U.S. Environmental Protection Agency Cristex Drum RI/FS Fact Sheet Oxford, North Carolina Introduction This fact sheet contains information about the Cristex Drum Site (Site) located at 500 W. Industry Drive, Oxford, North Carolina. The US Environmental Protection Agency (EPA) is committed to engaging the community surrounding the Site. This fact sheet provides a description of and background information about the Site; threats and contaminants; the Remedial Investigation (RI) and Feasibility Study (FS) process; and planned future activities to address environmental conditions at the Site. Site Description The Cristex Drum Superfund Site is located approximately 40 miles north of Raleigh, NC. (see the Figure 2 on page 2 for the general location). The Site consists of two contiguous parcels of land comprising 22.41 acres in a predominantly industrial area. One building, approximately 150,000 square feet in size, is housed on the property along with a partially drained 1/2acre unlined lagoon located northeast of the building. The Site is partially fenced. The JFD Electronics/Channel Master Superfund Site is located north of and adjacent to the Site. Background Cristex Corporation operated a textile mill on the property from 1965 until sometime between 1986 and 1991. Boilers for the facility were fueled by natural gas and #6 fuel oil. During investigation of the adjacent JFD Electronics/Channel Master Superfund Site, the tops of buried drums were observed on the Cristex property. In early 1997, EPA removed 26 buried drums and 137 drum carcasses from the location. A former drum storage pad, the soil underneath the facility, and a nearby lagoon utilized for wastewater pretreatment have all been identified as additional source areas. Sampling and analysis of surface soil, subsurface soil, lagoon sediment, and groundwater show a variety of contaminants, including chlorinated solvents and heavy metals. The nature and extent of groundwater contamination at the Site has not been fully determined, but it is believed that solventcontaminated groundwater from the Site may be contributing a significant fraction of the solvents being pumped and treated at the adjacent JFD Electronics/Channel Master Superfund Site. An Integrated Expanded Site Inspection completed in May 2012 recommended further remedial action at the Site. Fact Sheet Number 2 October 2016

Introduction

Threats and Contaminants 

Past Site investigations have identified elevated concentrations of contaminants in various environmental media, such as groundwater, surface soil, and lagoon water and sediments. The contaminants included chlorinated solvents, such as trichloroethylene (TCE) and tetrachloroethylene (PCE), and metals, such as manganese and copper. The contamination is located on the Site property, and is either enclosed within an 8‐foot locked fence or in areas that are difficult to reach due to heavy overgrowth. Groundwater contaminated with TCE and PCE may possibly extend under a down‐gradient apartment complex located east of the Cristex property. The EPA is conducting a Remedial Investigation and Feasibilty Study (RI/FS) to assess Site‐related threats to people and the environment and to evaluate cleanup options.  

Remedial Investigation / Feasibility Study 

The purpose of the Remedial Investigation (RI) is to collect the data necessary to adequately characterize the Site and determine where and how much contamination is located on the Site for the purpose of evaluating effective remedial alternatives. The purpose of the Feasibility (FS) is to evaluate options for remedial action. The FS emphasizes data analysis and is generally performed concurrently and in an integrated fashion with the RI.

Site Cleanup Plan 

After completing the RI/FS, the EPA will issue a proposed cleanup plan to address any contamination and related risk to people and the environment. A public meeting will be held during the 30‐day comment period to present the proposed plan. The proposed plan will be placed in the information repository and the public will be invited to submit comments to the EPA. After receiving input from the community and the North Carolina Department of Environmental and Natural Resources, the EPA will issue the final cleanup plan (in a Record of Decision (ROD). After approval of the ROD, the EPA will begin preparations to design and carry out the approved cleanup activities.  

Future Activities 

The EPA is working with the community and its state partner to develop a long‐term cleanup plan for the Site, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of the EPA program activities.  The EPA will conduct community involvement activities to solicit community input and to make sure the public remains informed about Site activities throughout the cleanup process. Outreach efforts will include public notices, fact sheets and informational meetings on cleanup progress and activities.
