Exercise Purpose

• The Table Top Exercise is intended to stimulate discussion of various issues regarding a hypothetical situation involving an active shooter.

Introduction

• The exercise is open dialogue. All ideas and input are welcome

• Be respectful of all opinions – agree to disagree.

• Look at how quickly an incident scene can be sized up by access, day of the week, morning or night, criminal activity, etc.

• Evaluate and Review Emergency Evacuation/Shelter in Place Plans for the following Scenario:

Active Shooter

Scenario (part 1)

• Active Shooter in Vicinity – How to Respond– Remember : Quickly determine the most reasonable way to protect

your own life. Customers and clients are likely to follow the lead of employees and managers during an active shooter situation.

• A student runs into your building after seeing a stranger with a gun outside the building.

Situational Awareness

• What do we know?

• What do you do right now?

• Where do we go? (Remember all conditions)

• What do we do when we get there?

Situational Awareness

• What do we know?• A student reported seeing someone with a gun outside.• Ask the student for as many details as possible and ask them to call the police immediately or call the police

yourself.• Where was the person?• What did they look like/what were they wearing – was the person with the gun someone the student knows?• What direction was the person with a gun headed and were they on foot/in a vehicle/other?• Were they alone or with others and can the student describe them? Details are important.

• What do you do right now?• Call 4627 or 9911 to report what you were told by the student. • If the information is not from anyone who actually saw the person with a gun report it to the Police anyway

• Where do we go? (Remember all conditions)• Do we go anywhere or do we secure where we are? • Can we safely leave the building? Should we? The information that we have is limited .• If the information we have says we can’t leave (the student says he saw the person enter the building close

to our office) what means do we have to secure the door? • Should we turn off lights and silence cell phones?• If we haven’t/can’t secure the door, what should we do?

Scenario (part 2)

• Active shooter gains access to the building through unsecured door.

• You hear shots being fired and people screaming.• Some students in nearby classes panic and several

leave the class. • Students who manage to evacuate the building

are terrified when weapons are pointed at them by members of the SWAT team.

• What do we know?

• What do you do right now?

• Where do we go? (Remember all conditions)

• What do we do when we get there?

Situational Awareness

• What do we know?• This is a shooter situation.• Students are reacting – running out of the building, panicking.• Not all students will leave….some may be frozen in place.

• What do you do right now?• Should you run too? Have you checked the hallway to see that it’s clear?• If clear, encourage others to leave with you but do not let them delay you.• If you are in the classroom/office and the corridor is not safe – Hide. Secure

the door (lock or block it), tell everyone to be quiet and silence cell phones, turn off the lights and wait for the police to tell you it’s ok to open the door.

• Begin to determine what you need to do/have to Fight and get ready.• What do we do if we leave the building?

• If you run – where is the nearest, safest exit to get out of the building?• How you should react when Law Enforcement arrives?

Scenario (Additional Considerations)

• How you should react when Law Enforcement arrives:• Remain calm, and follow officers’ instructions• Keep hands visible at all times and immediately raise hands and spread fingers• Avoid making quick movements toward officers such as attempting to hold on

to them for safety• Provide information about the shooter(s)

• Location, description, number of shooters, kinds of weapons, and potential number of victims
