Summary Mobility is a central element in people’s lives and a key contributor to the development and prosperity of cities worldwide. The expansion of cities has put increasing pressure on existing infrastructure, resulting in a changing demand for transport and an evolving transportation landscape. By 2050, an additional two billion people are expected to become users of various transport modes, which will inevitably result in new mobility challenges.   Key issues currently encountered by cities include traffic and parking congestion, inadequate infrastructure for non-drivers and vulnerable road users, and other economic, social and environmental concerns. The FIA, with its unique membership model, is in the right position to voice users’ demands for car ownership and call for evidence-based policies in urban transportation. In the context of the UN’s new sustainable development agenda, the FIA and its Clubs, particularly focus on regulations targeting environmental vehicle performance.   To be effective, it is crucial for policies to be formulated with consideration of consumer benefits. In this regard, FIA member clubs are undertaking a number of consumer testing initiatives to provide motorists with credible information on emissions levels and their compliance with existing regulations. Ensuring demand-focused mobility policies and environmental regulations are developed hand in hand will open the road to shorter, cleaner, and more efficient trips, thereby decreasing the global environmental impact of transport and improving the quality of life of citizens.

fair and coherent regulations related to mobility.

• Represent the voice of motorists in the leading international platforms advancing transport policy .

• Extend financial and methodological support to Clubs undertaking valuable studies, tests and assessments on mobility-related topics.

UNINTENDED CONSEQUENCES In Europe, diesel cars have been promoted as a low carbon and cheap to run alternative to petrol and, in many countries, make up half of the new car market. Over the last 15-20 years, consumers embraced this technology, in the belief they were more environmentally friendly, and under the promise of saving on pump prices. Now, after several years and the evidence that diesel cars emit tiny particles of dust (PM 2.5 and PM10) and nitrogen dioxide (NO2), which are dangerous for the health, many cities started considering banning diesel vehicles from city centers to meet air quality legislation. This is a clear example of policies designed to support behavioural change in the market that can lead to unintended consequence

Consumers can contribute and play a crucial role in defining consumption patterns. Promote consumer information and guidance is key. Policy should encourage behavioural change rather than penalise consumers. People care (more&more) about “going green” Consumers are looking for more efficient, longer- lasting cars, primarily to save costs (lower carbon emissions mean improved fuel economy and lower fuel bills) Consumers demand clear (user-friendly) information on environment impact Consumers can create demand for low carbon technology (neutrality approach) Consumers embrace new technology When consumers are put in a position to embrace low carbon technology, then public policy, technological progress, and market success will be mutually reinforcing.

KEY FINDINGS OF THE VW EMISSIONS RECALL • No significant differences in NOX and CO2

emissions and fuel consumption (under the New European Driving Cycle NECD)

• No significant impact on the drivability of a vehicle and its overall handling performance

• Discrepancy between measured CO2 emissions values and values specified by manufacturers

• The FIA expressed reassurance to car owners that their vehicles should not be adversely affected by the recall.

• Additional parameters need to be looked at, including the impact on particulate emissions, before we can be more definitive about the full implications of the recall process

One additional point of interest from the tests is the apparent discrepancy between measured CO2 emissions and those certified by the manufacturer under international regulations. Even before the recall, fuel consumption and CO2 emissions were found to be seven to 15 per cent higher than specified by the manufacturer, as measured by the NEDC test cycle.

1) Promote demand-focused policy making In order to adapt to rapidly changing consumer preferences in mobility services and bring additional evidence in transport policy making, there must be a balanced cost-benefit assessment between a necessity of enhancing efficiency of existing supply versus expanding demand capacity. A strong focus should be placed on independent consumer testing and assessment of new mobility solutions that bring about sustainability transition in cities 2) Cross-sectorial cooperation and information-sharing Local authorities should aim at establishing open and inclusive consultation process in their attempts to provide effective, safe and sustainable mobility. Local authorities should improve data-sharing mechanisms and channel information on fleet size, transport demand, traffic density and other mobility indicators with the goal of bridging existing sustainability gaps in mobility systems. Cities will overcome more mobility challenges by learning from each other and working towars shared goals. A high-level discussion between global network of cities, think tanks, development banks and relevant international organizations should be a leading mechanism for advancing sustainable mobility solutions in urban areas. Innovative solutionsCo-mobility business community should follow key market principles of consumer choice, competition, cost-based pricing and economic neutrality and ensure their positive correlation to sustainability targets. Sustainable mobility is multidimensional and it should be scalled up via innovative communication platforms, global events and well-targeted campaigns.
