Background Marshall N. White Community Center The Marshall N. White Community Center is a 37,000 square-foot

building located at the corner of 28th Street and Lincoln Avenue. It was dedicated in 1968 and has served as a recreation and community center for Ogden for more than fifty years. The Center was dedicated on the fifth anniversary of the death of Marshall N. White, an Ogden police officer killed in the line of duty. June 23, 2020 The Council adopted the FY2021 Budget which included a Capital

The Marshall White Center . . . is need of a redesign to maximize its potential to help meet the community’s needs. . . . [T]his project will engage a group of stakeholders to review and make recommendations regarding current and future uses of this space. Project funding will allow the city to hire an architect and engineer . . . [to] provide more detailed cost information on design ideas and improvements, taking into account the stakeholder input.

It was the Council’s intent that the results of this study provide a list of several options for the future of Marshall White, including new or unique uses beyond its current use as a recreation center.

October 20, 2020 The Council adopted Ordinance 2020-54 reinstating the Marshall White

Advisory Committee (MWAC) and appointing new members to the Committee.

November 2020 – Current The Administration and the MWAC have been working with an

architectural consultant, VCBO, to develop a recommendation for the future use of the Marshall White Facility. VCBO started with an initial evaluation of the building which included the following:

• Architectural Evaluation • Structural Evaluation • Aquatic Evaluation • ASCE 31 Structural Evaluation

The report was based on a visual inspection of the premises to provide the City with a general understanding of the building’s condition. Additional field work will need to be completed before any renovations can be undertaken. The report indicates that overall, the building has been well maintained. However, its design is outdated and does not meet current code requirements. The MWAC worked with VCBO to obtain feedback regarding the types of amenities community members would like to see at the MWC. A

community survey was completed and became the basis for the Committee’s recommendations.

March 16, 2021 The Administration presented VCBO’s report on the MWC in a work

session. June 28, 2021 The Administration forwarded recommendations from the MWAC. The

recommendations focused on use of the MWC as a recreation center and provided a list of amenities that would enhance the current recreational offerings. The recommendation also included adding additional space for community events and charity functions and provided conceptual drawings created by VCBO.

September 30, 2021 The City Council sent a letter to the Administration and the Committee

requesting that additional options for reuse of the MWC be explored and forwarded to the Council for consideration.

Proposal Representatives from the Administration will provide an update on efforts to upgrade the Marshall White Center.

• As a part of this survey, Stake holder meetings were held to gain feedback regarding partnerships and possible future use of the Marshall N. White Community Center. YMCA, Boys and Girls Club, NAACP, Boxing, OWCAP, Soccer, Weber Human Services, LUPEC, IMAGE, ACTION, Latinos In Action were all included in stake holders’ meetings.

• The committee has created and approved a letter, based on the survey and stake holder meetings, to accompany the design concepts with recommendations for design features, amenities, and offerings.

Introduction

Dedicated in 1968, the Marshall N. White Community Center has been a beacon forrecreation and community events for Ogden City for over 50 years. This communityrecreation center, located at 222 28th Street, is owned and operated by Ogden City, andprovides affordable access to art programs, recreation activities, and event space for thecommunity. Named after Detective Sergeant Marshall N. White, who was killed in the line-of-dutyin 1963, this building is the first building named after a person-of-color in Utah.

As the community grows and evolves, it is important for the Marshall N. White CommunityCenter to continue to offer exciting and relevant services and programs. Ogden City, withthe support of the Marshall N. White Center Advisory Committee and VCBO Architecture,is completing a facility analysis to better understand the current facility condition, the valueof current programs, and identify improvements to ensure the Marshall N. White Centercontinues to serve the greater Ogden Community.

We are kicking-off this process with an informational survey created to collect feedback onthe current perception of the facility and programs offered, as well as an opportunity toprovide input on future improvements and programs. Background Marshall N. White was a pillar of the Ogden Community; he was a father of seven, adoctor, a detective, President of the Ogden Branch NAACP, a member of the MasonicLodge, and a member of the local Golden Gloves boxing community. His legacy, and thelegacy of his family, is carried forward through the ongoing contribution of this communitycenter.

Increased accessibility – Three key areas to improve comfort and accessibility with theMarshall N. Mayor accesibilidad: tres áreas claves para mejorar la comodidad y la accesibilidad conel Centro Marshall White incluyen proporcionar vestuarios de estilo familiar y neutrales algénero, crear áreas de acondicionamiento físico que sean accesibles para todas lashabilidades y proporcionar áreas tranquilas para que los niños descansen cuando sesientan sobreestimulado.

Fitness integrado con tecnología: la integración de fitness y diversión, el uso deaplicaciones y juegos para que los niños y adultos se entusiasmen más con el fitness, y lacreación de desafíos de fitness proporcionan una forma divertida de crear comunidad yentusiasmo tanto dentro como fuera del centro.
