Administrative unit provides all sorts of administrative support towards implementation of its activities. Tasks and Expected Outputs Under the overall authority and the direct supervision of the Director of UNESCO Office in Doha, and in close cooperation with staff (Directors, Chiefs of Sections, Programme Specialists) in Communication and Information at Headquarters and in Field Offices, the incumbent serves as Programme Assistant for the countries covered by the UNESCO Office in Doha, Cluster Office for the Arab States of the Gulf and Yemen: Qatar, Oman, Saudi Arabia, Kuwait, Bahrain, United Arab Emirates and Yemen and is responsible for providing professional and technical support, research and analysis to sectional and divisional work as well as cross-sectional, divisional and programmatic activities and initiatives. The incumbent works within the frameworks of UNESCO's Medium-Term Strategies (C/4s) and approved Programmes and Budgets (C/5s), as well as global development plans such as the United Nations Sustainable Development Goals, the UN Plan of Action for the Safety of Journalists and the Issue of Impunity, and the World Summit of the Information Society outcomes to implement UNESCO’s Programme and Budget. In particular, s/he will be expected to perform the following responsibilities: Programme and Project Support: Contribute to programmes and projects through: Programme management support to the Director of UNESCO Doha, coordinate overall programme implementation and development for CI in the Region with emphasis on extra-budgetary resources; Analyze, evaluate and contribute to the development of Sector-wide approaches and strategies for harnessing the potential of communication and information as well as ICTs for fostering inclusive knowledge societies, democracy, the rule of law and sustainable development, and for protecting and promoting human rights in the cluster office; Conduct of thematic and situational analysis, including analysis and evaluation of project and programme implementation and delivery; Identification of areas for improvement and correction; Preparation of reports and proposals setting out plans for implementation of programme/project developments including engagement with partners and donors to identify, formulate and implement extra-budgetary projects; Identify opportunities or areas for increased inter-disciplinary collaboration; Provide substantive, logistical and administrative support to projects, consultations, meetings, events and missions.

Research and Knowledge Management: Conduct research, compile analysis, data and inputs for documents, briefings, reports, publications, projects and

policy proposals and recommend elements of inclusion; Ensure knowledge management systems are current and content is coordinated and shared with Office and CI staff

in Headquarters and in Field Offices; Analyze best practices and current trends to contribute inputs and recommendations to a variety of proposals and

reports and to synthesize information on programme delivery to identify issues and trends in communication and information in the Cluster;

Maintain and update information on partners, donors, major stakeholders to identify strategic partnerships and areas of cooperation;

Coordinate the preparation of reports on the implementation of programmes and projects (funded within C/5s and by extra budgetary funds) and other briefings as may be required by Headquarters or the UNESCO Office in Doha, using relevant tools, including the System of Information on Strategies, Tasks and the Evaluation of Results (SISTER);

Provide regular news and information on communication and information programmes in Member States for both conventional and on-line publication through UNESCO’s websites. Contribute to the development and implementation of a communication plan. Participate in the management team to share information, manage inter-sectoral programmes and activities and liaise with other teams to ensure coordination in the work across the countries covered by the Cluster Office.

Partnerships: Analyze and compile background data for potential partnerships and fundraising events and opportunities; Carry out backstopping in support of collaborative activities for colleagues at Headquarters, in the Field and

Institutes; Contribute to UNESCO's involvement in the United Nations project management systems including the preparation

of Common Country Assessments (CCA), United Nations Development Assistance Frameworks (UNDAF), Country Programme Documents (CPDs) and Country Programme Action Plans (CPAPs), including the provision of timely reports;

Contribute to resources mobilization for the region and individual countries by developing concept notes and project proposals on the basis of situational analysis and needs assessments and in accordance with the C/5;

Maintain and update information on partners, donors, major stakeholders to identify strategic partnerships and areas of cooperation;

Originate and contribute to resource mobilization initiatives for the region and individual countries by developing concept notes and project proposals based on a situational and stakeholder analysis as well as needs assessments;

Prepare a mapping of potential donors, interact with UN Agencies seeking or marketing joint programmes, with bilateral and multilateral partners, with the private sector, foundations and development banks.

Additional activities that may be required to ensure the success of the work team.

Required qualifications

Education

University degree (BA or equivalent) preferably in communication, journalism, knowledge societies, international relations, political science, social sciences or similar discipline with 4 years of relevant qualifying work experience. Advanced university degree in the relevant field in combination with at least 3 years of relevant qualifying experience might be accepted.

Work experience

Relevant professional experience in the field of communication, journalism, knowledge societies, of which at least 1 year acquired in the region and/or international level would be an advantage.

Work experience with UN and/or international development agency will be an asset

Skills/Competencies

Good analytical, organizational and project management skills. Excellent coordination and interpersonal skills. Proven ability to communicate and negotiate effectively and persuasively (orally and in writing) with various

stakeholders at all levels, within and outside of the Organization. Ability to work effectively in a team and to function within a multi-cultural environment.

Languages

Excellent knowledge (written and spoken) of English. Knowledge of writing and speaking Arabic would be an advantage.

Conditions of Employment: UNESCO Salaries in Doha paid in Qatari Riyals; the annual remuneration for the post is QAR 234050. UNESCO Service Contract benefits includes 30 days of annual leave as well as a contribution to pension scheme and health insurance upon proof of inscription.
