from Kuwait and UAE Refocus efforts on reduced list of emerging donors

(Turkey, Mexico, Korea…)

• Create a pledging opportunity through public announcement for the US, UK and other selected donors

• Timing: between WB/IMF Spring meeting in April and IAC in July: Current thinking focuses on G20 in Mexico.

Effective, targeted advocacy aimed at governmental, legislative and technical decision makers

High impact interventions by key individual advocates at the highest level

Partners in advocacy to engage closely in support of the CTP and reform of replenishment mechanism

Political pressure focused on countries which have defaulted or where support is visibly (or may be) slipping

Communications: Challenges

• Rebuild reputation:

The goal for communications is that by year-end, the adjectives associated with the Global Fund will change…

…from: “troubled”, “crisis-ridden”, “corruption-plagued”…

…to: “live-saving”, “efficient”, “essential”, “renewed”

A four-fold approach:

1. Mitigate/minimize the effect of bad news:

2. Provide a continuous stream of reassuring updates on the transformation process to donors, implementers, partners.

3. Create a positive, forward-looking, emotional environment of support.

4. Stress the need to continue increased investments and the catastrophe of stagnating/slipping backwards.
