Experiences Don Stanton & Todd Graetz

The Pioneers ”Pathfinders:” Beyond Visual Line of Sight (BVLOS) incrementally expanded UAS operations in the National Air Space (NAS)

CNN newsgathering Visual line-of-sight operations over peoplePrecisionHawk crop monitoring Extended visual line-of-sight operations BNSF Railway inspect rail sys infrastructureBVLOS in rural/isolated areas

UAS registrations surpass traditional Pilot/aircraft; more FAA efforts devoted UAS

Good: Saving lives: Inspect Bridges, Rail; Real Estate, Roofers, Agriculture, Blood deliveries, Peacekeeping Bad: Interfering with firefighting, police ops, privacy, paparazi, danger & nuisance, noisy buzzing drones Ugly: NC State Fair, Baby lost eye, Prison breaks, Terrorists

*Feds preempt States

*Spectrum of new users

*How to balance new

Tech with Safety in NAS?

Transportation Secretary Chao May 31 “Law enforcement and security authorities need to be able to determine whether drones are operating legally. But how much information is needed? And how can agencies get the information they need without violating the rights of the drone operator? And how should authorities mitigate a drone threat without putting people or property on the ground in jeopardy?”

*Interagency Public Policy issues: DoT/ FAA Safety

DEC 2015 Drone Registration Av Rulemaking Comm (ARC) >500g/8 ½ ounces including payload; $5 for an individual UAS reg. number--can have multiple UASs 2016 Part 107 1st operational rule for routine commercial use of small UAS in NAS Drone Advisory Comm 70+ stakeholders MAR 2017 2ndFAA UAS Symposium May25 Drone360 “White House draft bill enable individuals designated by the head of a fed dept or agency to interfere with the operation of drones “to evaluate whether [drone] poses a threat to the safety or security” of covered facilities or ops. This would include medevacs, prisons, wildland firefighting or law enforcement ops May 31 Drone Focus Conference Transportation Sec Chao: *”FAA published >130 UAS facility maps to streamline authorizations in airspace *FAA studying tech for use for drone detection around airports *Pilot program to let local communities try different regulatory concepts *Consortium UAS research institutions, ind, govt partners; studies will help inform parameters for safe drone flights over people.” July 2017 UAS Identification & Tracking ARC..fears having to buy transponders and having data about themselves & flights made public (Drone User Group)

NASA’s UTM will facilitate data exchange for Low Altitude Authorization

and Notification Capability (LAANC) enabling automated authorization

to fly in controlled airspace near 50 airports including Cinci, Miami, PHX

AUG 22 Norfolk Southern RR Bridge Inspections HAZON “Conducted

over 64 complete bridge inspections across E. US…high definition still

frame, video & thermal imaging cameras;fly under, inside bridge spans.”

SEP 29 Northeast UAS Airspace Integration Research Alliance (NUAIR)

activated by flying a manned aircraft & drone in airspace over/ around

Griffiss International Airport; will expand next year to 50 mile corridor

from Rome to Syracuse; trying to make area magnet for UAV business.

Pilot Requirements No pilot requirementsMust have Remote Pilot Airman CertificateMust be 16 years oldMust pass TSA vetting

Aircraft Requirements

Unless exclusively operated in compliance with Section 336 of Public Law 112-95 (Special Rule for Model Aircraft), the aircraft must be registered if over 0.55 lbs.

Must be less than 55 lbs.Must be registered if over 0.55 lbs. (online)Must undergo pre-flight check to ensure UAS is in condition for safe operation

Location Requirements5 miles from airports without prior notification to airport and air traffic control

Class G airspace*(Class G airspace exists wherever Class A, B, C, D or E airspace doesn’t) *= subject to Waiver

Operating Rules

Must ALWAYS yield right of way to manned aircraftMust keep the aircraft in sight (visual line-of-sight)UAS must be under 55 lbs.Must follow community-based safety guidelinesMust notify airport and air traffic control tower before flying within 5 miles of an airport

Must keep the aircraft in sight (visual line-of-sight)*Must fly under 400 feet*Must fly during the day*Must fly at or below 100 mph*Must yield right of way to manned aircraft*Must NOT fly over people*Must NOT fly from a moving vehicle*
