Improvements to Route 28• Northern Virginia Transportation Authority allocated HB2313 funding

to multiple projects in the Route 28 corridor.• FY 2014 priorities included two construction projects on Route 28:

– Widen from 6 to 8 Lanes SB (Dulles Toll Road to Rt. 50) – completed– Widen from 6 to 8 Lanes NB (McLearen Road to Dulles Toll Road) –

completed• Funding strategy developed for remaining Fairfax segment (NB Rt.

50 to McLearen).• FY 2015-2023 priorities include design funds for widening Route 28

from Prince William line to New Braddock Road:– Design, environmental, and traffic work underway– RFQ responses received – RFP for design-build contract to be issued September

Route 28 and Dulles Toll Road• VDOT, MWAA, Fairfax County, Loudoun County, and the Dulles

Greenway have funded study of interchange at Route 28 and the Dulles Toll Road/Dulles Greenway.

• VDOT conducting the study.• Potential improvements:

– Ramp relocation, ramp widening, ramp reconfiguration, new ramp construction, eastbound Dulles Toll Road toll plaza relocation, elimination of eastbound Dulles Toll Road toll plaza cash payment option, roadway connectivity improvements, and/or collector-distributor lanes

• Expected study completion:– Late 2019 to early 2020

Davis Drive Bridge• New bridge connection across the Dulles Toll Road between

Sunrise Valley Drive in Fairfax County and Innovation Avenue in Loudoun County.

• Northern Virginia Transportation Authority has provided $20M for the project. Counties equally sharing $1M expense.

• Counties have contracted with VDOT to undertake the conceptual design work.

• VDOT is currently working on the feasibility study:– Draft report expected late 2019 to early 2020

Soapstone Connector• Phase I Reston Comprehensive Plan Amendment adopted by the

Board of Supervisors in 2014:– Includes three new connections across the Dulles Toll Road:

Soapstone Drive, Town Center Parkway, and South Lakes/Davis Drive

• Fairfax County complete an alternatives analysis for the Soapstone Connector.

• Currently working on the environmental assessment:– Additional work on heritage resources required

• Approximately $120M has been identified for the project.• Anticipate construction to begin 2024.• Estimated completion by 2027.Department of Transportation

Town Center Parkway Underpass• Town Center Parkway Underpass will connect Sunset Hills Road

and Sunrise Valley Drive beneath the Dulles Toll Road.• Fairfax County funding improvement to the Silver Line track in the

crossing area to allow future construction without disrupting rail traffic.

• Fairfax County requested VDOT to conduct feasibility study.• Estimated completion by 2032.

Transit Services Planning inReston-Herndon for Silver Line Phase II

• Purpose is to enhance bus services in the Reston-Herndon area while capitalizing on Metrorail Silver Line Phase II.

• Process will encourage public input, examine past and existing transit conditions and future needs, and develop service change recommendations.

• Proposed service changes will include route efficiencies, new route designs, and improved access and mobility.

Public Outreach ·  Consists of three phases, with each phase including an online survey and meetings with the public and stakeholders (Reston Association and Herndon Town Council) · Phase 1 was completed during January to February 2019. ·  Phase 2 is planned for September to October 2019. · Phase 3 is planned for November to December 2019. · Service Alternative Planning · The project team is currently working on quantitative and qualitative evaluations of the draft service alternatives. · These evaluations will result in three service alternatives. · The next step will include public and stakeholder review of and comment on the three service alternatives. · The best components from the three alternatives will be identified and incorporated into the preferred service plan. The initial planning process will be based on: 2016 Transit Development Plan (approved by County Board of Supervisors in March 2016) Public input on current service and future service needs Reassessment of existing service Impact of Metrorail Silver Line on travel patterns Level of funding available for service adjustments Assessment process will: Realign routes to increase connectivity and frequency Improve mobility within community Reduce congestion Improve community vitality Reallocate hours of operations
