Community Based Accountability System (CBAS)
In response to Senate Bill 1557 of the 82nd Texas Legislature, the Texas Education Agency committed to the
formation of the Texas High Performance Consortium (THPC). In August of 2012, Northwest ISD became part of
a group of 23 diverse school districts charged with informing the governor, legislature, and commissioner of education about ways to transform public schools through the development of innovative, next-generation learning
standards, assessment, and accountability systems.
Why the CBAS?
• Demonstrates to a larger audience that the community is an important stakeholder in the schools.
• Demonstrates our values in regard to educating the whole child. There is more to education than state mandated tests.
• A wonderful opportunity to brag about what we are already doing.

• 2013-14: First year districts were required to report through PIEMS a self-evaluation of the district and each individual school in the district.
• Ratings: Exemplary, Recognized, Acceptable, Unacceptable

CaSE House Bill 5
• Compliance: Districts must report on PIEMS a self-evaluation of the district and each individual school in the district.
• Ratings: Exemplary, Recognized, Acceptable, Unacceptable.
• Areas: 8 specific areas determined by the state
• One overall rating in each area published annually by TEA
NISD Community Based Accountability
• Voluntary: NISD Stakeholders determined criteria; District statistics, not by campus
• No ratings-descriptive measures to share the NISD story
• Areas: Align to the NISD Profile of a Graduate; 30 different areas
• Continually updated as new data arrives
