The urban environment programme contains advice and guidelines for designing the public spaces in the city, city centre and other central areas.

Appropriate sections of the programme will be used in areas adjacent to other central areas.

The programme will also considered in urban planning and planning permission decisions.

Goals and measures

Create the conditions for genuine street life

- wide pavements and more alleys without kerbs that can be furnished or used more flexibly, such as pavement cafes, more street trading etc.- better general accessibility and availability for pedestrians through lower kerb heights and smaller radii in crossings- calmer traffic rhythm through street design, using alleys etc.

Better accessibility for disabled persons - simpler geometric shapes and street design- easily accessible pavement slabs or flared areas of cobbles on pedestrian paths- fewer obstructions, posts, bollards etc.- furnishing alongside facades or in clearly marked furnishing zones- marked and easily accessible paths for people with reduced movement or orientation ability- all gulleys that cross pavements will be successively removed

More security and safety 

- calmer traffic rhythm- better lighting and colour reproduction, spec. in strategic positions- more uniform and easily understood street environment

Easier orientation

- St Larsgatan and Storgatan will become parade streets- simple geometric design with clear street hierarchy- boulevard system developed in city centre- squares, yards and parks will have individual characters

Better contact with Stångån/Kinda canal and the Travel Centre

- Storgatan will link the City Centre with Tannefors and a new Travel Centre

Create aesthetic values

- Simple and functional basic standard with strong public feel- deep harmony through clear and consistent implementation- timeless materials and careful workmanship

Reinforce the identity of the city centre

- more alleys reinforce the small-scale feel of the city centre- more natural stone material and care with details reinforces the small-scale feel and gives a hand-crafted feel- street sections reinforce urban construction history

Streets• Esplanades = boulevards, avenues and wide city streets

• Parade streets = Storgatan and S:t Larsgatan

• Urban streets = traditional streets with pavements, kerbs and roads

• Alleys = streets without kerbs

• Market streets = alleys with furnishing

• Historic alleys = alleys with medieval routes and cobbles or large flagstones

• Pedestrian streets = alleys that are reserved for pedestrians

- environmentally friendly and easy to care for and maintain

- easily commercial availability

- position and type of street determines actions

CITY CENTRE

- Large areas of natural stone, but also concrete flags and asphalt

INNER CITY OUTSIDE CITY CORE

- Asphalt on roads and concrete flags on pavements

Lighting programme

- greater security

- easier orientation

- good colour reproduction

- consistent basic lighting

- lighting plans

- squares, parks and parade streets will be given individual, high class lighting

Equipment programme

- choice of material and design to suit existing environment

- the cultural history of the urban environment must be made visible

Implementation

The urban renewal programme will be implemented in the city centre, in collaboration with city landowners and city retail businesses.

Implementation rate depends on investment resources, methods used, work on underground services, need for renovation, new construction and a desire for minimal interference with business life, traffic and culture

The city can be renovated during a period of 15-30 years
