Sidewalk Improvement Bond Proposal Shall the City of Clawson, Michigan, borrow the sum of not to exceed Two Million One Hundred Twenty-Five Thousand Dollars ($2,125,000) and issue its general obligation unlimited tax bonds, in one or more series payable in not to exceed ten (10) years from the date of issuance, for the purpose of paying the costs to acquire, construct and improve sidewalks in the City, including all related appurtenances? The estimated millage to be levied in 2018 is 0.28 mills ($0.28 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds is 0.58 mills ($0.58 per $1,000 of taxable value). CITY OF KEEGO HARBOR

CHARTER AMENDMENT 1 DEDICATED POLICE MILLGE

An amendment to Section 11.5 of the City Charter to add Section 11.5(a) to authorize the levy of 4.0 mills for police purposes for the years 2018 to 2026. This amendment authorizes the annual levy of not to exceed 4.0 mills for 8 years, 2018 to 2026, for police purposes. Approval would increase the tax levy by 4.0 mills as new additional millage in excess of the limitation imposed by law, restoring a portion of the Charter millage authorization previously approved by the electors, since reduced by the Headlee amendment. If levied, 4.0 mills would raise approximately $369,106.00 when first levied in 2018. Approximately $40,344.00, will be required to be distributed to the Tax Increment Finance Authority. Updated: 10/31/2017 9:30 AM Property Seizure and Forfeiture New Section 18.7 of the Charter of the City of Keego Harbor, Michigan Section 18.7. Property Seizure and Forfeiture. As used in this section, “property” shall be liberally construed to include assets and possessions; “employee” includes anyone acting under the authority of the city. A conviction of a criminal offense is a prerequisite to forfeiture and the transfer to the City of Keego Harbor of title to property directly used in or derived from that offense. All revenues from forfeited property, including revenue derived from sharing proceeds of forfeited property from cooperation with other federal, state, or local agencies, shall be placed in a separate fund, used only to pay costs directly related to local street repair, and shall not be earmarked or allocated to law enforcement or code enforcement. At any time, a property owner may ask the City or a court to return property that was wrongly seized or because there is no reason for the City to continue to hold the property. No bond shall be required on any property seized under authority of the city. If property is wrongfully seized, the City has no reason to continue to hold the property, or the property owner is not convicted of a criminal offense that has a forfeiture provision, the city shall return, replace, or provide full compensation for any property damaged, defaced, or devalued as a result of seizure by city employees. Records of all property seizures shall be indexed by date, department, name of owner, property type, and seizure value, and include details of the conviction. These records shall be published monthly on the city’s publicly-accessible website consistent with Michigan’s Freedom of Information Act 442 of 1976. CITY OF LATHRUP VILLAGE

Petition Initiated Charter Amendment To Add Section 17.14 Property Seizure and Forfeiture

“Shall the City of Lathrup Village Charter be amended to add a new Section 17.14 providing that a criminal conviction is required before forfeiture of any property to the City; that all revenues from forfeited property in connection with any crime must be used solely for street repairs and may not be used for law or code enforcement purposes; that a property owner may seek the return of forfeited property and the City must return, replace, or pay compensation for such property under certain circumstances; and that the City must keep records of forfeited property and publish such records monthly.” CITY OF PLEASANT RIDGE Proposal 2017 – 1 Police Pension Stabilization Millage Proposal Shall the City of Pleasant Ridge be authorized to levy up to an additional 1.40 mills ($1.40 per thousand dollars of taxable value), for the purposes of funding currently underfunded police pensions. The millage shall be authorized for a period of 15 years with the first levy in July, 2018, provided that the City shall not be authorized to increase such levy by more than 0.35 mills in 2018, or by more than an additional 0.35 mills each year thereafter, up to the maximum millage herein authorized. The intent of this request is to allow the partial restoration of City Charter authorized millage which was reduced by Section 31 of Article IX of the State Constitution of 1963. The initial 0.35 mill increase would raise the sum of approximately $50,750 in 2018.

PROPOSAL TO REMOVE OBSOLETE AND SUPERSEDED CHARTER PROVISIONS IN CHAPTERS THREE AND FOUR OF THE ROYAL OAK CITY CHARTER At the general city election in November 2011 voters adopted amendments to the Charter at Chapter Three, Section 4, adjusting the date and time commissioners and the mayor would start and end their terms of office from the first Monday in December to the third Monday in November in the year of their election. This proposal, if adopted, would remove obsolete and superseded references from Chapter Three, Sections 3, 4, 5 and 9 and Chapter Four, Section 21 that still refer to the rescinded term of office that started on the First Monday in December. Shall the proposal be adopted?

PROPOSAL TO REMOVE CHARTER PROVISIONS IN CHAPTER FOURTEEN, SECTION 11 OF THE ROYAL OAK CITY CHARTER Chapter Fourteen, Section 11, requires that any public improvement costing more than $1,000 can only be approved after drawings, profiles, and estimates are submitted to the commission. The limitation of $1,000 was set by the Charter adopted in 1921. The proposal, if adopted, would eliminate this section and allow the city commission to set the limitation. AN INITIATORY PETITION TO AMEND THE TROY CITY CHARTER BY ADDING SECTION 12.4 The City has received a citizen initiated proposal to amend the Troy City Charter by adding a new section. The initiative petition states: “Section 12.4 The city shall not enter into an agreement for the transfer, sale, lease, or use for more than 90 days, of any portion of any parcel of public land the whole of which is greater than two (2) acres, except by the affirmative vote of a majority of the electors voting on the question at a general election.” Should this Charter Amendment be adopted?

The debt millage required to retire all bonds of the School District currently outstanding and proposed pursuant to this ballot is expected to remain at or below 7.30 mills. The estimated millage to be levied in 2018 to service this issue of bonds is 0.460 mills ($0.460 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds of this issue is 1.130 mills ($1.130 per $1,000 of taxable value). The bonds may be issued in one or more series, payable in the case of each series in not to exceed 30 years from the date of issue of such series. If approved by the voters, the repayment of these bonds will be guaranteed by the State under its School Bond Qualification and Loan Program (the “Program”). The School District currently has $74,220,000 of qualified bonds outstanding and $9,815,056 of qualified loans outstanding under the Program. The School District expects to borrow from the Program to pay debt service on these bonds. The estimated total principal amount of additional borrowing is $1,064,899 and the estimated total interest thereon is $4,343,093. The estimated duration of the millage levy associated with that borrowing is 10 years and the estimated computed millage rate for such levy is 7.30 mills. The computed millage rate may change based on changes in certain circumstances. NON-HOMESTEAD OPERATING MILLAGE PROPOSAL This authorization will (i) restore the authority of Farmington Public School District to levy 18.00 mills previously authorized and levied for general operating purposes on non-homestead taxable property (comprised primarily of business, commercial, and rental property) which has been reduced by 0.1548 mill by application of the Headlee Amendment, and (ii) increase the prior authority by 1 mill in the event of future Headlee rollbacks of the same amount. This authority, combined with other unexpired authorizations, would allow the School District to receive revenues at the full foundation allowance permitted by the State. Shall the limitation on the amount of taxes which may be imposed on taxable non-homestead property in the Farmington Public School District, County of Oakland, State of Michigan, be increased by 1.1548 mills ($1.1548 on each $1,000 of taxable value) for nine (9) years, the years 2017 to 2025, inclusive, to provide funds for operating expenses? This millage would raise an estimated $170,000 for the school district in the first year that it is levied. THE LAMPHERE SCHOOLS

THE LAMPHERE SCHOOLS COUNTY OF OAKLAND, MICHIGAN

BUILDING AND SITE SINKING FUND REPLACEMENT TAX PROPOSAL

This proposal, if approved by the electors, will replace and extend the authority last approved by the electors in 2011 and which expires with the 2021 levy for The Lamphere Schools to levy a building and site sinking fund tax. This proposal allows the use of proceeds of the millage for all purposes previously permitted by law as well as newly authorized security improvements and the acquisition or upgrading of technology. Pursuant to State Law, the expenditure of the building and site sinking fund tax proceeds must be audited, and the proceeds cannot be used for teacher, administrator or employee salaries, maintenance or other operating expenses.

As a replacement of existing authority, shall The Lamphere Schools be authorized to levy three (3) mills ($3.00 per $1,000 of taxable valuation), for a period of ten (10) years, from July 1, 2018 through June 30, 2028, to create a building and site sinking fund to be used for the purpose of the construction or repair of, school buildings, for school security improvements, or for the acquisition or upgrading of technology, and for other purposes, to the extent permitted by law? This millage would provide estimated revenues to The Lamphere Schools of approximately One Million Nine Hundred Fifty Thousand ($1,950,000) Dollars during the 2018 calendar year, if approved and levied.

The estimated millage that will be levied for the proposed bonds in 2018, under current law, is 5.24 mills ($5.24 on each $1,000 of taxable valuation). The maximum number of years the bonds may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 9.80 mills ($9.80 on each $1,000 of taxable valuation). The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds. The estimated total principal amount of that borrowing is $1,891,505 and the estimated total interest to be paid thereon is $8,111,644. The estimated total principal amount of that borrowing is $2,671,534 and the estimated total interest to be paid thereon is $12,513,139. The estimated duration of the millage levy associated with that borrowing is 18 years and the estimated computed millage rate for such levy is 7.90 mills. Bond Proposal

Shall the Royal Oak Schools, County of Oakland, Michigan, borrow the principal sum of not to exceed Fifty-Nine Million Nine Hundred Eighty-Five Thousand Dollars ($59,985,000) and issue its general obligation unlimited tax bonds for the purpose of defraying the cost of:

• constructing additions to and remodeling existing School District buildings;

• improving and developing sites, including parking areas, playgrounds, and outdoor athletic fields and facilities in the School District;

• furnishing, refurnishing, equipping and reequipping School District buildings; and

• acquiring and installing instructional technology equipment in School District buildings?

The debt millage levy required to retire all bonds of the School District currently outstanding and proposed by this ballot proposal is estimated to remain at or below the current 3.25 mill levy. The estimated millage to be levied in 2018 to service this issue of bonds is 1.00 mills ($1.00 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds of this issue is 2.32 mills ($2.32 per $1,000 of taxable value). BUILDING AND SITE SINKING FUND TAX PROPOSAL

This proposal, if approved by the electors, will allow the Troy School District to levy a building and site sinking fund tax, the proceeds of which will be used to make improvements and repairs to the School District’s facilities. Pursuant to State Law, the expenditure of the building and site sinking fund tax proceeds must be audited, and the proceeds cannot be used for teacher, administrator or employee salaries, maintenance or other operating expenses.

Shall the Troy School District be authorized to levy one (1) mill ($1.00 per $1,000 of taxable valuation), for a period of ten (10) years, from July 1, 2018 through June 30, 2028, to create a building and site sinking fund to be used for the purpose of the purchase of real estate for sites for, and the construction or repair of, school buildings, for school security improvements, or for the acquisition or upgrading of technology, and for other purposes, to the extent permitted by law? This millage would provide estimated revenues to the Troy School District of approximately Three Million Seven Hundred Forty-Five Thousand Two Hundred Fifty-Seven ($3,745,257) Dollars during the 2018 calendar year, if approved and levied.
