608.1 Scope. Stationary storage battery systems having an electrolyte capacity of more than 50 gallons (189 L) for flooded lead acid, nickel cadmium (Ni-Cd) and valve-regulated lead acid (VRLA), or 1,000 pounds (454 kg) for lithium-ion and lithium metal polymer, used for facility standby power, emergency power or uninterrupted power supplies, shall comply with this section and FC Table 608.1.

FC 601.4.3 Supervision of Battery Systems. Battery systems subject to compliance with the requirements of FC 608 shall be under the general supervision of a person holding a certificate of fitness.

The Coordinated Transaction Scheduling Project
Difficult to economically schedule energy transactions between ISO’s
50% of the real-time Transactions are uneconomic
For 2 years, NYISO and PJM worked on CTS improvements
Deployment is scheduled for 4th Q of 2014
Will significantly improve the economic scheduling of energy between PJM and NYISO
Change is expected to provide Millions in consumer savings for energy

CTS Improvements
Improves the tools participants use to schedule transactions between PJM and NY
Reduces requirement to submit a transaction 1 ¼ hour time ahead of the schedule to only ¼ hour
Eliminates the need for participants to forecast the economic flow order and purchase energy from one ISO before scheduling into the other.
CTS schedules based on a price margin between PJM and NYISO
Schedules are for 15 minutes of flow instead of the full hour
Should increase usage, price convergence, and reduce production / consumer costs
