The following changes were approved by the delegates at the 2006 USBCConvention.

Tournament Rule Revisions

Rule 301d – Pro-Am Tournaments★ Requirements changed to allow pro-am events to be conducted for any

charitable organization.★ Payment of prizes revised allowing for participants identified as professionals

by tournament management to have a separate prize fund. They may notshare in the amateur prize distribution.

★ Scoring format revised to allow professionals or organization members' scoresto count for any designated amateur. Therefore, amateurs and professional ororganization members no longer have to compete on the same pair of lanesin order for their scores to be paired together.

★ Pro-am style format which concedes pin count to either an amateur or professional can now be certified by USBC as a modified format.

Rule 304 – Authority of Team Captain★ Revised to require team captains to pay each member his/her portion of

prize money within 30 days of receipt.

Rule 306 — Fees and Prizes: All-EventsRule 307 — Fees and Prizes: Special Features★ Revised to allow tournament management the flexibility to determine its own

prize ratio for all-events and special features. If a prize ratio is not listed, thedefault would be at least one to 20 or a major fraction thereof.

Rule 308 – Fees and Prizes: Distribution of Prize Funds★ This revision allows the tournament flexibility to modify or change by rule

any or all of the requirements as listed in Rule 308. For example, tournamentrules could provide a ratio of 1 in 15 will be paid in one of the events. It isimportant to note that in cases where tournament rules do not state otherwise, the default would be the specific requirements as currently stated in Rule 308.

Rule 310b – Entry Rules: Entry Close Prior to Last Squad★ Revised whereby the number of entries to date, and the high score in each

event or division of each event, no longer have to be posted, but must bemade available upon request. Also, tournament management is no longerrequired to post a complete current list of entrants. When entries close priorto the last scheduled squad, tournament management shall include in therules the exact time the last squad is scheduled to start and the exact time for closing of entries.

Rule 313 – Entry Rules: Free or Reduced Entries★ Tournament management may offer free or reduced entries without having to

identify this information in the tournament rules. However, an amount equalto the prize fee for such entry must be paid into the tournament prize fundby management.

Rule 315 – Entry Rules: Multiple Participation★ This revision allows tournament management the option of determining how

many times an individual can participate and cash in each event. For example,an entrant, in a singles event, by tournament rule, could bowl multiple timesand cash more than once on that prize list. If tournament rules do not stateotherwise, the conditions of Rule 315 with regard to multiple participationapply.

Rule 326a – Tournament Playing Rules: Tie Scores★ With this revision, in tournaments other than those with match play or

elimination formats, only one game is now required in deciding all ties unlesstournament rules state otherwise. However, under no conditions may theplayoff consist of less than one delivery.

General Playing Rules Revisions:

New Rule 4e – Average Relief ★ This rule allows a player who has become injured or disabled to request relief

of his/her USBC average by providing the following information to USBCHeadquarters: ✩ A doctor’s certificate describing the:

• Disability or injury.• Length of disability or injury.• Reason for downward average adjustment.

✩ A copy of current league standing sheet(s). Standing sheets must be submitted from each USBC certified league in which the player participates.

If average relief is granted by USBC, the player will be notified of the minimumaverage that may be assigned to them and the time limit for the relief.

Tournament management may, prior to participation:★ Accept the bowler’s highest current USBC certified league average, provided

it meets or exceeds the minimum established by USBC.★ Assign the bowler an average that meets or exceeds the minimum estab-

lished by USBC.★ Deny the relief and require the bowler to use the average as stated in

tournament rules.

Permission may be withdrawn for cause.

Note: Authorization by USBC, if granted, does not obligate tournament management to issue relief.

Rule 7a – Pins-Improperly SetThe revision to this rule now covers any standing pin(s) that are outside the range of the sweep bar and provides the pin(s) will be respotted where it (they)originally stood before the delivery.

Rule 9 – Bowling on Wrong LaneThe revision to this rule provides that if more than one player on the same teambowls on the wrong lane in turn, all deliveries stand as bowled. Upon discovery,bowlers shall complete subsequent frames on the correct lane.

Rule 14 – Supplemental FeesThis revision removes the requirement that a minimum entry fee cannot exceed$2 per entry for Mail-o-graphic leagues and tournaments and also provides thatoperating costs shall not exceed 10 percent of the entry fee.

Applying1. Submit a completed tournament certification application and a copy of your

rules and entry form to USBC at least three weeks prior to the start of thetournament. Remember, coverage will be granted only if the application isreceived before the start of the tournament. This process takes approximatelyfive (5) working days. However, this may take longer in the peak season.

2. Guarantees — submit written assurance from person responsible for any firsttime guaranteed prizes.

3. If the tournament is open to USBC Collegiate members, it must be certifiedas adult/youth.

4. If you are conducting a youth scholarship tournament, you must submit information in accordance with the requirements of USBC Rule 301c.

5. Always remember, if a tournament date and/or site is changed, coverageis not extended unless we are notified of the change before the tournament is conducted. Also, in the event a tournament is cancelled,please let us know so we can mark our file accordingly.

TYPES OF TOURNAMENTSTypes of

TOURNAMENTSTournament DefinitionA tournament is a competition, other than a league, in which the game ofAmerican Tenpins or a modified format of the game is played. Competition consists of one or more events and two or more teams.

Total pins decide the champions and other prize winners in each of the eventsunless another system, based on merit pinfall, is stated in the tournament rules.

BenefitsYou can perform a valuable service both to your participants and your organizationby conducting USBC tournaments.

It is a free service that means you and the bowlers in your tournament benefitfrom the whole range of USBC services. These are:1. Guidance on rules for your particular competition2. Standardized rules.3. Expert assistance in resolving misunderstandings and problems if they arise.4. Systematic average adjustment procedures.5. Special recognition for high scores and other achievements.6. Assurance of equitable distribution of prize funds.

Types of Tournaments.To better serve tournament organizations and our members, USBC certifies thefollowing types of tournaments:

Regular TournamentThis is the most common type of tournament that covers the widest range of formats. A regular tournament certificate will be issued provided:1. The tournament consists of two or more teams or a singles event of two or

more individual entrants.2. Tournament rules and advertising material comply with USBC rules.3. The lanes used are USBC certified for the current season.4. Competition among entrants in an event, except all-events, is held in the

same establishment. When an event is divided in two or more divisions, competition in each division is held in the same establishment.

TYPES OF TOURNAMENTSMoral SupportA moral support may be issued provided the tournament is conducted by one ofthe following types of organizations:★ Civic★ Fraternal★ Benevolent★ Military Service★ Union★ Religious

1. It must also meet all the requirements for tournaments granted a regular tournament certification (Rule 301a).

2. Entry is limited to those affiliated with the organization conducting the tournament.

3. Anyone under suspension from, or who has been refused membership inUSBC, is not allowed to participate.

Modified FormatsHigh score recognition for 300, 299, 298 and 11 Strikes-In-A-Row is in effect provided the score was accomplished by one participant, whereby a full setup ofpins (10) is knocked down with the first delivery in each frame and without thebenefit of any type of artificial strike. In order for the High Score Recognition to be in effect, tournament management must maintain a scoring system wherebyboth the natural and artificial pin counts are kept on a scoresheet. A copy of thescoresheet must be submitted with all high score award claims. Also, awards canbe provided for conversion of the 7-10 and 4-6-7-10 splits.

Examples of some of the modified formats are: 9-Pin No-Tap, 8-Pin No-Tap, Best Ball, Scotch Doubles, Baker Format, Mail-O-Graphics, etc. (See pages 11-13for details.)

The great thing about bowling is that it can be played at any level, as a recreational activity or as a competitive sport. Modified formats offer many alternatives to traditional tournament bowling. Using modified formats, bowlersmust interact much more, thereby creating a more social atmosphere. With

TYPES OF TOURNAMENTStoday’s fast paced lifestyles, modified formats allow the game to move along faster,thereby reducing the time a person would have to devote to his/her bowling.

FYI: When tournaments use a modified format, all USBC rules apply except thosedirectly affecting the modified format.

Averages established in modified formats cannot be used for entry in USBCleague and tournament competition where the standard game of AmericanTenpins is played.

Note: Tournament formats encouraging participants to bowl less than theirability to win prizes are not eligible for USBC certification.

If you’re looking to give your bowlers a new bowling experience, try some ofthese modified formats:

No-Tap TournamentThere are two types of no-tap formats commonly used, and tournament management must determine by rule which procedure will be followed.1. A strike is recorded when an individual knocks down a designated number of

pins or all 10 pins on the first delivery. For any other pin count, the individualreceives the actual value and a second delivery is required.

2. A strike is recorded when an individual leaves a specific pin(s) (such as a 5-pin or a 7-pin) or knocks down all 10 pins on the first delivery. If any otherpin(s) remain standing, the bowler receives the actual value and a seconddelivery is required.

3-6-9 TournamentIn a 3-6-9 tournament, each bowler automatically receives a strike in the third,sixth and ninth frames of each game as designated by tournament rule.

Baker SystemIn the Baker Scoring System, each bowler rolls two frames per game. The play isfast-paced. The Baker scoring system also is very popular for doubles tournamentcompetition.

The Baker System places the emphasis on team effort, rather than the individualaccomplishments of the team members. When the Baker System is used andteams are comprised of five members, all team members follow each other inregular order to bowl a single game.

TYPES OF TOURNAMENTSThe leadoff player rolls the first complete frame followed by the No. 2 bowlerrolling the second frame; the No. 3 bowler, the third frame; the No. 4 bowler, the fourth frame; and the No. 5 bowler, the fifth frame. The leadoff bowler thencontinues the game by bowling the sixth frame, followed by the No. 2 bowlerrolling the seventh frame; the No. 3 bowler, the eighth frame; the No. 4 bowler,the ninth frame; and finally the fifth bowler, all balls in the 10th frame.

Headpin Bowling TournamentsIn some localities, the entrants count 100 as the highest possible score, allowing the rolling of 10 balls to a game, or one ball to a given frame. When this procedure is followed, they generally require the player to hit the headpin on each delivery for scores to count with no extra ball being allowed in the 10th frame.

Another method of playing the game is to count 120 as the highest possiblescore, allowing the rolling of 12 balls for a perfect game of 120. In the first nineframes, one ball is permitted for each frame. In the 10th frame, three balls maybe bowled provided the player scores a strike on his first two attempts.

When this system of scoring the game of headpins is followed, the tournamentdoes not insist upon the individual actually hitting the headpin. As long as theheadpin is knocked down, the particular frame is considered legal.

Scotch Doubles TournamentAny combination of two bowlers is allowed. The most successful promotions have been husband-wife or “family” scotch doubles where competition is open to father-son, mother-daughter, etc. A three-game series is bowled with Bowler Abowling first in each frame and Bowler B bowling at whatever pins are left. If astrike is bowled, the same bowler would continue. Bowler A starts the first andthird games, Bowler B starts the second game. Scoring is the same as regulationTenpins.

Note: If Bowler A strikes on the first ball in the 10th frame, Bowler A wouldthen bowl again. If Bowler A strikes again, Bowler A would roll the lastball. If no strike on the second ball, Bowler B rolls the last ball.

Since the second player only bowls if pins remain standing after the leadoffbowler’s delivery, it is possible that the leadoff player could bowl the entire gamewithout the second player participating in the game.

TYPES OF TOURNAMENTSBest Ball TournamentAgain, a combination of any two bowlers is allowed. Each bowler rolls one balleach frame. The better of the two balls rolled is the score entered for the team.There are no spares recorded since the pins are reset after each ball thrown. Theexception to this is the 10th frame where scoring is regulation for each bowler;i.e., if a strike is bowled on the first ball, the bowler would then roll two extra balls.

Mail-O-GraphicTournament competition in which a supplemental fee is charged and scoresbowled in different centers are compared to qualify for prizes in one commonprize list. All scores are submitted to the tournament manager who enters thescores and determines teams and/or individual standings. All scores used mustbe from USBC certified competition. (Rule 302b)

Pro-AmTournament competition conducted for any charitable organization whereby anentrant’s scores are paired with a professional or designated organization memberfor prize consideration.

Note: USBC Association championship tournaments cannot utilize a modified,league or mail-o-graphic format.

SPORT BOWLING

USBC Sport Bowling is an optional level of certified league and tournament competition that offers bowlers the chance to experience a new challenge and satisfy their competitive nature. Conducted on the most competitive lane conditions in the sport, Sport Bowling leagues and tournaments emphasize abowler’s ability to deliver the ball accurately and consistently, make adjustments,read lanes and convert spares — evening out the competition to create an exciting tournament atmosphere.

A tournament certificate will be issued provided these steps have been completed:1. The tournament application is approved by USBC prior to the start of

the tournament.

2. All competition takes place in a center complying with USBC Rule 211.

3. All rules and specifications for Sport Bowling are adhered to (see SportBowling Chapter 5 of the USBC Playing Rules book for additional information).

Running a Sport Bowling tournament requires a couple of additional steps andthe cooperation of the host center management. Together, you can offer bowlersthe opportunity to experience USBC’s hottest competition.

If the proposed tournament site is not a Sport Bowling certified center, the proprietor must register the center online on the Sport Bowling section ofbowl.com and send tapes or graphs at least two weeks prior to the start of thetournament. The proprietor must follow these simple steps to certify the bowlingcenter for Sport Bowling:

1. Register the center — Go to the Sport Bowling section of bowl.com and click on the “Centers” tab. Then click on the “Register your center for SportBowling” link. Fill out the short form and hit “Submit.” You will need to knowthe center certification number, type of lane surface, lane installation or resurface date, and type of lane machine to complete this form.

2. Proof of compliant lane condition — This step is only required if your centerwas not Sport Bowling certified the previous year!

Once you have registered your center online, you will need to oil a pair of laneswith the Sport pattern you plan on using and pull tapes on that pair of lanes. Thismust be done at 22 feet and two feet before the end of the pattern.

SPORT BOWLINGUse that tape to generate graphs for both lanes and send the graphs to USBCHeadquarters. If you do not have access to a reader and software to makegraphs, you may send the tapes to USBC Headquarters and USBC will readthem for you. USBC requires this step to assure that the center is capable of putting down a Sport compliant pattern in advance of Sport Bowling leagues andtournaments. The graphs or tapes must be sent to USBC Headquarters at leasttwo weeks before the start of leagues and tournaments. If needed, USBC will provide technical support to assist the center in meeting this requirement.

Once the pattern is in compliance, graphs are to be sent to USBC Headquartersvia fax at (414) 421-5860 or mailed to:

At the completion of these two simple steps, your center will be certified for SportBowling leagues and tournaments until the end of this bowling season. You willbe sent USBC Sport Bowling certified decals for the center doors.

Once the center is Sport Bowling certified, the tournament application isprocessed similarly to a standard USBC tournament and should be submitted atleast two weeks before the tournament start date. YOUTH TOURNAMENTS

There are key differences tournament managers must be aware of when conducting a USBC Youth tournament. All USBC tournaments must comply with Rule 400 and the Special Eligibility Rules.

A USBC Youth member cannot participate in a tournament where ANYONE is awarded any cash, bonds, gift certificates or merchandise prizes exceeding$500 in value; or gambling is involved. Trophies, medals, ribbons and certificates(symbolic) may be awarded.

Entry fees and reimbursement of actual travel expenses (receipts must be presented for reimbursement) into the next higher level of youth competition orany youth tournament or event are permissible. Bowlers may not transfer his/herentry. The entry fee must be paid directly to the tournament director/manager, not to the youth member.

USBC Youth members may participate in PRO-AMS as long as they bowl in a separate division and youth awards comply with Rule 400. They mayalso participate in Team USA competitions with adult competitors provided theirawards comply with Rule 400.

Youth members may participate in side competitions/brackets, provided that allthe entries be returned 100% and in the form of scholarships only and awardscomply with Rule 400.

Youth may bowl in singles competitions (including side competitions/brackets)offering cash, bonds or merchandise exceeding $500, provided, prior to bowling:1. The competition agrees to award the youth’s prize in the form of a

scholarship; or2. The youth signs a form waiving his/her rights to any prize in violation of

this rule.

Other key differences:1. One absentee score is allowed for four- or five-player teams, unless otherwise

stated in tournament rules. (See Rule 322b)

2. Protests and appeals must be filed in writing within 72 hours (See Rule 329).

3. USBC Youth membership fees/participation fees may or may not be requiredfor non-members. (See Rule 300c).

USBC cautions against the use of guaranteed prizes.

It is recommended that guaranteed prizes not be offered. It is a better procedureto estimate all prizes as being based on a specified number of entries. Then, if theanticipated number of entries is not received, you can pay your prizes on a directpercentage basis to the number of entries received as opposed to the number ofentries on which such prizes are based.

Of course, it is tournament management’s prerogative to proceed with the guaranteed prizes. However, if you do, you should be aware that you are obligating yourself to pay these prizes in the exact amounts shown in the tournament literature regardless of the number of entries received in any event.

Guaranteed prizes are recommended only for tournaments with long records ofsuccess. Unless tournament rules state otherwise, Rule 308, Item e states, whenthere are 100 or more entries in an event or division of an event, first place shallnot exceed 40 percent of the total prize fund. Second place shall be equal to atleast one-half of first place or 20 percent and the balance of prizes 40 percent. A $1,000 first place guarantee means a total prize fund of at least $2,500. Fewerentries than you expected means that you pay the difference. Total minimumreturn is 100 percent. An example follows:

First Place $1,000 = 40%Second Place (at least one-half of first place) $ 500 = 20%Balance of prizes $1,000 = 40%Total minimum return $2,500 = 100%

Remember: Guaranteed prizes cannot be based on number of entriesreceived in the tournament.

Free or Reduced EntriesTournament management may offer free or reduced entry fees. We recommendthe reduction or free entry and how it is obtained be clearly stated within the entryform or rules. When free entries are offered or fees are reduced, managementmust add the equivalent prize portion to the prize fund.

In instances where a tournament charges a higher fee for late or walk-in entries,the additional amount charged is designated as a late fee within the rules or entry

form. The amount may be added to the prize fund, but must be designated as alate fee or charge.

Tournament Prize InformationTop-Heavy Prizes, Unrealistic Distribution of Prize MoneyOne “rich” winner never took the place of several unhappy entrants who did notget their fair share of the prize money!

Overestimating“Shooting for the moon” can capture attention, but it could also create resentmentwhich years of sound operation cannot erase. It’s better to pay out more prizemoney than you advertised than the other way around!

Merchandise PrizesUnless tournament rules state otherwise, the amount expended from the prizefund for a merchandise prize determines the application of the formula in Rule308, Item e. For example, an automobile purchased for $6,000 as a first placeprize requires at least a $3,000 second position prize and no less than $15,000 in total cash and merchandise prizes.

Scheduling a tournament can be a difficult and time-consuming task. In preparingthe tournament schedule the following should be observed.1. Begin scheduling immediately upon receipt of the first entries.

2. In multiple events and multiple entry tournaments, check entries for thosebowlers who are entered more than once or in other events; group entriesaccordingly.

3. Group entries according to times requested, if possible.

4. Group entries according to the entering averages; high average bowlers withhigh average bowlers, low average bowlers with low average bowlers, etc.

5. Assign lanes. Form additional squads until all teams are assigned. Recheckschedule to make certain the same team or individual is not scheduled morethan once for each squad.

6. Schedule one team alone if you have an uneven number of entries.

7. Allow up to three hours for each team squad.

8. Allow a minimum of two hours and 15 minutes to a pair of lanes for two setsof doubles and singles.

9. If three sets of doubles or singles are on a pair of lanes, allow three hours.

10. Notify team captains and/or individual entrants of their scheduled time anddate. This could be done by posting a schedule.

11. Start all squads on time.

12. Allow enough buffer time, 15-30 minutes between each squad, forannouncements, late registrations, slow bowling, equipment failure, generalmaintenance, etc.

13. If you anticipate you may need to add squads, you must include a statementin your promotional literature or tournament rules allowing for additionalsquads. Suggested wording is: “Additional squads may be added during thecourse of the tournament as deemed necessary by tournament manage-ment, but no squad shall be added after the last advertised squad time.”

14. If you want to allow for more flexibility with the entry closing date the following wording can be used: “Reserve entries close (include date) andwalk-in entries will be accepted until squad time if openings are available.”

All entrants in a tournament certified by USBC must qualify under the rules of the tournament. The tournament rules shall require all participants to be USBCmembers or they may establish eligibility as follows: (See Rule 300c or bowl.comfor more information.)1. Associate membership. An individual may apply for associate membership.

2. Participation fee. Payment of the fee entitles the entrant to participate in the specific tournament only and subjects the bowler to USBC rules and jurisdiction for that tournament.

Note: Participation fee is not applicable for moral support or associationchampionship tournaments.

USBC Youth tournaments only:3. Participation Fee/Membership Fee may be waived. By rule the

participation fee/membership fee can be waived allowing all youthbowlers to participate in the tournament and subjects them to all USBC and tournament rules.

Note: Only entrants who are USBC members before participation in the tournament are eligible for USBC awards.

Youth Bowlers in USBC Adult tournamentsUnmarried grade or high school students under the age of 18 must have parental consent to participate in USBC Adult tournaments. A copy of theParental Consent form must be filed as stated in Rule 13. (See Page #42 in this manual for a copy of the Parental Consent Form.)

AveragesDefinitive average rules are important to a tournament. Any rules that refer toaverages or have an effect on an entrant’s average should be included in tournament rules.

Note: As of Aug. 1, 2004, the Canadian Tenpin Federation (CTF) is recognized as the governing body of the game of tenpin bowling inCanada. The CTF provides services to bowling centers and leagueslocated in Canada that were previously serviced by USBC.

USBC and the CTF have entered into a mutual average recognitionagreement for competitions by the other’s organization. Averages of 21 games or more, established in CTF leagues will be recognized byUSBC for entry into USBC tournaments unless the tournament rulesexclude CTF averages.

In return, the CTF will recognize averages of 21 games or more, established in USBC leagues for entry into CTF tournaments wheretournament rules do not exclude USBC averages.

Entering Average Rules – USBC Rules 318, 319a & bA clear and concise entering average rule is essential in any handicap or classifiedtournament. Averages from the previous season are recommended as a firstchoice, because they are on record with each local association and can be verified.

Define the entering average you want the participants to report first, but give an alternative — in case they cannot meet the first rule. (See sample Rule 4 on page 23.)

USBC Youth entering averages are based on current averages after nine games,unless another rule is adopted. (See Entering Average Rule on page 26.)

Average Adjustments – USBC Rule 319cTournament management has the authority to adjust any entrant’s averageupward prior to participation in any event. It is permissible to adjust an averagebetween events.

If a bowler’s average is adjusted, they have the right to decline the adjustmentand receive a refund of entry fees paid for any and all events the adjustment ismade for.

Tournament Prize Winnings – USBC Rule 319dRule 319d allows tournament management the opportunity to adjust an entrant’saverage based on games bowled in a previous tournament(s) where the entrantwon $600 or more in any event. This rule automatically applies to all USBChandicap and classified tournaments unless waived by tournament rules. Prizewinnings from certified and uncertified tournaments including those using amodified format (example: 9 pin tap), must be used in application of this rule.We recommend that tournaments provide in their rules as to whether or notRule 319d will apply.

Tournament management also has the authority to modify the requirements ofRule 319d for their tournament. For example, the $600 amount could be loweredor raised to another amount such as $100, $500 or $1,000 for example. The 12-month period timeframe also can be amended (six months, 24 months, etc.)

The obligation to report and the responsibility of compliance rests with the bowler.As part of the rule, all bowlers, regardless of average, are responsible for reportingany prior winnings of $600 or more in an individual tournament/event earnedwithin the past 12 months.

We recommend that prize winnings be reported to the tournament in writing andthat tournament management issues a written receipt acknowledging acceptanceof this information.

The last 12 months is defined as the date and time the tournament officiallyended (completion of the last squad or round of competition) or payment ofprizes whichever comes first.

The rule defines prize winnings as cash and/or merchandise prizes of $600 ormore in the position standings prize list in any event in a tournament, including all events, special features, special prizes and donated prizes. This would includeoptional events such as brackets, strike jackpots and any other side events.

This rule also requires the bowler to list the name of the tournament, the amountwon, the prize position, and the actual scores bowled to qualify for the prize.

Bowlers must disclose this information prior to participation in the tournament forpossible adjustment.

If a bowler neglects to report the information required in Rule 319d, they are subject to disqualification, forfeiture of entry fees and prize winnings. (See procedure for disqualifications, page 40).

Average Adjustment – USBC Rule 319eRule 319e is an average adjustment rule that requires a bowler to change theirentering average when their accumulative tournament average of 21 games ormore is 15 pins higher within the previous 12 months. This rule applies to alltournaments, unless waived by tournament rule. Whether Rule 319e iswaived or applies, we recommend it be stated in the tournament rules.

All bowlers are responsible for adjusting their entering average if their accumulated tournament average for 21 games or more exceeds the average to be used for entry by 15 or more pins within the previous 12 months. Forexample, the bowler has a league entering average of 150 and an accumulatedtournament average of 170 for 21 or more tournament games. The bowler mustuse the 170 accumulative tournament average for entry into the tournament.

Tournament management also can modify Rule 319e to suit their particular tournament needs. For example, the 15 or more pin average requirement or 21-tournament game requirement could be changed to be more or less restrictive(five or more pins; 20 or more pins; 15 tournament games; 30 tournamentgames; etc.). The 12-month period timeline can also be amended (six months, 24 months, etc.).

A bowler whose tournament scores require an adjustment must submit theadjusted average in writing before the end of the first game in a tournament,unless tournament rules allow for such adjustment to be made within a specifiedtime after bowling.

The bowler is responsible for keeping a record of the names, dates, scores andprize winnings in all tournaments entered in the previous 12 months, includingthose still running. On appeal, protest, or if tournament management believesthere is a violation of the rule, the bowler can be requested to supply this information within a reasonable deadline.

USBC members of all ages are eligible to earn a greater variety of awards in astandardized awards program for men, women and youth.

Achievements are based on skill level and not age or gender. All members havean opportunity to strive for the next achievement level. All achievements can beearned once per season. (August 1-July 31)

National Team High Game and SeriesDuring each fiscal year, an award will be issued by USBC to each member of theteam who bowls one of the three highest scratch game and series scores in thenation for men only, women only, mixed and youth teams. No team is entitled to receive more than one fiscal year award in each category. See Rule 51c forclassifications and additional information.

Baker 300 Game AwardAll Baker System teams that bowl a game of 300 are eligible to receive a sponsor’s award. Each team is eligible for one award during the fiscal year.

When you conduct a tournament, you undertake a moral and legal obligation thatall tournament prize money (excluding interest) is held in trust for the exclusivebenefit of tournament participants. This prize money cannot be used for any otherpurpose.

In addition, the prize fund must be paid to the participants as follows:1. All prize money collected in an event or division of an event must be returned

to the participants in that event or division of that event, except where replace-ments or correction of averages require a change of classification. In that case,prizes are distributed to reflect the actual number of participants in the eventor division of the event.

Example: If you have $1,000 in prize money in the doubles event and $500in the singles event, you must return at least $1,000 back to thedoubles participants and $500 back to the singles participants. Youcannot pay out $750 in doubles and $750 in singles prizes. Prizemoney shall not be transferred from one event to another. In otherwords, you cannot co-mingle prize funds of two or more events.(Rule 308, Item a)

2. The last place prize, including those paid for each last place tie, must beequal to at least the amount of the prize fee in the event unless tournamentrules state otherwise.

Example: The prize fee portion of the entry fee is $10. Based on this rule,the last place position prize would have to be $10 or greater. Evenif you had a tie for last place, the teams or individuals tied wouldhave to receive a minimum of $10 each.

3. In team, doubles and singles events, there shall be at least one prize for each10 entries or major fraction thereof unless tournament rules state otherwise.(Rule 308, Item c)

The key words here are “at least.” We recommend they be added to any tournament prize ratio. This allows you to pay more position prizes than theadvertised prize ratio.

We do not recommend a prize ratio that locks you in.Example: “One prize for every 10 entries or 1-10.” Based on 100 entries, you

would be obligated for 10 position prizes. No more — no less.

4. In an all events feature or special events feature, the ratio of return must beat least one to 20 or major fraction thereof unless tournament rules state otherwise. (Rule 306, 307)

5. If special prizes exceed 25 percent of the prize fund in an event or division of an event, and a bowler or team can qualify for both a special and positionprize, all prizes won by a bowler or team count as one prize to determine theratio of one prize for each 10 entries unless tournament rules state otherwise.(Rule 308, Item d)

Special prizes may include, but are not limited to, the following:A. Scratch prizes in a handicap event.

B. Single game prizes.

C. Limited group prizes, such as early bird, average category, sponsor and weekend prizes, etc.

Squad prizes to which all participants in an event are eligible are not defined asspecial prizes.

Appeals – Protests – USBC Rule 329Rule 329 requires written protests or appeals affecting eligibility or playing rules in USBC Adult tournaments be filed with tournament management, the localassociation, or to USBC Headquarters before tournament prizes are paid.

In USBC Youth tournaments, Rule 329 requires written protests regarding a claim,controversy or violation in a tournament involving any USBC or tournament rulebe filed with the tournament manager with copies to the local association andUSBC Headquarters within 72 hours.

Appeals affecting tournament management’s decision in USBC Youth tournamentsmust be confirmed in writing within 72 hours to the local association or USBC.Any appeal to the decision of the local association must be sent to USBC within72 hours of notice of the decision, briefly stating the grounds for the appeal andshall be signed by the individual(s) submitting it.

Procedures for DisqualificationWhen violation occurs that requires disqualification of an individual or team, thefollowing procedure should be followed:★ The individual(s) and/or team captain should be notified in writing of the

disqualification.

★ The letter should state the reason(s) for disqualification.

★ The letter should inform the individual that they have the right to appeal inwriting to USBC Headquarters, Attention: Rules within 10 days. (See sampleletters on pages 49-51)

Note: Upon notification of a protest or appeal, tournament managementmust withhold all affected tournament prizes or awards until a finaldecision is made.

PROCEDURE

Tournament management should attempt to resolve matters concerning returnedchecks/credit cards for entry fees by notifying the participant and requesting payment by certified check or money order. If attempts to collect these fees fail,further action can be taken through USBC as follows:

1. Tournament management must send a certified or registered letter advising the participant that the check(s) was/were returned or the card deemed invalidand request payment.

2. If no response, tournament management must forward the following information to USBC, Attention: Rules in order for further action to be taken:a. Copy of the letter of notification sent certified or registered mail.

b. Copy of the certified or registered mail receipt.

c. Copy of the worthless check (front and back) or credit card notice.

d. Copy of any bank fees charged.

Tournament must provide printed documentation if tournament has any additionalworthless check fees.

Note: If tournament charges a fee for worthless checks, you will need toinclude a copy of the tournament rules. (See sample letter on page 51.)

3. Upon receipt of the above information, USBC will notify the member chargedthat they have 30 days to pay the amount owed or request a hearing. If noresponse, a suspension letter is sent to the member. If an appeal is receivedor a hearing is requested, USBC will direct the local association in which theindividual holds membership to conduct a hearing. Following the hearing, thefile will be forwarded to USBC, Attention: Rules for a decision.

1. My tournament starts tomorrow can I still send in my application andrules to certify my tournament with USBC? The USBC tournament certification application must be sent to our office prior to the start of the tournament along with a copy of the tournament rules and entry form and/orposter (if available). If the application and rules are faxed in or postmarkedprior to the start of the tournament, USBC will recognize your intent to certifythe tournament. It is recommended the information be submitted at least threeweeks prior to the start of the tournament or before you go to print. This allowsus the opportunity to advise you of any changes that may be necessary beforethe literature is printed.

2. Is there a cost to certify a tournament with USBC? No — there is no feecharged to certify your tournament with USBC. Just submit a tournament certification application and the rules prior to the start of the tournament.

3. After receiving my tournament certificate, I found the need to make achange to my printed rules. What should I do? If it becomes necessary to make changes to the rules, you must notify Tournament Certification atUSBC with any revisions you wish to make before the start of the tournament. In addition, the change(s) must be posted in a prominent manner in the registration/check-in area and also included in announcements made prior toeach scheduled squad.

4. After reviewing my tournament certification, a conflict arose regarding the scheduled dates for the tournament what should I do if either thetournament dates and/or the center at which the tournament is scheduled must be changed? You would need to contact TournamentCertification at USBC with any changes in schedule/center(s) prior to the start of the tournament. New credentials would then be issued for your event.

5. My tournament was scheduled for Saturday and Sunday and there was abad snow storm on Sunday and I had to cancel the tournament. Can Ireschedule the Sunday squads? In the event inclement weather makes itnecessary to cancel or reschedule a tournament squad(s), you must notifyTournament Certification at USBC for an extension. This can be done only if the complete operation of the tournament is shut down for an entire day orweekend. Only those individuals originally entered to bowl on the cancelledsquad(s) are permitted to bowl on the date it is rescheduled for.

Q & A6. I am starting a new tournament and would like to guarantee payment of

the first place prize money. The only problem is that I am not confidentthat there will be enough entries to cover what I plan to pay out. Whatrecommendations can USBC provide to me? Any advertised guaranteedprize(s) must be paid regardless of the number of entries received. Therefore,USBC recommends that prizes be estimated based on a specific number ofentries instead of offering guaranteed prizes. Then, if the anticipated number ofentries is not received, you can pay your prizes on a direct percentage basis tothe number of entries received as opposed to the number of entries on whichsuch prizes are based.

7. My tournament rules are the same as last year do I need to send them inagain? Yes, a complete tournament certification application and rules must besubmitted to Tournament Certification each season.

8. One of the teams in my tournament had a bowler who failed to show upand a substitute was not available. Can they use the bowler’s averageminus 10 pins? No, according to USBC Rule 322b, the team would receive azero for the missing player.

In USBC youth tournaments, Rule 322b provides that an absentee score mustbe accepted for a prepaid four or five-player team unless otherwise stated in the tournament rules. Only one absentee score per team may be used and thescore will be the absent member’s entering average less 10 pins plus handicap.

9. How much time do I have to pay out prizes for my tournament? The prizesmust be distributed within 30 days after the end of the tournament as requiredunder Rule 309 unless USBC has authorized delay in payment. Tournamentmanagement should contact Tournament Certification at USBC when it is necessary to request an extension for payment of prizes beyond the 30-dayrequirement.

10. I am conducting a tournament and there is a possibility I will have additional entries and may have to schedule additional squads toaccommodate them. How can additional squads be added? Additionalsquads can only be added if your rules include a statement such as “additional squads may be added during the tournament prior to the lastscheduled squad. However, no additional squads may be added after the last advertised squad.”

Q & A11. I am conducting a house tournament for bowlers who only participate in

leagues at our center. Would this qualify for a moral support certification?No, according to Rule 301a, a moral support tournament is one in which the tournament is conducted by a single civic, fraternal, benevolent, militaryservice, union or religious organization. This would include groups such asFirefighters, Elks, Eagles, Lions, Moose and Military. Participation must be limited to members of these groups. At the discretion of USBC, a tournamentmay be granted moral support status when:★ It meets all of the requirements of Rule 300b such as:

✩ Participation is restricted to those affiliated with the organization conducting the tournament.

✩ International competition is provided for bowlers not served byUSBC, as long as the equipment conforms to USBC equipment specifications.

12. I need to disqualify a bowler for a rule infraction from the tournament.What do I need to do? When a violation occurs that requires disqualificationof an individual or team, the following procedure should be followed:★ The individual(s) or team captain should be notified in writing of the

disqualification.✩ The letter should state the reason(s) for disqualification.✩ The letter should inform the individual that they have the right to

appeal in writing to USBC. See Page 40 for more information.✩ Payment of prizes affected must be withheld until:

• USBC has notified the tournament that a timely appeal has notbeen filed; or

• USBC has resolved a timely appeal that was filed.

13. I would like to hold a tournament that includes a form of gambling in itsformat. Is this allowed? USBC Rule 15 covers gambling and provides thatthe operation of any gambling scheme which is in violation of any applicablelaw(s), where all or part of a score bowled in USBC play determines the winner(s) is(are) not permitted in USBC competition.

14. What do I do with the award applications for bowlers who qualified for aUSBC award? The award application can either be submitted to the bowler’slocal association or to the USBC awards department for processing.

application and rules for each tournament? You can apply for a compre-hensive certification to cover the tournament by providing USBC TournamentCertification with a completed tournament certification application, rules, thescheduled dates, and a list of centers that will be used.

16. I have a problem with the bowlers getting their entries in on time. Can Icharge a late fee? Yes, a late fee can be charged. However, the amount ofthe fee and deadline must be stated in the rules.

17. I plan on conducting a youth tournament and want to award scholarshipprizes. Is this okay? Effective August 1, 2006, all youth tournaments that payout scholarship prizes are mandated to use the USBC SMART (ScholarshipManagement and Accounting Reports for Tenpins) program for all scholarshipawards assigned to USBC Youth members from USBC certified tournamentcompetition. All scholarship funds must be forwarded to SMART at USBCHeadquarters within 30 days of the completion of the tournament.
