Preface
About this Manual
This User Manual helps to understand and use the License (Generic) Module of uCustoms. It
describes the features of License (Generic) Module, and explains the procedures to be followed for
performing the system functions in the License (Generic) Module.
Prerequisites
The course assumes the attendees are to have basic knowledge on Customs operations and
familiarity with the business terms related to Customs activities. Although this is not an absolute
requirement, lack of basic Customs knowledge and familiarity may affect the learning rate from the
course.
The uCustoms application is a standardized Web Application. Once the attendee learns the basic
functions, using similar features will become easy and intuitive.
During the training, fictitious accounts will be provided for various type of users based on their
specific roles.

GETTING STARTED
Registered user can login to uCustoms by entering the Customs URL in the address bar of the web
browser.

COMMON FEATURES
uCustoms includes some common features across all modules. Functions for these features are same
throughout the application. These common features are grouped and described with their functions
below.
Search
uCustoms allows searching for a particular record by entering the keyword(s) associated with that
record. User can search a record by entering the keyword(s) in the Search window located on the left
side of the submenu, main list or sub list.
To search:
Enter or select any or all the search parameters in the respective search fields and click
Search.
The search results appear which help the user to easily navigate to the required record.
Click Reset Search to clear the search parameters and reset the list or sub list.

1. LICENSE (GENERIC)
License module deals with the application, renewal, suspension, amendment and cancellation of
configured Licenses for various License Categories. The License Categories are as listed below:
License (LMW/BWH/DFS/ICD/PSB).
AEO Status.
Windfall Levy.
Generic License.
The Generic License facilitates the process of managing License creation and validating it while
issuing License to the Applicant. Based on the License Type, License is issued to the Applicant once
the Application for License is approved and Payment/Surety association is completed (if any). If there
are no Payments/Surety association, then system activates the License for usage on Approval
directly.
Generic License includes the following License Categories:
Application as Agent.
Application for Approval as Licensed Carrier.
Ship Store Supplier.
Application to Use Jetty.
Application for Private Jetty License.
Application to Use Private Jetty License.
Approval for Exemption from Landing/Loading Goods at Valid Landing Area.

A. Trader/Shipping Agent/Forwarding Agent/Carrier Agent/Ship Store Supplier (Applicant)
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier (Applicant) can
create and submit the License Application (selecting the configured License Category) to get an
approval from the respective authorities. Applicant can also request for License Authorization, renew
the License, create Agent Pass and update the License information (if required). Validation and
Issuance of the License is made based on the information provided in License Configuration details.
The features accessible to the Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store
Supplier are explained in the following sections.
1.3 Create and Submit Application for Applicant as Agent License
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create and
submit the License Application for Applicant as Agent after receiving the Authorization approval (if
configured). Once the License Application for Applicant as Agent is activated, system auto-generates
the License Number.
1.3.1 Create License Application
Trader, Shipping Agent, Forwarding Agent, Carrier Agent or Ship Store Supplier can create the License
Application. Once all the required details are entered, the Application Request is submitted for
approval.
Note: The process of creating and submitting the License Application and the License Application approval
process is similar to all the License Categories selected by the Applicant.
To create the License Application:
1. On the License RMCD menu, click License Application submenu.
The License Information form appears as shown in Figure 1.3-1.

2. Select the License Category from the drop-down list.
The drop-down list values include:
Applicant as Agent.
Note: The License Category drop-down values include only the configured License Category selected by the
Applicant.
3. Select the License Name from the drop-down list.
The drop-down list values include:
Shipping Agent,
Forwarding Agent, and
Shipping Agent and Forwarding Agent.
Note:
System auto-displays the License Name field values based on the selected License Category.
License Name drop-down values appear based on the configured Stakeholder Category by the License
Administrator.
Above specified drop-down values appear only for Applicant as Agent License Category selected by the
applicant.
4. After selecting the required License Category and License Name, click New to create the
License Information.
The Application for License form appears as shown in Figure 1.3-2.

associated Customs Stations if required. To disassociate the Customs Station:
1. In the Customs Station List, select the check box corresponding to the Customs Station Code
that needs to be disassociated as shown below.

1.3.1.2 View/Add Goods
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can add the Goods if
required. To add the Goods:
1. In the Application for License form, click and then click View/Add Goods.
The Allowed Goods List appears as shown below.

The Document Name with Prefix ‘O’ indicates that the document is Optional to upload, ‘M’ as Mandatory to upload and ‘G’ as Group wherein uploading one of the documents is mandatory.
Applicant should upload Appointment Letter if the registered Designation is other than Managing Director for all the License Applications.
The drop-down list values are displayed based on the selected documents in the License configuration of respective License Category. If ’Others’ is selected from the drop-down list, Other Document Type field appears which is mandatory to enter.

4. Click Close to navigate back to Authorization Request Details form.
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can delete the
uploaded document if required. To delete the uploaded documents:
1. In the Uploaded Document List section, select the check box corresponding to the Document
Reference No. to be deleted.
2. Click to delete the uploaded documents as shown below.

3. Click OK to delete or click Cancel to discard the action.
1.3.1.5 Create Surety Details
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create the Surety
Details if configured.
Note: The association of Surety is mandatory only if the Surety Required option is selected while configuring
the respective License Details.
To create and submit the Surety details:
1. In the Application for License form, click and then click Surety Details.
The Surety Transaction form appears as shown below.

6. In the Surety List, select the check box corresponding to the Surety Number and click to
save the selection.

form to submit the Surety.
If Surety is not associated and the application is submitted to the reviewer, then the license will not be
activated until the Surety is associated.
1.3.1.6 View Applicable Documents
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can view the
applicable documents for the License Application. To view the applicable documents:

1.4 Create and Submit Application for Approval as Licensed Carrier (Carrier Agent) License
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create and
submit the Application for Approval as Licensed Carrier (Carrier Agent) License. Once the Application
for Approval as Licensed Carrier (Carrier Agent) License is activated, system auto-generates the
License Number.
1.4.1 Create License Application
Trader, Shipping Agent, Forwarding Agent, Carrier Agent or Ship Store Supplier can create the License
Application. Once all the required details are entered, the Application Request is submitted for
approval. To create the License Application:
1. On the License menu, click License Application submenu.

1.5 Create and Submit Application to Use Private Jetty License
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create and
submit the License Application for Application to Use Private Jetty License. Once the License
Application for Application to Use Private Jetty License is activated, system auto-generates the License
Number.
1.5.1 Create License Application
Trader, Shipping Agent, Forwarding Agent, Carrier Agent or Ship Store Supplier can create the License
Application. Once all the required details are entered, the Application Request is submitted for
approval. To create License Application:
1. On the License menu, click License Application submenu.
The License Information form appears as shown below.

2. Select the License Category from the drop-down list.
The drop-down list includes:
Application to Use Private Jetty License.
3. System auto-displays the License Name from the drop-down list based on the selected License

Application to Unload/Upload Goods for Private Jetty once all the required details are entered. To

1.7 Create and Submit Application to Use Jetty License
The process to create and submit Application for Private Jetty License is similar to the process to
create and submit Application to Use Jetty License. For more details, refer section 1.5 Create and

1.8 Create and Submit Application for Approval for Exemption from Landing/Loading Goods at Valid Landing Area License
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create and
submit the License Application for Approval for Exemption from Landing/Loading Goods at Valid
Landing Area License.
Once the License Application for Approval for Exemption from Landing/Loading Goods at Valid
Landing Area License is activated, system auto-generates the License Number.
1.8.1 Create License Application
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create the
License Application. Once all the required details are entered, the Application Request is submitted
for approval. To create the License Application:

Trader, Shipping Agent, Forwarding Agent, Carrier Agent or Ship Store Supplier can create the License
Application. Once all the required details are entered, the Application Request is submitted for
approval. To create License Application:
1. On the License menu, click License Application submenu.

1.16 Create Authorization Request
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create the
Authorization Request to apply for the License, if Authorization is configured in License Configuration
for that License. If Authorization Required checkbox is enabled for the configured License Category,
then system should not allow the Applicant to create the License Application and notifies the
applicant to Request for Authorization. Once the Licensing Administrator approves the Authorization
Request, Applicant can apply for the respective License. To create the Authorization Request:
1. On the License RMCD menu, click Authorization and then click Authorization Request
submenu.

1.20 Create Request for Update/Add New License Information
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create the
request for Update or Add New License Information for the configured License Category. Trader,
Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can update or add the new
license information such as change of address, change of ownership of company, change of directors,
stakeholders and staff, add or remove list of authorized personnel and add or remove list of Agents.
Note:
Trader, Shipping Agent, Forwarding Agent, Carrier Agent or Ship Store Supplier can update or add
new License Information only when the License is in Activated state.
To create the request for Update or Add New License Information:
1. In the Application for License form, click Update License to update the License Information as
shown in Figure 1.18-1.

Update License button in Activated state. After this, eligible section for updation is enabled for
applicant to modify based on the License Category.
Change of Premise Type is not allowed when the declarations are In Progress status.
License Number remains same after relocation to a different state; only the station code changes.

o License specific details: Select to make changes to License Specific Details section.
o Upload Additional Documents: Select to make changes to View/Upload Required
Documents details in Link repository.
o Associate/Disassociate Goods: Select to associate or dissociate good details.
o Associate/Disassociate Customs Station: Select to associate or dissociate Customs
Station.
Once the Request for Amendment is rejected, the status of Application for License changes to
Activated or Amended based on the previous status.
o The changes in the Application also revert to the previous status details.
3. Add or change the required details.
4. Click Request for Update to update the edited changes.
The License for Application form refreshes with Requested for Amendment status as shown in
Figure 1.18-3.

1.21 Create Request for Renewal of License
Trader, Shipping Agent, Forwarding Agent, Carrier Agent and Ship Store Supplier can create the
request for Renewal of License within 60 days or before configured days of License expiry (specified in
configuration). If the renewal request is submitted within configured days of License expiry, then
Compound Fee for late submission is calculated for renewal. Renewal request is approved by CSD, and
the Compound amount (if any), is collected along with the Renewal fee for approval of Renewal
request. To create the request for Renewal of License:
1. On the License RMCD menu, click Renewal Requests submenu.
The Renewal Requests List appears as shown below.

On the License menu → click Authorization Request submenu → In the Authorization Request List, click → In the Authorization Request Details form, enter the required details →click Create. The Authorization Request Details form status changes from New to Created. How to Submit Authorization Request Details? In the Authorization Request Details form →click Submit. The Authorization Request Details form status changes from Created to Submitted. How to Create Request for Agent Pass?

GLOSSARY
License (Generic): The Generic License facilitates the process of creating License and validating it
while issuing the License to the Applicant. Based on the License Category, License is issued to the
Applicant and the Payment or Surety is associated (if any). If the Payments or Surety association is not
required, then the system directly activates the License for usage on Approval.
Jetty: In general, a jetty is a structure that is connected to a body of water that is used to launch or
land a vessel. Jetty Licenses include Commercial (intended for commercial activities), Private Jetty (for
use by the applicant and family only, for domestic and recreational activities) and Public Jetty Licenses
(given to a public body for use by the general public).
