1. Introduction

Department of Drinking Water & Sanitation, Ministry of Jal Shakti, Government of

India, is the nodal Department for monitoring progress under the Swachh Bharat

Mission, at the central level. The ODF plus application has been developed by the

Department in technical collaboration with NIC. The primary focus of this app is

to ascertain the current status of ODF Plus in rural India. This app aims to

conduct a baseline assessment across all villages during the current financial

year. The baseline assessment is proposed to be carried out in all districts of India

from June 15,2020 to August 31, 2020 to determine the current status of Solid

and Liquid Waste Management (SLWM) and ODF Sustainability.

2. Registration

The user can access the app only when the registration has been done. District

performs the user registration. Figure below shows the [M 10] User registration

for ODF Plus Mobile App:

The user registration is done based on the type of the User Type listed as follows:

Baseline Survey User-Village

Baseline Survey User-District

Progress Monitoring ODF (4+1) & CSC


Let’s register a user for District level, as explained below:

1. Select the State Name.

2. Select the User Type (Baseline Survey for –District).

3. Select the District Name.

4. Select the radio button as New Entry for new user and Update for updating the details.

5. Enter the other details such as Name, Gender, Designation, Address, Mobile number and email (optional).

6. Click the Submit button, as shown in the Figure below:

When the Submit button is clicked, the alert message as Success appears on the screen, as shown in the Figure below:

7. Click OK to proceed.


2.1 User Approval (By District) The steps to perform the approval process for the registered users are as follows:

1. Login to SBM-MIS.

2. Select the [M09] Approve user of ODF+ module under the Entry/Update menu for Mobile Application.

Figure below shows the [M09] Approve user of ODF+ module:

Let’s follow the following steps to approve the user registered in the above [M 10] User registration for ODF Plus Mobile App:

3. Select State Name.

4. Select User Type (Baseline Survey for –District).

5. Click Search button.

The list of users that have registered on the mobile application will appear on the

screen, as shown in the Figure below:


6. Select Check for Approve checkbox.

7. Click Approve button, as circled in the Figure below:

On successful approval of the user, system displays a success message, as shown in the

Figure below:

8. Click OK button to proceed.

2.2 Allocation of ODF Villages for approved users (By District)

The steps to perform the approval process for the registered users are as follows:

1. Login to SBM-MIS.

2. Select the [M08] Allocation of ODF Villages for ODF+ Messages module underthe

Entry/Update menu for Mobile Application. Figure below shows the [M08] Allocation of

ODF Villages for ODF+ Messages module:

The steps to allocate the village to the approved users in [M09] Approve user of ODF+ are listed as follows:

3. Select State Name.

4. Select User Type(Baseline Survey for –District).

5. Select Select Type (Allocation)

6. Select the User

7. Click Search button, shown below:


On clicking of Search button, the list of villages appears on the screen, as shown in the Figure below:

8. Select Is Allocate checkbox against the village name that needs to be allocated to the approved user. A user can also select multiple checkboxes, if required.

9. Click Allocate button, as shown in the Figure below:


On successful allocation of the villages, system displays a success message, as shown in the

Figure below:

9. Click OK button to proceed.

NOTE: ODF Declared and Verified villages can be allocated to the approved users. If the

user is trying to allocate non-ODF declared and verified village, the page shows the error

message


3. Objectives of the Survey Baseline App

With all States, Districts and Villages in India having declared themselves Open Defecation

Free, the Department of Drinking Water and Sanitation now aims to ensure that all villages in

the country become ODF Plus during Phase II of Swachh Bharat Mission - Grameen. To

ascertain the current status of ODF Plus in rural India, DDWS plans to conduct a baseline

assessment across all villages during the current financial year. The baseline assessment is

proposed to be carried out in all districts of India to determine the current status of Solid and

Liquid Waste Management (SLWM) and ODF Sustainability.

4. How to Download the app The steps to download the app are as follows:

1. Go to https://sbm.gov.in/ODFPlus

2. Download the application APK file from “Download ODF Plus App”.

3. The file will be downloaded as “ODF Plus App.apk”.

5. How to install the app

If the application is downloaded on the computer, then it is required to transfer it to the

smartphone using USB cable. Once transferred, the application can be installed.

It is necessary to enable the Unknown Sources option. This option is used to perform the

installation of the applications that are not the part of android market.

Once the installation is done, you can access the application.

6. Login to the application

The steps to start the application are given as follows:

1. Click the ODF plus Baseline icon in application menu. The home screen of the application is as follows:

2. Enter the mobile number.

3. Click the Login button. (App sends an OTP to the entered mobile number.)

4. Enter the OTP.

5. Click Verify OTP button, as shown in Figure below:


When the Verify OTP button is clicked, the master data is downloaded. The alert message appears on the screen, as displayed in the Figure below:

6. Click Ok to proceed. The user dashboard appears on the screen according to the user role type listed as follows:

The steps involved in data collection and baseline assessment methodology are as follows:

1. Gathering village information and hamlet formation

2. Hamlet visit, mapping and geotagging of community assets

3. Mapping HH level ODF Plus indicators

4. Data compilation and reporting

The key informants for Village assessment may be the following:

Sarpanch/ Pradhan/ Village head/ Gaon Burah

Gram Panchayat (GP) secretary

Village Water and Sanitation Committee (VWSCs) members

Anganwadi (AWW)/ASHA/ANM workers,School Teachers)

Any other prominent person in the village person who is well versed with the

village conditions

The key informants for Hamlet assessment are listed as follows:

Gram Panchayat (GP) secretary

Ward members, and/or elected PRIs from the same hamlet

Village Water and Sanitation Committee (VWSCs) members staying in the hamlet

Anganwadi (AWW)/ASHA/ANM workers

Any other prominent person in the hamlet who is well-versed with Hamlet

conditions.

Let’s discuss each option in detail.

7.1 Village Basic Information

The steps involved in completing the operations related to entering and updating village information are as follows:

1. Select the Village Basic Information option from the dashboard, as shown in Figure below:


The Application displays a drop-down menu option for selecting

Select Grampanchayat.

2. Select Block and GramPanchayat from the drop-down menus.

On selecting Block, application displays the Grampanchayat name (the number of

allocated villages).

3. Select the Grampanchayat name, as shown in the Figure below:

On selecting the Grampanchayat name, the following screen appears on your mobile, as shown in the Figures below:

The following table displays the various validations rules for each component unit of the

Village Basic Information option:

Component Unit Validation Rule No of HHs (As per Mar 2020) Maximum number of HHs can be 2 times

of the Total Number of the HHs as per MIS if No. of HHs in MIS is less than 500 else it will be 1.5 times. The value cannot be negative.

Population (As per Mar 2020) Maximum value of can be six times of the Number of HHs. The value cannot be negative.

Number of Hamlets Maximum value can be 20. The value cannot be negative or zero.

Average Quantity of Grey Water Generated in Village per day

Value can be entered between 0 to 9999. The value cannot be negative.

Number of Households having Cattle Value entered cannot be more than No. of HHs. The value cannot be negative.

Number of Household with door to door collection

Value entered cannot be more than No. of HHs. The value cannot be negative.

Number of Households with technology toilet types

Sum of the different toilet technology types cannot be more than No. of HHs entered. The value cannot be negative.

Average Total Quantity of Solid Waste Generated daily (in Kg)

Value can be entered between 0 to 9999. The value cannot be negative.

7. Enter the details for the Village Basic Information.

8. Select the Camera button in front of Capture and Upload the rough map of Village

with Hamlet to save the entered details, as shown in the Figure below:

9. When the Camera button is clicked, the photo appears on the screen, as shown in Figure:


10. Select the Save Details button.

When the Save Details button is clicked, the data gets saved in the offline server and

the user is prompted with a message as “Information stored in offline database", as shown in the Figure below:

11. Once the data is saved in the offline server, it can be uploaded to the GOI Central Server by clicking the Upload Details to the GOI Central Server, as shown in Figure:

NOTE: Kindly note that the user cannot perform any operation in ODF plus baseline without entering the information of corresponding village in the Village Basic Information.

Assets Details like Location The value can contain maximum of 50 characters.

Source of funding and expenditure Sum of all the Source of funding and expenditure is allowed upto 10 lakh. The value cannot be negative. The value cannot be negative.

Number of toilets seats (male/Female)

Value entered can be between 0 to 9. The value cannot be negative.


The steps involved in completing the operations related to Community Assets Information are as follows:

1. Select Community Assets Information option from the dashboard.

2. Select Block name.

3. Select Grampanchayat name.

On selecting Block and Grampanchayat name, application displays the village name

(the number of allocated villages).

4. Select the Village name for which the data needs to be entered, as shown in the Figure below:

When the Village name is selected, the options appears on the screen as:

5. Select the Community Assets Basic Data option, as shown in Figure below:

Application displays the components name in a drop-down menu.


6. Select the component name (Solid Waste Management) from the drop-down menu, as shown in Figure below:

The various options available in the Select Component are listed as follows:

7. Enter values for the various Component Name and click the Save Data option, as shown in the Figure below:


When the Save button is clicked, the application prompt message appears on the screen, as shown in the Figure given below:

Now, you can upload the data into the GOI Central Server by clicking the Update data to GOI Central Server, as shown in Figure below:

NOTE: 1. The user cannot upload the images using the Community Asset Details option without capturing data using the Community Asset Basic Data option.

2. The user can add data for other options available in Select Component drop-down menu.


Perform the following steps to upload geotagged images for Solid Waste Management, Grey Water Management and Community Sanitary Complexes:

1. Select the Community Assets Details option, as shown in Figure below:

2. Select Solid Waste Management option.

` 3. Select the component from the Select Component drop-down menu.

The various options available in the Select Component drop-down menu are listed as follows:

4. When the Community Compost Pit option is chosen from the Select Component drop-down

menu, the Select each component unit drop-down menu appears on the screen, as shown in the following Figure:

5. The various options are available in the Select each component unit drop-down menu, as shown in the Figure:

6. Select the Community Compost Pit option from the Select each component unit drop-down menu.

7. Enter the various details and select the Capture Photo option from the screen, as shown in Figures below:

Captured photo appears on the screen.

8. When the Save Details option is clicked, the data is stored in the offline database.

The user is prompted with the message as “Information saved in offline database”, when the Save Details option is clicked.

NOTE: 1. Follow the same procedure for other categories (GWM and CSC’s )as well.


7.3 Household Information

This option is used to update details of villages. The operations performed in this option are listed as follows:

1. Select the Household Information from the dashboard. 2. Select Block name and Grampanchayat name from the screen, as shown in the following Figure:

Once, the Block name and the Grampanchayat name is selected, the following screen appears. 3. Select the Hamlet Information from the screen, as shown in the following Figure:

When the Hamlet Information option is selected, the screen appears.


4. Enter the details and select the Save Data button, as shown in the Figure below:

3. When the Save Data option is clicked, the data gets save in the offline server, as shown in

the following Figure:

The Hamlet Information has following components units as:

Hamlet Name

No. of Households


The validation logics for the Hamlet Information are listed as follows:

Number of Hamlet Name row is equal to Number of Hamlets entered in Village Basic Information.

The sum of No. of Households in Hamlet Information page cannot be more than more than the Number of Households in Village Basic Information.

Now, the user can enter the details for each Hamlet from the Each household Information, by following the steps, listed as follows:

6. Select Each household Information, as shown in following Figure:

7. Select the Hamlet from the Select Hamlet drop-down menu, as shown in the Figure below:


Once, the Hamlet is selected, select the serial number from the Select Serial Number drop-down menu, as shown in the Figure:

When the Hamlet serial number is selected, the Each household Information screen appears. 8. Enter the data and click Save Data button, as shown in the following Figure:


The Each household Information has following components units as:

Name of the head of the household

Is there any garbage or litter piled up or dumbed with the premise of the house

The value in the Name of the head of the household unit can have maximum 50

8. Baseline Survey User-District The district user role has three menu on their mobile screen as:

8.1 Fecal Sludge Management (FSM) The steps involved in completing the operations related to entering and updating the details are as follows

1. Select Fecal Sludge Management from the dashboard, as shown below:

2. Select District from the dashboard:


When the District is select, the following screen appears on the mobile:

3. Select the FSM Abstract Data option, as shown below:

4. On selecting the FSM Abstract Data option, the following screen appears on the screen:

The following table displays the various validations rules for each component unit of the Fecal Sludge Management option:

Component Unit Validation Rule FSTP Value can be entered between 0 to 9.

The value cannot be negative. Co-Treatment with STP Value can be entered between 0 to 9.

The value cannot be negative. Trenches Value can be entered between 0 to 9.

The value cannot be negative.

5. Enter the details and click the Save Data option. When the Save Data option is clicked, the data gets saved in the offline database and a prompt

message appears on the screen, as shown in the Figure given below:


NOTE: 1. The uploaded data can be updated by clicking on the Update option. 2. The data can be uploaded on the GOI Central Server by clicking on the Upload Data to GOI Central Server.

Fecal Sludge Management (FSM) has three main Geotag components for which the image can be uploaded are:

Co-treatment with STP

The following table displays the validation logics of each FSM component unit:

Component Unit Validation Logic

Capacity (in KLD) Entered value can be between 0 to 10000. The value cannot be negative.

Number of Villages Connected Number of villages entered cannot be more than the number of villages entered in the SBM-MIS.


Source of funding and Expenditure Sum of all the Source of funding and expenditure is allowed till 9999999 (upto 1 crore) for Plastic waste management and 10 crore for FSM . The value cannot be negative.

Let’s discuss how to upload a Geotag image in FSM components.

The steps to upload image in FSM components are:

1. Select the FSM Details Data option, as shown in the following Figure:

2. When the FSM Details Data is selected, the Select Component drop-down menu appears on the screen.

3. Select the Co-treatment with STP option from the Select Component drop-down menu, as shown in the Figure below:


4. When the Co-treatment with STP option from the Select Component drop-down menu is selected, the Select each component unit drop-down menu appears.

5. Select Co-treatment with STP unit from the screen, as shown in Figure below:

6. When the Co-treatment with STP-1 is selected from the drop-down menu, the following screen appears, enter the details and select the Capture Photo option, as shown in the

Figure below:


When the Capture Photo button is selected, the photo appears on screen.

7. Select the Save Details button, as shown in Figure below:

8. When the Save Details button is clicked, the data gets save in the offline database. The prompt

message appears on the screen, as shown in the Figure below:


Note: The same steps can be performed for the other Geotag components of FSM.

8.2. Gobardhan Plant The steps required to enter details in the GOBARDHAN Plant are as follows:

1. Select GOBARDHAN Plant option from the District user dashboard, as shown in the Figure

below:


2. Select District from the screen, as shown in the following Figure:

3. Select the GOBARDHAN Plant Abstract Data option from the screen:

When the GOBARDHAN Plant Abstract Data option is selected, the Select Component

drop-down menu appears.

4. Select the GOBARDHAN Plant option from the Select Component drop-down menu,

as shown the Figure below:


5. Enter the number of GOBARDHAN Plant units and click the Save Data option,

as shown in the Figure:

The validation rule for the GOBARDHAN Plant functional unit is that the user can enter values between 0 to 9.

6. When the Save Data option is clicked, the data gets saved in the offline database and

the prompt message appears on the screen, as shown in the Figure below:


NOTE: 1. The uploaded data can be updated by clicking on the Update Data option. 2. The data can be uploaded on the GOI Central Server by clicking on the Upload Data to GOI Central Server. 3. The user cannot enter the values in the GOBARDHAN Plants details without entering values in the GOBARDHAN Plant Abstract Data.

To upload the Geotag Photo for GOBARDHAN Plants The steps to upload image are listed as follows:

1. Now, select the GOBARDHAN Plants Details Data option from the GOBARDHAN Plant

screen, as shown in the Figure below:


When the GOBARDHAN Plants Details Data option is selected, the following screen appears, as Shown in the Figure given below:

2. Select the GOBARDHAN Plants option from the Select Component Drop-down menu

as shown in the Figure below:

3. Once , the GOBARDHAN Plants option from the Select Component Drop-down menu, the

user can select unit from the Select each component unit drop-down menu, as shown in Figure given below:


When unit from the Select each component unit drop-down menu is selected, the following screens appears on the screen:

The following table displays the various validations rules for each component unit of the GOBARDHAN Plant option:

4. Enter the details for the following components and click Capture Photo option, as shown in

the following Figures:


5. When the Capture Photo option is clicked, the captured photo appears on the screen and click the Save Data option, as shown in the Figure below:

The data gets save in the offline database and a prompt message appears on the screen, as shown in the Figure below:


8.3 Plastic Waste Management

The steps involved in completing the operations related to entering and updating the information related to Plastic Waste Management are as follows:

1. Select the Plastic Waste Management from the dashboard, as shown in the Figure below:

When the Plastic Waste Management option is selected from the dashboard, following screen appears, as shown in the Figure below:

2. Select District from the Select District drop-down menu, as shown in Figure below:


3. When the District is selected, the following screen appears, select the required option from the

appeared list, as shown in the Figure:

When the District is selected, the Plastic Waste Management Units screen appears on the mobile.


4. Select Abstract Data option from the screen appeared on the mobile, as shown in Figure below:

5. Select the Plastic Waste Management units from the Select Component drop-down menu, as shown in the Figure:

6. When the Plastic Waste Management units from the Select Component drop-down

menu, is selected, the Plastic Waste Management units screen appears.

7. Enter the units for the Plastic Waste Management units component and select the Save Data option from the screen, as shown in the Figure below:


8. When the Save Data option is clicked, the data gets save in the offline database and a prompt message appears on the screen as shown in the Figure below:


NOTE: 1. The uploaded data can be updated by clicking on the Update Data option. 2. The data can be uploaded on the GOI Central Server by clicking on the Upload Data to GOI Central Server. 3. The user cannot enter the values in the Details Data without entering values in the Abstract Data. To upload Geotag photo for Plastic Waste Management

1. Now, select Details Data option from the Plastic Waste Management Units screen, as shown

in the Figure below:

When the Details Data option is selected, the Select Component drop-down menu appears.

2. Select the Plastic Waste Management Units from the Select Component drop-down menu, as shown in the Figure below:


3. When the Plastic Waste Management Units is selected from the Select Component drop-down menu, the Select each component unit drop-down menu appears.

4. Select the Plastic Waste Management Units from the Select each component unit drop-down menu, as shown in following Figure:

When the Plastic Waste Management Units is selected from the Select each component unit drop-down menu, the following screen appears, as shown in the Figures below

5. Enter the details and press Select the Capture Photo button, as shown in Figure below:


When the Capture Photo button is clicked, the photo appears on the screen.

6. Select the Save Details button, as shown in the following Figure:

7. When the Save Details button is clicked, the data gets save in the offline database, as shown in Figure below:



9. Progress Monitoring (ODF (4+1)& CSC-Village) In this option, the user can upload the Geotag images for the fo4llowing components listed as follows:

IEC Messages (4+1)

CSC’S Image Geotag

9.1 IEC Messages (4+1) The steps involved in completing the operations related to IEC + Messages are as follows:

1. Select IEC Messages (4+1) option. Application displays the select drop-down menus for Block and Grampanchayat.

2. Select Block and Grampanchayat name. On selecting Block and Grampanchayat name, application displays the village name (the number of allocated villages).

3. Select the Village name for which the photographs needs to be uploaded, as shown in Figure:

Then, application displays a select category page.

4. Select the category name from the Select Category drop-down menu, as shown in Figure below:


It comprises the following categories:

ODF Board

Wall Painting on Compost Pit 1

Wall Painting on Safe Disposal of Child faeces

Wall Painting on Uses 1

Wall Painting on Uses 2

On selecting a ODF category from the Select Category drop-down menu, the application

displays a Take Photo button.

5. Select the Take Photo option, as shown in Figure given below:

6. Grant the permission to take the photo, by clicking Allow option in the “Allow ODF Plus App to access photos, media and files on your device?” dialog box.

7. Once the permission is granted, the application opens the camera and captures the image.

The captured image is displayed in the application.


8. Click the Save Data option and the user is prompted with the message as “Information saved in offline database” as shown in the following Figure:

9. Now, the user can save the data in a central server by clicking the Upload Data to GOI Server

Option.

NOTE: 1. The user can update the photo by using Update option.

2. Update Photo option is available when the data has not been uploaded to the

GOI Central Server.


9.2 CSC’S Image Geotag

This option is used to update the Community Sanitary Complex’s (CSC’s) Image

Geotagging process.

The steps to complete the CSC’s Image Geotag are as follows:

1. Select Block Grampanchayat name from the drop-down menus, as shown in the below Figure:

2. Select CSC’s name.

3. Click the Take Photo button, as shown in Figure below:


4. Capture and save the photo, by clicking the Save Data option, as shown in the following Figure:

The user is prompted with the message as “Information saved in offline database”, when the Save Data option is clicked.

NOTE: 1. The user can upload the photo to the GOI Central Server, by clicking Upload Data to GOI

Server.

2. Please note that data once uploaded to GOI Server could not be further updated.


Annexure-I: Data Upload This annexure gives the details pertaining to the data upload scenarios.

1. The user should maintain the correctness of the data while uploading it. The data once submitted cannot be modified.

2. Kindly note that, in case, there is no internet connectivity or low internet speed, the app allows the user to save the data in an offline mode aswell.

3. In such scenarios, the application prompts with the message, “You are currently working in offline mode.”

4. However, it is mandatory to upload the final data to server once the internet connectivity is available.

5. The number of images to be uploaded is equal to the number of functional units entered against that component.

6. Some validations related to data upload are explained below:

7. The default values for capturing the data for various parameters against each component is set as 0.

8. Case 1 (Village Basic Information): If the value for Number of Household having cattle functional unit exceeds Number of Households, the app displays alert, “The number of households having cattle cannot be less than zero(0) or more than value of Number of Households functional unit”.

9. Case 2 (Village Basic Information): If the value for Number of Household with toilet technology type functional unit exceeds Number of Households, the app displays alert, “The number of households in all having cattle cannot be more than number of the households in the village”.

10. Case 3 (Community Assets Information): If the value for the Village Basic Information has not been entered, then the app displays a alert, “It is mandatory to first capture the data using “Village Basic Information” option before proceeding with the ODF Plus Baseline.”

11. Case 4 (Community Asset Abstract data): If the entered functional unit value(s) is greater than the total units, the app displays the alert,

“The value of the functional unit name should not be less than zero (0) and more than specified maximum value.”

12. Case 5 ((Community Asset Abstract data): If the value of the functional unit for the selected category is not entered, the app displays the alert, “Please enter functional unit value”.

13. Case 6 (Community Asset Details): If the value of the functional unit for the selected category is not entered in the Community Asset Abstract data, the app displays the alert, “It is mandatory to first capture data using

“Community Asset Abstract data” option ”.
