Saturday, August 8th, 2009. Hyatt Re-gency of Orange, Garden Grove, CA. Jessie F. Ivins, BSN’69, Chair of the Commission on Election, announced at the Chapters’ breakfast meeting, the fifteen (15) members of the board of directors for 2010-2011 who were unanimously elected by the members at the 30th Annual Reunion. The Search for the 2010UPNAAI Scholarship Awardee

President’s Report

UPNAAI is offering $1000 Scholar-ship Grant to be awarded to quali-fied alumni or children of alumni who are active and registered members.Recipient of the award will be selected based on the following criteria:

The award is intended to support basic, advanced educa-tion in nursing or certification towards advanced practice. The award will be presented at our annual reunion on the first Friday of August 2010. Please write UPNAAI to request for an application form and for further information.

Complete application form must be submitted on or be-fore June 15, 2010. Board members and their children are not qualified for the scholarship grant during their term of office.

IN SEARCH:THE 2010 AWARDEE FOR THE J.V. SOTEJO MEDALLION OF HONOR UPNAAI Awards and Citation Committee announces the search for distinguished UP nursing alumna for 2010. We encourage all UP nursing alumni to nominate deserving candidates. The awardee will be honored during the UP-NAAI annual reunion. Nominations will be accepted until May 30, 2010.

CRITERIA FOR NOMINATION

Must be a UP nursing alumna/ alumnus.

Must have attained national possibly international prestige which has brought honor and distinction to nursing profes-sion, university, and country.

Must have made a significant contribution to the nursing profession and have rendered selfless service to country and humanity. The achievement should be unique and innovate.

Good moral character.

Lifetime achievements of the nominee will be considered particularly within the past decade.

Recipient must be able to accept the award in person dur-ing the UPNAAI annual reunion and be prepared to give a talk on a subject of his/her choosing. J

UPNAAI is lucky to have “thoughtful and committed “ members and officers who dedicate their time and en-ergy to the mission of UPNAAI. As outgoing president,I would like to take this opportunity to thank and recog-nize the outgoing board of directors, especially Norma Serina (treasurer), Marilyn Ubaldo-Boots (recording sec-retary) and Emma Sayat-Catabui (second vice presi-dent, chair program committee), for their contribution and devotion to UPNAAI.

Our organization went through some challenges these past two years. Our membership is growing with 600 plus members from all over the United States, Asia, Austra-lia, Canada and Europe. I am happy to announce that the East Coast (New York/New Jersey) chapter is the proud host of the 2010 reunion to be held in Manhat-tan. I also welcome the formation of a new chapter in the Delaware, Maryland and Virginia areas (DelMarVa) spearheaded by Peregrin Francisco and Carmina Bau-tista. “That which does not kill us makes us stronger…” Friedrich Nietzsche

In August 2009, UPNAAI celebrated its pearl anniversary. It was a pleasure to present “Noon at Ngayon” with Mrs. Flor Castelo. As first president, Mrs. Castelo charmed members, old and new, with her heartwarming stories about the early years of the organization. UPNAAI is proud of its humble beginnings and looks forward to the next 30 years. As UPNAAI pursues its humanitarian mission and com-mitment to excellence in nursing education, I am very proud to announce that UPNAAI obtained tax exempt from Federal income tax under section 501 © 3 of the Internal Revenue Code. Contributions to UPNAAI are deductible under section 170 of the Code effective July 31, 2009. Consult your tax advisor regarding your contri-bution.

UPNAAI recently created the Calamity Assistance and Relief Fund (CARF) and through the generosity of class’ 74 and individual members, UPNAAI was able to donate $2,525 to Ondoy flood victims. Caring UPNAAI members and friends of class ’73 donated $4,687.10 to UP College of Nursing Skills Lab, in memory of a beloved classmate and UPNAAI member Carmelita Palabrica-Pineda.

As UPNAAI ventures into the next decade, I would like to thank and congratulate the incoming board of direc-tors and the new set of officers, headed by Emerita Go-odrich, for accepting the challenges and responsibilities of making UPNAAI grow, unified and true to its mission.

2009 was full of headlines....ours was celebrating 30 years! Mrs. Flor Caste-lo, the first President, brought in more than her presence and her words of wisdom reverberates the reunion theme of “United in Caring.” Together with Charito Ansay, they preserved the mission and values of UPNAAI and placed the next “stone marker”.

Class ‘79 danced to Michael Jack-son’s “Billie Jean” - She was more like beauty queen from a movie scene, I said don’t mind, but what do you mean i am the one, Who will dance on the floor in the round, She said I am the one who will dance on the floor in the round......and Ma’m Castelo did her moonwalk when she presented with the Coral Jubilarians (Class’74)!Our class (UPCN’73) and friends com-memorated the memory of Carmelita Palabrica-Pineda and donated in her memory and presented it to Dean Josefina Tuazon for the Col-lege.

The breakfast seminar with the theme “UPNAAI 30 Years in the Making, United in Caring” was well attended and received excellent overall evaluation.

Much of the success is due to the enlightening information which is appropo to the global needs of the 21st century. Big thanks to our very own UP alumni and clinical experts for their proficient presentations.

It is with great sadness to learn the passing away of Dr. Dolores Re-cio on January 10, 2010. UPNAAI, its directors and officers, and the alumni members in general join the UPCN, colleagues, family and friends in prayerful remem-brance of our beloved dean.Dean Recio was a Graduate in Nursing (GN) in 1946 from PGH-SN. She obtained her Bachelors of Science in Education (BSE) in 1953 from FEU. In 1967 she earned her Master of Arts degree and in 1972, received her Doctorate in Anthropology (PhD) from Uni-versity of California, Los Angeles (UCLA).“Loleng” to her colleagues,

friends and relatives, Dr. Recio encouraged and supported the pursuit of higher learning in the field of nursing education. Her legacy includes the establish-ment of the doctoral program at UPCN, the only one in a nursing institution in the country to date. During her term, her brainchild, the Development of Competen-cy-Based Education, Community Oriented Curriculum was adopt-ed by the Ministry of Education, now known as Commission on Higher Education (CHED).On behalf of UPNAAI, the Board of Directors extend their sympa-thy and condolences. May she rest in peace. j

The UPNAAI Pearl Celebration last August 7-8 2009 was a memorable event for us, the alumni of the UP-PGH School of Nursing Class’69 and the UP College of Nursing Class’69. After practicing for two Sundays and an additional two practice sessions just prior to the reunion, 12 alumni (Gloria Amayun-Smitka, Fidela San Juan Blank, Remedios Salcedo-Domingo, Mil-len Ostrea-Esguerra, Lillian Bautista-La Madrid, Lydia Casauay-Sapitula, Ofelia Yambao-Concepcion, Tere-sita Alcantara-Nolasco, Jessie Fernandez Ivins, Jose-phine Raymundo-Tuazon, Zenaida Dichosa-Reynado and Becky Macariola-Oracoy) and with lead dancers, Lillian Sia-Singer and Linda Ortin, the”Baby Boomer Generation Ladies,” danced their heart and soul to

the tune of “One” from the Broadway play “A Chorus Line.” This was indeed very significant, because for the first time both UP nursing classes showed that with unity, solidarity, cooperation, hard work, and “one-ness” we can achieve a common goal. In addition, the UP Nursing Class 1969 who were cele-brating their 40th year as Ruby Jubilarians, had the most attendees. Everyone (alumni and their husbands) did say they had the most wonderful time re-connecting with their friends! We do hope and wish to see them all in 2014, or maybe even sooner this year In New York City. Maybe, the UP Nursing Class 1969 can dance to the tune of “New York, New York” this time, like the Rockettes?? Just dreaming ... again.

Class Reunions and Alumni Gatherings

The last 30 years - what a ride it has been for the UPCN Class of 1979, the Pearl Jubilarians. They successfully celebrated their 30th anniversary with two sensational bi-coastal, “East Meets West” reunions in the US, which commenced in New Jersey on June 26-27, 2009 & cul-minated in Southern California on August 7-8, 2009 highlighted by UPNAAI’s 30th Pearl Jubiliee celebra-tion at the Hyatt Regency in Garden Grove, CA. To commemorate their Pearl Jubilee, to honor their alma mater, and to help keep the UP spirit ablaze, the class birthed the establishment of the “UPCN 1979 Educa-tional Endowment Fund” with an initial 2009 donation

of thirteen-thousand-five hundred-ninety-two-dollars-and-seventy-six-cents (US$13,592.76) from fifty-three (53) alumni from the US, Canada, and the Philippines. Several class members pledged to give additional donations in 2010-2014 that will go towards this worthwhile cause. During the UPNAAI Gala Dinner, 14 UPCN 1979 alumni, supported by 5 family members, made the formal presentation of the class’ 2009 donation to Dean Josefina Tuazon. This endowment fund, through its earnings, will help support the UPCN in its efforts to upgrade the welfare and benefits of its faculty members and graduate students. This endowment fund is lodged with and managed by the UP Foundation, Inc. The fi-nal Deed of Donation was executed and signed by UP Presi-dent Emerlinda Roman and UPCN Dean Josefina Tuazon on December 11, 2009 at the UP Manila College of Nursing and witnessed by three class representatives, Jenneth Beloy Dori from Utah (Class President), Anita De Guia Fernandez (RP), & Milagros Olmedo Alba (RP). The three signatories on the Deed of Donation as representatives of the Donor , were

During the UPNAAI Gala Dinner, ten of the 14 alumni performed to the tune of Billie Jean as a mini tribute to Michael Jackson. Earlier that day, the alumni and 20 of their family members and friends, had a marvelous picnic at the Yorba Regional Park in Anaheim, CA. During the breakfast seminar on Au-gust 7, they gave their utmost support to their classmate, Cecilia Deanon Al-varez from New Jersey, who wowed the attendees with her wit, expertise, enticing personality, and contageous humor during her excellent presen-tation entitled “Leadership Journey: Caring for Self, Caring for Others.” The celebration picked up momentum during the UPNAAI luncheon when the year-to-year roll call begun and the jubilarians were presented to their colleagues. They gracefully danced to the tune of “Pearly Shells” shortly be-fore each individual alumna was af-forded the chance to have a personal

encounter with the microphone as each one shared a “light sketch” of her life. At the NJ reunion, 33 alumni and 37 family members attended the Lun-cheon at the China Buffet on June 26, 2009. The Picnic at the Roosevelt Park in NJ and the Dinner Dance at the Hil-ton Woodbridge, NJ on June 27, 2009 were attended by 35 alumni and 37 other attendees including family mem-bers & 2 former UPCN faculty members (Ms. Delia Dela Rama & Hermie Nueva Espana). On September 5, 2009, during the 15th UP Alumni Association in Amer-ica’s General Assembly and Conven-tion Gala Dinner, Edmund Pajarillo , was awarded the 2009 UPAAA Distin-guished Alumnus in Nursing Education. Way to go, UPCN 1979!

The State of Virginia Eliminates the CGFNS Exam!By Perry C. Francisco, GN’69, BSN’71, MSA, RN

It has been two years since the Phil-ippine Nurses Association of Virginia (PNAVA) initiated the coordinated efforts to change the CGFNS regula-tions in the state of Virginia. The initial idea was brought up by Guia Caliwa-gan, BSN’73, MAN, during her PNAVA 2007-2008 presidency.

Last October 2007, on behalf of the PNAVA, Carmina Bautista, BSN’74, MSN, FNP-BC filed a petition for rule-making the Virginia State Board of Nursing, to amend regulation 18VAC90-20-210 Section B1 to elimi-nate the CGFNS Qualifying Exami-nation as a requirement for foreign educated nurses eligible to take the

NCLEX-RN exam. The PNAVA received tremendous sup-port not only from the local Filipino community but region-ally from the Virginial Board of Nursing (VBON) through the efforts of Perry Francisco, the only Filipino member of the VBON, and also nationally from the Philippine Nurses As-sociation of America (PNAAA)

under the leadership of President Leo Jurado. The availability of NCLEX testing in sev-eral countries outside the continental United States eliminates the need for CGFNS Qualification Examination. The NCLEX-RN is sufficient to test the knowledge, skills, and abilities essen-tial to the safe and effective prac-tice of nursing at the entry level. The elimination of the CGFNS Qualifying Examination will remove an unneces-sary barrier that encourages foreign-trained nurses to seek employment in the compact states that do not re-quire the CGFNS examination.

The PNAVA Virginia CGFNS Task Force attended the public hearing in the Virginia State Board of Nursing on July 21, 2009. They made a convincing statement in support of the petition to eliminate the CGFNS Qualifying Exam. They were joined by the com-munity leaders Dr. Faruk Presswalla, and Rumy Mohta. Together, they presented an overview detailing the history of the CGFNS Exam and how it has become redundant and un-necessary barrier for licensure in the

state of Virginia. With a growing nurs-ing shortage projected to critically im-pact access to health care by 2020, this is a situation that the state can ill afford. The Virginia Nurses Association (VNA) was represented by Rebecca Bowers-Lanier, who read a statement of support reiterating that the current regulation was outdated and caused unnecessary expenses and valuable time and other financial resources for nurses waiting to gain licensure.

The Virginia Board of Nursing (VBON), during their business meeting on Sep-tember 15, 2009, adopted the regu-latory action to eliminate the CGFNS requirement for the state of Virginia. It is with great pleasure that this news is announced to all. The regulatory change eliminating the CGFNS Exam as a requirement for licensure for for-eign nurse graduates has been of-ficially approved by the VBON. This makes the state of Virginia the newest state to remove the CGFNS require-ment for foreign educated nurses in the US. Virginia is proud to join this historical legacy for the foreign edu-cated nurses in the United States.

Excerpts from the minutes of the meeting of the Board of Directors, University of the Philippines Nursing Alumni Association International, on October 16, 2009 at Evelyn Moreno’s residence, Glendale, Los Angeles County, California, U.S.A.

RESOLUTION NO.

Whereas, the Constitution and By-Laws provide that UPNAAI is a nonprofit, educational and charitable organization;

Whereas, accordingly, the objectives of UPNAAI include the initiation and implementation of socio-civic activities and the promotion of goodwill towards the community, country and humanity;

Whereas, pursuant to these objectives, UPNAAI initiated social and civic projects intended to promote goodwill to communities in the United States and the Philippines. In the past, UPNAAI made monetary donations to the victims of the 9/11 bombing in New York, encouraged members to make charitable contributions to victims of Hurricane Katrina through known institutions like the American Red Cross and conducted free nursing assistance to those in need in the community. UPNAAI implemented the nursing mission to the Philippines, supported some projects of the Philippine General Hospital(PGH), and the College of Nursing (UPCN), extended assistance to the victims of the Mt. Pinatubo eruption, landslide victims in Bicol, and most recently UPNAAI joined “Operation Baha” to help the flood victims of typhoons “Ondoy” and “Pepeng” that hit greater Metro Manila area;

Whereas, it was suggested during the deliberation that since social consciousness, charity and goodwill are fundamental to the essence of UPNAAI as a nonprofit association, a more permanent structure within the framework of UPNAAI be established tasked with the responsibility of promulgating policy and procedures to effectively accomplish the association’s objectives;

Whereas, a motion was made by Zayda Aberin to create the “UPNAAI Calamity Assistance and Relief Fund,” managed by a committee of the board that will establish policy and procedures for its function, implement projects for the continuing effort to achieve the organization’s objectives, initiate fundraising activities, review all request for assistance and relief and exercise due diligence prior to final recommendation to the board; that funding sources shall be from fundraising activities, endowments, donations from individuals, corporate entities including specified contribution to specific calamity, in cash or in kind including volunteer work, and whenever necessary by special allocation by UPNAAI; that the finances shall be treated as a separate fund from the general funds of UPNAAI and itemized in the treasurer’s ledger accordingly. The motion was duely seconded by Irene Bobis, and without objection, the motion was put to votation. Motion was approved.

Wherefore, be it resolved as it is hereby resolved that the “UPNAAI Calamity Assistance and Relief Fund” be established to achieved the objectives of UPNAAI and in accordance to the motion mentioned above, and that due to extreme necessity and the urgent plight of the flood victims, this resolution shall take effect immediately upon approval by the board;

Resolved further that approval by the board and its immediate effect notwithstanding, ratification by the members shall be pursued via all available voting procedures provided by the By Laws, e.g., phone calls, emails, faxes, etc., That copies of this resolution be provided to the chapters, officers and directors of UPNAAI, members of the Advisory Council, and life members upon request.

Letters to UPNAAI:Christmas greetings to our nursing alumni!It would seem that since 2005-the years that I began my term as UP President-the Christmas season has been an opportunity to affirm the possibility of better things and better times despite the most discouraging circumstances.Nor are things much different today.We are rebuilding our lives in the wake of Typhoons Ondoy and Pepeng-natural disasters that have left many of our countrymen and women homeless and even hopeless. The pandemic caused by the H1N1 virus, the global economic recession, the unprecendented degradation of the environment, and most recently the massacre of innocent victims in Maguindanao, combined with relentless, grinding poverty have made it difficult to think of a merry Christmas and a happy New Year.And yet we remember images, flashed on national and international television-images of a people’s tremendous resiliency of spirit, unflinching courage, ingenuity, generosity, willingness to help neighbors and friends at the cost of comfort, sometimes even of life itself. And we take heart.Our alumni and friends in the United States were among those who prayed with us in times when we felt we were abandoned. Truly they are part of us and will forever be with us. Thank you, our dear alumni for the support, the encouragement, for continuing to have faith in us.
