Good Afternoon, My name is Ross Woodson and I am the Chief of the Contracts Office for Construction Contracting at SILC. On stage with me is Pam Argilan and Jim Dinda. Pam is the Senior Field Contracting Officer for the Facility Design and Construction Center. As we have discussed, the Facility Design and Construction Center (FD&CC) handles the larger construction projects throughout the CG. Jim Dinda is the Senior Field Contracting Officer for CEU Cleveland. CEU Cleveland is responsible for facilities in Region 5 (the mid-Atlantic Area) and Region 9. The three of us will share the stage for the next hour to brief you provide an overview of the contracts that support the Coast Guard’s Civil Engineering Program. Thank you for being here, today. We realize that there is a lot of behind the scenes efforts to understand our processes, plan for submitting a proposal, and build all the appropriate business relationships to pull off a successful contract. We consider our relationship with industry to be vital to our success and truly appreciate your interest in our program.

SILC COCO-CN Organization

Here is an overview of our COCO-CN Organization. Let me start with the lower left hand corner of this slide to clarify that FD&CC has two offices. Pam Argilan is the Supervisory Contract Specialist responsible for the overall support of FD&CC. Nicole Butts is at the Det Seattle Office. Nicole supervises the contracting group at the Det Seattle Office and she is also double-hatted as the supervisor for the contracting group at CEU Juneau. Nicole reports to Pam for all actions. My deputy and I are shown in the matrix on the upper right hand side of this slide. We are in charge of the contracting functions. We both work on the SILC Staff and I report to both the SILC and the HCA. I am located in the Main Street Tower Building in downtown Norfolk. My deputy, Mark Snell, works out of Seattle, WA, where he is co-located with the FD&CC Det Seattle group. As you have heard already, each CEU is responsible for one or more CG regions. These regions are depicted on the map and summarized in the matrix in the lower right of this slide. Each of our CEU’s has a Senior Field Contracting Officer or “SFKO.” Contact information for each SFKO will be provided at the end of this brief. Jean Bretz is our SFCO at CEU Providence supporting District 1. Jim Dinda is our SFCO at CEU Cleveland supporting Districts 5 and 9. Lesia Moyer is our SFCO at CEU Miami supporting Districts 7 and 8. Jeff Cross is our SFCO at CEU Oakland supporting Districts 11 and 13. Our CEU Juneau supports District 17 and this CEU receives supervisory support from Nicole Butts (as I mentioned previously). We have two contract specialists at CEU Honolulu supporting District 14 and they are supervised by Jeff Cross in Oakland.

The Department of Homeland Security’s Acquisition Planning Forecast System provides a way for small businesses and other vendors to view a forecast of upcoming opportunities. The system is readily accessible and there is a tutorial that can be downloaded directly from the site. The site is: http://apfs.dhs.gov/   To get started, go to the url and …..click on the green box “Search Forecast”, which I have annotated w/ the red box.  In order to get to the Coast Guard work, you will want to utilize some of the Filters .Various filters are available to view the data including a text search, the component of DHS, contract status, contract vehicle, dollar range, NAICS Code, and small business program.  There are several components under the USCG. Of particular note:  The USCG/SILC-Base manages service contracts such as janitorial, galley, lawn mowing, pest control type services. The USCG/SILC-Construction manages construction and design projects.    Unfortunately, there is not a specific mechanism to filter to a geographic area; but, a useful tip is to use the area code of a known point of contract text search. For instance, using “401-” will find projects forecast by CEU Providence. Using “216-” will find projects forecast by CEU Cleveland.

The two filters that seem to get you to the Coast Guard work is as follows: 1st you will want to get to USCG/SILC-CONST under the component block of the Filter system.   The one above SILC-CONST, which is called SILC-BASE may confuse you. That component is for the service contracts that are typically contracted out of a base, such as janitorial, galley, lawn mowing, pest control type services. After clicking SILC construction, there is not a good way to break it down into a particular area of the county. However, I found that typing in an area code with a “dash” is an effective tool for narrowing it down into a geographic area that one may be interested in.   Thus, you might try 216-. In this case, I was interested in the Maintenance work that is going to be accomplished in the Coast Guard’s 5th District (which goes from NC to NJ). The 5th District’s shore facility depot level maintenance work is performed by Civil Engineering Unit Cleveland. After going through that filtering activity, one would get a list of projects which can easily be printed off.

Our Multiple Award General A/E Services IDIQ contracts were put into place in 2007 and administered by CEU Cleveland. This IDIQ is used for PPR development, RFP development, different types of studies, such as geotechnical and wave studies to name a couple. The Task Orders are competed among the contract holders using a two part Fair Opportunity process. Reprocurement: The national AE recompete is in the market research phase. Responses to the “Sources sought” were due by 10 Mar. Depending upon the market research outcome, we will be considering a Small Business Reserve – this will allow us to do a small business set aside for certain task orders, if appropriate

The NMACC is our predominant contract vehicle for major capital construction projects. The contract primarily utilizes Design-Build for project execution. This contract tool is available to all DHS components for projects between $3M and $100M for any site in the United States and territories. We currently have 6 contractors on the NMACC; Contracts Expire in 2017 Each Task Order is looked at individually to determine if we will use Best Value (both Low Price Technically Acceptable and Trade Off) or Price Only evaluation. Our default strategy is Best Value Trade Off with a statement that as technical becomes more equal price becomes more important Default is oral presentations but have done written proposals also. We held “Partnering” meetings with the NMACC holders on an annual basis to discuss lessons learned and how to improve the processes Through these meetings we made improvements in betterment evaluation process, were able to discuss how we evaluate Major subcontractors, areas of the RFP that represent risk to the D/B contractor, etc.

We have started the Reprocurement Process for the new NMACC Market Research Sources Sought was posted on FBO with responses due March 10th The Existing contract are unrestricted; however, we do not know at this time if the new solicitation will be unrestricted We anticipate a meeting after the solicitation is released; we are looking at different alternatives as to how this meeting will be held. Some things being considered include a meeting in Norfolk or Seed Project Site and possibly using a web enabling for remote access. More information will be included in the solicitation.

For Maintenance and Repair our annual budget is usually on the order of $180M.   The projects are executed by the Civil Engineering Units (CEUs) using in-house and A/E designs.   The primary contract vehicle for execution of these projects is the RMACC (Regional Multiple Award Construction Contract); however, not all projects go to the RMACC. We do a variety of other procurements including some sealed bid, best value/source selections, and some 8(a) sole source.   Projects on the RMACC will range from 5 thousand to 3 million dollars. Similar to the National MACC, we are also conducting market research on the RMACC and will replace it prior to its expiration in 2017. �Please see the information on the slide regarding the sources sought and note that responses are due by 2
