Ministry i.e. http://yoga.ayush.gov.in/yoga and
http://ayush.gov.in.
Ministry had done Live Streaming of the IDY,
2019 on Twitter, Facebook, Youtube and
Instagram.
M/o AYUSH had broadcast video on Yoga from
20, 000 Centres of aspirational districts of Hindi
knowing States of India through CSC.
M/o AYUSH released Postal Stamps on 12 Master
Healers of AYUSH on 30th August, 2019.

An Inter-Ministerial Meeting in regard to
Prevention and Control of Non-communicable
Diseases (NCDs) and proposed actions to be taken
by them under National Multi-Sectoral Action Plan
was held on 19th
November, 2018 under the
Chairpersonship of Ms. Preeti Sudan, Secretary
(H&FW) at Nirman Bhavan, New Delhi.
M/o AYUSH has developed a Protocol for
Prevention and Control of Diabetes through
Ayurveda which includes Madhumeha Assessment
Tool (MAT) which is a set of evidence based
questions, which will help to identify high risk
individuals despite having the blood glucose value
within normal limit. These can be considered for
use in the Population Based NCD Screening
initiatives.
(ii) Ministry of AYUSH through its RCs in
consultation with DGHS had taken the initiative
for integration of AYUSH system with NPCDCS
Program to fortify the impact of existing NPCDCS
Program. The Ayurveda intervention is being
implemented trough CCRAS in the Districts of
Bhilwara (Rajasthan), Surendranagar(Gujarat)
and Gaya (Bihar). Unani intervention is being
implemented through CCRUM at Lahimpur Khiri,
Uttar Pradesh and Homoeopathy intervention is
being implemented through CCRH at Krishna
(Andhra Pradesh) and Darjeeling (West Bengal),
Nashik (Maharashtra) and Sambhalpur (Odisha).
Yoga is an integral part with all the three systems
in all the above said States. Support for
investigations and logistics is being provided by
DGHS and the doctors, other supporting staffs as
well as the Yoga Professionals and medicines are
being provided by the Ministry of AYUSH.
More than 20.60 Lakh Patients have been screened
and 2, 02, 749 patients have been enrolled under
the program till 31st August, 2019

(MN) National Institutes under the M/o AYUSH have been
asked to develop short specialized course (s) on
Prevention of Non-Communicable Diseases (NCDs).
National Institute of Ayurveda (NIA) has designed
Certificate Course on Prevention of Non-
Communicable diseases through Ayurveda.NIA, Jaipur
is also coordinating with other RCs/NIs etc. for
developing short specialized courses on prevention of
NCDs.

Rakshan program

(MN) Swasthya Rakshan Program is being implemented by
the M/o AYUSH through its Research Councils since
October, 2015 as per the Operational Guidelines
developed and being used by the respective Research
Council
CCRAS initiated the program in November, 2015 at 21
Institutes and 19 States across the country linked with
Swachh Bharat. A total of about 588 villages/colonies
covered through 14, 436 tours in 19 States and Medical
Aid provided to about 4,31,865 patients till 31.03.2019.
The program now has been proposed to be conducted in
a new format from 2019-20.
CCRUM is continuing the program at 12 Centres of the
Council covering a total population of 38, 19,330 in 60
villages. A total number of 2,17,869 patients have been
benefited till May, 2019 through 2383 Health Camps.
CCRS has executed Swasthya Rakshan Program
(SRP)through 7 CCRS Institutes / Units in 3 states
and 2 union territories. Thirteen villages are
covered. Around 809 patients were treated in the
month of September, 2019 in various SRP camps.
CCRH implemented the program in April, 2015
through 11 Institutes in 55 villages. Under SRP,
OPDs and Camps are being conducted on weekly
basis in the villages.The monitoring was done on
monthly basis.
During the year 2019-20, the program has been
undertaken in research mode. Under the program
24 villages are being covered through 05 institutes.

usefulness of Homoeopathy for Adolescents (12-18
years) in Rural settingshas been initiated.The
population to be covered is 1,00,000.
The study has been initiated in29 schools in
identified 38 villages. 832 adolescents aged 12-18 yrs.
have been screened for their health seeking
behavior. 363 Health camps for providing
homoeopathic treatment have been organized and
15070 patients have been benefitted.
CCRYN is providing Yoga Instructor to RWA/
Government Institutions for conducting Yoga Classes
under the program.
However, the reach of the Program in terms of area and
population at present is limited. It has been decided to
implement the program in a Program Mode through
Centrally Sponsored Scheme of M/o AYUSH to
achieve noticeable impact.
At present, no specific Swasthya Rakshan component is
available under NAM. However, „A component of
AYUSH in Pubblic Health activities has been proposed
to be taken up for approval while continuation of CSS of
NAM beyond 31st March, 2020.‟

To validate the integrated treatment, CCRH has set
up 10 LSD clinics at its institutes/units wherein
patients are treated in pragmatically and their
outcomes are captured on a structured data format.
From April 2019 to August, 2019, 363 cases have
been recorded disease-wise - Diabetes,
Hypertension, Cardio-vascular, Anxiety,
Depression, Obesity, Cancer, Multi morbidity and
others.
An IMR project entitled “Development of Siddha
Treatment Guidelines for Non-communicable
Diseases (DSTGNCD)” which addresses Siddha
treatment guidelines for Heart diseases,
hypertension, obesity, hyperlipidemia, diabetes,
cancer, arthritis, anemia, mental disorder,
urolithiasis and polycystic ovarian diseases have
been completed.

(MN) CCRAS: To generate evidence of clinical safety and
efficacy of classical Ayurveda formulations, 4
Clinical Research projects on 3 diseases/conditions
were completed and 4 projects on 04 disease
conditions were initiated during April 2019 –August,
2019. As such, 16 Projects on 14 diseases/conditions
are going on besides validation of coded Ayurvedic
drugs viz. AYUSH 64 in Influenza like illness, Ayush
PE drops in allergic conjunctivitis, Ayurvedic
formulation in allergic rhinitis under IMR.
• Under Collaborative Clinical Research, validation of
C l-Oil for wound healing with AIIMS, New Delhi,
Ayush PJ-7 in the management of Dengue Fever &
Prevention of its complications with NITM (ICMR)
Belagavi & SDUAHER Kolar, Ayush D in
Prediabetes subjects and Type 2 Diabetes Mellitus
with AIIMS New Delhi etc. are going on. The
clinical validation of Carctols in ovarian cancer
initiated in May 2019 is ongoing at Tata Memorial
Centre , Mumbai
Recently, CCRAS has undertaken a collaborative
project on Feasibility of introducing Ayurveda
intervention in Reproductive and Child Health
(RCH) in PHCs of selected district of Maharashtra
{Gadchiroli} (effectiveness of Ayurvedic intervention
for Ante Natal care (Garbhini Paricharya) at PHC
level: A Multi Centre Operational Study).

CCRH is undertaking studies on 22 disease
conditions and 12 studies are in the pipeline under
its R&D activities for Clinical Research at its
institutes. Homoeopathy intervention in NPCDCS is
being implemented by CCRH at Krishna (AP),
Darjeeling (WB), Nashik (Maharashtra) and
Sambalpur (Odisha).
Central Council for Research in Unani Medicine
(CCRUM) :
Besides 63 Ongoing Validation Studies of
pharmacopoeial drugs, the CCRUM has initiated
10 new validation studies during 2018-19, 03
Multi-centric RCT Projects on Diabetes Mellitus,
Vitiligo and Hypertension have been completed.
Besides the continuation of 09 collaborative projects,
02 New Projects one each on Leukaemia and
Diabetes have also been initiated. 2 collaborative
studies on Cervical Erosions and Pulmonary
Tuberculosis are continued.
Central Council for Research in Siddha (CCRS) :
Clinical projects focusing on Urolithiasis, Fibroid
Uterus, Osteoarthritis, Constipation are being
carried out in various centres of CCRS.
Standardization of single, compound formulations
and pharmacognostical research activities are being
carried out for new drug development. 5 patents and
53 scientific research outcomes have been published
in various National and International journals.

25 IMR projects are in progress.

(MN) CCRAS has undertaken validation of classical
Ayurveda medicines to generate the evidence of their
clinical safety and efficacy in various disease conditions
and published Glimpses of CCRAS Contributions (50

Further, the outcomes of 58 classical Ayurveda
medicines in 12 disease conditions have been brought
in the document “Evidence based Clinical efficacy and
safety of Classical Ayurveda medicines (Compendium
of select research publications)-Vol.I in August 2019.
A meeting was also convened by CCRAS on 31st
May, 2018 to chalk out the strategic framework and
roadmap in this regard. Further action is under

CCRH has developed Standard Treatment Guidelines
(STGs) on 15 disease conditions including geriatric age
group also. These STGs are published in the form of a
book.
CCRS: Pre-clinical evaluation of Nilavembu kudineer
chooranam for Dengue” and “Multicentric open
randomized parallel phase-I B clinical trial to compare
the efficacy of Siddha poly herbal decoction (NVK)
with that of standard treatment protocol for reducing
virus load and fever in adult dengue fever patients
(Tamil Nadu) and anti-viral activity of ethanolic
extract of Nilavembu Kudineer against dengue and
chikungunya virus through in vitro evaluation have
been published.

The Scheme of Public Health Initiatives (PHI) was
implemented in 1th Plan with the aim to provide
Grant-in-aid to Govt. /Non-Govt. organizations for
the roll out of only proven AYUSH interventions for
improving health status of population through

The grant is released to the eligible organizations i.e
Directorates of Health/AYUSH to States/UTs,

areas of Public Health. Maximum Rs.150 Lakhs is
approved for a period of 03 years. During the year
2017-18, an amount of Rs.414.25 Lakh was released

released for 08 projects (05 New and 03 On-going
project). Budget allocation at BE Stage for the
Current Financial Year has been made at Rs.500.00

AYUSH Doctors per crore populations have been
observed. On an aggregate, AYUSH Doctors serving
per crore populations had varied from 5582 to 5909
during the period 1980-2018. To make up for the short
fall in the availability of qualified AYUSH doctors,
their demand could be met adequately by increasing
the number of institutes imparting education in
AYUSH and corresponding increase in the number of
seats available to the students. In this direction, during
the last 05 years from 2014-2019. 223 new ASUSR&H
(Ayurveda, Siddha, Unani, Sowa Rigpa &
Homeopathy) Colleges have been established/permitted
to conduct Under-graduate and Postgraduate courses.
The number of ASUSR&H colleges has increased from
501 in the year 2014 to 728 in the year 2019. (an
increase of 227- more than 45% over the last 05 years).
This has facilitated a corresponding growth/addition of
21858 new Undergraduate seats available to the UG
students, (28281 UG seats in 2014 risen to 50139 in
2019- an increase of more than 77% over the last 05
years) and addition of 2664 new Post-graduate seats
available to PG students (3610 PG seats in 2014 risen to
6274 in 2019- an increase of more than 73% over the
last 05 years).

- Many State Governments have introduced Yoga at their
Schools under Ministry of HRD and NCERT.
- National Council For Teacher Education (NCTE) has
also introduced Yoga as a compulsory subject in 13 of
their Teachers‟ Education Courses.
As per information made available by NCERT, National
Curriculum Framework (NCF) 2005 recommended Yoga

Counselling was started from 25.06.2019 and
successfully completed on 30.09.2019 for A.Y. 2019-20.

'National Commission for Yoga and Naturopathy' Bill
2018 was moved and the Competent Authority had
decided to withhold the Bill for the time being and to
explore the possibility of empowering the existing
mechanism of National Board for Promotion and
Development of Yoga and Naturopathy (NBPDYN) by
way of strengthening the aspects of regulating education
and practice of Yoga and Naturopathy.
In a meeting held on 11th
April, 2019, it was emphasized
that there is a need of a regulatory body conferred with
powers of taking decision from legal angle. For the said
purpose information from various states for Government
Legislation/Statutes have been received and the same are
under examination. It is also under examination for
strengthening of the NBPDYN on the analogy of the
existing "National Medicinal Plants Board".

In the NBPDYN's 5th
meeting held on llth
July, 2019, a
view was taken that after clearance of two bills relating
to Medical Council for Indian Medicine (MCIM) &
Medical Council for Homoeopathy (MCH), Ministry of
AYUSH, the National Commission for Yoga and
Naturopathy Bill will be moved. In the proposed Bill,
Education and Regulation of Yoga and Naturopathy will
also be included separate from each other. In the
meantime, it was held to constitute a separate
'Naturopathy Certification Board' (NCB) in line with
Yoga Certification Board (YCB).

(MN) Both the Bills i.e. The National Commission for Indian
System of Medicine (NCIM) Bill, 2019; and The National
Commission for Homoeopathy (NCH) Bill, 2019
introduced in the Rajya Sabha on 7th
January, 2019. Both
the Bills have been referred by the Chairman Rajya Sabha,
to the Department- Related Parliamentary Standing
Committee on H&FW. The Committee is yet to submit its
report

In September, 2014 Central Government launched
National AYUSH Mission (NAM) as Centrally Sponsored
Scheme, provides grants-in-aid to States & UTs for the
developmental activities of AYUSH Sector in a focused
way; Government has decided that 10% of the total Health
& Wellness Centres under Ayushman Bharat (12,500)
shall be established and operationalized by AYUSH
Ministry in consultation with States / UTs; Ministry of
AYUSH has successfully organised five (05) International
Day of Yoga on 21st June every year since 2015-Two
Guinness World Records, were awarded to Ministry of
AYUSH in 2015; Ayush treatment has been covered
under Medical insurances - 27 insurance companies are
offering more than 140 insurance products in respect of
AYUSH; Eight out of Eleven National Institutes of
AYUSH have got NABH accreditation; 223 new
ASUSR&H colleges have been permitted to conduct
under-graduate and post-graduate courses during 2014-19-
the effort has resulted in addition of 21858 under-graduate
seats and 2664 new post graduate seats; National
Eligibility –cum- Entrance Test (NEET) and All India
AYUSH. Post Graduate Entrance test (AIAPGET) have
been implemented to make admission process transparent
and merit based; Ministry of AYUSH has conceptualized

AYUSH GRID, has standardised the terminologies of
AYUSH system on the internationally accepted platform
of, International Classification of Diseases (ICD)- a portal
namely, National AYUSH Morbidities and Standardized
Terminologies Portal (NAMASTE) has been launched in
this regard; is also working with WHO for inclusion of
AYUSH terminologies in the lCDof the WHO and also
developing M- YOGA application; establishing new
National Premium Educational and Research Institutions
by upgradation/extension of the existing National Institutes
for bridging the gap in the field of higher education and
Research, referral Hospitals i.e. National Institute of Unani
Medicine, Ghaziabad (UP) –National Institute of
Homoeopathy (NIH) , Narela National Institute of
Ayurveda (NIA) , Panchkula –, All India Institute of
Ayurveda (AIIA) , Goa - :, NISARG GRAM, NIN Pune.
In addition to above, AIIA Ph.II, Sarita Vihar, New Delhi;
NEIAH, Ph.-II, Shillong and NIH, Ph-II, Kolkata are in
progress.
M/o AYUSH has signed 22 Country to Country MoUs for
cooperation in the field of Traditional Medicine and
Homoeopathy, 19 MoUs for collaborating
research/academic collaboration, 13 MoUs for setting up
AYUSH Academic Chairs with foreign universities. 31
AYUSH information cells have been set up in 28 countries
to disseminate authentic information about AYUSH
systems of Medicine. Under Fellowships Schemes, 104
scholarships have been offered to the eligible foreign
nationals from 98 countries for undertaking UG, PG and
Ph.d. (AYUSH) courses in India.The Ministry has signed
MoUs with M/o Railways to establish 05 AYUSH
centers,M/o MSME for Entrepreneurship Development
Programs, shared a draft MoU with Ministry of Defence
on 22.03.2019.1st Ayurveda unit at Palliative Care Centre,
Base Hospital, Delhi Cantt.inaugurated on 21.10.2019.
Second unit at ECHS polyclinic. Lodho road made
operational on07.11.2019; Ministry of Home Affairs has
agreed to establish AYUSH wings under the health
establishments of Central Armed Police Forces (CAPFs)
viz. BSF, CISF, CRPF, ITBP, SSB, Assam Rifles &NSG.
National Thermal Power Corporation (NTPC), Ministry of
Power, has agreed to establish 05 Ayurveda Hospitals in
