1.1 - Introduction

This Rally Guide 1 document has been created to give you the information you will require to successfully secure an entry for the 2021 Ulster Rally. This document should assist you to plan your travel and accommodation and your provisional event service details prior to your arrival in Newry.

The 2021 Ulster Rally will incorporate Motorsport UK National and Interclub permit events.

This document should be read in conjunction with the Supplementary Regulations of the appropriate event and the Motorsport UK Regulations.

1.2 – Event History

The Northern Ireland Motor Club and the Ulster Rally both have a long and distinguished history. Formed over 40 years ago, the Northern Ireland Motor Club (NIMC) continues to successfully organise and promote the Ulster Rally as we know it today. The first seeds were sown more than 80 years ago, when the Parliament of Northern Ireland passed the Northern Ireland Road Races Act, which allowed public roads to be closed for motor racing. The Act allowed for ten road-closing orders to

be issued annually, eight of which were granted to the motorcycle fraternity, while two were issued to car sport. That marked the beginning of closed road rallying in Northern Ireland, which led towards the inaugural Ulster Rally in 1976.

The Ulster Rally takes place over 93.78 miles of closed public roads in Northern Ireland.

1.7 - Background to the Supplementary Regulations

The Ulster Rally will be run in compliance with the FIA International Sporting Code including appendices, the Motorsport UK rally regulations, the WADA/NADA codes and the Motorsport UK and FIA Anti-Doping Regulations, as amended from time to time, the Supplementary Regulations and any written instructions that the Northern Ireland Motor Club may issue for the event.

H2 Historic Rally cars fully compliant with the current FIA Appendix K

Cars in classes N1 to N11 will compete for the Ulster National Rally Cup.

Cars in classes H1 and H2 will compete for the Ulster Historic Rally Cup.

All cars in Classes H1 to H2 must have a valid Historic Passport (HTP) or a Historic Rally Vehicle Identity Form.

All Event Classes

Should fewer than five cars be entered in any one class, the organisers reserve the right to amalgamate this class with the next higher class.

Where BRC classes and BRCN classes differ from those for this event, the relevant Co-ordinator / Secretary will be responsible for the allocation of points.

Vehicles with forced induction (except diesel engines) and rotary engines will have their engine capacity increased by 70% to establish their class. (Motorsport UK regulation J5.4.1)

Where appropriate all cars must have a valid Motorsport UK or MI Competition Car Logbook (CCLB) or Vehicle Passport.

1.9 - Road Traffic Act Insurance requirements

The Organisers have made and agreed arrangements with Marsh Commercial for the provision of a Blanket Cover Note to provide competitors, who need to use the scheme, with the Third Party insurance cover necessary to meet the Road Traffic Act requirements on the Road Sections of the event. It is a requirement under this legislation that:-

• Entrants and drivers must have valid insurance covering them against liability for both personal injury to and/or damage to property of Third Parties on public road sections of the event.

• It is the Entrants’ and drivers’ responsibility to arrange such insurance and/or to extend existing insurance, as necessary. Entrants and drivers will be required to sign and confirm that they are covered by such insurance.

• Failure to have such insurance may mean that the competition car in question may be refused permission to start the event.

The insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of Retirement, Disqualification or Exclusion.

The basic rate for the event, before applicable loadings is:

£25.00 (€28.00)

All applicants wishing to use the scheme must be able to comply with all points of the Marsh Commercial Motorsport’s Declaration: -

• I do not have the Third Party Road Section extension on my current Motor Insurance.

• I am aged 20 or over.

• I have had no more than 1 fault claim in the last three years.

• I have no more than a maximum of 6 conviction points or a licence ban on my UK driving licence

• I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional, I will be supervised by an adult over 25.

• I have no physical or mental disabilities

• My vehicle is MOT’d, Taxed and Insured for the road

• I have no other material facts to disclose

• Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25 years old.

Due to the implementation of a remote signing on procedure all competitors must complete a Driver Declaration Form (DDF). This form will be emailed to the driver once their event entry form and full entry fee, including Marsh Insurance premium, have been received by the Organisers. The DDF is to be returned to the relevant Entries Secretary to complete the “acceptance” of the entry to the event.

The Organisers decline liability in any accident caused by or to competitors and the competing cars during the whole of the event. The Organisers also decline any liability for breach of the laws and regulations of Northern Ireland covered by the itinerary. Competitors shall be held responsible for any accident or breach of laws in which they may be involved and shall declare to the Organisers particulars of any incident from which liability may arise and shall have no claim against the Organisers arising out of any action of the Organisers, their servants or officials, during the course of the Rally.

1.10 - Reconnaissance Registration & Admin Checks

Competitors will be allowed a reconnaissance of the route prior to the event. Competitors may select one day only from the options outlined below. Before the commencement of reconnaissance, each crew must have successfully completed the Reconnaissance registration and administration process. Details of the reconnaissance car and occupants, including address and telephone numbers at which they can be contacted during the reconnaissance period, must be submitted to the organisers in advance. If approved the organisers will issue a Reconnaissance Authorisation Card, which cannot be amended or altered in any way. If the crew making a reconnaissance wish to change the car or vary the occupants a new card must be obtained by contacting the organisers in advance. Competitors may make a low speed reconnaissance of all the special stages, during any one selected day from the two listed below, or in exceptional circumstances, at other times specifically agreed with the organisers. Between: 09:00 hours - 16:00 hours Sunday 14 Nov 09:00 hours - 16:00 hours Friday 19 Nov No reconnaissance is permitted at any other time to those specified above. Competitors are only permitted a maximum of TWO passes through each stage (special stages run three times are considered to be one stage) Crews will be able to register their Reconnaissance details online prior to 14 November. Administrative Checks will take place online in advance of collection of the Rally Pack. Further details of the online checks will be announced in due course.

1.11 - Subjective Route Notes

1.12 - Availability of Maps The entire route is covered by OSNI 1:50000 Discover Series maps numbered 20 & 29. All competitors will be supplied with a Map Book, which will contain a map of Rally HQ Area, an overview map of the area and stages, and a map of the individual stages. 1.13 - Rally Shakedown R

A shakedown stage will take place on Friday 19 November 2021 from 18:00. The stage will be approx. 2.77 miles (4.45 km) and will be representative to the nature of the stages used on the event. Crews may make unlimited passes through the stage within the scheduled session. Please note that the deadline for Shakedown Registration is 16:30 hours on Friday 19 November. The shakedown stage will be approx. 1.3 miles (2.1 km) from the Service Park in Newry.

1.14 - Service Park

The Service Park for the event will be in Newry. A plan of the Service Park will be included in Rally Guide 2 and the Event Road book.

On arrival at the Service Park, all service crews must report to the Service Park Manager. A Service Pass will be enclosed with the confirmation of entry. Only vehicles with this Official Service Pass will be allowed into the Service Park. A Motorhome Pass, if ordered, will also be enclosed Support (Trade) plates, if ordered, which must be affixed to the front of the vehicle, will be allowed into Service Parks. All service crews must use a ground sheet.

Competitors may either use fuel supplied by the official supplier Old Hall Performance (www.oldhallperformance.com/vpracing-products/race-fuel) or Vital Equipment (www.vitalequipment.co.uk) operating from the Refuel Zone, or their own fuel in the Refuel Zone, or from Filling stations on the rally route as detailed in the Road Book.

Service Area Fuel Restrictions There will be a firm control of fuels and associated restrictions in the service area. Immediate, permanent and serious enforcement actions for transgression of those restrictions will be in place. In the service area, petrol generators will be discouraged and when/if permitted will be subject to inspection, restrictions on use and refuelling will only be permitted when cold. There will be a limit on the total volume of all flammable fuel, and specific conditions of storage, held in each service bay. All service vehicles must contain fire-fighting equipment. 1.16 - Tyre Suppliers

1.22 - Driving in Northern Ireland

� A valid Driving Licence must be carried at all times when driving in NI � All vehicles must have Road Traffic Accident Insurance cover at all times � All vehicles in the UK drive on the Left side of the road. � All distances are indicated in miles. � Speed limits – The National maximum speed limits for a car in Northern Ireland are as follows:
