Q A DOCUMENT SUBMISSION: PROCESS NOTES
BASIC REQUIREMENT:
Only those proposals which have been approved by L2 in initial screening for Qualitative
appraisal will be available for initiating QA document submission by the PIA
THE PROCESS: The process includes the following steps
1. Appraisal fee has been notified by the SRLM/ Appraising Agency
2. “Qualitative Appraisal Document” Role is assigned by Admin of the
SRLM/Appraising Agency to the respective users.
3. Initiating QA documents by the SRLM/ Appraising Agency authorized user (who
has been assigned role)
4. Upload of QA documents by the PIA through Admin credentials
TIMELINE FOR SUBMISSION OF DOCUMENTS
1. When QA document request is initiated, PIA will get 15 days to upload the
documents and submit.
2. If the PIA does not upload the documents within the stipulated time frame, the
permission to upload documents will expire and no further documents can be
uploaded using the form/ screen.
3. After form submission by PIA or expiry of the document upload period, the project
application will start appearing in the dashboard of L1 under Qualitative Appraisal
recommendation.
MAIL COMMUNICATION
1. A mail is sent to the PIA at his registered email address that the QA document
upload has been initiated with the time line limitation and appraisal fee notification
2. A mail is sent to the SRLM and the email address of the appraiser who had
initiated the QA document upload that the PIA has submitted the QA documents
along with appraisal fee details.
QA Document Role Assignment by SSM/ Appraising Agency
1. The SRLM/ Appraising Agency can assign role to authorized users through
Access Management tab using User management function.
2. The role can be assigned to existing users as well as to new users.
3. In case of new users, the user has to be created through stakeholder function.
4. Details on user creation and role assignment is elaborated in Initial Screening user
guide and the same can be referred to.
User Permissions
1. Performing Qualitative appraisal is based on maker (initiator) and checker
(approver) concept.
2. If a procedure is initiated by a user with maker rights, the same user can not
approve.
3. QA document is assigned to user with maker rights only and checker rights are
not required.

COMMON INSTRUCTIONS
1. Before user proceed, go through the form and pay attention to all the fields. The
fields marked with “*” are mandatory requirements.
2. The fields which are only for view purpose have gray color background.
3. Document upload:
• The documents should be legible and details visible;
• Information contained in the documents scanned should be legible; it should
not be blurred or washed out.
• The scan should be preferably of the original document and not photocopied
document.
• If the documents are not legible or blurred, user’s application is likely to be
rejected.
• If user find that the documents scanned by user are more than 5 MB, resize
them using appropriate software.
• If user wants to upload the file, first browse the file and click on button to
upload the file.
• If user wants to view the uploaded file, click on lens icon.
• If user want to delete the file click on button.
4. If user want to add the record, click on button
5. If user want to delete the record click on button.
6. Save as draft:
• It is to be noted that all the mandatory fields should be filled in order to save
the data as draft
• If user want to save the data filled in a section and stay on the same page,
click on button
• If no error is found w.r.t. the information required, a confirmatory screen
appears. Confirm the dialogue.
• The data saved as draft can be edited till the time of form submission
7. If user wants to clear the data, click on . This will wipe off all the data from
the section.
8. If user wants to close without saving the data, click on . This will wipe off all
the data which has not been saved as draft.
9. If user wants to go to next tab (in project application) while saving the data at the
same time, click on “SAVE & PROCEED” to move to next screen
10. If user wants to go back to previous screen, click on “PREVIOUS” button at the
bottom of the screen.
11. If user have any issue/ query/ suggestion, he/she may also consult the concerned
Project Appraisal Agency (PAA) of the respective state for the uploading of
Qualitative Appraisal documents.

When user click on “Login” the below screen will be displayed.

Description: • This screen is used to Authenticate and Authorize for accessing and using different
features and functionalities in www.ruralskills.in.
• It is to be noted that it’s only for registered users who have been issued “Permanent
Registration Number (PRN)” by MORD. The process for Registration for PRN is
explained separately.
• A “Registered User” can Login to the www.ruralskills.in by providing his/her User
Credentials like User Name and Password.
• User name for the portal is PRN allotted to the organization and the initial Password is
p326@MORD which has to be changed mandatorily once immediately after first time
login. Once the user changes the password, the revised password can be used in
future.
• In case the user has been accessing the portal for MRIGS (Monitoring and Regulation
for Improved Governance of Skill Development), then the same credentials need to be
used.

Once credentials entered and authenticated by the system, below screen will be displayed:
Description:
• The screen is used to display all the tabs which pertain to the user logged in
the system. User can click on the tab in order to fill the Project Application
Form.

INITIATE Q A DOCUMENTS (SRLM/ APPRAISLA
AGENCY)
1. Log-in with the user credentials provided the Qualitative Appraisal Document role
has been assigned to the user by the administrator.
2. Navigate to Initiate Qualitative Appraisal under Proposal Management Tab as
shown below:
3. Confirm whether the Appraisal Fee has been notified or not.
Select “Yes” if notified and fill the details of notification of the appraisal fee. click on
“Submit” to proceed. The appraisal fee can be 0 depending on the SRLM’s decision.

If not notified, the information message pops up and you will not be allowed to
proceed further.
4. The dashboard will display the following information to assist you in deciding the
right type of score card as shown below:
The dashboard will suggest a scorecard based on the previous skilling experience of
the PIA under “Suggested Score Card Category” with a hyper-link.
When the hyperlink is clicked, it will display (pop-up) the previous skilling experience,
if any, of the PIA as displayed below:

the pop-up can be closed by clicking on the “x” on the right-top corner of the pop-up
screen.
In case the suggested type is “Scorecard 2”, the hyper link will not be available, which
means that no previous skilling experience has been disclosed by the PIA.
Select the score-card from the option under Score Card Category column
4. Click on tab under Initiate column to initiate the document submission by
the PIA for the project application.
5. The status on the dashboard will be changed to “Initiated” with the date stamp.
6. A mail be initiated to the PIA w.r.t. to the proposal with details of appraisal fee
notification and type of appraisal initiated.

STEP 2 – QA DOCUMENT SUBMISSION BY PIA
1. Log-in with the user credentials (PIA Admin using PRN credentials)
2. Navigate to Qualitative Appraisal Document under Proposal Management Tab as
shown below:
3. Click on the pencil button for the record on which action is to be performed (as
shown in the screen displayed below).
4. The first half of the screen shows step 1 of 2: Appraisal fee payment details.

The user has to fill details of the appraisal fee paid by him as prescribed by the
appraising agency. This will be checked only at the time of submission of the form.
5. The second half of the screen shows Step 2 of 2 displays list of QA documents
based on the scorecard which has been initiated for the project application as shown
below:
Click no “browse” to select the file and “upload” to upload the documents.
The documents can be changed before final submission
The categories of the documents can be selected from the Parameter selection option
to narrow down the document list for convenience of uploading the documents as
shown below:
6. Select the check box to acknowledge the terms and conditions
7. Click on “Submit” to finally submit the documents. Once clicked on Submit, the
documents cannot be changed.

If clicked on “Submit” without checking the acknowledge statement, the error will be
displayed as below:
One document upload is mandatory to submit the form.
The appraisal fee cannot be less than the notified appraisal fee. IF less, an error
message will be displayed as below:
Confirm to proceed further and confirm submission.
If appraisal fee paid is less than the appraisal fee notified, the form will not be
submitted and error message will be displayed.

After submission by the PIA, the project application will start appearing in the
dashboard under tab Recommendation of QA under login of L1 (maker rights) as
below:
