On behalf of the United States Tennis Association Incorporated (USTA), it is a privilege and an honor to welcome you to the 2016 Junior Team Tennis National Championships. These events feature the very best elements of tennis—spirited competition, friendship, achievement, sportsmanship and fun—all providing those in attendance with what we hope will be a once-in-a-lifetime experience.

Marking the culmination of a year-long series of competitions at the local, state/district and section levels, the National Championships serve as the crown jewel of the USTA Junior Team Tennis season. They showcase the nation’s top teams competing for the right to call themselves national champions in the 14 & Under and the 18 & Under categories, in both the Intermediate and Advanced Divisions.

Without the support, commitment and enthusiasm from our friends in Lexington and Cayce, South Carolina, these National Championships would not exist. And a special thanks to everyone who works so enthusiastically and excellently behind the scenes to make these events memorable: the tournament and facility staff, sponsors, volunteers and, of course, the dedicated family members and friends offering support and encouragement to the players. WELCOME

In USTA Junior Team Tennis, the team concept emphasizes fun, fitness and friends. The focus in this kind of play is enjoying the exhilaration of exercise and refining the skills that make tennis fun for players of all ages and all levels of competition. All participants get to play on a team, practice with friends and play matches together. Participants have the opportunity to advance to district/state, section and national competition. Players in the Intermediate and Advanced Divisions may qualify for the National Championships, the USTA National event for USTA Junior Team Tennis.

The Championships introduce young players to national competition in which competitive stress is minimized and competitive learning opportunities are maximized. The emphasis is on the fun aspect of tennis and team spirit. The championship events are also designed to: (1) provide a competitive opportunity for maximizing each player’s physical and emotional development; (2) promote the spirit of competition and camaraderie which will enhance and strengthen a player’s self-esteem; and (3) provide a national competition climate that focuses more on personal development and less on competitive outcomes.

Note: This handbook is meant as an abbreviated description of the 2016 USTA Junior Team Tennis Rules and Regulations and an informational source for the 2016 National Championships. Please consult your USTA section coordinator or the USTA Junior Team Tennis national manager for all eligibility requirements.

Use and reproduction of USTA Junior Team Tennis Logo (JTT) logo without the prior written approval of the USTA is strictly prohibited. It is a direct infringement of the USTA’s exclusive rights in and to this trademark. Unauthorized use can dilute the distinctiveness of the USTA Junior Team Tennis products and events. TEAM MANAGER’S REGISTRATION

14 & Under—Thursday October 13, 2016 3:30 p.m.-4:30 p.m. 18 & Under—Thursday, October 20, 2016 3:30 p.m.-4:30 p.m.

Team managers are required to turn in all forms, including the photo release forms and medical form at the Cayce Tennis and Fitness Center.

MANDATORY TEAM MANAGER’S MEETING Following registration at 4:30 p.m. Note: This meeting is for team managers and co-team managers only.

TRANSPORTATION To and from the Courts: No shuttle service provided. Car rentals should be arranged ahead of time.

RULES, REGULATIONS & PROCEDURES

CANCELLATION If the championship or part of the championships is cancelled due to rain or unforeseen circumstances, the championship will not be rescheduled. Any and all costs and/or expenses incurred, including but not limited to: travel, accommodations and registrations fees, shall not be reimbursed by the USTA.

CHAMPIONSHIP FLIGHT SETUP

• Teams will participate in a non-elimination round-robin format with playoff crossovers.

• Teams will be separated into flights/divisions depending on the size of the event.

• The winner of each flight/division will be determined by total games won.

CHECK-IN Check-in time is 30 minutes prior to each match at the designated tournament site; team coaches only to the tournament desk. Scorecards must be filled out BEFORE reporting to the tournament desk. All team members must be present and ready for play at time of check in. Teams will be assigned two to four

courts together for the match. Should courts become available for additional positions, the teams must play the match when the court(s) become available. A representative from the team should notify the tournament desk when their last match is on the court or when it is imminent that a court will become available. This will help the tournament staff in assigning courts.

The tournament desk staff will review lineups prior to the match. The responsibility is on the coach to make sure the doubling up is accurate on the scorecard.

COACHING Only the designated team manager will be permitted to coach during a coaching period. All team managers must be 18 years or older.

Coaching will be allowed during time when players change ends at the end of a game. The following coaching policies must be followed. Any violation of these coaching policies may result in the suspension of the coaching privilege and point penalties.

• Only one person may be designated per team match as the coach of a team and must be identified with a credential.• A coach may coach the players when the players change ends at the end of a game, including first game, but not to delay play.• No coaching is allowed during a tiebreak.• No coaching allowed on changeovers in-between sets• Coaches must remain outside of the fence.• Coaching should be a positive reinforcement to your player and not against the opponent.

Teams with more than one team manager must designate a “head” team manager for the duration of the individual match. The team manager may report infractions to the referee, who shall then take prompt and appropriate action. The tournament director reserves the right to change or alter the coaching rules of a championships event.

DEFAULTS If a team needs to default a position, it must be at singles if this will affect the fewest number of players. The opposing team will be given the opportunity to change the lineup in the event of a default. At all championships, a minimum of three boys and three girls should be available and eligible to compete.

ELECTRONIC DEVICES Electronic devices, including cell phones, are not allowed on the court.

FORMAT A match consists of a boys’ and girls’ singles match, a boys’ and girls’ doubles match and a mixed doubles match. The winner is determined by total games won.

GRIEVANCE PROCEDURES Teams must play the tournament to completion. If a team leaves before the competition is completed or defaults an entire match, the team will be charged the $250 team deposit plus TennisLink processing fees. In addition, the tournament may file a grievance against the team.

INCLEMENT WEATHER Please note that the tournament format, number of matches and match length may change due to circumstances beyond our control, such as weather. South Carolina generally has mild weather during the month of October; however, weather could cause delays, modifications to the format and possible cancellation of the tournament.

Teams should be prepared for the following:

• Matches being delayed

• Waiting on-site for further instructions

• Postponed matches

• Evening play

In the event of rain, please remain at the tournament site until the tournament staff informs you of the play schedule. In the event of a long rain delay, it will be at the discretion of the tournament committee to use an alternative format. Winners will be determined by total games won and commonality among teams.

LEVEL OF PLAY USTA Junior Team Tennis uses the NTRP rating system to determine placement of eligible teams/individuals in proper divisions.

ORDER OF PLAY The order of play shall be at the discretion of the tournament director. Typically, the order is boys’ and girls’ doubles, boys’ and girls’ singles, and then mixed doubles.

All individual team members must be in the appropriate level of play. If a team is found to be out of level, it will continue to play in the championships. However, the team will not be eligible for any awards or medals. If the ineligible team were to win, then the second- and third-place teams will automatically move up to the first-and second-place slots.

PLAYOFF MATCHES Teams that advance to Playoff or Championship draws begin each match with zero (0) points. Points from the original round robin draw are not carried over to the Playoff rounds.

THE POINT PENALTY SYSTEM (PPS) The Point Penalty System will be in effect. This means that abusive or unsportsmanlike behavior by players or spectators will not be tolerated. Examples of behavior that warrant PPS are disrespect of officials, racket abuse, ball abuse, swearing, delaying play. The referee will enforce the Point Penalty System as follows:

First Offense: Loss of point

Second Offense: Loss of game

Third Offense: Default

RULES & REGULATIONS

• USTA rules and regulations will be enforced during the championships.

• All match lineups must be submitted to the tournament desk by the team manager at least 30 minutes prior to the start of the match. Penalties will be enforced at the tournament director’s discretion (e.g., every individual match will start one game down for every five minutes the lineup is late).

All scoring formats may be altered at the tournament director’s discretion.

SCORING All matches on regulation size courts are no-ad, 2 out of 3, 6 game short sets, with a match tie-break in lieu of the third set. A set tie-break is played at 5-all. A team scores a point for every game won and a point for winning the third-set tie-break. The maximum number of points a player can win is twelve (12) points. The maximum number of points a team can win is sixty (60) points. Team matches can end in a tie.

No-Ad Scoring: The first team or player to win four points wins the game. If the score reaches three points all, the receiver has a choice of receiving in the ad or deuce court. The winner of the next point wins the game. In singles, the receiver may choose to receive on either the left or right side of the court. In doubles, the receiving team has a choice of who will receive the last deuce point. Both players must remain on the same receiving side they have played on during the match. In mixed doubles, the boy must receive serve from the boy, and the girl must receive serve from the girl.

Set Tie-Break: If a set reaches 5-all, players must play a set tie-break. The winner is the first to reach seven (7) points by a margin of two (2) points. In doubles, the first server shall serve one point from the right side. The second server shall serve two points, starting from the left side and ending on the right side. The third server shall serve two points, starting on the left and ending on the right side. The fourth server shall then serve one point from the left side and then players

change ends of the courts. The fourth server shall then serve one point from the right side. Play continues in such a manner until one team wins at least seven points with a two-point margin. Teams change ends of the court every six (6) points. In singles, the first server shall serve one point from the right side. The second server shall serve two points, starting on the left side and ending on the right side. The players continue to alternate serving two points each until one wins a minimum of seven points with a two-point margin. Players change ends of the court every six (6) points.

Match Tie-Break: If a third set is required, a match tie-break will be played, first to reach 10 points by a margin of 2 points. One game point will be awarded to the winner of the third-set tie-break.

SCORING DISPUTES Players must keep score and make all calls. Team managers and parents cannot interfere. If a dispute arises, players should attempt to settle the dispute. If unsuccessful, players should summon the referee to the court.

SPORTSMANSHIP Good sportsmanship of players, managers, parents and spectators is mandatory at all times—on and off the courts. Interference by parents or spectators is absolutely not permitted. Managers are responsible for knowing and reviewing the Spectator Rules with their team and parents. Managers are responsible for the behavior of their team and spectators. If spectators do not comply with the rules, they may be asked to leave the premises by the official.

Communication with tournament officials or staff is allowed by the team manager only. Abusive or confrontational behavior from anyone toward tournament officials/tournament staff will be not tolerated and may result in the suspension of coaching privileges and/or point penalties.

TEAM STRUCTURE

• The National Championships will host a minimum of one (1) team per section in the following divisions: 14 & Under and 18 & Under, Intermediate and Advanced Divisions. (Wildcard entries may be used to maximize tournament draws).

• Each team shall have a minimum of three (3) boys and three (3) girls who will participate in each and every individual team match. (Only one girl and one boy may “double up”—i.e., play one singles and one mixed doubles or one doubles and the mixed doubles match—for each individual team match. Match of said doubling is at the discretion of the tournament director.) The tournament desk staff will review lineups prior to the match. The responsibility is on the team manager to make sure the doubling up is accurate on the scorecard.

TIE-BREAK PROCEDURES In the event of a tie between two or more teams in a flight, the tie shall be broken by the first of the following procedures that breaks the tie:

In the round robin format, the team who wins the most games is the winner. If two teams are tied, then the winner of their head to-head match is the winner.

If three or more teams are tied, the following steps will be used in the order listed to break all ties.

These steps are:1. Head to head results2. If teams remain tied, use the Stats and Standings report from TennisLink

using the order below to break the tie: a. Team wins b. Individual wins c. Sets won

If the Referee has applied all the steps and a tie still cannot be broken, the Referee shall use a random drawing among the remaining tied teams to determine their order of finish.

Tiebreak played in lieu of a deciding final set counts as both one set and one game for the purpose of determining the order of finish. If the players inadvertently play out the third set or any portion thereof, it will still count as only one set and one game.

TIME PENALTIES Penalties may be enforced at the tournament referee’s discretion; i.e. every individual match will start one game down for every five (5) minutes a lineup is late. At 15 minutes late the entire match may be defaulted and will be handled by the referee and tournament committee.

UMPIRES There may be certified roving umpires present at all championship sites. Roving umpires may be positioned inside the fenced areas and will interfere with play as little as possible. Players should be encouraged to play tennis without the need for umpires. In the case of disputed calls and upon the request of the player, a roving umpire may be supplied to oversee the match. Roving umpires will handle foot faults. One of the goals of the championships is to teach players to play by The Code as they graduate to other competitions and to understand the role and availability of umpires. Their own misbehavior and/or inability to call lines or trust their opponents not only reflects badly on them, but also deprives their fellow players of a fair match.

WARM-UPS Warm-up is limited to five (5) minutes, including serves. All players on the court must take warm-up serves prior to the beginning of play. Coaches will be asked to help monitor the warm-up time. There will be no practice on vacant courts when play is in progress.

PLAYER AND TOURNAMENT DETAILS

AWARDS Championship Winners Awards will be given to the teams that finish first through fourth in both the 14s & 18s divisions.

USTA Sportsmanship Awards At the conclusion of the National Championships, a boys’ and girls’ USTA Sportsmanship Award will be awarded from each division of play. Team managers from opposing teams recommend a girl and boy for every individual match; recommendations are then tallied and a recipient is chosen.

Team Spirit Award A special award will be given to the team that best exemplifies the true spirit of the sportsmanship ideal. Tournament staff will be responsible for selecting the team that best exemplifies and exhibits fundamental values such as respect, fairness, civility, honesty and responsibility.

Best Banner Award An award will be given for the best banner based on the use of originality, creativity and team spirit.

EVENT MERCHANDISE Event merchandise will be available for purchase at the Cayce Tennis and Fitness Center throughout the weekend.

GIFT EXCHANGE Teams are requested to bring “little” gifts for other teams for the first match of the championships. They should be inexpensive small tokens. Often the gifts represent their region or state. Examples are: state pins, magnets, key rings, candy, macadamia nuts and leis (Hawaii). These gifts are presented to the opponent before the first match. Please bring 12 gifts for the exchange.

MEALS Lunch and dinner will be provided to players and one team manager.

NATIONAL RANKING POINTS The USTA Junior Team Tennis Advanced Division National Champions will receive Level 4 ranking points in 2016.

PLAYER GIFT All players attending the National Championships will receive a player gift, which will be given to the team manager for distribution.

PLAYER TRAVEL STIPEND USTA National offers a matching grant for teams participating at Nationals to offset travel expenses. Teams who have qualified through their respective USTA Section Championships are eligible to receive up to $1,000 with an equal dollar match from your section to supplement expenses in the aforementioned events.

In order to receive the stipend, teams must complete the entire event. To receive the grant, the team manager is required to send receipts totaling $2,000 to the section office.

TRAINERS There will be a certified trainer to assist with athletic injuries on-site. Please bring your own tape and pre-wrap for chronic injuries. Also, please allow enough time for treatment prior to the tournament desk calling the match.

PART A The credential you (the “Bearer”) are applying for is for the 2016 USTA Junior Team Tennis National Championships taking place in Columbia, South Carolina, to be held October 13-23, 2016 (“2016 JTT Championships”), and will provide access to authorized locations at the Cayce Tennis Center, in Columbia, South Carolina, and Lexington, South Carolina (the “Venue”), and other areas associated with the USTA Junior Team Tennis National Championships from October 13, 2016, through and including October 23, 2016 (“Event Dates”), or as further determined by the United States Tennis Association Incorporated (“USTA”). Submission of this application constitutes Bearer’s agreement to the Terms and Conditions set forth below, which may be modified from time to time by the USTA in its sole discretion.

PART B The credential must be worn at all times and be clearly visible with your photo facing forward. Pins, stickers or other objects may not be attached to the credential. The credential is non-transferable and is issued to an approved, qualified Bearer for the sole purpose of providing access to the grounds of the Venue, as determined by the USTA. These Terms and Conditions shall apply to all Bearers. Any violation of these Terms and Conditions, or any unauthorized use of the credential subjects Bearer to ejection from the Venue and potential prosecution for criminal trespass and denial or revocation of credentials for future USTA events. The credential is the property of the USTA and may be revoked at any time at the sole discretion of USTA. Submission of this application constitutes agreement by Bearer to comply with these Terms and Conditions.

Each Bearer (i) assumes any and all risks of incident while in the 2016 JTT Championships and to the performance of any media services or activities in connection therewith; (ii) agrees that the USTA has no responsibility for any media-related equipment used during the 2016 JTT Championships; (iii) agrees that, unless otherwise designated by the USTA, he/she/it is not acting for the USTA in any manner whatsoever and is not an employee or agent of USTA; (iv) consents to the use of his/her image or likeness incidental to any live or recorded video program, photograph, or other transmission or reproduction of the 2016 JTT Championships for any and all purposes in perpetuity and without compensation; and (v) agrees to indemnify and hold harmless USTA, its respective directors, officers, employees, volunteers and agents (collectively, the “Indemnified Parties”) from and against all liability, loss, damage or expense resulting from or arising out of the issuance of the credential or Bearer’s presence on the Venue grounds and/or Bearer’s use of any 2016 JTT Championships transportation services or hotels, except to the extent such liability, loss, damage or expense arises directly out of the willful or intentional misconduct of any Indemnified Party.

Bearer acknowledges and agrees that the issuance of credentials is subject to the prior approval of the USTA and such credentials can be withheld or revoked at any time for any reason in the sole discretion of the USTA and/or its representatives. Submission of this application constitutes Bearer’s agreement to the Terms and Conditions set forth above and in place at the Venue, which may be modified from time to time by USTA.

The highest level of sportsmanship is expected from every player! An understanding of and a commitment to the points below are part of your responsibility as a player in a USTA tournament. Violators of this code or its spirit are subject to disciplinary action.

1. Once you have entered a tournament, honor your commitment to play. Exceptions should occur only in cases of serious illness, injury or personal emergency.

2. From the beginning of the match, play must be continuous. Attempts to stall or to extend rest periods for the purpose of recovering from a loss of physical condition (such as cramps or shortness of breath) are illegal.

3. Intentional distractions that interfere with your opponent’s concentration or effort to play the ball are against the rules.

4. Spectators—including parents, friends and team managers—are welcome to watch and enjoy matches. Their role, however, is clearly restricted to that of passive observer with no involvement of any kind during the match.

5. Players are expected to put forth a full and honest effort regardless of the score or expected outcome.

6. Players are expected to maintain full control over their emotions and behavior throughout the match. If you begin to lose your composure during play, try the following: Take several deep breaths, exhale as slowly as possible, and feel your muscles relax. Concentrate on your own game and behavior while ignoring distractions from your opponent or surroundings. Be your own best friend—enjoy your good shots and forget the poor ones.

CODE OF CONDUCT

If you have any doubt as to whether a ball is out or good, you must give your opponent the benefit of the doubt and play the ball as good. You should not play a let.

It is your obligation to call all balls on your side, to help your opponent make calls when the opponent requests it, and to call against yourself (with the exception of the first service) any ball that you clearly see out on your opponent’s side of the net.

Any “out” or “let” call must be made instantaneously (i.e., made before either an opponent has hit the return or the return has gone out of play); otherwise, the ball continues in play.

Do not enlist the aid of spectators in making line calls.

If you call a ball out and then realize it was good, you should correct your call. To avoid controversy over the score, the server should announce the set score (e.g., 5 – 4) before starting a game and the game score (e.g., 30 – 40) prior to serving each point.

If players cannot agree on the score, they may go back to the last score on which there was agreement and resume play from that point, or they may call for umpire assistance.

Foot faults are not allowed. If an opponent persists in foot faulting after being warned not to do so, he/she may call for umpire assistance.

Do not stall, sulk, complain or practice gamesmanship. Wait until the players on another court have completed a point before retrieving or returning a ball.

PREFACE

USTA Junior Team Tennis program includes two separate and distinct tracks:

A. The Junior Team Tennis track is designed to introduce kids to team competition in a setting that focuses on play opportunities, developing skills, and FUN. The three priorities of local JTT are to (1) make it easy to form teams, (2) increase play opportunities for every child, and (3) promote level based play.

B. The National Championship Junior Team Tennis track is designed to allow advancement from local competition to District, Section, and National championship events for the 14&U and 18&U Intermediate and Advanced divisions.

The USTA Junior Team Tennis Committee has made the following decisions for implementation beginning in the 2017 Championship Year:

1. The track allowing advancement to National Championships shall be known as the National Championship Junior Team Tennis program and the local track shall continue to be known as the Junior Team Tennis program.

2. Implementation of junior ratings as is more fully explained at www.usta.com/juniorratings.

3. Players with a rating at 3.5 and above must play at the Advanced Level.

REGULATION CHANGES

The following are the regulations changes which the Committee made for the 2017 Championship Year:

1.04D CHAMPIONSHIPS ADVANCEMENT: In USTA National Championship Junior Team Tennis, only the 14&U and 18&U Intermediate and Advanced Divisions may progress to the National Championships.

Notes and Rationale:This regulation reflects USTA National Championships Junior Team Tennis as the new name for the National Championships track of the Junior Team Tennis program. It deletes content relating to the Junior Team Tennis program which will be contained in a separate document or book. This regulation retains the language of current 1.04 D setting out the age categories and play levels which are a part of the National Championships track and which may progress to the National Championships.

1.04J RATING PROCESS: The Junior National Tennis Rating Program (Junior NTRP in TennisLink is the official system for determining play levels for USTA National Championship Junior Team Tennis. Additional information for the Junior NTRP can be found at www.usta.com/juniorratings.

Notes and Rationale:This change highlights the fact that junior ratings are now available in TennisLink, and directs players to the website that will provide up to date information for junior NTRP ratings.

2.01D DETERMINING PLAYER PLAY LEVEL: All players must be rated in accordance with the Junior National Tennis Rating Program (Junior NTRP) in TennisLink to determine play level. The Junior NTRP in TennisLink is used in conjunction with any supplemental Sectional Association regulations to determine the play levels of competition for National Championship Junior Team

LOOKING AHEAD TO 2017 Tennis. (See appendix for Junior NTRP rating chart). Players with a rating of 3.5 and above must play in the Advanced Level.

Notes and Rationale:Further highlights the junior rating process in TennisLink and sets forth that a Sectional Association may implement supplemental regulations that are not in conflict with the National regulations.

2.01D(1) SELF-RATE PROCESS: Players who do not have a Junior NTRP rating on file in TennisLink shall self-rate in accordance with the process available when registering for their team in TennisLink. Players with a rating of 3.5 and above must play at the Advanced Level.

Notes and Rationale:Note that the title for 2.01D(1) has changed from NTRP PLAYER RATING to SELF RATE PROCESS This regulation removes content referring to levels which are not a part of National Championship Junior Team Tennis and addresses the required self-rate process for players who do not have a junior rating in TennisLink.

2.01D(2) SUPPLEMENTAL PLAY LEVEL REGULATIONS: Sectional Associations have the authority to establish supplemental play level regulations to best ensure the integrity of play levels within their Sections. Any proposed supplemental regulations must be approved by a committee comprised of the Junior Team Tennis National Manager, the Chair and Vice Chair of the Junior Team Tennis Committee, and on file at the USTA Junior Team Tennis office at least 30 days prior to the first beginning date for program registrations for the Championship Year. (Please contact your Sectional Coordinator for more information.) Players with a rating at 3.5 and above must play at the Advanced Level.

Notes and Rationale:This regulation will replace current 2.01D(2), 2.01D(3) and 2.01D(4). Note that current 2016 rules 2.01D(2) and 2.01D(3) relating to section benchmarks and national rankings are deleted and the essential content of current 2.01D(4) is contained in this new regulation. 2.01D(2) is intended to allow Sectional Associations to continue to consider additional information and utilize benchmarks or rankings as they see fit so long as players with a rating of 3.5 and above play at the advanced level. The deadline for submission and approval of supplemental sectional regulations is needed to ensure that such regulations are not in conflict with USTA National Championship Regulations, before registrations begin.

2.01E(5) AND 2.03P RETIREMENT: A retirement occurs when an individual match has started and a player/doubles team is unable to continue due to injury, loss of condition, emergency or refusal to play.

Notes and Rationale:This regulation is the first sentence of current 2.03 P with the addition of “refusal to play” as an additional basis for retirement.

2.01E(6) AND 2.03Q SCORING OF RETIREMENTS: In case of a retirement, for the purpose of determining standings, the non-retiring player/doubles team shall be credited with such number of additional games as would have been won if the match was completed and the non-retiring player/doubles team won every subsequent game. For Junior NTRP computer data entry in TennisLink, mark as retired and submit actual scores of match at the point of retirement.

Notes and Rationale:For the purpose of determining standings, this regulation is the same as current 2.03P. The last sentence of this regulation has been added in order to properly assess the significance of the match result for NTRP rating purposes.
