A message from Chairman of the Board of Directors Dan Sherer and the Executive Director J.D. Maniscalco

Utility Notification Center of Colorado (UNCC) celebrated the start of its 17th year of excellence in the One-Callindustry in 2003. We have completed 16 years of dedicated service to making Colorado a safer and better placefor the community.

UNCC was founded in 1986 when Public Service Company of Colorado, Mountain Bell and Colorado InterstateGas established a One-Call system in Colorado. Over the years the organization has grown to where it now hasover 1000 members. During UNCC’s first year of operation 10,346 excavation notices were processed. Ournotification One-Call volume is closely related to many economic indicators including new home starts andinflation. 2003 in the first half of the year saw a big down turn in call volume only to rebound strongly, finishing uponly 5 percent below 2002. Managing resources to accommodate fluctuations in notifications via voice calls, faxesand the Internet continued to be at the forefront of our efforts to serve our members to the best of our ability andto keep our expenses under budget.

Today UNCC processes 10,000 requests to locate underground facilities in three or four days. Sometime in 2003we processed our seven millionth request. While many advances and changes have occurred since 1986, onething remains constant. UNCC has always had a vision to improve our operation and make the One-Call processbetter. Our team environment is the synergy that drives our ongoing energy to constantly improve.

UNCC entered into an agreement with the Common Ground Alliance for the purpose of building a nation widedatabase to serve as a repository for the collection of underground damage data reported via the Internet. Thenational database will be hosted and maintained at UNCC, which has been successfully collecting damage datafor the State of Colorado for over two years. We are extremely proud of the national success of the system and,most importantly, Rudy Gonzales and DJ Hagberg, the system developers.

Our Board of Directors provides the direction, policies and resources to UNCC and wishes to commend thededicated staff of professionals who implement them in an excellent fashion. As always, our efforts are focusedon our mission of providing reliable effective damage prevention services for our customers at the lowestreasonable cost.

We conducted our audit in accordance with generally accepted auditing standards. Those standards require that we planand perform the audit to obtain reasonable assurance about whether the financial statements are free of materialmisstatement. NOTE 1 - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

Nature of Activities

Utility Notification Center of Colorado (UNCC) is a nonprofit organization incorporated in the State of Colorado on June 11, 1986. UNCC operates a statewide, one-call system which provides a central office for the general public and contractors toobtain the location of underground utilities and thereby protect the buried facilities maintained by UNCC's members.

Basis of Accounting

UNCC uses the accrual method of accounting whereby revenue is recognized when earned and expenses are recognized when theobligation is incurred.

Basis of Presentation

Financial statement presentation follows the recommendations of the Financial Accounting Standards Board in its Statement ofFinancial Accounting Standards (SFAS) No. 117, Financial Statements of Not-for-Profit Organizations. Under SFAS No. 117, UNCC isrequired to report information regarding its financial position and activities according to three classes of net assets: unrestricted netassets, temporarily restricted net assets, and permanently restricted net assets. Only those assets with donor imposed stipulations arerecorded as temporarily or permanently restricted net assets.

As of December 31, 2003, UNCC had no temporarily or permanently restricted net assets.

Use of Estimates

The preparation of financial statements in conformity with generally accepted accounting principles requires UNCC management tomake estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets andliabilities at the date of the financial statements and the reported amounts of revenues and expenses during the reporting period.Actual results could differ from those estimates.

Revenue Recognition

Revenue is recognized when invoiced to members. Members are public utility companies, city, county, and local government entities that provide utilities in a specific area, and some construction contractors located within the State of Colorado.There are four types of revenue:

Locate Revenue: Tier One members are invoiced $0.85 per ticket for calls that are received that affect their area.

Membership Dues: New members are charged a $25 membership fee.

Promotion Revenue: Sale of promotional items to members for their distribution. Most promotional items are given away at trade shows.

Allowance for Doubtful Accounts

UNCC writes off an account as it becomes uncollectible. No allowance for doubtful accounts has been provided.

Cash and Cash Equivalents

For purposes of the statement of cash flows, the Organization considers all highly liquid investments with an initial maturity of threemonths or less to be cash equivalents.

Concentration of Cash

The Organization maintains cash deposits in Wells Fargo Bank insured by the Federal Deposit Insurance Corporation up to $100,000.The cash balance at December 31, 2003 in excess of the insured amounts, including outstanding checks, was $455,288.

Restriced Cash / Funds Held in Agency

The Organization held $4,835 at December 31, 2003 in an account under UNCC’s name for the benefit of the NationalTelecommunications Damage Prevention Council. The Organization maintains the cash account for the benefit of the Council but hasno other authority over the funds.

Income Taxes

The UNCC is a not-for-profit corporation that is tax-exempt under Internal Revenue Code Section 501(c)(4).

Land

In November 2002, the Company purchased land in Golden for $304,162 for the construction of an office building. Construction wascompleted in January 2004.

Property and Equipment

Property and equipment are carried at cost. The Organization follows the practice of capitalizing, at cost, all expenditures for propertyand equipment equal to or over $500. Depreciation is computed using the straight-line method over the estimated useful lives of theassets. At December 31, 2003, equipment consisted of the following:

Computer Software

Computer software is carried at cost. Amortization is computed using the straight-line method over a five-year life.

At December 31, 2003, unamortized computer software consisted of the following:

Profit Sharing Plan

Effective January 1, 1992, UNCC adopted a profit sharing plan (a defined contribution pension plan) which is available to all employees

who have attained certain age and service requirements. An investment company provides investment consultation and

administration to eligible employees. Contributions to the plan by UNCC are limited to 15% of compensation and are subject to

discrimination requirements. For the year ended December 31, 2003, UNCC contributed 10% or $158,145 to the plan.

NOTE 2 - INVESTMENTS

As of December 31, 2003, the Organization had liquidated all cash investments to contribute to the construction of the office building.

NOTE 3 - CAPITALIZED INTEREST / DEBT ISSUE COSTS

During construction in 2003, the Organization capitalized $560 of interest as a cost of construction. Debt issue cost of $19,687 was also

capitalized.

NOTE 4 - CGA SOFTWARE REVENUE / EXPENSE

The Organization received $73,080 during 2003 under a damage reporting agreement through Common Ground Alliance to develop

and host a national damage reporting tool of which $57,080 was expended for this purpose.

NOTE 5 - BAD DEBTS

Management maintains a review and collection procedure utilizing the Jefferson County courts for collection of bad debts. Amounts

determined to be uncollectible and written-off as a bad debt were $16,382 in 2003 and $87,447 in 2002.

NOTE 6 - LINE OF CREDIT

The Organization has a line of credit with Wells Fargo Bank West for a maximum of the lesser of 75% of their Accounts Receivable

balance or $300,000 at a variable rate of interest of prime plus 2%. There were no amounts outstanding under this line of credit as of

December 31, 2003.

NOTE 7 - LONG-TERM DEBTThe Organization entered into a construction loan agreement and promissory note in 2003 for the purpose ofobtaining proceeds for construction of a new office building at 16361 Table Mountain Parkway, Golden, CO:

Construction Loan Payable to Wells Fargo Bank West for construction of office building datedJune 10,2003; interest due and payable monthly during construction at Prime +1%; secured byall inventory, equipment and general intangibles of Organization as well as a Deed of Trust onreal property to be constructed, cross-collateralizaed with all other loans with Wells FargoBank, including a right of set-off in all the Organization’s current and future accounts withWells Fargo Bank. Outstanding balance on construction draws at December 31, 2003: $ 674,298

Loan payable to Wells Fargo Bank West for purchase and installation of generator datedDecember 23, 2003; payable in monthly installments of $1,851 commencing January 31, 2004through December 31, 2010; interest at 7.00%; secured by the generator as well as a Deed ofTrust on the real property to be constructed, cross-collateralized with all other loans with WellsFargo Bank, including a right of set-off in all the Organization’s current and future accountswith Wells Fargo Bank. 122,050

NOTE 8 - OPERATING LEASES

UNCC leased office space at 12600 West Colfax under a five year operating lease dated June 10, 1998 that began on January 1, 1999,at a monthly payment of $6,440 for their initial space and $2,796 for additional space contracted under an addendum in 2002. Thelease expired on December 31, 2003.

Rent expense under these lease agreements was $123,061 and $114,335 for the years ended December 31, 2003 and December 31,2002, respectively.

The Organization leases various equipment. In April 2003, the Organization entered into a lease for telephone and swith equipmentfor a term of 72 months, requiring monthly payments of $8,088.

NOTE 9 - SUBSEQUENT EVENTS

On March 19,2004, the Organization finalized their construction loan with Wells Fargo Bank West for the amount of $1,381,908 underterms stated under the Construction Loan Payable with an interest of 7.25%. The note will require monthly payments of $12,730,including interest, until maturity at March 5, 2019.

Center ManagerMarty Mead

The past year was very eventful and exciting forUNCC. Much of the year focused on moving thebusiness to a new location in Golden. However,throughout the entire relocation project, the vision andongoing quest to provide excellent service to ourfacilities members and the excavating community wasnever sacrificed. In 2003, several major innovationswere implemented and UNCC has no reservations thatthese developments will help surpass the customaryservice level in which our members and excavatorsthroughout the State of Colorado expect.

The most notable attribute was the design andimplementation of the Newtin ticketing system. Thisnew Ticket Entry interface is built on advancedtechnology that will not only support currentapplications, methodologies, and concepts, but willalso allow for future ideas and growth. Migrating to a.NET framework has mitigated some systemcompatibility issues and provided the ability to performupgrades to a centralized server. Now, when customerservice representatives (CSR’s) log into Ticket Entry,they immediately receive the latest software upgradesand data updates. Another equally important facet ofthe new system was the migration from a GISapplication previously based on keyboard commandsto an application controlled by tab selections. Thisenhancement has proven to be very beneficial in ourefforts to create the most user friendly applicationpossible by eliminating the need to memorize short cutfunctions and commands.

In 2003, UNCC was faced with the challenge ofintegrating Ticket Entry with mapping, and inDecember, UNCC was testing a Newtin systempioneered with advanced ticketing features, andequipped with a sophisticated mapping design.

Mapping/GIS

UNCC purchased ArcGIS, software from theEnvironmental Systems Research Institute (ESRI) toassist with the customization of digital street data byproviding various tools to create and maintain data withminimal assistance from Norfield Data Products, Inc. Inaddition, attending seminars, GIS demos, andresearching various GIS entities, stronger relationshipswithin the GIS community began to present themselvesto UNCC. The most notable involved the E-911program, which entitled UNCC to receive the most

recent street centerline and address data available inareas serviced by the E-911 mapping program.Additional contacts were established in the followingcounties: Arapahoe, Broomfield, Delta, El Paso, andeach county supplied valuable street data to UNCCwithout a cost. UNCC also begin to explore futureendeavors such as the integration of Satellite andOrtho images into the GIS. In fact, Satellite imagesfrom IKONOS, developed and launched by SpaceImaging, a Colorado based company was used toadjust street centerlines to match the road contoursreflected in the imagery. UNCC also created severalmaps displaying a customized Public Land SurveySystems (PLSS) for both La Plata and CostillaCounties.

Extensive modifications were made to both tabular andGIS databases in 2003. In order to assure a smoothintegration of the GIS application, street prefixes in thetabular data were altered to insure consistencybetween the two databases. In the digital realm,“Unnamed street” names were reassigned a (NULL)value in the GIS attribute table to allow for quickerstreet queries.

The conceptual approach involving mapping andmember notification has caused a delay in the releaseof the product. The goal and mindset has always beenin the best interest of our members, and to devise aproduct which will ultimately narrow the corridor ofnotification without sacrificing dependability. Eachmethodology enhancement, from quarter-section togrid/gridlets to eventually polygonal notification willultimately prove to be worth the time and effort involvedto better serve the membership. CSR’s are alreadyaccustomed to the polygonal tools in Newtin to betterdefine the excavation site, and in 2004, UNCC willcontinue to strive towards making member redefinitiona reality. We will continue to assist Norfield in thedesign, testing and implementation of a memberdatabase management tool that will allow registeredfacility owners, both Tier One and Tier Two, to view andmaintain their own areas of notification through asecure platform residing on the UNCC website. Thistool will provide the facility owner control of particularareas of notification and the ability to activate orinactivate their data. This same tool will also allowfacility owners to redefine quarter-section data topolygonal coverage.

Operations SupervisorJose Espino

UNCC was offered numerous challenges during thecourse of 2003. From the continuous planning of ourrelocation project to the adaptation of new customerservice strategies, the employees of UNCCexperienced several positive changes and wereintroduced to new ideas. I was fortunate enough to beinvolved with several key components regarding ourmove to Coors Tek. This included the planning andimplementation of new PBX technologies, cut-overstrategies and transition of telecom services to the newbuilding, call center design, new furniture design andinstallation as well as the redesign of our data roomequipment.

During the planning stages of the telecom project, itbecame paramount that any newer technologicalenhancements would have to be made in the bestinterests of our Center and allow UNCC to offer thehighest level of services to both our member facilitiesand the excavating public. The investigation of existingtechnologies and software applications included sitevisits to different call centers, manufacturing facilitiesand participation in Users Conferences. After carefuland diligent review of alternative PBX solutions, it wasdetermined that UNCC would opt for an upgrade of ourcurrent Avaya Definity phone switch and partner withExpanets based on assurances we found in theirbusiness solutions proposals.

Included in the Definity upgrade was theimplementation of the new Zeacom designed SmartConnect ACD platform. Smart Connect applications willallow for more enhanced features including call centermanagement tools, detailed reporting, IVR, skills-basedcall routing, web-chat customer service for WTE Usersand newer client applications and voice mailmanagement software for Administrative personnel.The introduction of VoIP (Voice over IP) technologieswas also built into our upgraded data and telecominfrastructure.

Mike Hanselin, Project Manager with Expanets, offeredan incredible level of service and attention to the projectand our business needs. I’d like to express our gratitudefor Mike’s extraordinary professionalism and diligenceduring the planning and implementation of Expanetsproducts and services. Mike also helped to coordinatethe cut-over of existing telecom services to the new site.

The transition of telecom services presented the team &

I with several different challenges. Communicationbetween the UNCC/Expanets team and the Ohio-basedAT&T account representatives proved difficult due tothe inability to meet locally and in person to discuss cut-over and relocation strategies. In consideration of thesegeographical challenges, AT&T did present a viablesolution and plan to help ease our concerns Ourforemost concern was that the Center experience veryminimal loss in service during the transition. UNCC thatQwest would again be offered the opportunity to providelocal telecom services after the transition based on theircost-effective solutions as well as their efforts toincrease their levels of customer services.

New furniture for the Board Room, Conference Room,Employee Break Room, Training Center and variousother areas throughout the new building were designedand ordered through Contract Furnishings. The overalldesign of the furniture was based on modular designs ineach room to allow for alternative seating arrangementsand presentation configurations.

The “call-center” area which will house the majority ofUNCC’s agent and Support staff was designed with theintent on keeping existing cubicles systems whileallowing for future expansion shall the need arise.Representatives from Graebel Van Lines, RosemontFurniture Systems and Contract Furnishings helped tore-design our current systems into new configurationsthat offered expansion as well as additional personalspace for each employee. Tom Martinez with T & CElectrical helped to design the electrical configurationsneeded to support the new configurations.

Along with the new design of our data infrastructure,UNCC addressed the need to re-design the currentdata room equipment and documentation managementphilosophies. The elimination of our existing servercabinets and wall-board equipment led to the designand planned installation of server racks and updatedtelecom D-MARC devices. Updated and maintainedcabling and server configurations and diagrams will alsohelp to operate more efficiently and offer a betterunderstanding of past and present protocol duringtrouble shooting procedures shall a system malfunctionoccur.

Outside of the technological enhancements andplanning, UNCC also focused on verbal communicationand customer service challenges that our employees

face on a day to day basis. Lisa Austin and ShannonShoenfeld conducted work-shops designed by thenationally renowned Telephone Doctor CustomerService seminars. All UNCC employees, includingAdministrative personnel, attended the work shops atMount Vernon Country Club. Our staff observed andobtained various business communication skills andprotocol ranging from elementary telephone habits,greetings, closing statements to situational techniques.The seminars were offered in an effort to improvecustomer service levels and provide a uniformedpractice of professional communication both with thepublic as well as internally amongst co-workers.

The performance-based incentive program introducedin 2002 continues to help improve the Center’sproduction, customer service levels, attendance,accuracy and morale while providing our Agent andSupport Staff opportunities to earn monitory rewards forindividual performance. Ongoing adjustments andmodifications to the program continue to be made inconsideration to changes within our business cultureand to allow for new challenges to be accommodatedfor by our employees. One of the more excitingadditions to the program was the ability to earnadditional paid time off for excellent call monitoringscores and for performing various duties above andbeyond normal responsibilities. UNCC will continue toactively evaluate the effectiveness of the program and

the appropriate modifications in an effort to improveefficiencies and service levels.

As we begin a new year, I look forward to the successfulcompletion of our many relocation projects as wetransition our operations to the new facility. I’d like tothank my Management team for allowing me toincrease my responsibilities on a yearly basis and fortheir trust in my managerial and project managementskills. I’d also like to extend my appreciation to myAdministrative team members as well as our entireAgent and Support Staff for another successful year atUNCC. I am excited about the challenges andopportunities that the year 2004 will present to ourentire organization.

Public Relations Administrator Steve Allen

The past year (2003) was extremely productive andexciting as I had the opportunity to travel around thestate promoting the “Call Before You Dig” and “DigSafely” messages to the excavating communitythrough presentations, special events and DamagePrevention Council (DPC) meetings.

After a successful Open House in late January, UNCCstarted its Damage Prevention Breakfast/Dinner Tourby holding a record 14 meetings across the state in thefollowing counties: Boulder, Larimer, Weld, Logan,Otero, El Paso, Mesa, Garfield, Summit, Pueblo, LasAnimas, LaPlata, Gunnison and Fremont. Theattendance totaled approximately 1,450, for anaverage of 104 per event. The response wasoutstanding and member facility owners really steppedup support by their attendance and by providingseveral promotional/raffle items. It was also the firsttime UNCC offered dinner meetings, and theattendance by excavators increased at those events.Excavators comprised 56 percent of the attendance fordinner meetings as opposed to just 45 percent for themorning events.

Our “Home Depot Flier” promotion was a big success.Created through the Denver Metro DPC, councilmembers distributed standup fliers and color codecards to Home Depots, Wal Marts, K-Marts, AceHardwares and other similar stores throughout thestate. The fliers and cards, which promote calling forlocates before digging, were displayed in the Lawn andGarden sections of the stores for easy access byshoppers. UNCC continued to promote the “Call BeforeYou Dig” message through participation in statewidehome and garden and trade shows.

UNCC also increased its commitment to the HispanicCommunity by producing and airing more TV and radiocommercials in Spanish. In addition, separate colorcode cards, excavator handbooks and videos weremade available in Spanish.

A special emphasis was placed on publicizing our WebTicket Entry (WTE) program to professionalexcavators. Promoting the program through e-mails,faxes, presentations, newsletters, DPCs, etc., the WTEusers increased dramatically in 2003.

Another accomplishment was getting UNCC’s 800-number listed in all statewide phone directories. Aftermeetings with the Office of Emergency Management,UNCC was granted a “free” listing on the front inside

page of all QwestDex phone directories, which owns85 percent of the market in Colorado. UNCC alsoreceived a free listing in the front section of the YellowBooks, the state’s second largest phone book directoryprovider.

UNCC held a golf tournament for the first time inconjunction with the Annual Meeting. Over 100 golfersand Hole Sponsors participated at Legacy Ridge GolfCourse in Westminster for a great day of golf, fun, foodand prizes.

I continued sending a monthly newsletter out via e-mailto excavators, facility owners, locators and otherindustry-related entities. Anyone interested in receivingthe newsletter can signup through UNCC’s website(www.uncc.org).

Efforts to educate the excavating community on UNCCand the One-Call Law (9.1.5-101-106) continuedthrough presentations, seminars, damage preventionbreakfast meetings and DPCs. UNCC also partneredwith Xcel Energy for several of the presentations.

Goals for 2004:

• Create a program for Pipeline companies inColorado to evaluate the effectiveness of our PublicAwareness Programs, including our education,marketing and advertising campaigns.

• Increase the Web Ticket Entry users to 40 percent ofour ticket volume.

• Increase our total tickets by 10 percent from our2003 total (735,073).

• Continue to educate myself in all aspects of my jobby reading magazines, books, etc., and attendingseminars and conferences when presented with theopportunity.

• Increase attendance of our newly created DamagePrevention Seminar by actively promoting(newsletter, e-mail, website, presentations, etc.) tothe excavating community.

• Guide and direct the Damage Prevention Councilsto become more proactive in their damageprevention and educational efforts (Ex. BoulderCounty’s six special panel discussions).

• Placement of special articles and news releases innewspapers throughout the state, especiallyweeklies and small circulation areas. I would like tofocus on the areas outside of Denver Metro/FrontRange.

• Increase member participation for DamageReporting.

Member Services Administrator Sandy Samuelson

This year has been a flurry of activity for MemberServices. The department has been involved in manyprojects to benefit the membership. UNCC continuesto assist, develop and fine tune procedures, newprograms, encourage new memberships and maintainexisting members. The following information willprovide information for the progress in 2003.

The Damage Prevention Breakfasts and Dinnersprovided an excellent opportunity to further showcasethe upcoming ways for the membership to redefinetheir township, range and section grids to smallernotification quadrants. The system presented at theDamage Prevention events was based on a grid andgridlet area, based in the Norfield OcarsPRO system.In the autumn of 2003 it was determined to change toa .NET environment for processing locate tickets andredefining the member database. The .NETenvironment will offer more enhanced products in thefuture and before launching the grid and gridletprograms, it was decided to switch to Norfield’s newproduct, NEWTIN. The NEWTIN product will providepolygonal notification and will have a variety of optionsin reselecting the database into the polygons. UNCChad hoped to provide the re-notification system to themembers by the last quarter of 2003, but NEWTINrequires further developmental programming beforeasking the membership to redefine their database.The new mapping program will need to be perfectwhen it is offered to the membership. UNCC hopesthat this product will be fully operational in the first halfof 2004.

With direction from the Board of Directors, a newheader was created to identify a locate request thatwas not compliant with the state law in regards to theappropriate notice for the mark-by-date. The newheader identifying these requests is Non-Compliant.This made a firm statement to the excavator that therequest was not allowing for the two full business day,not including the day of the call, time frame prescribedby law. Callers are given a disclaimer at the time of thecall, stating that the locate request will have themandated date, as described above, for the facilityowners to complete their locate. The Non-Compliantrequests have replaced the Request 1 and Request 2locates. The development of this header was involvedand required notification to the entire membership.The members that receive their requests with ticketmanagement systems made provisions to receive adifferent type of header, as well as the parsing rules

necessary to route the tickets. The new headerbecame effective on December 18th.

Another breakthrough for UNCC was the creation of apaperless voice log to be used by the after-hoursemployees. The voice log has provided a way toresearch after-hours information immediately throughthe system, not waiting to contact the after-hoursemployee to pull information from their paper log. Themembers have benefited with immediate answers onthe results of the after-hours notification.

UNCC was the first one-call center in the nation toprovide a member survey to their membership, to voicetheir concerns, praise and ideas to their Center. Of the1,100 members that received the survey, UNCCreceived 114 replies. The information returned on thesurvey was very positive, and showed areas ofconcerns and questions, as well as accepting offers ofprograms offered they had not been aware of andsome much appreciated praise of our service anddedication to the membership. To those who took thetime to respond – THANK YOU!

The membership packets sent this year totaled 137,resulting in 30 new Tier One members and 28 new TierTwo members, leaving 79 companies with no responseto the member packets they requested. Newmembership, as a whole, increased by 89 members,but UNCC sustained the loss of 34 members, due tosale, no longer own facility or no longer require service.With all of the Tier One and Tier Two memberscombined, UNCC ended 2003 with 1,120 members.Through information received by all involved in theindustry, the membership continues to grow annually.

Each year a holiday closure list for the following year issent to the Tier One membership in early November.This year Member Services tracked the results of theholiday requests. There were 598 members notified, atotal of 275 responded, leaving less than 50 percent ofthe Tier One membership responding. Thisinformation directly impacts the service the memberreceived during holiday closures. Much time is spenteach year contacting all of the members with databaseissues, and making sure that correct information isentered to ensure that the members are notified whenthey have underground facility in the excavation area. Norfield Data Products developed two new products

that may interest the Tier One members. The firstproduct is a full ticket management system that willreside in Connecticut at Norfield. The member that

chooses to use this system will pay a per ticket fee, withno up front cost for software and programming. Theproduct is called WebTMS. The second product is aPositive Response tool. This product is also based ona per ticket fee, again without any up-front cost forinstallation. Both of the new products should be veryuseful to the Tier One membership.

Member Services is working on other new products andinformation that may see more activity in 2004. Theentire membership is encouraged to provide an e-mailaddress for their member file, as UNCC now attempts tosend all update information via e-mail. We appreciatethe support the membership gives and look forward toadvanced growth in the future!

Goals for 2004:

• NEWTIN to become fully operational and provide thetool for all members to redefine their database fornotification purposes to a smaller polygonal area.

• Encourage Tier Two membership to redefine intonew polygonal areas, then utilize the Tier Onemembership for direct notification and better damageprevention tools.

• Increase membership, maintain the most currentinformation on existing members

• Promote the use of WebTMS and the PositiveResponse tool.

• Continue developing additional services that can beutilized by all entities that require UNCC services.

Human Resource AdministratorYvonne Kraus

2003 can be termed the year of research,development, planning, designing, and workingtogether toward a shared dream of UNCC owning itsown facility. On June 11, 2003, this dream becamereality with the Ground Breaking Ceremony at the newlocation, 16361 Table Mountain Parkway, in the CoorsTechnology Center, Golden, Colorado.

UNCC sponsored the following events in 2003:

• 2nd Annual Open House held on January 17, 2003.Even though attendance was down from theprevious year; the feedback on the variousdemonstrations was positive.

• Appreciation of UNCC’s employees took on a newtwist this year with the introduction of “EmployeeAppreciation Week”. The Administrative Staffdedicated the entire week of February 17th throughFebruary 22nd to emphasize upon the employeesjust how important their roll is at UNCC. The finalevent was the Annual Employee AppreciationAwards Dinner held at Jillan’s at Colorado Mills Mall.

• The Annual Summer Employee Picnic was heldAugust 2nd at Addenbrook Park with games, prizes,drawings and a catered bar-b-que luncheon foremployees and families.

New policies and procedures initiated in 2003:

• Lisa Austin with Telephone Doctor conducted aCustomer Service Training Class in March for allemployees.

• Tina Mercier, AFLAC Associate, introduced two newplans that were made available, Long Term Careand Sickness Coverage Policies.

• A Proactive Investment Education Workshop waspresented to the Administrative Staff, some of thetopics that were covered included, investment style,risk tolerance, mutual funds and retirement.

In order to combat a 10 percent increase on dentalinsurance this year, UNCC applied for coverage underthe One Calls of America umbrella and changed

carriers, thus locking in the rate through December2004.

Two new fringe benefits were added this year foremployees at no cost to UNCC:

An experimental rotating weekly schedule of 10 hourdays – 4 days per week was developed & applied forJune, July & August for 19 of the in house CustomerService Representatives. The strategy was to increasecoverage on the phones, and cut down on overtimeand sick leave hours used for medical appointments.Stats did show that overtime was decreasedmarginally; however, the staff was not as receptive tothe idea after working those long days.

The turnover rate of total employees for 2003 was23 percent; this was slightly higher than 2002 figures.Statistics show that use of part-time temporarypersonnel through a staffing agency during the high callvolume months of “Dig Season” is not only a costsaving tool but is a major factor in lower turnover rates.According to Mountain States Employers Council’ssurvey figures, the average turnover rate forDenver/Boulder area is 31.6 percent.

Network Administrator Joseph “Steve” Alarid

The year 2003 presented itself as a year of Changeand Growth. As we look to the future, UNCC’s networkdepartment has implemented redundancies andservices to protect our network infrastructure andincrease network performance.

To combat the ever growing mail spam the Centerreceives, we have implemented a mail server basedprogram, called SPAM ASSASSIN. Spam Assassintags “Spam Mail” prior to the user receiving the email.We then created a Mail filter which looks for the taggedspam mail and automatically moves the mail to theuser’s mail trash. This process allows our users to bemore productive when utilizing UNCC’s mail services.

UNCC has obtained the latest product in virusprotection, Norton Antivirus Corporate Edition. This is aone year subscription for all anti-virus updates andprotections. All company workstations have beenupdated with this software and are on an automaticupdate schedule.

In March of 2003 UNCC’s digital voice recorder failedto record and log calls correctly. In order to fix thissituation, we contacted Stancil Corporation to havetheir technical team investigate. Stancil in turn replacedrecorder cards and the mother board on the existingserver. It was determined that the current Audio LogServer was beyond repair. At the time, Stancil wasintroducing a new Digital Recorder, the TEN4. Theythen offered to replace the current Audio Log recorderwith the new TEN4 recorder at no cost to the Center.The new TEN4 has proved to be a reliable, stableapplication. It also offers increased Networkcapabilities in the way of retrieval and storage of allrecordings.

The Common Ground Alliance (CGA) has completedthe National Damage reporting tool. The DamageInformation Reporting Tool (DIRT) has approximately30 stake holder groups registered and utilizing the toolregularly. The application is monitored and maintainedby UNCC’s network department and its programdevelopers Rudy Gonzales and DJ Hagberg.

In preparation of new application and technologies tobe implemented at UNCC, the network department haspreformed a repartition of all DELL T400, T450, T500and T600 series workstation. These particular

machines were factory shipped with 3 separatepartitions which limited the available disk space forinstallation of programs. The repartitioned PC’sallowed for a single partition, which increased availabledisk space and system performance.

UNCC continues to utilize its telecommuting program.In the year 2003 we added two new telecommutingagents, Mahlon Knight and Philip Le. All agents areprovided with a DSL connection for Networkconnectivity and a business telephone line fortelephone connectivity. In addition all telecommutingagents have a complete computer system andergonomic desk to provide comfort and flexibility. Thisprogram continues to grow and is a proven asset to theCenter.

The year 2003 was one utilized for preparation for themove to the new Table Mountain Parkway facility. Manysteps were taken to insure a smooth transition andmigration of application servers and functionality.

been designed with Cisco Switches, Routers and CiscoPix firewall. This class is a pre-requisite for the CertifiedCisco Engineers Course. To increase my knowledge ofthese applications and I would like to complete allcourses associated with this Certification in the comingyears.

UNCC has allowed me to implement a Community FirstAid and CPR Course. To accomplish this task, I wasenrolled in the Red Cross Community First Aid and CPRinstructor course. After several years as a volunteer FireFighter, I wanted to provide a basic knowledge ofEmergency Medical services to my peers. As a resultsix UNCC administrators have completed the courseand are now certified in Community First Aid and CPR.
