1. Introduction

Department of Drinking Water & Sanitation, Ministry of Jal Shakti, Government of

India, is the nodal Department for monitoring progress under the Swachh Bharat

Mission, at the central level. The ODF plus application has been developed by the

Department in technical collaboration with NIC. The primary focus of this app is

to ascertain the current status of ODF Plus in rural India. This app aims to

conduct a baseline assessment across all villages during the current financial

year. The baseline assessment is proposed to be carried out in all districts of India

from June 15,2020 to August 31, 2020 to determine the current status of Solid

and Liquid Waste Management (SLWM) and ODF Sustainability.

2. Registration

The user can access the app only when the registration has been done. District

performs the user registration. Figure below shows the [M 10] User registration

for ODF Plus Mobile App:

The user registration is done based on the type of the User Type listed as follows:

Let’s register a user for District level, as explained below:

1. Select the State Name.

2. Select the User Type (Baseline Survey for –District).

3. Select the District Name.

4. Select the radio button as New Entry for new user and Update for updating the details.

5. Enter the other details such as Name, Gender, Designation, Address, Mobile number and email (optional).

6. Click the Submit button, as shown in the Figure below:

When the Submit button is clicked, the alert message as Success appears on the screen, as shown in the Figure below:

7. Click OK to proceed.

2.1 User Approval (By District) The steps to perform the approval process for the registered users are as follows:

1. Login to SBM-MIS.

2. Select the [M09] Approve user of ODF+ module under the Entry/Update menu for Mobile Application.

Figure below shows the [M09] Approve user of ODF+ module:

Let’s follow the following steps to approve the user registered in the above [M 10] User registration for ODF Plus Mobile App:

3. Select State Name.

4. Select User Type (Baseline Survey for –District).

5. Click Search button.

The list of users that have registered on the mobile application will appear on the

screen, as shown in the Figure below:

6. Select Check for Approve checkbox.

7. Click Approve button, as circled in the Figure below:

On successful approval of the user, system displays a success message, as shown in the

Figure below:

8. Click OK button to proceed.

2.2 Allocation of ODF Villages for approved users (By District)

The steps to perform the approval process for the registered users are as follows:

1. Login to SBM-MIS.

2. Select the [M08] Allocation of ODF Villages for ODF+ Messages module underthe

Entry/Update menu for Mobile Application. Figure below shows the [M08] Allocation of

ODF Villages for ODF+ Messages module:

The steps to allocate the village to the approved users in [M09] Approve user of ODF+ are listed as follows:

On clicking of Search button, the list of villages appears on the screen, as shown in the Figure below:

8. Select Is Allocate checkbox against the village name that needs to be allocated to the approved user. A user can also select multiple checkboxes, if required.

On successful allocation of the villages, system displays a success message, as shown in the

Figure below:

9. Click OK button to proceed.

NOTE: ODF Declared and Verified villages can be allocated to the approved users. If the

user is trying to allocate non-ODF declared and verified village, the page shows the error

message

3. Objectives of the Survey Baseline App

With all States, Districts and Villages in India having declared themselves Open Defecation

Free, the Department of Drinking Water and Sanitation now aims to ensure that all villages in

the country become ODF Plus during Phase II of Swachh Bharat Mission - Grameen. To

ascertain the current status of ODF Plus in rural India, DDWS plans to conduct a baseline

assessment across all villages during the current financial year. The baseline assessment is

proposed to be carried out in all districts of India to determine the current status of Solid and

Liquid Waste Management (SLWM) and ODF Sustainability.

4. How to Download the app The steps to download the app are as follows:

1. Go to https://sbm.gov.in/ODFPlus

2. Download the application APK file from “Download ODF Plus App”.

3. The file will be downloaded as “ODF Plus App.apk”.

5. How to install the app

If the application is downloaded on the computer, then it is required to transfer it to the

smartphone using USB cable. Once transferred, the application can be installed.

It is necessary to enable the Unknown Sources option. This option is used to perform the

installation of the applications that are not the part of android market.

Once the installation is done, you can access the application.

6. Login to the application

The steps to start the application are given as follows:

1. Click the ODF plus Baseline icon in application menu. The home screen of the application is as follows:

2. Enter the mobile number.

3. Click the Login button. (App sends an OTP to the entered mobile number.)

4. Enter the OTP.

5. Click Verify OTP button, as shown in Figure below:

When the Verify OTP button is clicked, the master data is downloaded. The alert message appears on the screen, as displayed in the Figure below:

6. Click Ok to proceed. The user dashboard appears on the screen according to the user role type listed as follows:

The steps involved in data collection and baseline assessment methodology are as follows:

1. Gathering village information and hamlet formation

2. Hamlet visit, mapping and geotagging of community assets

3. Mapping HH level ODF Plus indicators

4. Data compilation and reporting

The key informants for Village assessment may be the following:

Sarpanch/ Pradhan/ Village head/ Gaon Burah

Gram Panchayat (GP) secretary

Village Water and Sanitation Committee (VWSCs) members

Anganwadi (AWW)/ASHA/ANM workers,School Teachers)

Any other prominent person in the village person who is well versed with the

village conditions

The key informants for Hamlet assessment are listed as follows:

Gram Panchayat (GP) secretary

Ward members, and/or elected PRIs from the same hamlet

Village Water and Sanitation Committee (VWSCs) members staying in the hamlet

Anganwadi (AWW)/ASHA/ANM workers

Any other prominent person in the hamlet who is well-versed with Hamlet

conditions.

7.1 Village Basic Information

The steps involved in completing the operations related to entering and updating village information are as follows:

The Application displays a drop-down menu option for selecting

2. Select Block and GramPanchayat from the drop-down menus.

On selecting Block, application displays the Grampanchayat name (the number of

allocated villages).

The following table displays the various validations rules for each component unit of the

Village Basic Information option:

Component Unit Validation Rule No of HHs (As per Mar 2020) Maximum number of HHs can be 2 times

of the Total Number of the HHs as per MIS if No. of HHs in MIS is less than 500 else it will be 1.5 times. The value cannot be negative.

Population (As per Mar 2020) Maximum value of can be six times of the Number of HHs. The value cannot be negative.

Number of Hamlets Maximum value can be 20. The value cannot be negative or zero.

Average Quantity of Grey Water Generated in Village per day

Value can be entered between 0 to 9999. The value cannot be negative.

Number of Households having Cattle Value entered cannot be more than No. of HHs. The value cannot be negative.

Number of Household with door to door collection

Value entered cannot be more than No. of HHs. The value cannot be negative.

Number of Households with technology toilet types

Sum of the different toilet technology types cannot be more than No. of HHs entered. The value cannot be negative.

Average Total Quantity of Solid Waste Generated daily (in Kg)

Value can be entered between 0 to 9999. The value cannot be negative.

7. Enter the details for the Village Basic Information.

8. Select the Camera button in front of Capture and Upload the rough map of Village

with Hamlet to save the entered details, as shown in the Figure below:

10. Select the Save Details button.

When the Save Details button is clicked, the data gets saved in the offline server and

the user is prompted with a message as “Information stored in offline database", as shown in the Figure below:

11. Once the data is saved in the offline server, it can be uploaded to the GOI Central Server by clicking the Upload Details to the GOI Central Server, as shown in Figure:

NOTE: Kindly note that the user cannot perform any operation in ODF plus baseline without entering the information of corresponding village in the Village Basic Information.

9. Progress Monitoring (ODF (4+1)& CSC-Village) In this option, the user can upload the Geotag images for the fo4llowing components listed as follows:

9.1 IEC Messages (4+1) The steps involved in completing the operations related to IEC + Messages are as follows:

1. Select IEC Messages (4+1) option. Application displays the select drop-down menus for Block and Grampanchayat.

2. Select Block and Grampanchayat name. On selecting Block and Grampanchayat name, application displays the village name (the number of allocated villages).

3. Select the Village name for which the photographs needs to be uploaded, as shown in Figure:

Then, application displays a select category page.

4. Select the category name from the Select Category drop-down menu, as shown in Figure below:

7. Once the permission is granted, the application opens the camera and captures the image.

9.2 CSC’S Image Geotag

This option is used to update the Community Sanitary Complex’s (CSC’s) Image

Geotagging process.

The steps to complete the CSC’s Image Geotag are as follows:

1. Select Block Grampanchayat name from the drop-down menus, as shown in the below Figure:

2. Select CSC’s name.

3. Click the Take Photo button, as shown in Figure below:

Annexure-I: Data Upload This annexure gives the details pertaining to the data upload scenarios.

1. The user should maintain the correctness of the data while uploading it. The data once submitted cannot be modified.

2. Kindly note that, in case, there is no internet connectivity or low internet speed, the app allows the user to save the data in an offline mode aswell.

3. In such scenarios, the application prompts with the message, “You are currently working in offline mode.”

4. However, it is mandatory to upload the final data to server once the internet connectivity is available.

5. The number of images to be uploaded is equal to the number of functional units entered against that component.

6. Some validations related to data upload are explained below:

7. The default values for capturing the data for various parameters against each component is set as 0.

8. Case 1 (Village Basic Information): If the value for Number of Household having cattle functional unit exceeds Number of Households, the app displays alert, “The number of households having cattle cannot be less than zero(0) or more than value of Number of Households functional unit”.

9. Case 2 (Village Basic Information): If the value for Number of Household with toilet technology type functional unit exceeds Number of Households, the app displays alert, “The number of households in all having cattle cannot be more than number of the households in the village”.

10. Case 3 (Community Assets Information): If the value for the Village Basic Information has not been entered, then the app displays a alert, “It is mandatory to first capture the data using “Village Basic Information” option before proceeding with the ODF Plus Baseline.”

11. Case 4 (Community Asset Abstract data): If the entered functional unit value(s) is greater than the total units, the app displays the alert,

“The value of the functional unit name should not be less than zero (0) and more than specified maximum value.”

12. Case 5 ((Community Asset Abstract data): If the value of the functional unit for the selected category is not entered, the app displays the alert, “Please enter functional unit value”.

13. Case 6 (Community Asset Details): If the value of the functional unit for the selected category is not entered in the Community Asset Abstract data, the app displays the alert, “It is mandatory to first capture data using

“Community Asset Abstract data” option ”.
