SMEs to access business development loans.

Brookings Institute Export Strategies

• Four pilot U.S. metropolitan area export plans:• Syracuse, NY; Minneapolis-St. Paul, MN; Los Angeles, CA;

Portland, OR.

• All had new-to-export program recommendations. • Three were one-on-one programs linking new exporters

with established exporters.

• Identified specific target industries for export development.

• Developed regional marketing strategies for exports.
