Possible Reasons for Observed Inequities

• Unbalanced teacher supply (Brownell, Hirsch, & Seo, 2004; DeAngelis, Peddle, & Trott, 2002)

• Disproportionately high teacher mobility (Ingersoll, 2004; Ingersoll, 2011)
