The maximum number of packages per conveyance is determined in accordance with Table X of the IAEA regulations cited in this certificate. 4. General Conditions - a. Each user of this certificate must have in his possession a copy of this certificate and all documents necessary to properly prepare the package for transportation. The user shall prepare the package for shipment in accordance with the documentation and applicable regulations. b. Each user of this certificate, other than the original petitioner, shall register his identity in writing to the Office of Hazardous Materials Technology, (PHH-23), Pipeline and Hazardous Materials Safety Administration, U.S. Department of Transportation, Washington D.C. 20590-0001.

This certifies that the radioactive material package design described ishereby approved for use within the United States for import and exportshipments only. Shipments must be made in accordance with the applicableregulations of the International Atomic Energy Agency¹ and the United Statesof America².

2. Package Description and Authorized Radioactive Contents - as describedin Germany Certificate of Competent Authority D/4160/B(U)F-85,Revision 10 (attached). Contents are resticted to those described inspecial conditions section of this certificate.

3. Criticality - The minimum criticality safety index is as described inGerman Certificate. The maximum number of packages per conveyance isdetermined in accordance with Table X of the IAEA regulations cited inthis certificate.

4. General Conditions -

a. Each user of this certificate must have in his possession a copyof this certificate and all documents necessary to properlyprepare the package for transportation. The user shall preparethe package for shipment in accordance with the documentationand applicable regulations.

b. Each user of this certificate, other than the originalpetitioner, shall register his identity in writing to the Officeof Hazardous Materials Technology, (PHH-23), Pipeline andHazardous Materials Safety Administration, U.S. Department ofTransportation, Washington D.C. 20590-0001.

c. This certificate does not relieve any consignor or carrier fromcompliance with any requirement of the Government of any countrythrough or into which the package is to be transported.

d. This certificate provides no relief from the limitations fortransportation of plutonium by air in the United States as citedin the regulations of the U.S. Nuclear Regulatory Commission 10CFR 71.88.

e. Records of Quality Assurance activities required by Paragraph309 of the IAEA regulations¹ shall be maintained and madeavailable to the authorized officials for at least three yearsafter the last shipment authorized by this certificate.Consignors and consignees in the United States exporting orimporting shipments under this certificate shall satisfy therequirements of Subpart H of 10 CFR 71.

5. Special Conditions -

a. Up to four insert racks with each rack containing up to sixteen(16) irradiated, box shaped MTR fuel assemblies (SAPHIR or R2type), all disassembled. Each assembly contains a maximum of363 grams of uranium enriched between 80% and 93% of uranium-235with a maximum of 290 grams of uranium 235 in the form of U-Alalloy. Each assembly will have a minimum cooling time of 170days and a maximum activity of 740 TBq. The maximum thermalloads are 125 watts per fuel assembly, 1.125 kilowatts per rack,and 4.5 kilowatts per package. Known or suspected failed fuelassemblies and fuel with cladding defects greater than pin holesand hairline cracks are not authorized.

b. Up to four insert racks with each rack containing up to sixteen(16) irradiated, box shaped MTR fuel assemblies (R2 type), alldisassembled. Each assembly contains a maximum of 2100 grams ofuranium enriched up to 19.95% of uranium-235 with at the utmoset410 grams of uranium-235 in form of U3Si2-Al compound. Eachassembly will have a minimum cooling time of 170 days and amaximum activity of 740 Tbq. The maximum thermal loads are 125watts per fuel assembly, 1.125 kilowatts per rack, and 4.5kilowatts per package. Known or suspected failed fuel assembliesand fuel with cladding defects greater than pin holes andhairline cracks are not authorized.

6. Marking and Labeling - The package shall bear the markingUSA/0371/B(U)F-85 in addition to other required markings and labeling.

7. Expiration Date - This certificate expires on December 31, 2008.
