Hello. My name is Kerry Puckett. I am the vice president of operations for Enbridge’s natural gas gathering and processing business. You have received this important safety information because you have been identified as an individual or company who may be involved in farming or ranching activities.

Gathering and transmission pipelines like those operated by Enbridge typically are buried at least three feet below the ground’s surface, but there may be areas where – due to rock or other soil conditions – the pipeline may be at a more shallow depth. Deep plowing over or near a buried pipeline, particularly in fields that over the years have been graded or leveled, can sometimes result in a plow blade striking the pipeline. Even activities such as digging fence post holes can affect buried pipelines and other utilities.

As a farm equipment operator, you should be aware of where pipelines cross your property. If you believe an Enbridge pipeline traverses your farm or ranch, particularly where deep plowing is planned, please contact us and

an Enbridge representative will verify where a pipeline may be located and the depth at which that pipeline is buried. Pipeline damage, even if that damage does not immediately result in a leak, should be reported to Enbridge. Scraping a pipeline may remove the protective pipe coating, which may promote corrosion of the pipeline, sometimes leading to a leak several months after the damage occurred.

While we recognize that, as a farmer, you may be exempt from calling One-Call before working on your property, we encourage you to call 811 before deep plowing and other similar activities. Pipeline markers will provide the relative position of a buried pipeline but should never be used as a reference for the exact location of a pipeline.

We have employees based throughout Texas, Louisiana and western Oklahoma and welcome the opportunity to meet with you to discuss our pipelines and One-Call requirements. Reliable, safedelivery of energyIn the United States alone, more than 2 million miles of pipelines deliver petroleum products and natural gas. Pipelines are the safest, most efficient and most reliable way to transport liquid and natural gas energy resources.

Call before you dig – it’s the law!Hello. My name is Brett, and I’m a safety coordinator for Enbridge in Springtown, Texas. It’s my job to promote the safety and health of our employees and of people who live and work near our operations. Digging without first calling 811 to locate buried utilities, including underground pipelines, is dangerous and can is dangerous and can disrupt basic utility service to your home and to your neighbors. If you strike one of our pipelines, immediately walk to a safe area and call 911 and the Enbridge telephone number on a nearby marker or in this brochure.

Accidental pipeline strikes caused while digging in the right-of-way are a major source of pipeline damage and leaks. Although the regulations for digging and one-call notification differ slightly among Texas, Louisiana, Arkansas and Oklahoma, each state does require One-Call notification at least two days prior to the start of excavation. Your call to 811

is a FREE SERVICE. The One-Call Center will notify us or the appropriate utility that someone is proposing to dig near a pipeline or other buried utility. If we determine that the proposed work is on or near our right-of-way, an Enbridge representative will mark the location of our pipeline.

Our pipeline markers are located at varying intervals along the right-of-way and typically on both sides of road crossings. All pipeline markers provide a telephone number for reporting pipeline emergencies and indicate the product transported in that pipeline.

Do you know how to recognize a pipeline leak?The product transported in Enbridge’s nearby pipeline may be consumer-quality natural gas, untreated gas or natural gas liquids. Additional information is included with this brochure if the Enbridge pipeline in your area transports natural gas liquids, natural gas containing hydrogen sulfide, or if there is an Enbridge natural gas compressor station nearby.

Like many fuels, natural gas can escape and be hazardous. With our thorough maintenance, testing, training, monitoring and safety programs, a pipeline leak is unlikely. But if one were to occur, it is prudent to know that you might see, hear or smell one or more of the following leak indicators:

• Dirt being blown or appearing to be thrown into the air

• Dead or dying vegetation in an otherwise green area

• A dry area in a wet field

• Flames coming from the ground or appearing to burn above ground

• Liquid on the ground

• A roaring, blowing or hissing sound

• An unusual petroleum, skunk or rotten egg odor*

* Natural gas is essentially odorless. An odorant is often added for safety reasons near the point of consumption, but cross-country transmission and gathering pipelines like those operated by Enbridge typically transport natural gas without an odorant. Hydrogen sulfide will also carry a rotten egg odor; additional information is included with this brochure if a pipeline near you transports natural gas containing hydrogen sulfide.

Never assume that a buried pipeline will be at a certain depth. Enbridge encourages everyone – even those subject to exemptions from the one-call requirements – to call 811 before beginning any excavation work.

What you should do if a pipeline leak occursMy name is Barry, and I’m the emergency response coordinator for Enbridge in Texas, Arkansas and western Oklahoma. It is important that you do not create a spark if you suspect a pipeline leak. Potential ignition sources include smoking materials or open flames, cell phones, pagers, flashlights, keyless entry remotes and vehicles. Do not operate light switches, telephones or other electrical devices.

• If you are in a motorized vehicle or are operating equipment, you should turn the ignition off and walk away – upwind if possible.

• Leave the area and warn others to stay away.

• From a safe area, call 911 and then, if possible, call the Enbridge emergency number that you see on a pipeline marker, on the included magnet or listed in this brochure.

• Avoid contact with pipeline contents and associated vapors.

Never attempt to operate pipeline valves or extinguish any pipeline fires. This could actually prolong or worsen an incident – or even cause another leak in the pipeline.

Pipeline locationIn addition to pipeline markers, you can also find the general location of pipelines in your area and contact information for the pipeline operators through the National Pipeline Mapping System (NPMS). This information is available online at npms.phmsa.dot.gov. However, do not rely on this information when planning to dig near any pipeline. The One-Call procedure must be used to properly locate pipelines and other buried utilities at a proposed excavation site.

The pipeline follows a long, narrow stretch of land called a right-of-way, which designates a safe and clear corridor for the pipeline. It is essential that our employees and contractors are able to access our rights-of-way for inspections, maintenance, testing or in an emergency. Therefore, constructing permanent or temporary buildings and planting deep-rooted shrubs and trees are prohibited in the right-of-way. For more information about right-of-way standards, please call our Right-Of-Way Department at (713) 821-2000.

Protecting people and the environment

My name is Gregg. I work in Enbridge’s Pipeline Integrity Department in Houston. Our team is responsible for managing a program of preventive

measures to promote safe, reliable operations of our pipelines and related facilities. These measures include:

• High-quality pipeline materials and anti-corrosion coatings

• Cathodic protection (a low-level electrical charge) to inhibit corrosion of underground pipelines

• Pressure testing of new and existing pipelines

• Inspection procedures to locate pipeline features

• Preventive maintenance programs

• Around-the-clock surveillance of transmission pipeline operations

• Frequent aerial and periodic ground surveys of the right-of-way

Enbridge representatives will notify affected residents along our right-of-way when we are planning to conduct maintenance on our pipeline. Please call us – or your local law enforcement agency – to report any unusual activity in our pipeline right-of-way or any unauthorized entry into our facilities.
