1 Introduction
1.1 summary
Hexing Prepayment System is a new billing methodology. It combines a superior
keypad metering equipment and an advanced one-way communication
management system. Similar to a credit purchase for a pay-as-you-go mobile
phone, data transfer from POS (point of sale) is made via a numeric token using
STS (Standard Transfer Specification) encryption techniques and protocol. User
only needs to key in the code printed on the token thru keypad to credit the meter.
This user manual covers general information about HXE34 integrated keypad
meter, which is used in advanced Hexing Prepayment System.
Equipped with proven keypad technology, HXE34 contains all critical metering,
token decryption, relay disconnection and reverse energy detection functionality.
Together with the modern look and feel, it can be used in a wide range of
application for all consumer types.
1.1.1 Advantages
Hexing Prepayment System offers significant benefits and convenience both to
the utility and the end user.
For the Consumers
a) Efficient management:
In the manner of pay-as-you-go, user can purchase token from any
authorized vending station.
Helps the individual to monitor their spending on electricity
Emergency credit and friendly credit is allowed
Refund is allowed.

Various methods are available to pay for the credit.
Access to meter data by keying in short code
When the user key in enquiry code information, the LCD will display
the enquiry information.
c) Safety
Each token can specifically be used to credit a particular meter with a
certain serial number only.
Token can be re-issued if it is lost for some reason.

2.3 Installation
The meter should be installed where is dry and ventilative. It is better to be

installed in the meter box.
2.3.1 Installation method
For securely mounting the meter, to the meter board, the meter base is provided
with2 screws mounting holes, 1 slotted meter support bracket at the top that can
be fixed by using a M410 screw, and 2 round hole on each side in the bottom
half of the base. The two round hole should be fixed by using PA410 or PA412
screw.
The meter board should be fixed firmly.
2.3.2 Connection
Meter should be connected in the right way according to the wiring diagram
below:
NOTE:Use copper cable as the lead-in wire to terminal block, and the screws in
the terminal block should be screwed down tightly to avoid burnt because of bad
contact or thin lead-in wire.
3 LCD display
Easy-to-read backlit LCD is used. Below is the image of LCD with all segments
display.

3.2 Display Mode
There are three display modes: scroll display, static display and enquiry display.
The scroll display table is configured.
1) Scroll Display
It is available when the meter is connected. The scroll display list is Credit, total
energy, rated power, SGC, tariff index, tariff kWh, phase A power, phase B power,
phase C power.
Scroll Display is the default display mode
2) Static Display
When meter is disconnected from main line, static display is available to indicate
the balance.
3) Enquiry display
When the user keys in enquiry code information, the LCD will display the
enquiry information.
Note: If meter is re-connected, scroll display will start automatically.

3.3 LED Indicator
In addition to the displays required above the meter must display the following
information:
There are three LED indicators:
Alarm LED:
If special event occurs on the meter, the LED will light on and go out till the
event restored. The event is configurable.
Balance credit indicator:
Indicate the storage credit. Three level of storage credit can be indicated by
different color. The three levels are programmable.
Pulse indicator LED
The red LED on the right keeps flashing when meter is connected, indicating the
user is consuming energy.
3.4 Different LCD images
Date, time, balance credit, total energy, rated power, SGC, instantaneous power
and tariff index is displayed on the LCD.
4 Keypad
User interaction with the meter (such as credit the meter) and access to meter
information (such as energy consumption) is available by using the keypad.

There are all together 12 keys, which are made up of 10 numeric figure keys from
0 to 9, backspace key ( ) and enter key ( ).
When pressed the keypad has tactile feedback.
Note: In case of power off, meter enter low power mode, user need to press the
1st code up to 1 second and input the other code normally.
5 Meter Function
5.1 Energy measurement
HXE34 Keypad meter can measure energy in security mode, which means it
records reverse energy as forward one, and adds this value to total energy
consumption. The registration range is 000000.00 ~ 999999.99 kWh.

The meter can also measure instantaneous power, voltage and current.
5.2 Communication
HXE34 keypad meter has optical port on the top right corner; the optical port is
designed in accordance with IEC62056-21.Meter parameters are programmable
through Hexing PC software.
5.3 STS function
5.3.1 Purchase a token
Similar to a pay-as-you-go mobile phone, credit can be purchased from any
authorized vending station.
The user will supply the vendor with meter serial No. and the amount that he/she
wishes to purchase. If meter serial No. is not available, it is still possible to
purchase electricity supplying with other registered information such as physical

address of the user.
The vendor will in return hand the user with a token with a 20-digit credit code,
which is generated using STS encryption techniques and protocol. All data such
as monetary amount, meter key. and date of transaction reside in this code. In this
way, all tokens are meter serial number specific, which means that a token can
only be used on one specific meter.
If user buys token from a vendor and would for some reason lose it, no one would
be able to use the token (on a different meter) unless it is entered into the initial
buyers meter. This makes a very safe and controlled environment.
5.3.2 Credit the meter
The procedure of the credit meter is as below:
1. User get credit TOKEN, such as 64188786299167809510 after
purchase credit at CDU or POS. This TOKEN is encrypted by credit value,
data and key.
2.Please key in 20-digit code that appears on the token through keypad on the
meter.
The code will be scroll display on the LCD from right to left. Every 4 digits will
be separated by -.
During the process of topping up stored value, the time interval allowed for
keying between the 2 digits should not be more than 10 seconds. Otherwise the
digits, which have already been keyed, will be deleted automatically.
The following three LCD images display the process of entering credit code

1)
Verify entered code on LCD.
2) Press Backspace to delete incorrectly entered digit.
3) Press Enter to confirm when the code is entered completely and correctly.
5.3.3 The acceptance or rejection of a token
Acceptance
LCD can display the credit amount immediately and there is SS shown on the
top left corner of LCD.
The 20-digit code is entered correctlythe credit amount is300.00kWh
Rejection
EE will be shown on the top left corner of LCD.
Any one of below problems will cause token rejection:

a)The 20-digit TOKENis not entered correctly.
b)The TOKEN has been used to credit meter before.
c)The token is beyond the validity.
d)The key is beyond validity

5.3.4 Management
Meter can be managed through key in short code
1. Common management code:
Common management code is used to test meter performance and inquire meter
parameters. Such common code is not encrypted by STS and can be used in any
prepayment meter that in accordance with STS.
a) The meter performance test include two parts:
Relay test
Note: The relay test will operate the reverse current status. If the remain credit is
below 0, the relay is not permitted to connect. After 2 minutes, the relay will
return to the initial status.

2. Special management code:
Special management code is encrypted by CTS, which includes time and relevant
management information. Such code can only operate the meter that has identicalkey.
The main function as follow:
Maximum power setting
Remaining credit clear
Key Modification
Event status clear
3. Relay test
If the relay is connected, try to disconnect it; if the relay is open, try to connect
the relay.

5.4 Billing
The meter has freeze function, it will day-freeze automatically at zero hour
everyday; month-freeze automatically at first days zero hour of every month. The
month-freeze information includes the energy, credit and expenditure of current 5
months. User can query the freeze information by functional key
5.5 Low Credit Alarm
Visible and audible low credit alarm is available to facilitate user to manage the
balance and credit the meter in time. This feature is programmable through PC
software.
a) Visible low credit alarm
There are three thresholds which is programmable in the meter.

Green LED on - When credit is full or have enough credit
Red LED on- When remaining credit is less than second alarm
thresholds
b) Red LED flashes- When the remaining credit is less than third alarm
thresholds
c) Audible low credit alarm
When credit stored is less than first alarm thresholds, the buzzer will alarm. User
can cancel the audible alarm by key in short code 812.
NOTE: The buzzer cannot alarm during 20:00 ~~08:00 when users are in rest.
5.6 Inquiry Button
A list of short codes is defined to meet various needs of user. User only need to
key in particular 3-digit short code through keyboard to interact with meter and
access to data.

Meter ID
Base on the STS standard, meter number is 11-digit number, the first two 2-digit
is the exclusive ID of company, the last 1-digit is verify key, the middle of 8-digit
is the meter number that displayed by LCD
There is 00 shown on LCD to indicate the short code is 800, and the total
electricity consumption is 100.00kWh.

5.7 Relay Control
The relay will disconnect by this reasons: lacking balance, relay disconnect under
the STS testing mode, open the cover of meter and terminal
If the disconnection is based on these reasons, relay will connect automatically
when event returned; if the disconnection is based on lacking balance, relay will
connect automatically until credit; if the disconnection is based on opening the

cover of meter and terminal, relay still disconnect even the cover closed but user
input the TOKEN code of cleanup
The balance would account toward negative under the emergency overdraft mode
or caused by performance failure of relay when balance is lack.
5.8 Over Loading Management
The load shall be disconnected when the load power threshold has been exceeded.
1. Current power is greater than maximum rated power, if continuous time is
30seconds, the relay opening.
2. After 30 seconds, connect the relay, and then implement the overload
detection.
3. If is still overload, turn to the 1 cycle; if do not occur overload in continuous 30
minutes, clear the overload event record data.
4. If detect the overload 5 times, meter will record the overload event,.
5. After 30 minutes, connect relay retry overload disposal and clear the overload
event record data.
Note:If power off occurs during the disposal process, overload disposal will start
from its original status; if relay operating fails, it will continue the process
according to over loading disposal t procedure.
5.9 Event Record
There are 4 types of events.
The 1st event: meter reset. The meter will record the total reset times and the last
3 occurred time.
The 2nd events: power off, meter cover open, meter terminal open, relay off,

A,B,C 3 phase unbalance, A,B,C 3 phase over voltage, A,B,C 3 three phase low
voltage, A,B,C 3 phase reverse, 3 phase unbalance. Every event is recorded the
total occurred times and accumulated time and the last 3 starting time and end
time.
Meter cover open and meter terminal open condition: the event is detected
continuous 10s will act as event starting time and 5s will act as event end time.
The phase A,B,C (over voltage, low voltage, reverse, unbalance) events has to be
detected continuous 3 min.
The 3rd event is programing meter.The meter will record the total occurred time
and the last 3 programmable ID and occurring time.
The 4th event is credit. The meter will record the total occurred time and the last
10 credit time, value, and token.
5.10 Event indicators
S1 : Power-on indication
S2 : Meter cover open indication
S3 : Terminal cover open indication
S4 : Overload indication
S6 : Meter under 3 phase unbalanced status
S8 : Under the key set state
5.11 Up-limit Credit
There is a register can be setup that is upper limit register of the credit. If the
meters credit is more than upper limit after credit, the credit is unsuccessfully.

5.12 Back-up Battery
The meter will use the back-up battery when power outage, LCD will display
when battery is low voltage.
5.13 Fixed Expense
Fixed expense have no relationship with energy consumption, the fixed expense
is reduced at 06:00 every day.
6 Meter storageThe meters transportation and storage must be the original package. The meter is
better to indoor installation than outdoor installation. It must be installed in the
meter box if outdoor installation. The meter belongs static instrument, so please
do not open the meter cover.
