WORK PHASING AND POWER OUTAGE NOTES: 1. THE CONTRACTOR SHALL PERFORM PRIMARY CONNECTIONS UNDER A POWER OUTAGE. THE CONTRACTOR SHALL
COORDINATE ALL PRIMARY POWER OUTAGES WITH THE CONTRACTING OFFICER AND HURLBURT FIELD EXTERIOR
ELECTRIC DEPARTMENT 2 WEEKS IN ADVANCE. POWER OUTAGES OUTSIDE OF THE 30 DAY WINDOW DESCRIBED IN
NOTE 3 SHALL BE LIMITED TO NO MORE THAN 4 HOURS. PRIMARY CONNECTIONS ARE
ANTICIPATED TO BE MADE DURING THE 30 DAY WINDOW, PRELIMINARILY SCHEDULED TO OCCUR IN JUNE 2019.
2. THE CONTRACTOR SHALL PERFORM NEW SECONDARY CONNECTIONS TO EXISTING EQUIPMENT AND FEEDERS
UNDER A POWER OUTAGE. THE CONTRACTOR SHALL COORDINATE ALL POWER OUTAGES WITH THE CONTRACTING
OFFICER AND HURLBURT FIELD INTERIOR ELECTRIC DEPARTMENT 2 WEEKS IN ADVANCE.
POWER OUTAGES OUTSIDE OF THE 30 DAY WINDOW DESCRIBED IN NOTE 3 SHALL BE LIMITED TO NO MORE
THAN 4 HOURS.
3. THE CONTRACTOR WILL BE ALLOWED TO CUT POWER TO THE BUILDING DURING A 30 DAY PERIOD FROM
MID-JUNE 2019 TO MID-JULY 2019. THIS IS TO ALLOW THE CONTRACTOR TO REMOVE THE EXISTING SUBSTATIONS
AND INSTALL THE NEW SWITCHBOARDS ON THE PYLONS. THE CONTRACTOR SHALL SCHEDULE ANY MAJOR POWER
OUTAGES TO OCCUR DURING THE 30 DAYS. THE CONTRACTOR MAY WORK IN SHIFTS, ON NIGHTS AND WEEKENDS
TO ACCOMPLISH THE WORK IN THESE 30 DAYS. THE CONTRACTOR SHALL PROVIDE ELECTRIC POWER,
TEMPORARY COOLING AND LIGHTING AS DETAILED IN THE CONTRACT DOCUMENTS. THE BUILDING WILL BE
VACATED IN THE BAYS AND AREAS WITHOUT THIS POWER. THE CONTRACTOR MAY USE GENERATORS OR
TEMPORARY TRANSFORMERS AS REQUIRED. THE CONTRACTORS TEMPORARY POWER PLAN MUST BE
SUBMITTED WITHIN 30 DAYS AFTER NTP FOR GOVERNMENT APPROVAL.
4. FOLLOWING IS A GENERAL DESCRIPTION OF THE Tl MELINE FOR THIS CONTRACT, AND IS NOT INTENDED TO
BIND THE CONTRACTOR TO ANY SPECIFIC ORDER OF WORK:
A. BID IS AWARDED.
B. CONTRACTOR SUBMITS SHOP DRAWINGS.
C. SHOP DRAWINGS ARE APPROVED.
D. CONTRACTOR ORDERS MATERIALS AND DELIVERS SHORT LEAD ITEMS TO THE SITE. CONTRACTOR NOTIFIES
THE CONTRACTING OFFICER AS TO WHEN THE LONG LEAD ITEMS ARE ANTICIPATED TO ARRIVE ON THE JOB
SITE.
E. CONTRACTOR BEGINS INSTALLATION OF NEW EQUIPMENT, CONDUIT SYSTEMS, AND OTHER WORK THAT DOES
NOT INTERFERE WITH THE USER'S NORMAL MISSIONS OR REQUIRE POWER OUTAGES EXCEEDING 4 HOURS.
F. DURING THE 30 DAY WINDOW THE CONTRACTOR WILL MAKE PRIMARY CONNECTIONS, DEMOLISH THE EXISTING
SUBSTATIONS, ETC., AND INSTALL THE NEW SWITCHBOARDS, TRANSFORMERS, ETC.
G. THE 30 DAY WINDOW ENDS AND THE CONTRACTOR COMPLETES THE REMAINING CONSTRUCTION ITEMS THAT
DO NOT INTERFERE WITH THE USER'S NORMAL MISSIONS OR REQUIRE MAJOR POWER OUTAGES EXCEEDING 4
HOURS.
5. WHEN THE 30 DAY WINDOW IS OVER THE BUILDING OCCUPANTS RESUME THEIR WORK IN THIS FACILITY,
THE NEW ELECTRICAL SERVICES MUST BE ENERGIZED AND THE BUILDING MUST BE FUNCTIONAL FOR THE
NORMAL OPERATIONS THAT OCCUR IN THE FACILITY.
6. THE CONTRACTOR WILL BE PROVIDED A STAGING AREA IN THE GRASS ON THE FLIGHTLINE
SIDE OF THE HANGAR.
7. CONTRACTOR PERSONNEL WILL BE REQUIRED TO OBTAIN FLIGHTLINE DRIVING LICENSES
FROM THE GOVERNMENT. TRAINING WILL BE PROVIDED BY THE GOVERNMENT.
