• Regulation I/11, paragraphs [4] and [5] of the STCW ’78
Convention, as amended requires each Party to:
o Compare the standards of competence which it required of
candidates for certificates issued before 01 January 2017 with those
specified for appropriate certificate in Part A of the STCW Code;
o Determine the need for requiring holders of such certificates to
undergo appropriate refresher and updating training or assessment;
and
o Formulate or promote the formulation of a structure of refresher and
updating courses.

WAY FORWARD
“Take a look at 15 years ahead of us, what is volume of trade in
2030? Consider that among the available half a million officers of today,
150k might have left ships by 2030 by retiring just to maintain the current
work force, 10 000 new officers must be trained and provided as new
workforce every year to fill the gap of total work force to be created by
retiring officers if seaborne trade would to expand by 70% by 2030, we
need to train and produce 40k officers every year. If seaborne trade
would to expand by 35% by 2030, still we need to train and produce 25k
new officers every year.” - Sekimizu
