Assessment:

Relationship and Responsibilities:

Operates as the head of the Department with overall responsibility for the sections and units within the department, including:

Engagement Of Biomedical Waste Collection Contractor

The Saint Lucia Solid Waste Management Authority (SLSWMA) as part of its mandate to improve the existing standards of waste management is seeking the services of a Biomedical Waste Contractor with the necessary vehicles, equipment and labour to efficiently provide this service.

In execution of the above tasks therefore the SLSWMA now seeks expressions of interest from Contractors for the Collection, Transportation, Treatment & Disposal of Biomedical Waste. The

Contract will be for a duration of three (3) years

The successful contractor must have a proven track record within the waste management industry or a relevant discipline and will be required to operate in full compliance with relevant national and international legislation and guidelines in respect of health and safety, environmental pollution and plant and vehicle operation.

The SLSWMA will hold a pre-bid submission meeting on Friday, March 1, 2013 at 10:00 a.m. at the SLSWMA's Boardroom, Sans Souci, Castries at which time all relevant information will be presented to interested contractors. Following this meeting interested Contractors are to submit expressions of interest in the form of a tender document

Decision

The National Water and Sewerage Commission (NWSC) was established through the Water and Sewerage Act of 2005 as amended in 2008 Section 36. The Commission is responsible for regulating the delivery of water and sewerage services throughout the island. Section 37 (1)(c) of the Act gives the NWSC the authority to establish and approve tariff schemes for the water and sewerage Service Provider.

Based on data provided by WASCO, the NWSC has carried out an analysis to determine the rate and the revenue requirement of the company. The Revenue Requirement of WASCO based on the NWSC analysis is EC$ 60,546,307.00 per annum. This will necessitate an increase of 66.15% in water and 140.30% in waste water. Table 1 shows the new rates for water consumption and Table 2 shows the new rates for waste water. These rates shall be effective upon publication of the final determination notice.

By approving the new tariff for WASCO, the NWSC expects to see some level of improvement at WASCO, and will therefore be engaging the company immediately to establish certain targets, which must be achieved during the tariff period. These are some of the areas that will be given consideration:

Non-Revenue Water

Increased efficiency

Increased response to customers complaints

More reliable service delivery

Reduction of inactive customers. There is a wide gap between total customers (59,998) and active customers (40,976). The NWSC believes that WASCO need to find ways to reduce this difference (19,022 inactive customers). The Government has provided one avenue through the amnesty that was announced by the Prime Minister and Minister for Finance in the Budget presentation of 2012-2013.

Quality of Service standards

The NWSC will engage the Minister of Sustainable Development, Energy, Science and Technology so that the Water and Sewerage (Service Standards) Regulations can be enacted without delay.

Charge

A charge of EC $500,000.00 shall be paid to the NWSC annually by WASCO.

Fees

WASCO shall pay a license fee of EC$200,000.00 annually to the NWSC.

Registration and business activities

The Bank is registered in the island of St. Lucia and operates under the St. Lucia Banking Act No. 7 of 1991. The Bank is a branch of RBTT Bank Caribbean Limited which was incorporated in St Vincent and the Grenadines on 5 February 1985 and operates as a commercial bank offering a full range of banking services.

RBTT Bank Caribbean Limited is a wholly owned subsidiary of R & M Holdings Limited which is also incorporated in St Vincent and the Grenadines, with the parent company being RBC Financial (Caribbean) Limited (formerly RBTT Financial Holdings Limited) which is incorporated in Trinidad and Tobago. On 16 June 2008 RBTT Financial Holdings Limited was amalgamated with RBC Holdings (Trinidad and Tobago) Limited to form the new entity RBC Financial (Caribbean) Limited. RBC Financial (Caribbean) Limited and its subsidiaries (“the Group”) are engaged in the business of banking and the provision of fi nancial services. Royal Bank of Canada, a Canadian chartered bank is the ultimate parent of the Group.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LANDACQUISITION ORDINANCE (CHAPTER 5.04)

and

IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that certain Parcels of land situate at Coubaril, Quarter of Castries in the island of Saint Lucia is likely to be acquired for a public purpose.

DECLARATION OF ACQUISITION OF LAND

Whereas, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 5.04 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made.

And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Relocation of Offices.

Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet, that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be vested absolutely for a public purpose to wit: Relocation of Offices.

All that piece of land being Parcel 82 of Block 0647D situate at Coubaril, in the Quarter of Castries belonging to Malcolm Charles and Selma Anita Khodra-Charles is bounded as follows:-
