USEF SAFE SPORT TRAINING REQUIREMENT

Starting January 1, 2019, if you are a USEF Competing Member 18 years of age or older you are required to complete the core Safe Sport Training within 30 days of activating your membership.

If you do not complete the training, you are ineligible to participate in all USEF activities including competitions.

UNITED STATES EQUESTRIAN FEDERATIONEvery Class offered herein, which is covered by the rules and specificationsof the current United States Equestrian rule book will be conducted andjudged in accordance therewith.

Life, senior active and junior active members shall be eligible to participate in allclasses at Regular Competitions, Eventing Competitions at the Modified Levelor above and Combined Driving Competitions at the Advanced Level, Dressage,Reining and Vaulting Competitions and Endurance Rides. A non-member mayparticipate as a handler, rider, driver, owner, lessee, agent, coach or trainer atRegular Competitions, Eventing Competitions, Dressage Competitions, ReiningCompetitions and Combined Driving Competitions upon payment of a $45 ShowPass fee. Participants in the following classes are exempted from theRequirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4)classes for 4-H members; 5) walk trot (exception: Friesian performance FR218)and academy classes (academy classes are classes limited to horses used regularlyin a lesson program); 6) USDF introductory level tests, pas de deux and quadrilleclasses; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9)citizens of other nations who have proof, in English, of current membership ingood standing of their own National Federation, 10) USEA beginner novicedivision; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

FEDERATION ENTRY AGREEMENTBy entering a Federation-licensed Competition and signing this entry blank as theOwner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter orLongeur and on behalf of myself and my principals, representatives, employees andagents, I agree that I am subject to the Bylaws and Rules of The United StatesEquestrian Federation, Inc. (the “Federation”) and the local rules of the competition.I agree to be bound by the Bylaws and Rules of the Federation and of thecompetition. I will accept as final the decision of the Hearing Committee on anyquestion arising under the Rules, and agree to release and hold harmless thecompetition, the Federation, their officials, directors and employees for any actiontaken under the Rules. I represent that I am eligible to enter and/or participate underthe Rules, and every horse I am entering is eligible as entered. I also agree that as acondition of and in consideration of acceptance of entry, the Federation and/or theCompetition may use or assign photographs, videos, audios, cable - casts, broadcasts,internet, film, new media or other likenesses of me and my horse taken during thecourse of the competition for the promotion, coverage or benefit of the competition,sport, or the Federation. Those likenesses shall not be used to advertise a productand they may not be used in such a way as to jeopardize amateur status. I herebyexpressly and irrevocably waive and release any rights in connection with such use,including any claim to compensation, invasion of privacy, right of publicity, or tomisappropriation. The construction and application of Federation rules are governedby the laws of the State of New York, and any action instituted against the Federationmust be filed in New York State. See GR908.4.

ENTRIESENTRIES CLOSE Wednesday, June 10, 2020. Junior Hunter entries must bereceived by the closing date of entries. Entries sent by mail that are postmarkedafter June 10, 2020 will be considered late entries. Entries done using the onlineentry system that are not received by June 10, 2020 will be considered lateentries. Late entries will be placed on a wait list in the order they are received.Post Entries will be accepted until 24 hours before the start of the competition atregular cost plus a one time late charge of $50. Please submit any Post Entries byemail ([email protected]) or electronically (see below)ONLY. A processing fee of $100 plus collection fees will be made for anynonnegotiable checks. All horses entered must be named on the entry blank includingthose shown only in equitation where the rider is being judged. Entry blanks will beaccepted ONLY when signed by the owner, rider or handler AND trainer. Everyentry must be accompanied by a check for stabling and administration fees along withan open check or credit card form. Post entries will be accepted as noted above. STABLINGThe cost of stalls will be $150.

PERMANENT STABLINGStalls are all permanent stabling. Stalls are of wood construction and approximately 9’ X9’ and 10’ X 10’ with doors with dirt flooring.

CREDENTIALSUSEF and USHJA Membership and Junior Hunter Measurement cards must bepresented to the office prior to receiving number. Copies may be sent with entries tofacilitate this procedure. NO EXCEPTIONS WILL BE MADE.

REFUNDSNo refunds on stalls will be made under any circumstances after the closing date. Entryfees will not be refunded unless a certificate of illness or injury prepared by anaccredited veterinarian is presented to the show secretary before the start of the show

in which entered. Once the show begins, horses that are entered and do not show willforfeit their entry fees except if a horse becomes injured or ill prior to the class entered.Proper procedures to scratch must be made in the show office prior to the start ofthe class entered. A certificate from the official show veterinarian must accompanythe scratch sheet. Whatever the case may be, an office fee of $45 will be charged.

NIGHT WATCHAll horses occupying a stall are required to pay a one time fee of $10 per horse orpony. This service is NOT OPTIONAL. Horses will be checked four to five timesthroughout the night. Please provide emergency contact name, cell phone numberand hotel information to the stable office. It is suggested that information be leftnear your stalls as well (tack room door, each stall, or barn boards).

CAMPER HOOK-UPSRegretfully we are unable to accommodate any camper hook ups in 2020.We apologize for any inconvenience.

MOTORIZED VEHICLESNo Motorized Vehicles/Golf Carts will be allowed on the show grounds at anytime,only horse show staff and individuals with disabilities are permitted the use ofmotorized vehicles of any kind. Per USEF Rule GR 1301.7.

Minors who do not have a valid driver’s license which allows them to operate amotorized vehicle in the state in which they reside will not be permitted to operate amotorized vehicle of any kind, including but not limited to, golf carts, motorcycles,scooters, or farm utility vehicles on the competition grounds of licensed competitions.Minors who have a valid temporary license may operate the above describedmotorized vehicles as long as they are accompanied by an adult with a valid driver’slicense. The parent(s), legal guardian(s), or individual who signs the entry black as aparent or guardian of a minor operating a motorized vehicle in violation of this ruleare solely responsible for any damages, claims, losses, or actions resulting from thatoperation. Violations of this rule will be cause for sanctions against the parent(s),guardian(s), and/or trainer(s) who are responsible for the child committing theoffense. Penalties may include exclusion of the child, parent(s), guardian(s), and/ortrainer(s) from the competition grounds for the remainder of the competition andcharges filed against the any of the above individuals in accordance with Chapter 6.Wheelchairs and other mobility assistance devices for individuals with disabilities areexempt from this rule.

SCHOOLING AND LUNGINGWarm up ring is approximately 300' x 200'. Two lunging areas, the warm up area inaddition to a second area that is approximately 100' x 200'.

IMPORTANT INFORMATION1. The State of Pennsylvania requires that all horse be in possession of a negative

Coggins Test (E.I.A.) dated within 12 months.2. Per USEF Rule GR845.1 Equine Vaccination Rule: At Federation licensed

competitions, horses entering the grounds must be accompanied bydocumentation of Equine Influenza Virus and Equine Herpes Virus(Rhinopneumonitis) vaccinations within six months prior to entering thestables. Horses not in compliance with this rule may be required to leave thecompetition grounds upon request by Competition Management. This paperwork must accompany the horse upon arrival. Please complete the EVENTPARTICIPATION DOCUMENT available in the prize list and on lineat www.brandywinehorseshows.com and present when picking up numbers inthe show office. Do not send with entries.

3. SHARPS CONTAINER: Competition management is responsible for placingSharps containers in convenient locations on Competition grounds andreplacing them when full. Competition Management may fine any individual upto $100 for improper disposal of needles or other sharp disposableinstruments. Competition management will place notice of this requirementeither in its prize list or on a specific handout given to trainers on check in atthe competition. See GR1210.4 for complete details and please make sure therequirements for Sharps Containers are met at this competition.

4. Paoli Memorial Hospital is the closest hospital, with emergency care anda trauma center. It is 4.7 miles away.

5. Brandywine Horse Shows will give priority stabling to exhibitors showing in allthree competitions.

6. Anyone wishing to arrive early or stay later must check with management. NOEXCEPTIONS.

7. Night Watch is NOT OPTIONAL. See Rules & Regulations for more info.The fee is $10 per week, per occupied stall (horse or pony).

8. Mandatory Administration fee of $45 and Ambulance Fee of $15 is NOTOPTIONAL.

9. The stable manager is Barbara Menkins.10. All owners and exhibitors shall be held responsible for any damage incurred by

them, their agents or any employees to stalls, building and other properties onthe show grounds, and shall be billed accordingly.

10. Feed and bedding may be ordered through the Entry Form for pre-orders. Pre-order forms should be emailed to Cook Forage at [email protected] faxed to 315-252-4016. Please call 315-374-7813 with any questions orconcerns. Orders must be taken by noon for same day service. Please try toorder prior to arrival for best service.

From the South: Follow I-95 North toward Philadelphia. Once you’ve crossed intoDelaware, keep right and take I-495 North via exit 5D toward Port of Wilmington /Philadelphia. Follow for I-495 North and remerge onto I-95 North (Crossing intoPennsylvania). Follow I-95 North to I-476 North. Take I-476 N via exit 7 towardPlymouth Meeting. Follow I-476 North for approximately 13 miles to exit 13, US-30. Turn left onto US-30 West. Follow US-30 West for approximately 3 miles and theDevon Horse Show will be on your left.

From the East: Follow the Schuylkill Expressway / I-76 West to I-476 South. Mergeonto I-476 South via exit 331A on the left toward Chester. Follow I-476 South forapproximately 2 miles to exit 13, US-30. Turn left onto US-30 West. Follow US-30West for approximately 3 miles and the Devon Horse Show will be on your left.

From the West: Follow the Pennsylvania Turnpike / I-76 E toward Philadelphia.Take exit 326 toward Valley Forge. Stay in right lane after the tolls. Merge onto US-202 South via exit 328A toward West Chester. Follow US-202 South for approximately2 miles. Take the PA-252 North exit toward Devon. Make a left onto Valley ForgeRoad / PA-252. Continue to follow Valley Forge Road for approximately .5 miles andmake a slight right turn onto Devon State Road. Follow Devon State road forapproximately 1 mile until you reach a dead end. Make a left onto Old Lancaster Roadand then an immediate right onto Waterloo Road. Turn left on to Lancaster Avenue/ US-30 East and the Devon Horse Show will be on your right within .2 miles.

By Train-Paoli Local: From 30th Street Station in Philadelphia or Suburban Stationin downtown Philadelphia at 16th and John F. Kennedy Boulevard. Paoli Local Trainsrun about every 35 minutes to Devon and return. Nationwide rail connections from30th Street Station.

PRIZE MONEYPrize money may be applied to your payment due. Any prize money over the paymentdue will be mailed within thirty days of the completion of the competition. Checkswill be made payable to owners, unless otherwise stated, and will only be paid whenthe SS# or Federal Tax ID# has been provided to the Horse Show Office. Allrecipients of prize money totaling $600 or more will receive an IRS Form 1099. Prizemoney won by foreign exhibitors is subject to the US Internal Revenue Serviceregulation requiring sporting events to withhold 30% of prize money. Foreignexhibitors should apply for a Social Security Number and will be asked to completeform W-8BEN prior to receiving prize money. 

HUNTER CLASS SPECIFICATIONS

PURPOSEUSEF Junior Hunter National Championship is designed to encourage and promotethe basic training and development of Junior Hunters.

SECTIONSBoth the 3’3” and 3’6” divisions are divided into Small and Large Junior Hunters andagain by age, riders 15 & Under and riders 16-17. The 3’3” section is open to anyJunior Rider and horse combination not entered in any 3’6” division. There is a totalof 8 sections.

ELIGIBILITYIn order to compete in the USEF Junior Hunter National Championship, thehorse must be recorded with the Federation and registered with USHJA on orbefore the first day of the competition. The owner must be an active memberof the Federation and USHJA.

A maximum of 290 (120 3’6” and 170 3’3”) horses will be accepted to compete,however USEF reserves the right to adjust this number to ensure fair andconsistent point qualification standards and a safe competition environment.The number of entries accepted per section will be determined based on thecurrent qualified numbers and past years’ entries.

Entries for the USEF Junior Hunter National Championships will be acceptedbased on the following:

1. Spaces will first be filled with horses that qualified by winning achampionship or reserve championship in an “A,” “AA,” “B,” or “C” ratedJunior Hunter 3’3” or 3’6” section between June 1, 2019, and May 31, 2020,OR being in the top-10 on each of the USHJA Junior Hunter Zonestandings for competitions with a start date of December 1, 2019, throughMay 31, 2020. Horses that are champions in their respective sections at the

previous year's USEF Junior Hunter National Championships may returnwithout qualifying.

2. If there are still open spaces, additional horses not otherwise qualified maybe eligible to compete in the national championship based on NationalHorse of the Year (HOTY) points in their respective sections. Thesehorses shall be accepted based on the National HOTY points earned byhorses in their top 15 competitions starting on or after June 1, 2019, throughcompetitions starting on or before May 31, 2020. Points from both theyounger and older Junior Hunter sections shall be counted.

PHASESThe competition will be conducted in three separate phases:Under Saddle: To count 20%. To be shown at a walk, trot, and canter both ways ofthe ring. Horses are to hand gallop one direction, halt and back. Light contact withthe horse’s mouth is required. Judged on performance and soundness. Manners andsuitability shall be emphasized.Classic Round: To count 40%. The course must maintain at least ten obstacles, havetwo changes of direction and have at least one combination. There shall be one singleoxer on the course to be ridden at the gallop. Emphasis shall be placed on “brilliance”for this class.Handy Hunter: To count 40%. Obstacles should simulate those found in trappyhunt country. The course must have at least two changes of direction and at least onecombination. Horses are required to trot over one fence on the course, and may beasked to lead over one obstacle or open a gate while mounted. Emphasis shall beplaced on "handiness" for this round.

SCORINGUnder Saddle Phase:Horses shall be judged in groups of twelve or less. Each horseshall be judged and given a number score based on its performance.Handy Hunter and Classic Round: Each entry will be given a numerical scorebased on its performance. In both the classic and handy round, exhibitors will beeliminated after two cumulative refusals.

MISCELLANEOUSThe same junior exhibitor is required to show an entry in all phases of thecompetition. The same junior exhibitor may show one small and one large entry.Cross entering is not permitted between the Junior Hunter 3’3” and 3’6” sections.

JUDGING PROCEDURESAll three judges will judge each phase simultaneously but independently of each other.Each judge will give every entry a score for each phase. Prior to the Handy Hunterand Classic Round, each entry’s score in the previous phase shall be totaled andannounced. During the Over Fence phase, the Open Numerical Scoring System isused. After each entry completes the course, each judge’s score for the round isimmediately shown or announced. The total overall score for each entry is thencalculated as soon as it has completed the last phase.

TIESTies will be broken based on the score of the judge that is designated as judge numberone for each phase of the competition. If a tie still exists for the overall standings,the score from the Classic Phase will break such tie. Note: If a horse /ridercombination does not complete a phase or is eliminated from that phase, that horsewill receive a score of "0" for that phase but may continue on to compete in theremaining phases of the competition. A horse with a total score of "0" for a phase isnot eligible for an award for that phase but is eligible for an overall award.

COMPETITION SPECIAL REQUIREMENTS1. Horses are required to be stabled on the competition grounds for a minimum of

12 hours before the start of the competition.2. Commencing 12 hours prior to the start of the competition and continuing until

finished competing, only the competition rider may ride his/her entry. Theseriders must wear their competition number at all times anywhere on the groundswhenever mounted. Horses must be accompanied by their number whenever theyare being lunged, exercised or handwalked.

3. The Official Schooling and Lungeing areas will be designated and locations postedin the Show Office. Participants are restricted to schooling and lungeing only inthe Official areas.

4. The use of illegal and/or dangerous jumps, equipment, bamboo offsets and polingis strictly prohibited.

EQUITATION CLASS SPECIFICATIONS

USHJA GLADSTONE CUP EQUITATION CLASSICPRESENTED BY INTERMONT EQUESTRIAN AT EMORY AND HENRYOpen to any Junior rider that has won either a US Hunter Seat Medal, ASPCA Maclay,USEF Show Jumping Talent Search or Overall WIHS Equitation class at acompetition with a start date between June 1 and May 31 of the qualifying year. Ridersmust be an active USHJA junior member at the time of competition in order tocompete. Past winners of either the East or West USHJA Gladstone Cup EquitationClassic (formerly Hunterdon Cup Equitation Classic) are no longer eligible tocompete in either finals. Competitors in either the East or West USHJA GladstoneCup Equitation Classic are no longer eligible to compete in the THIS Medal Class orFinals.

COMPETITION FORMATClassic Phase: Riders to show over a classic hunter course of at least ten (10) jumps.Scores to be announced.Handy Phase: Riders to show over a handy hunter course of at least ten (10) jumps.Handiness and brilliance to be emphasized. The top (20) riders will return for theHandy phase in reverse order based on the scores from Round 1. Scores to beannounced.Final Phase: Based on the combined scores from Rounds 1 and 2 a minimum ofthe top four (4) and a maximum of the top ten (10) riders will be asked to switchhorses and jump a third course designed by the judges. The third course will usecomponents of the course from Round 1 and/or 2 with a maximum of eight (8)jumps. The jumps may not be changed in any way from Phase 1 and/or 2, and theriders may not be asked to execute anything that they have not already executed ontheir own horse previously in this competition. Riders will switch as follows: ridersone and two, riders three and four, riders five and six, et cetera. The riders will beasked to switch horses in either the show arena or a secured schooling area with thehelp of one assistant per rider. This assistant may not be the rider’s trainer. Aschooling supervisor will oversee the switching of horses and subsequent schooling.Once the riders have switched horses they will line up at the direction of the judgesand the course will be announced. As their numbers are called, in reverse order (lowerto higher combined scores from Phase 1 and Phase 2) the riders will be asked to doa brief flat, jump no more than two (2) schooling jumps and continue promptly tothe final round course. No trainer assistance will be allowed once the finalists havebeen announced. Number scores will be given, but not announced until the finalawards ceremony.

COURSE REQUIREMENTSJumps to be set at 3'6 with at least ten (10) hunter type jumps including a minimumof two (2) jumps with no ground lines. A variety of jumps that will nicely challengethe riders are encouraged.Tack: Refer to EQ105.5a in the USEF Rule Book for current specifications.

Schooling: Commencing twelve (12) hours prior to the start of the competition, andcontinuing until finished competing in the USHJA Gladstone Cup Equitation Classic,only the competition rider may ride his/her entry. These riders must wear theircompetition number whenever mounted. Riders may change horses for the GladstoneCup only in the case of illness or injury to the declared horse, verification from thehorse show veterinarian and approval from the horse show committee.

JUDGING PROCEDURESTwo judges will be selected by the USHJA for each of the USHJA Gladstone CupEquitation Classics-East and West Coast. Both judges will sit together for the durationof the class and provide (1) numerical score for each competitor in each phase. Ridersto be judged on style and smoothness with an emphasis on hunter style of riding.The scores from each phase will be combined for a final total score for each rider.The final combined scores from each rider will be used to determine placings. All tieswill be broken using the scores from Phase 1.

AWARDSThe previous year’s winner, if available, will be asked to assist in the presentation ofthe Top 10 ribbons. Ribbons will be awarded 1st-10th place with the presentation ofawards to be given in reverse order. The Overall Champion will be presented keepertrophy. Recognition will be given to the Trainer of the Overall Champion. Recognitionwill be given for the Best Equitation Horse. To be awarded to the horse deemed bythe judges to be the best and most suitable Equitation horse competing in theGladstone Cup.
