1. Introduction

This manual was prepared in order to guide users with a "SELLER" profile (Proponente Vendedor)

in the use of the system during the 28th New Energy Auction of 2018.

IMPORTANT:

The system features presented in this manual are only valid for the 28th New Energy

Auction (TENDER DOCUMENT 03/2018).

This manual is a complement to the Tender Document and Auction Systematics Details (only

in Portuguese), which are available at www.aneel.gov.br.

The reading of this material is recommended before the auction, as well as its consultation

during the auction.

The definitions settled in the Tender Document and in the Auction Systematics

Details will prevail over any distinct interpretation that this manual may present in

relation to the mentioned documents.

2. Access to the System (Trading Platform)

The access to the Trading Platform can be done through the browser at the Internet address

informed by the Organizing Entity (CCEE).

2.1 System and Infrastructure Requirements

Users should adopt the minimum configuration of equipment and infrastructure defined in Annex

VII of TENDER DOCUMENT No. 03/2018.

Software

Operating Systems: Windows 7, Windows 8 or Windows 10 with all updates available in

32 or 64 bits versions.

Browsers: only Internet Explorer 9.0 or Internet Explorer 11.0, in 32 or 64 bits versions.

Configurations for Internet Explorer

Enable "Print Background Colors and Images"

Enable TLS 1.2 (Tools Menu, Internet Options, Advanced, Checkbox: TLS 1.2).

Disable any type of Popup Blocker, such as Yahoo Toolbars, Google, etc.

Disable compatibility view mode (tools menu, compatibility view mode configurations).

Printing Setups:

A4 paper format.

Disable "Header e Footer".

Enable “print color images and background”.

Printing Type: Landscape.

Internet Connection

Infrastructure to access high-speed Internet communication with dedicated and

permanent access line. Each user must verify with their provider the need for

complementary hardware and software.

Alternative stations with Internet access might be available for conditions of operation in

contingency mode.

IMPORTANT:

Before accessing the Trading Platform, the user must disable the pop-up blocker of the browser.

When the Pop-Up Blocked message appears, click (a) "Allow once" or "Options for this site" and

"Always allow" as shown in Figure 1.

2.2 User Identification

The user must access the internet address of the Trading Platform and connect through the user

name (login), user password, and access key, sent to the Operational Representatives at the

time of submission of the Seller prequalification documents.

To connect to the system, follow the instructions presented on the home page, according to

Figure 2

(b) Insert login;

(c) Insert user password;

(d) Insert access key related to the indicated position;

(e) Enter the characters showed in the image;

If it is not possible to read the image verification (f), click on the button “gerar outra imagem”

(create other image) (g) to change the verification image;

(h) Click on the button “acessar” (Log in).

The access to the Trading Platform will only be available after all the information described on

Figure 2 is checked, in order to ensure the user ID authenticity and allow entry into the auction

environment.

IMPORTANT:

If users wait for more than 2 (two) minutes on the users identification page, the system will

not accept the characters displayed in the image verification (f), and the user will receive the

following error message Figure 3.

To log in, it will be necessary to create a new image, which is done through the button “gerar

outra imagem” (create other image) - ((g) item on Figure 2).

If the user tries to login on two machines with the same login, the system will allow access to

the second machine, but will automatically disconnect the user on the first machine.

At the first access, the user must change the password previously registered by a password of

his / her preference, as well as inform a telephone number to contact at the time of the auction.

This way, the Auction Support can keep the user informed about relevant situations, as shown

in Figure 4.

(i) Enter new password, different from the current one, with at least seven characters;

(j) Re-enter the new password for confirmation;

(k) Inform an easy-to-reach phone at the time of the Auction;

(l) Click in "gravar"(save).

The status bar (@) will change color according to the following situations:

Empty – waiting for typing

Red – password without combination of character types

Yellow – password with combination of two types of characters

Green – password with all types of characters (numeric, alphanumeric and special)

IMPORTANT:

For security reasons, if the user misses the password for 3 (three) consecutive times,

the system will block the access of this user. To request unblocking, the user has to contact

the Auction Support.

Utilization and Responsibilities:

The password is personal and non-transferable. It must not be shared. In case of losing the

password or breach of confidentiality, it must be communicated immediately to Auction

Support.

The password chosen should not be easily discovered by third parties, such as dates of birth,

phone numbers or documents, number sequences or letters.

The use of the access password is the user’s responsibility, and CCEE is not responsible for

any damages resulting from misuse of the password, even if by third parties.

2.3 User Logged in

2.3.1 Home Page

After confirmation, the user will access the system home page, as shown in the following Erro!

(m) User: User’s identity;

(n) Description: name of the auction (link to access the main page of the auction);

(o) ”Trading Environment access” button (“Acessar Ambiente de Negociação”): accesses

the main page of the auction (available in "Scheduled" (“Agendado”) and "In Progress" (“Em

Andamento”) situations);

(p) Start date /Start time: shows the time set for the beginning of the auction;

(q) Situation: presents the current situation of the auction (more details in item 3.1 - Auction

Situation);

(r) Message from the Coordinator: presents the messages sent by the auction coordinator.

2.3.2 Changing password

"My Data" (“Meus Dados”) functionality, indicated by (s)Figure 5, enables the user to view their

registration data and change their access password.

When you select this function, the system will display an alert message, as shown in Figure 6.

Click on “confirmar” (“confirm”) (t), to have access to cadastral info, as shown in Figure 6.

Therefore, to change the password access, follow the steps outlined in Figure 7:

(u) Insert a new password (with at least seven Characters);

(v) Repeat the new password;

(w) Select “gravar” (save).

2.3.3 Return to Home Page

To go back to the Home Page, click on the button “Leilão” (“Auction”) (x) (Figure 8).

The system will show an alert message (Figure 9). Click on “confirmar” (“confirm”) (z).

2.3.4 Disconnecting from the Trading Platform

To disconnect from the system use the button “Sair” (Exit) (y), as shown in Figure 8, or the

button “Fechar” (close) on the Browser ( ).

In both cases, a message will be shown (Figure 10 (A1) or Figure 11(B1), respectively)

requesting confirmation.

IMPORTANT:

After confirming the exit from the auction, the user will be disconnected.

To get access again for inquiry or bid insertion, it is necessary to reconnect.

3. Accessing the auction

To access the auction, the logged in user must click on the "auction description" (C1) or the

button "Acessar o Ambiente de Negociação” (Access Trading Area) (D1), (Figure 12).

The information available to the user will depend on the progress of the auction (E1) as

illustrated in Figure 12.

3.1 Auction Progress

The auction can take many situations, such as:

Pre-scheduled: users with a "Seller" profile can access the Trading Platform to validate

data such as: Warranty (R$), Qualified Energy (lots), Qualified Power (MW), Physical

Guarantee (MW) and Sale Ballast (lots).

Scheduled: From this moment on, users will be able to access the Trading Platform and

check the available information on the auction details page (as presented in item 3.3 of

this manual).

From this situation, no parameter previously entered can be changed.

In Progress: the auction is ready for bidding (details in Chapter 4).

Suspended: the auction will be interrupted by the coordinator indefinitely, and can be

restarted at any time. In this situation users are unable to bid. Bids that have already

been submitted will not be changed. After the suspended period, the auction will return

for insertion of new bids, with closing time from the moment it was suspended.

Finished: In this situation users cannot bid and the auction is finalized. The results of

the auction can be consulted by the Sellers and by the public's page. Later, it will also

be published on the CCEE website.

At every auction progress, the user will receive an alert message Figure 13:

3.2 Auction access in the "Pre-Scheduled" situation

On "pre-scheduled" status (Figure 14) users can access the system by clicking on (F1), to

confirm their information of Participation Guarantee, Qualified Energy, Qualified Power, Firm

Energy and Sale Ballast.

Only the first user of the Seller when connecting (user in Trading Mode) can perform the

confirmations. Other users (users in Viewer Mode) will only be able to view the information.

3.2.1 Trading Mode

To confirm the values of the Seller, click on "confirmar informações" (Confirm information)

(G1), as in Figure 15

The system will show an alert message: Figure 16.

Select the option “confirmar” (confirm) (H1) to approve the registered info.

After that, the system will show the following message, as presented in the Figure 17, making

sure that the participation info is correct (J1). To go back to the main page, click on the button

“Leilão” (auction) (K1).

IMPORTANT:

If any inconsistency is found in the ballast or guarantee amounts, the user has to contact

Auction Support, whose telephone number is in the password term.

The data confirmation period will only occur with the auction in the pre-scheduled situation.

At the end of the pre-scheduled status, the registered info can no longer be changed.

If the user does not confirm the information while the auction is in the pre-scheduled status, all

information will be considered verified by the system, when the coordinator changes the auction

status to "Scheduled".

3.2.2 Viewer Mode

The user in Viewer Mode will see the screen showed in Figure 18, while the Ballast and

Guarantee are not verified. Specifically for this user, the "Confirmar" button (confirm) will not

be available. To return to the Main Page, use the "Leilão"(Auction) option (K1).

The screen shown in Figure 17 also indicates in Viewer Mode that the information was confirmed

(J1) by the participant.

3.3 Accessing the Auction in “Scheduled” status

To access the Auction details page (Figure 19) in Trading Mode (First user) or Viewer

Mode (other users), click on “Acessar o Ambiente de Negociação” (access Trading

Area) (L1) or click on “descrição” (description) of the auction (M1).

Only the user logged into Trading Mode is able to bid while the auction is in progress.

Before accessing the auction details page, the system will show a message, as in, informing that

the user is accessing in Trading Mode.

Only one user from each company can access the Trading Platform in Trading Mode and bid

on the auction.

The other two users of the same company that access the auction will be informed that there

is another user in a trading area, as in Figure 21, and will be attested in Viewer Mode (with no

possibility of bidding)

IMPORTANT:

To take the place of the user in Trading Mode, the two users must return to the main page,

through the link "Leilão"(Auction) (N1) of Figure 22. The first user to click on the auction’s

description or on the button (M1) (Figure 19) or on the button “Acessar o ambiente de

Negociação” (Access Trading Area) (L1) (Figure 19) will get the Trading Mode.

3.3.1 Auction details Page (Trading mode)

By clicking on "Acessar Ambiente de Negociação" (Access Trading Area) icon (L1), as shown

in Figure 19, the following page will open (Figure 22), considering the scheduled status of

the auction.

On this page it is possible to check important information during the auction, such as:

(O1) Header: displays the description of the auction, step, user mode (Trading or Viewer

Mode), start date and time and auction situation.

(P1) Legend: Displays the description of the type of project which is participating in the

auction (details in Figure 23).

(Q1) Ballast and Guarantees: the user will have access to Participation Guarantee

(Brazilian Reais R$), Qualified Energy, Qualified Power and Sale Ballast (details in

Figure 24).

(R1) Message History: It brings historical messages sent by the system and by the

coordinator during the auction. (Details in Figure 25).

(S1) Historical of the First Phase: It brings the history of all completed phases.

(T1) Projects: It presents the number of lots for each project, Lots not served, etc.

3.4 Accessing the Auction – Status “in progress”

In the "In Progress" status, users will be able to access the main page of the auction by clicking

on the auction description (U1) or "Access Trading area" (V1) as shown in Figure 26.

The Auction Details Page will bring information considering the "Auction Status", Time remaining

until the end of this phase, and the time remaining until the next start, according to the header

(O1) of the page (Figure 27). Both profiles (trading or viewer) can access this page, but only

the trading profile can bid.

4. Auction in Progress

The New Energy Auction comprises two Phases:

According to the Tender Document 03/2018, there is no Case 1 Project with

concession to be auctioned in the First Phase. The Auction starts in the Second Phase.

Firstly, the "Initial Stage" occurs, when the sellers will submit the quantity of lots for

sale. The quantity of lots related to the basic network losses and the Bid Price (for the

Quantity products) or the Fixed Revenue that will be used for verification (for Availability

Products). Next, the "Continuous Stage" in which the sellers will submit Bid Prices

associated with the quantities of lots offered in the previous step. After that, the

"Bid Ratification Step" occurs, in which the marginal project will have time to confirm

the sales of lots that complete the product demanded quantity.

IMPORTANT:

It is possible to identify the characteristics of each step through the Auction Details (O1) as

showed in Figure 27.

4.1 Second Phase

Once the auction is started, users (negotiator profile and viewer profile) will receive a notification

as shown in Figure 28.

At the first auction page, bids will be submitted for all projects. If there are several projects, a

scroll bar will be available.

4.1.1 Trader view

4.1.1.1 Bidding

Gaps for including information will be available, as in Figure 29: number of lots for sale (X1) /

number of lots for electrical losses (Y1) / Bid Price (for Quantity-based Products) (Z1) or Fixed

Revenue that will be used for ICB verification (for Availability Products) (A2). This page will also

show the Initial Price (B2) and the Current Price (C2) of each Product.

By clicking on the “gravar” button ("save") (D2), bids will be pre-launched and the new

"Alterar” (change) buttons (E2.1) (in case of modification of the chosen values) and

"submeter" (submit) (E2.2) will be displayed (to confirm the bid).

By clicking on the "submeter"(submit) button (E2.2), the system will check if the value entered

for a particular project is in accordance with the TENDER DOCUMENT 03/2018 and MME

Ordinance No. 11/2018 (Systematics).

IMPORTANT:

If any wrong info is entered and must be retyped, the previously information entered must be

deleted.

To do so, click on the "delete" or "backspace" keys located on the keyboard.

This change can only occur if the info has not yet been confirmed.

If the number of lots for losses exceeds 5% of the free lots enabled, the system will request that

the losses be re-entered. If the seller is aware and wants to confirm, it is mandatory to re-write

If the bid amount is less than 90% of the "maximum bid price," the system will require entering

the amount one more time. If the seller is aware and wants to confirm, it is mandatory to re-

By selecting the checkbox (O2), the seller declares his awareness that in the definition of the

lots related with a particular bid, he can go through to the sanctions arising from the

determination of insufficiency of ballast sale, if the electric losses are not considered, as

mentioned in the Tender Document.

In case the user identify an error in any bid, he must select the option “cancelar” (“cancel”)

4.2 Continuous Stage

When you start the "Continuous Stage", the system will send a notification message (Figure

39).

The auction page will be updated and the gaps for entering bid prices will be enabled, as showed

in. Figure 40.

In order for new bids to be received by the system, new "Bid Price" (R$/MWh) (S2) or "Fixed

Revenue" (R$/year) (T2) (which is converted by the system into ICB - Benefit Cost Ratio,

defined as Reais per megawatt-hour) must be submitted and confirmed (U2).

By clicking on "confirmar" (confirm) button (U2), the system is going to check the entered

value and, if the bid value is less than 90% of the “Maximum Bid Price”: “Preço Máximo de

Lance (R$/MWh)” (V2), the value must be re-entered.

If the user is aware and wants to confirm, re-enter the bid price (W2) and confirm the

transaction (X2), as shown in Figure 41. Otherwise, click on "cancelar" (cancel) (Y2) and

submit a new Bid.

It is worth mentioning that this message is informative and does not prevent the submission

of the bid at the price initially defined, as long as it is rewritten by the user.

If no value is entered or a value other than the price previously entered is rewritten, the system

will send the message below (Figure 42) and will reject the bid. The bid must be re-entered

according to the steps shown above.

If there is no bid value lower than 90% of the "Maximum Price", the system will display a

message requesting confirmation of the submission. To proceed with the operation, click on the

"confirmar" (confirm) button (Z2) in Figure 43. If the user wants to cancel the bid and submit

a new value, he must click on "cancelar"(cancel) (A3).

IMPORTANT:

If a wrong data is entered and the user wants to re-enter the previously entered information

must be deleted. To do so, click on the "delete" or "backspace" keys located on the

keyboard. Such a change may only occur if the data has not been confirmed yet.

On the Details Page, it is also possible to see some important information, which is highlighted

in Figure 44:

Each time a new bid is inserted, the system updates the prices (including the Auction's

marginal price (B3) and the status of each Product for "Lots served" (C3), "Lots not

served" or “Marginal” (D3) according to the current bid price, at that moment.

IMPORTANT:

It is essential to add that the “Marginal” status means that if the auction were finished at

that exactly moment, the project within this condition would participate of the ratification

step, which will be detailed forward.

For each new confirmed bid, the "time to end of stage" (E3) is restarted.

IMPORTANT:

It is worth mentioning that the Current Price is dynamic, meaning that it will be adjusted with

each new bid.

Therefore, if there is a change in the “Maximum Bid Price”: “Preço Máximo de Lance

(R$/MWh)” (V2), it may be necessary to adjust the Bid Price or the Fixed Revenue

already submitted.

4.2.1 Cancelling Bids

4.2.2 Bid Ratification

After the end of the Continuous Stage, if the quantity of lots served, in a specific product, are

higher than the quantity demanded of lots, the last project served of each product is going to

participate to the ratification step and will be notified as shown in Figure 47.

4.3 Ratification

In the Ratification Stage, users must "ratify" bids (in order to agree with the sale of the quantity

of lots that completes the missing quantity demanded considering that the minimum quantity of

lots to be sold is 30% of energy enabled of the project) or "withdraw" bids if they wish to give

up continuing the process.

To ratify bids, click on the "Ratificar" (ratification) (F3) button as shown in Figure 48 and

then on the confirmation screen, click on "Confirmar" (confirm) (H3), as shown in . On

Figure 50 it is possible to see the supporter mode of the same step.

To take off the bid, click on "Retirar" (Remove) (G3) on the details page (Figure 48), and

then on the confirmation screen, click on "Confirmar" (Confirm) (I3) as in Figure 51.

4.3.1 Ending the Ratification Stage

stage and the processing of the results of the Auction, as in Figure 53.

5. Results

After processing the results, the auction will be completed and the system will send a message

informing all connected users, as shown in Figure 54.

At that point, the Auction Details Page will be updated and will display the final results of the

auction, as shown in Figure 55.

Through this screen, the seller can also access the following reports:

(K3) “Ballasts and guarantees": presents Participation Guarantee lots and Brazilian Reais R$,

Qualified Energy, Qualified Power, Physical Guarantee (average MW) and Sale Ballast;

(L3) “Bid history": shows all steps taken during the auction, as well as bidding information;

(M3) "Message history": record of all messages sent by the system and / or by the coordinator

during the auction;

(N3) “Seller summary”: results of the Sellers;

(O3) “Buyer summary”: the results of the buyers with whom the contracts resulting from the

Auction will be signed;
