a scores of Buddhist Pagoda across the country.

Borobudur is located about 40 kms from Jog Jakarta in central Java. It is the ruined site of a major Buddhist monuments. It was built in about 800 A.D. by king of powerful and wealthy Sailendra dynasty. Crowning a small hill, the great shrine is constructed of dark-grey volcanic stone and has no interior spaces. It rests on a square base 121 meters on each side and consists of eight diminishing tiers of terraces connected by stairways. A huge STUPA, or bell-shaped dome, rises over 30 mtrs. From the uppermost terrace.

The lower five terraces are square, each bounded by roofless corridor, the walls of which are lines with intricately carved bands of narrative relief. These illustrate the progress of the Bodhisattava (the Buddha before his enlightenment) a prototype of ideal royalty in his striving for all embracing compassion. Each ter race shows a phase of h is development: the lower scenes and more mundane and contain moral lessons: the higher are more spiritual and are more severe and static in style. Also depicted are many common objects of secular life buildings, ships, weapons, musical instruments, and utensils. A sense of opulence and tranquility is conveyed through the gently rounded contours of the relief sculpture bearing the influence of Indian Gupta and post – Gupta period.

The upper three terraces are unwalled and circular, intended to represent the sphere of enlightenment. They carry 72 stupas, enclosed in stone latticework, that surrounded the colossal closed stupa in the centre. All contain large, stonecut Buddha images. As a summary, in architecture of Mahayana Buddhist doctr ine, the central Stupa symbolizes the axis of the world, source both the universe created through mind and of enlightenment through total self-abnegation and compassion.

Fig. 2, From 1973 to 1982 the restoration f Borobudur was carried out in Co-operation with UNESCO. Expert from several countries including India were involved in this project. The Borobudur was built around 800 A.D. duringthe reign of the Syailendra Dynasty who were devout Mahayana Buddhist.

The site was restored by the Dutch in 1907-11. The Indonesian government began massive restoration project in 1975, after it was discovered that extensive water seepage into the body of monuments threatened Borobudur with eventual collapse.

While scanning through Scott (1996 ed) Catalogue, Indonesia # 947 -950 shows stupas and damaged structure of Borobudur. Under Netherland Indies (Japanese Occupation) as # n7 (1943-44) shows Buddha statue at Borobudur. Indonesia Scott # 1188-89 (and also # 1010-12, 1036-38) shows scaffoldings crane during repairs, Buddha statue and stupas.

Angkor, north of Tonle Sap in north-west Cambodia, was the great capital city of the Khymer empire the city's foundings in about A.D. 880 until about 1225. Lost in the jungle for centuries, it was discovered by French missionaries in the 1860's. Its immense temple complexes, which are larger in scale than the Egyptian pyramids, are ranked among the masterpieces of world architecture.

It was both sacred temple city and the centre of a vast irrigation system. Its Hindu temple architecture, inspired by the monuments at Borobudur, was built by successive kings and their families on a

increasingly vast scale. Standing amid a grid of reservoirs and canals, the temples symbolized the royal function of metaphysical mediation between the devine source of life-giving water and the human population.

The early temples were built of brick; the later, beginning with the Ta Kei (c. 1020), of stone. All these so-called temple mountains were elaborately ornamented and filled with s tonecu t images . The cen t ra l i con represented the monarch in the guise of his patron deity. The two earliest surviving st ructures, bui l t dur ing the re ign of Yasovarman I (889-900), are the Bankong (881) and the Bakheng (893), which had 108 tower shrines around its central sanctuary. The Pre Rup (961) was the first temple intended as a dwelling for the defied spirit of a dead king.

The greatest temple designed for this purpose is the huge Angkor – Wat (“Angkor Temple”) of early 12th Century. Built under Suryavarman II (r. 113-50), the compound at Angkor-Wat covers an area of 1,500 M by 1,300 M and is surrounded by vast moat balustrades shaped as giant serpents, emblems of cosmic fertility.

The temple proper consists of a towering complex of terraces and cloisters arranged in a series of three diminishing stories and surmounted by five towers, in which were contained the principal icons. The roofed and unroofed enclosures are superbly articulated with bands of finely carved foliage. Rows of shrines line the galleries, the walls of which are covered with elaborate carves relieves that illustrate Hindu mythology, principally scenes relating to the God Vishnu, to whom the temple was dedicated.

Following the sack of Angkor by the Chams in 1177, Angkor-Wat was abandoned. In the early 13th Century Jayavarman VII (1181-1281) established a new capital and sacred precinct, Angkor-Thom (“Great Angkor”). The four gateways into the city bears huge masks of its new patron, the Buddhist deity Lokesvara, Lord of the Universe. Avenues leading to the central temple, Bayon, were lined by rows of over 50 clossal towers. Some 45 m high, decorated with multiple heads generally thought to represent the king. After

the destruction of Angkor by Thai forces in 1431, the Khmer capital was moved to Phom-Penh, and the site fell into ruin. The second restoration was completed in 1980.

During the more than four centuries between the demise of the ancient city and the beginning of the modern period (i.e. from the early 15th century to the late 19th centre), interest in Angkor was largely focused on Angkor-Wat, which having been taken over and kept largely intact by Theravada monks, became one of the most important pilgrimage sites in Southeast Asia. Even during this period, however, a number of early European visitors to Cambodia showed a strong curiosity concerning regime was established (1863), the entire site became the focus of an intense scholarly interest and concern. Working at first independently and then under the aegis of the government sponsored Ecole Francaise d' Extreme-Orient, a talented and dedicated group of French archaeologists and philologists initiated a comprehensive program of research, which has gradually yielded the knowledge now possessed about the history of the city and fascinating religious and political system that informed and guided its life. Archaeologists also carried through an arduous and painstaking program of reconstruction, through which the ancient complex of temples, reservoirs, and canals were restored to something of its original grandeur.

During the political and military upheavals of the 1960s, '70s and early 1980s in Kampuchea there was some war damage and thievery among the temples at Angkor, but the major problem was of neglect. Without adequate caretaking, the buildings became the prey of engulfing vegetation, eroding water and elements.

Under the 'UNESCO Conservation Program' Archaeological Survey of India has carried out restoration work on Angkor-Wat and has arrested further damage.

In illustration (Scott #1636) shows Lord Buddha and Stupas, while in

As stated earlier, Burma is a country with magnificent Buddhist stupas scattered all over the country. Imcomparable Pagoda, Birma, Manday is shown in a Picture Postcard from Fort Dufferin dated 30 December, 1907 to Fleet, Hampshire, England (Fig. 6). Another beautiful Bell Pagoda located at Bhamo is shown in Fig. 7.

After the British rule was withdrawn from India from 15th August 1947, i.e. after the attainment of Independence by India, the Nizam of Hyderabad entered into a Stand-still agreement with Indian Government for one year on November 29, 1947. The agreement provided “until new arrangements are made, all agreements and administrative arrangements as to the matters of common concern including External Affairs, Defence, and Communications which were existing between the Crown and the Nizam immediately before 15th August 1947 shall, in so-far as may be appropriate, continue as between the Dominion of India and the Nizam.”

On September 13, 1948, military operations in Hyderabad were undertaken by the Indian Government. It was a three-pronged attack by the liberation forces of the Indian Union. The 'Operation Polo' (also known as Police Action') started from the borders of the Hyderabad State and proceeded towards the State capital Hyderabad. The operations lasted upto 17th September, 1948. The Postal communications were disrupted in the State and the transit of mail between Hyderabad and India and vice-versa was suspended. As per Notification dated 14th September 1948 from New Delhi, all mail including registered and unregistered post cards, letters, newspapers etc., had been temporarily suspended and the public were requested not to post mail for Hyderabad until further notice. Earlier, the parcel and money order services has been already suspended.

Immediately after the undertaking of the 'Police Action', train services between Madras and Bombay were suspended and all mail and parcels from Madras and Bombay and vice-versa were diverted via Bangalore and Poona over the meter gauge.

After completion of the 'Operation Polo' it was officially announced on 25th September 1948 in New Delhi that Post Cards could be posted to Hyderabad, Secunderabad and Bolarum at the Indian Union post offices and vice-versa.

Whereas in Bombay, the Post Master General announced on 27th September 1948 as follows:

“For the present the following postal facilities between the India Dominion and Hyderabad State and vice-versa will be available for the posting and delivery of air mail postcards: the charge will be one anna per post card (being half anna for the postage and half anna as air fee). Until further advice, air mail post cards from the Indian Dominion will be delivered only within the city limits of Hyderabad and Secunderabad.

“To facilitate sorting and despatches of post card at the destinations, the public are advised to write the address on the air mail post cards as far as possible in English”.

“It has been announced that Indian Post Offices in Aurangabad, Jalna, Parbhani, Nanded, Sailu, Manwath and Latur in Hyderabad territory have started functioning from 27th September 1948 and

with effect from 29th September 1948 Indian post offices at Osmanabad, Gangakhed, Parli, Vaijnath, Hingole and Bastur in Hyderabad territory will start functioning. Post cards are accepted for the present.

Normal postal communications were restored in Hyderabad from October 4, 1948. As per press notification, private money orders both ordinary and telegraphic, were permitted to be sent; and the Civil Administration of Hyderabad also decided to resume to and from all Indian Post Offices in Hyderabad State, posting and delivery of fully prepaid letters, post cards and Newspapers, both surface and air with effect from October 1948.

Whereas a brief account has been made of the postal system during transition, it has been observed that delivery of cards have been made by Hyderabad G. P. O. on 13th September, 1948 (11.00 am) as seen from illustration 1. This can be attributed to the time lag in the implementation of the notification and also beards the fact that the pang and effect of the 'Pol ice Act ion' was not immediately felt at Hyderabad on 13th September 1948, the day of the Action was undertaken.

The first postal delivery in Hyderabad after the 'Operation Polo' was, however, made on 27th September, 1948 afternoon as will be noted from the delivery mark on the card (illustration 2). The card had been posted from MULUND,

The postal department in the first instance tried to clear-off the already accumulated mail of the transition period as seen from a Card (illustration 3) posted from UMRANA on 13th September, 1948, the day of starting of the 'Operation Polo' and delivered on 28th September, 1948. However, a Card (not illustrated) posted from 'Trevakismandi' Navipet (a distance of about 100 miles from Hyderabad) on 25.9.1948 was delivered at Hyderabad on 30.9.1948 i.e. after lapse of six days. The delay can be assigned to the clearance of the back-log before the current mail was delivered.

While the Indian post offices in Hyderabad State resumed postal communications from September 27, 1948, the Nizam's State Post

Office (as is known so far) started from 12th October, 1948 (12th Azur 1358 Fasli).

S E R V I C E C A R D U S E D A S PRISONEROGRAMME

During the 'Operation Polo' mischievous elements and war-mongers were taken into custody and remanded into prison. Illustration 4 shows an extremely rare India Service post ca rd (K . G . V I – ½ anna) used as prisonerogramme. It was posted from Belgaum Central Prison, Hindupur on 24th September, 1948 and delivered at Hyderabad on 2nd October 1948. The writer of the card Rashiduddin Ahmed, a Sub-Overseer of the P. W. D. was taken as a prisoner at Gangara while he was fleeing in a lorry from Munirabad. (Munirabad, a camp on the right side of the Tungabhadra project was the border of the Nizam State. Tungabhadra project was joint venture of the Nizam and the then Mysore State). From the manuscript contents of the card, it is noted by the prisoner that he has been treated extremely well and accorded all facilities – truly a traditional Indian treatment.

Earlier Published in Ind Dak, May 1977.

The most interesting thing about a postage stamp is the persistence with which it sticks to its job.

Ashok Kumar BayanwalaHelicopter Mail ServiceLakshadweep Islands

Helicopter Corporation of India (HCI) was incorporated on 15th October 1985, as a Public Sector Company with Oil & Natural Gas Commission (ONGC). It started operating on and from 1st November 1985. The name of HCI was changed to Pawan Hans Ltd. in August 1986. The main function of PHL was to provide helicopters to ONGC for its off shore locations and or/operations. Its other work is to provide services in remote & inaccessible areas, customs and pipeline surveillance, casualty and rescue work, Charter services & customised services. PHL is also providing regular services to various State Governments in India, such as Arunachal Pradesh, Assam, Jammu & Kashmir, Maharashtra, Mizoram, Meghalaya, Nagaland, Odisha, Sikkim, Tripura & West Bengal. From last 27 years, PHL is providing Helicopter support service to Andaman & Nicobar Islands & Lakshadweep Islands.

For inter island transportation and also for connecting inaccessible areas of Lakshadweep Islands, PHL has allocated two helicopters- Dauphin N & Dauphin N3, at Kavaratti at subsidised rates. PHL is also operating as a medical ambulance for casualty evacuation from other islands to Kavaratti as well as from all islands to Kochi. Recently the name of PHL changed to Pawan Hans Helicopter Ltd. (PHHL).

Collecting mails of Lakshadweep islands is very difficult, because the population of entire Lakshadweep is not more than 65, 000 people. The availability of Commercial Mail from Lakshadweep will be nil, in today's time of Email, SMS etc. Therefore, I started requesting to post letters on my address from different post offices. But my request is hardly complied by different Post Offices of Lakshadweep. And thus, I could collect a few mail from different post offices of Lakshadweep. Now, we proceed towards detail history of Helicopter Mail Service in Lakshadweep.

Lakshadweep Islands Lies in the Emerald Arabian Sea, some 220 to 440 kms away from the coastal city of Kochi in Kerela and extending between 8˚ to 12˚13' north and 71˚ to 74˚ east. It is an archipelago of 12 atolls, 3 reefs, 5 submerged banks, 17 uninhabited islands and 10 inhabited islands. Most islands are a result of coral activity and lie on the northen edge of the 2500 kms long north south oriented

submarine Lakshadweep ridge. The eastern shoreline is open to gales and cyclonic storms. Some known storms are of 1847, 1891, 1922, 1963, 1965 and 1977 which caused considerable damage to many islands.

The islands earlier known as Laccadive, Minicoy and Amindivi islands. On 1st November 1956 the islands were grouped into a Union Territory. Its name was changed to Lakshadweep with effect from 1st November 1973. Earlir the islads were administered from Kozhikode (Calicut). In March 1964, the administration was shifted to Kavaratti island, the capital of Lakshadweep.

The total area of all island put together is 32 sq. kms. All inhabited islands have one post off ice each. The tota l populat ion of Lakshadweep is 64,473 as per details from census -2011. The names of all inhabited islands with area in kms, population and pincode number are as follows:

The islanders used to sail in their own constructed country boat known as ODAM and ODIES to visit mainland India. Once, the islands became Union Territory in 1956, development started through second five year plans. The electrification of islands began 1962, mechanized boats and ship were launched from 1966. Before, introduction of all weather ships, country boat or mechanized boats used to operate only from September to May, as they could not withstand the fury of South West Monsoon. Today, (Now) there are many passenger ships and cargo vessels ply in between Mainland and Islands, but movement is restricted during Monsoon.

To facilitate the movement of vehicle and transportation of materials, roads were constructed from the year 1985-86 in all islands. Motor cycles were used for general movement. Three Wheelers were used for carrying passengers. Satellite Earth Stations were commissioned in Kavaratti, Minicoy, Agatti, Kiltan, Kalpeni and Andrott Islands provide long distance communication circuit to all the islands of Lakshadweep. Telephones, STD, Fax, TV Channels, Computers facilities were available in all the inhabited islands.

There was no air service in between mainland and Islands till 1986. The Helicopter service was introduced on and from 30th January 1987 in between mainland and island. [Page 72 of Lakshadweep the coral paradise of India, published by government of India] The Lakshadweep administration took one Dauphin helicopter on lease from Pawan Hans Helicopter Ltd. with a capacity to carry 11 passengers.

The helicopters were based at Kavaratti. It was used for serving as an Ambulance for medical evacuations and also for inter-island passenger service. The helicopter used to leave Kavaratti in the morning and return by evening fall after touching Minicoy, Kalpeni and Cochin.

I wrote several letters to Kavaratti P.O., Minicoy P.O., Amini P.O., Kalpeni P.O. & Androth P.O. in 1988. Only Minicoy P.O. replied which is reproduced here. I received a few covers from some islands, but the cancellation on such covers were not proper, which can authenticate that the mail has travelled by air. Only one letter posted from Amini P.O.to Kavaratti on 14/7/1988, which was

redirected to sender on 20th July 1988, from Kavaratti which received a transit mark of Cochin H.P.O. on 21st July 1988, confirms that the letter had travelled by air- Helicopter Mail Service in between Kavaratti and Cochin, because a mail cannot travel within one day by boat or ship and that is during Monsoon. Fig. 1 & 1a.

The letter of Minicoy Post Office dated 23rd July 1988 reveals that the Helicopter Mail Service [HMS] started on and from 20th February 1988. Fig. 2.

The detail schedule is as follows:

It appears to me, that the Helicopter Mail Service was withdrawn by the end of the year. And since then, I do not have any information on Helicopter Mail Service till 2005, but Helicopter Service remained in Lakshadweep. PTI reports in Economic Times on 28th June 2013, that the Government has approved the proposal to allow state-owned helicopter company Pawan Hans Helicopter Ltd. (PHHL) to continue its subsidized services in Lakshadweep islands for five years. PHHL

has been providing helicopter services in Lakshadweep since February 1987. The arrangement was extended for five years in 2007 and it ended on March 31, 2012. The new arrangement came into force from 1s April 2012 to 31st March 2017. The helicopter service is an important transport and communication system for the islands, particularly during the monsoon season when movement of ships and ferries are strictly restricted. It also serves as a feeder service for connecting airline passengers to & from Agatti.

An airstrip was constructed in Agatti Island and NEPC airlines introduced flight from Kochi on and from 30th April 1994. When NEPC stopped operating, is not known to me. Indian Airlines started operating a flight from 4th July 1997. Today, Indian Airlines operates a 15 seater Dornier Aircraft everyday from Monday to Saturday from Kochi to Agatti. There is no flight on Sunday. There is no other airstrip in Lakshadweep till date (August 2015). The other sector is Agatti-Goa, on which Indian Airlines operates on alternate days. Other particulars are not known.

During Monsoon season (June to September) sea remains violent. Therefore, the movement by boat and ships is strictly restricted. During monsoon Helicopter service once a week for all inhabited islands was introduced since 2003. The letter of Sub Post Master of Kalpeni Island dated 19-06-2006 confirms: Fig. 3.

1. Weekly Helicopter Service (which carries mail) to all inhabited islands.2. Daily Helicopter Service in between Agatti and Kavaratti for flight passengers.

Monsoon Schedule of Helicopter Service of Lakshadweep as per website of Lakshadweep Islands:

WITH EFFECT FROM 1ST JULY 2003 TO……………………………….

Thus we see that mail in between Agatti and Kavaratti is carried by Helicopter Mail Service. And mail to other islands during Monsoon season (June to September) is carried by Helicopter Mail Service. This fact is again confirmed by a letter of the Sub Post Master of Minicoy Island received on 3rd January 2012 and a letter of the Sub Post Master of Agatti Island dated 11th August 2012, which are reproduced here. Fig. 4 & Fig.5

I always write mail to these Islands, so that I can collect some mail of these islands. More than 70% of mail, do not come back, but a few mail do come back, which are in my collection. The above arrangement is sti l l being continued. The following mail is “Helicopter Mail” flown in between Agatti and Kavaratti:

Inland letter Card from Kavaratti to Ahmedabad dated 12-11-2012.12. Postal Service Cover from Kavaratti to Ahmedabad dated 1-3-2013.

Beside, the mails to & from Kavaratti I have mails to & from other Islands in my collection. It appears to me, that all mails in between June and September is carried by Helicopter among all inhabited islands, as per discussion held earlier in this article. It means that all mails coming from mainland, during June to September is first sent to Agatti Islands by flight. And then as per weekly schedule the mail is dispatched to different Islands by Helicopter.

A few covers, in my opinion, carried by Helicopter Mail Service are as follows:1. A Speed Post cover dated 18th july 2008 from Ahmedabad to Minicoy Island.2. A Registered cover dated 19th June 2006 from Kalpeni Island to Kolkata. Fig.73. A Speed Post cover dated 22nd July 2008 from Ahmedabad to Kalpeni Island.4. It appears to me, that Helicopter Mail Service (HMS) cannot survive

of its own, because Helicopter Service (HS) is very expensive. It can survive only when a State Government takes the burden. Here, in Lakshadweep Islands the State Government is financing Helicopter Service. As per policy

of Department of Posts (DOP), first class mail should be carried by air wherever possible, so mail of Lakshadweep Islands is carried by aircrafts till Agatti. And from Agatti to Kavaratti mail is carried by Helicopter, as there is a regular Helicopter Service in between the two islands. It appears that there is some arrangement in between DOP and State Government for carrying mail by state owned Helicopter Service. During Monsoon, inter island mail is carried by Helicopter once a week. And otherwise, mail of inter island is carried by steamers and/or country boats.

A mail cannot be deciphered whether it was carried by Helicopter or Steamer as there is no special marking on it. Therefore Monsoon Season can authenticate the movement of a particular mail.

Book Review Ashok Kumar Bayanwala

Glimpses of Vintage Bengaluru Collection of Picture Post CardsBy: Sushil MehraCompiled and Created by K. Chaitanya DevPublished: January 2020Publisher: Sushil Mehra.

Mr. Sushil Mehra is a philatelist in true sense. Whenever he completes his research work, he comes in to share his knowledge through writing. He has already written a book on Collectors Guide to Special Covers of Karnataka (1960-2014).

Glimpses of Vintage Bengaluru – Collection of Picture Post Cards is his first attempt to highlight the picture postcards, which has become a part of philately under the guidelines of FIP.Mr. Mehra illustrates the architectural marvels of Bangalore city in this book. This descriptive work is of the most considerable importance and it is destined to become classic work on picture postcards. The major part of the work of Mr. Mehra is to revive interest in bye gone days of Bangalore. Each picture postcard has been painstakingly picked up to show the beauty of Bangalore.

I wish collectors of picture postcards should possess this book, which is available at a nominal price.
